Recently, the construction of large datacentres has led to intense societal debate in the Netherlands. Political decision making preceding the building of these centres is usually done at a decentralized governance level. However, at that level, it appears to be challenging to balance the relevant interest with integrity, and the living environment of citizens is easily overlooked. At the core of this debate lies a systemic challenge that comes with the changing role of the local government. Driven by privatization, globalization, digital transformation and citizen emancipation, the identity of governments transforms. Consequentially, governments are not only legislators and policy makers, but also – and increasingly – business partner, shareholder and client. Local politicians struggle with combining and switching between these roles. The case of datacentres is the embodiment of these challenges, and it takes a powerful, hybrid government to address these challenges in a meaningful manner and adopt a more active role for civilians in line with the new Dutch spatial planning law. Above all, it is necessary to focus on acting as a professional and stable partner. This is not only in the interest of citizens, but also in the interest of the related private organizations. |

Legislation is seen both as a problem and a solution for the lengthy process of spatial decision-making. The new Environment and Planning Act aims to speed up and improve decision-making on spatial projects. That sounds promising as an answer to the housing shortage. Can we indeed expect the Act to speed up housing projects? Will legal problems such as the protracted nitrogen crisis and appeals by opponents of new construction be prevented from now on? To answer these questions, this contribution first examines the (im)possibilities of using the instrument of legislation to tackle (spatial) problems. The subsequent analysis of accelerating measures in the Environment and Planning Act shows that a great deal of time is actually spent on activities that are not affected by legislative measures. High expectations of acceleration should therefore be tempered. |

The effectiveness and legitimacy of action strategies in the realm of spatial decision making Increasing spatial claims require careful decision-making. The question is where, from an institutional point of view, decision-making can best take place. Traditionally, balancing interests takes place in the political arena. Our legal system also guarantees legally anchored interests. In addition, we have expected for decades that participation processes stimulate participation, creativity and co-creation of citizens and entrepreneurs. Moreover, the arrival of the new Environment Act in the Netherlands gives participation a more compelling character: for private initiators, such as project developers, the organization of participation is even a hard requirement in a number of cases. Under the new Environment Act, policymakers, administrators, citizens and companies must constantly make a choice between participating, legalizing or politicizing in decision-making processes. This article analyses this choice from the perspectives of effectiveness and legitimacy. Is decision-making through participation more effective, or are parties better off in the courtroom, or the local council for effective and legitimate decisions? Theoretically, this question is interesting because the answer teaches us about effective and legitimate governance. For the practice of environmental decision-making, we consider when the participatory, legal or political route can best be followed to create both effective and legitimate decisions. |

The housing crisis is a social, political and policy issue that has not been as topical in recent decades as it is today. Over the past 25 years, the housing crisis has grown from an orphaned dossier to a problem that even has people taking to the streets. Starting from the issue attention cycle, after the alarm phase we are now in the contemplation phase of this cycle. Although the diagnosis of the problem is shared in this phase and agreement begins to emerge about the solutions, we also see the beginning of reflections on the effectiveness of the intended policy instruments and doubts about the feasibility of the objectives. Nowadays, the question is regularly asked whether major institutional changes should not be made to tackle the housing crisis. This article uses the current contemplation phase to address important institutional issues. The conclusion is that without thinking about institutional transitions, no major breakthroughs can be expected in the housing crisis and related spatial issues. |

Partly as a result of major problems on the housing market and in particular the large housing shortage, there is now a lot of attention for housing in both the press and politics. After many years of focus on more market forces and decentralization, the national government recently seems prepared to take more responsibility. In this contribution we try to interpret this turnaround by successively considering the main problems in the housing market, the development of government policy and possible solutions to the problems that have arisen. The emphasis is on the role of the national government. We conclude that, in view of the many spatial claims and the major investment tasks, it is important that the national government takes control and makes clear choices, which can then be worked out at regional and local level. By subsequently closely monitoring the developments and intervening if necessary, the central government can make adjustments on the intended housing policies. |

What causes the delays in the building of sufficient new homes in the Netherlands? And why do housebuilding projects so often struggle with financial feasibility? The land market typically can be described as an imperfect market, while the performance of the land and housebuilding market are closely connected. This connection seems to cause, at least partially, delays in the building of new homes. To be able to build new houses, ownership of land is crucial. However, land does not always come available in time. Landownership also influences competition in the housebuilding market. Based on a review of scientific literature, policy documents and empirical research results, this paper discusses the performance of the land and housebuilding market and its possible impact on housing production. Additionally, the paper reviews recent proposals that have been suggested in the context of the on-going Dutch housing market debate that may improve the functioning of these markets. What might be the effects of these interventions on housebuilding production? The paper concludes with a couple of dilemmas governments face with regard to the functioning of the land and housebuilding market. |

Regionalization is foregrounded among policymakers as a solution to the complex problems elderly care is facing, such as a pertinent staff shortage, a greying population and a lack of suitable accommodation. In this article, following a decentered approach, we analyze how field parties like nursing homes and policymakers in interaction give shape to regional collaborations within a market-oriented institutional healthcare context. Our findings show the emerging frictions, due to layered institutional arrangements and the proliferation of policy initiatives and partnerships. We find different responses of institutional actors to these frictions; actors holding off closer regional cooperation, actors creating urgency and commitment to organize care regionally, creating interstices in rules and regulations and building regional networks and care infrastructures. We argue that a focus on the iterative processes through which actors on different layers of the healthcare system give shape to policies adds a valuable perspective to the study of policy changes. We conclude that ‘layered work’ – mobilizing and working with and between different organizational and policy layers simultaneously – is required to develop appropriate (layered) ways to deal with complex problems. |

The government strives for a low-carbon energy supply, sustainable agriculture and a circular economy. These transitions require a long-term orientation, while the long term is surrounded by deep uncertainty. This challenge poses two dilemmas for public knowledge institutions such as PBL Netherlands Environmental Assessment Agency. First, they should pay more attention to the unpredictability of the future, while policymakers expected them to make the future more predictable. Second, they should support the use of foresight more, while policymakers operate in a context that discourages this. The dilemmas require that the knowledge institutions make more work of speculation, that they actively organise the use of foresight and that they seek to connect with formal policy processes. While doing this it’s important that the knowledge institutions maintain their core values of scientific excellence, policy orientation and independence and also propagate this. |

Do the budgetary consequences of an acute crisis make us less willing to tackle long-term challenges? This paper asks whether the recent COVID-19 crisis has affected the willingness of parties to commit to so-called ‘policy investments’. These are policies where short-term costs are accepted in anticipation of higher benefits in the longer run. Theoretically, there is no unambiguous prediction as to whether the recent crisis plays a role in repositioning party preferences regarding policy investments. In light of this theoretical ambiguity, this article aims to provide an empirical answer by measuring and comparing party positioning regarding policy investments of Dutch parties during the two general elections for the House of Representatives (Tweede Kamerverkiezingen) of 2017 and 2021 respectively. To identify which proposals qualify as policy investments, and measure the corresponding willingness to engage in them, the article builds on calculations of the budgetary impact of party manifestos provided by the Netherlands Bureau for Economic Policy Analysis (Centraal Planbureau; Keuze in Kaart). The subsequent analysis shows that overall willingness of parties to engage in policy investments has increased during the COVID-19 crisis; suggesting that the tension between addressing short- and long-term challenges is less strict that often suggested. |

During electoral campaigns, the use of voting advice applications (VAAs) has become increasingly widespread. Consequently, scholars have examined both the patterns of usage and their effects on voting behaviour. However, existing studies lead to conflicting findings. In this article, we take a closer look at the effect of De Stemtest/Test électoral (a VAA developed by academics from the University of Louvain and the University of Antwerp, in partnership with Belgian media partners) on vote switching. More specifically, we divide this latter question into two sub-questions: (1) What is the impact of a (dis)confirming advice from the VAA on vote switching? (2) Do VAA users follow the voting advice provided by the VAA? Our study shows that receiving a disconfirming advice from the VAA increases the probability of users to switch their vote choice. |

Bureaucracy and ‘red tape’ are seen as a main annoyance in healthcare practice. ‘Rules’ like guidelines and performance indicators would withdraw professionals from their real work, that is, helping patients. However, rules may also improve quality of care if they foster high quality practices. In this research, we explore how healthcare rebels deal with rules in their everyday work: how rebels ignore, engender and bend rules to build new environments for doing good care. Drawing on ethnographic research in three hospitals in the Netherlands (2017-2018), we reveal how rebels build and care for clinical microsystems containing their own clinical unit and related contexts (e.g. pharmaceutical suppliers, ICT companies, primary care) to evoke alternative and situated practices of good care delivery – i.e. focusing on quality of life and person-centred care. Rebels enact mechanisms of decoupling and recoupling to disconnect rules that embark on good care in specific patient situations, and build new routines that foster good care. However, such caring practices are hard to generalize as they often occur ‘under the radar’ and hence remain hardly noticed to the outside world. We argue that through revising accounting processes, and paying more attention to narratives of good care, more convenient quality systems could be found. |

Subsoil interventions in the Netherlands are crucial elements in the transition to a sustainable energy future. These subsoil interventions concern reduction of fossil energy mining, extraction of thermal energy, energy storage and CSS storage. These geo projects cause tensions. Planning under the mining law leads to local resistance, debate and often delay or cancelling of initiatives. The central characteristics of this planning are an important cause. As the transition to sustainable energy asks for more interventions in the subsoil, these tensions get problematic, and hinder the transition. In this article we investigate this problematic nature of planning under the mining law. In examples we show the problems, and accordingly we analyse them. We explore a more prominent role of local actors, using localism and soft power. With this article we want contribute to national and international discussions about the planning and governance of subsoil initiatives and strengthening of local involvement in these. |

Prestigious urban projects demonstrate many insights in the functioning of public administration. Especially, prestigious urban projects can teach us about what we call ‘managerial mania’. Following the perspective of behavioural public administration, this article observes significant characteristics of managerial mania, such as elated behaviour, an exaggerated positive self-image, infectious enthusiasm, selective argumentation, tunnel vision, and an unsubstantiated faith that plans will succeed. As a consequence of managerial mania, prestigious projects are at risk of cost overruns, project fiascos, or underdelivering the expected outcomes promised by politicians or top-level managers. This article explores the phenomenon of managerial mania based on examples of large and controversial urban projects. Furthermore, this article describes and analyses the symptoms of managerial mania, its implications, and its mechanisms. Finally, the authors suggest some means of restraining the most extreme forms of managerial mania. |

In the Netherlands and surrounding countries, there is reason to ask the question whether levels of segregation according to country of origin (mainly non-western) and in terms of socioeconomic position (mainly social arrears) are sufficiently high to legitimate anti-segregation policy. When will segregation become problematic? If segregation is regarded a problem, what, then, would be the best remedy? Spatial intervention? Or broader societal intervention? In this article developments and mechanisms will be discussed that lead to segregation; also political views on segregation and the framing of segregation will be scrutinized. A confrontation of knowledge, insights, visions, and framings offers material for new perspectives on residential segregation and is reason to argue for a more relaxed attitude towards segregation. We should acknowledge that the process of matching households to residential environments results in some – generally unproblematic – segregation. Only if segregation causes problems that pass certain intensity and/or a certain spatial range, non-spatial or spatial interventions are becoming a necessity. Levels of segregation are relatively moderate still. We ought to be more aware of the fact that strong negative framing actually stimulates segregation, social exclusion, division, discrimination, marginalisation, stigmatisation, fear, estrangement, and the development of first- and second-rate citizens. |

This Research Note investigates party advertising in newspapers and on social media (Facebook) during the 2019 general elections in Flanders, the largest region of Belgium. The 2019 elections saw a marked increase in the use of social media advertising by parties, whereas newspaper advertising saw a decline. Prior research that compares multiple types of advertising, particularly advertising on social and legacy media remains limited. As such, based on a quantitative content analysis we investigate not just the prevalence of party advertising on both types of media, but also compare the level of negativity, presidentialisation, and issue emphasis. Our analysis reveals substantial differences: we find that not only the type of advertisements varies across the platforms, but also that social media ads tend to be more negative. Finally, parties’ issue emphasis varies substantially as well, with different issues being emphasized in newspaper and Facebook advertisements. |

After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future. |

Compared to regular contracts, infrastructure development and management through Public-Private Partnerships (PPPs) is expected to lead to better cost and time performance. However, the evidence for this performance advantage of PPPs is lacking. This article analyzes the performance differences of projects with a Design-Build-Finance-Maintain (DBFM) contract (a type of PPP) and a Design-and-Construct (D&C) contract. Project performance data were collected (N = 65) from the Project Database of Rijkswaterstaat and analyzed using non-parametric tests. Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. The results show that DBFM-projects have a significantly higher cost performance than D&C-projects. In particular, DBFM-projects have less additional costs related to technical necessities in the implementation phase. Regarding time performance, DBFM-projects seem to perform better although the difference with D&C-projects is not statistically significant. The article discusses explanations for the performance advantage of PPPs, rooted in principal-agent theory. From this discussion, an agenda is presented for further research into the performance advantage of Public-Private Partnerships. |
