In this article we reflect on the scientific, the administrative governmental and societal impact of Dutch public administration. We argue that this discipline has put itself strongly on the map in the last half century. Additionally, the discipline has, in line with the ethos of its founding fathers, developed itself closely in dialogue with administrative practices. This has led to many different forms of impact in the administrative-professional field. However, there is much to gain when it comes to societal impact, and in particular the visibility of public administration in the broader public debate about the many societal challenges that modern societies face. |

In 2019, the Financial Intelligence Unit of the Netherlands (FIU-the Netherlands) celebrated its 25th anniversary. This article uses the occasion to reflect on the pivotal role of the FIU in financial surveillance and to describe its core practices of collecting, analyzing, and disseminating financial intelligence. What makes an FIU particularly interesting is that it operates at various intersections: not only on the nexus of finance and security, but also between private and public actors, by transforming unusual transaction information into suspicious financial intelligence. Given this pivotal position of the FIU, it is surprising that little is known about its core activities. Because its practices are often secret and its data are classified as state secrets, its daily operations and operational processes remain obscure. By drawing on interviews, public reports, and an online training programme this article aims to encircle the secrecy, zoom in on the case-study of FIU-the Netherlands and offer a fine-grained analysis of each of the three core FIU activities. Such a case-study is important not only for the study of finance and security as well as financial surveillance, but also for policy makers and the broader public who merit an understanding of how their financial behaviour is being surveilled. |

Research integrity has received increased attention, in the literature as well as in policy. A host of initiatives is supporting its promotion. However, misconduct will not cease to exist and needs to be reported, by whistleblowers. It takes a lot of courage to blow the whistle as it can have an enormous impact on the whistleblower’s career and personal well-being – and that of colleagues and researchers associated with the perpetrator. Therefore, it is important to be cognisant of the stressful process that accompanies the act of whistleblowing, to provide clear and accessible procedures to report misconduct, and to support whistleblowers throughout the process. Furthermore, it is essential that appropriate whistleblower protection measures are in place and enforced. Based on the current review of the literature, we provide some recommendations for policy and argue that an obligation to report scientific misconduct would currently do more harm than good. |

The underrepresentation of women in politics is a worldwide phenomenon and the Netherlands fit the pattern: about 39% of the Dutch MPs are female. Based on social role incongruity theory, it is expected that female politicians are evaluated more negatively than male politicians since women do not fit the dominant male politician role. However, most research is conducted in the United States, that is, a candidate-centred system where individual characteristics play an important role. This article focuses on the party-centred parliamentary context in which we examine (1) whether gender stereotypes are present among citizens and (2) to what extent these stereotypes influence the evaluation of politicians. We do this by conducting an experimental vignette survey design. We find that at the mass level there is no difference between the evaluation of male and female politicians, although gender stereotypes are present. |

Following the municipal elections in the Walloon Region (Belgium) on 14 October 2018, 189 political groups won an absolute majority. Twenty-two of these decided not to exercise power alone, but favoured the formation of an oversized coalition by integrating a minority partner. The aim of this article is to identify the motivations behind the formation of a local coalition when one of the partners has an absolute majority. Semi-structured interviews with mayors and leaders of political groups in these municipalities make it possible to identify the motivations for, first, the choice to open and, second, the choice of a minority partner. By distinguishing between necessary and supporting motivations, this article shows that the search for greater representation is a necessary motivation for the choice to open, whereas personal affinities and memories of the past are necessary motivations for choosing minority partners. By prioritising motivations, this article shows that. |

Legislation is seen both as a problem and a solution for the lengthy process of spatial decision-making. The new Environment and Planning Act aims to speed up and improve decision-making on spatial projects. That sounds promising as an answer to the housing shortage. Can we indeed expect the Act to speed up housing projects? Will legal problems such as the protracted nitrogen crisis and appeals by opponents of new construction be prevented from now on? To answer these questions, this contribution first examines the (im)possibilities of using the instrument of legislation to tackle (spatial) problems. The subsequent analysis of accelerating measures in the Environment and Planning Act shows that a great deal of time is actually spent on activities that are not affected by legislative measures. High expectations of acceleration should therefore be tempered. |

What causes the delays in the building of sufficient new homes in the Netherlands? And why do housebuilding projects so often struggle with financial feasibility? The land market typically can be described as an imperfect market, while the performance of the land and housebuilding market are closely connected. This connection seems to cause, at least partially, delays in the building of new homes. To be able to build new houses, ownership of land is crucial. However, land does not always come available in time. Landownership also influences competition in the housebuilding market. Based on a review of scientific literature, policy documents and empirical research results, this paper discusses the performance of the land and housebuilding market and its possible impact on housing production. Additionally, the paper reviews recent proposals that have been suggested in the context of the on-going Dutch housing market debate that may improve the functioning of these markets. What might be the effects of these interventions on housebuilding production? The paper concludes with a couple of dilemmas governments face with regard to the functioning of the land and housebuilding market. |

Het evalueren van maatschappelijke relevantie is niet altijd vanzelfsprekend voor financiers of onderzoekers. Dit lijkt vaak te abstract of verheven. Met name onderzoekers zijn gewend om de effectiviteit van een interventie op een bepaald doel of een bepaalde doelgroep te meten, maar breiden hun bevindingen niet uit naar hoe dit relevant kan zijn voor het veld. Aan de hand van een praktijkvoorbeeld, het ZonMw-onderzoeksprogramma Suïcidepreventie, wordt besproken hoe de maatschappelijke relevantie is geëvalueerd en welke uitdagingen dit met zich mee brengt. Zo is er geen eenduidige objectieve manier om maatschappelijke relevantie te evalueren. Ook waren de onderzoeksmethoden van de projecten binnen het onderzoeksprogramma erg verschillend. De aanbevelingen vanuit dit project kunnen toekomstige onderzoekers helpen om de maatschappelijke relevantie van hun onderzoek te evalueren. Verdere ontwikkeling en implementatie van gestandaardiseerde methoden of tools die de complexiteit binnen en tussen projecten vastleggen en maatschappelijke relevantie kunnen beoordelen, zijn nodig. |

The increasing datafication of society brings both opportunities and ethical dilemmas for public organisations. The aim of this research (in Dutch municipalities) is to gain insight into how ethical leadership can support professionals in a public organisation with ethical dilemmas about data use. Based on literature on data and ethical leadership, the authors have developed a conceptual model that indicates how an ethical leader can provide intrinsic and extrinsic support. The model was tested on the basis of 16 vignette interviews with municipal public professionals who work on providing insight into and combating subversion with data. Their findings show that ethical leaders can intrinsically provide support by being trustworthy and independent, leading by example, communicating about ethics and data use, and empowering others. In addition, ethical leaders can provide extrinsic support with ethical tools, such as ethical codes on data use, an ethics committee and training. |

The Dutch public sector wants to become more diverse and inclusive, which seems necessary for the legitimacy and confidence of the government. This explorative study took place within two Dutch national government departments and shows how scientific insights into diversity and inclusion are reflected in government practice. Four results can be derived from this study: (1) The sense of urgency around diversity and inclusion has a stimulating effect, but the embedding of the theme into both departments deserves attention. (2) There is a wealth of perspectives and interventions, but hardly any attention to the connection with society. (3) The themes of leadership and inclusion should be higher on the agenda. (4) Psychological security determines an inclusive culture. Notably, the influx of diversity in the workforce is still the priority of many public organisations. However, the flow and retention of these employees needs more attention. There lies an important task for executives. These conclusions and recommendations form a basis for organisations that want to move forward with policies and interventions on diversity and inclusion. |

Policy makers who work on sustainability transitions are well informed by transition science. As many scientific disciplines transition science comprises several theories and schools of thought, with distinct concepts and logical frames. The implication is that we can distinguish – subtle and implicit – different normative assumptions about, e.g., role of government, theory of social change, object of policy and issues of power. Such normative assumptions could then translate into policy, often without a proper assessment. This article aims to make such normative assumptions in transition theories more explicit. I explore how these normative elements translate into actual transition policy in a case of Dutch policy for ‘regional energy strategies’. Revealing normative elements in transition policy (or any policy field) can help policy makers to avoid pitfalls of conceptual cherry picking, thus contributing to transition policy that is scientifically and normatively robust. |

Governments around the world responded at roughly the same time but in several different ways to the emerging threat of COVID-19 in early 2020. This article sets out the nature of the different strategies that emerged over the course of the pandemic, focussing on the policy tools deployed. Some of these efforts were successful in containing the coronavirus while others were not, in some cases due to poor initial choices and in others due to poor implementation of the chosen strategy. Although the initial understanding each government had of the nature of the disease was the same, different state capacities and different levels of preparedness and effective leadership can be seen to have resulted over time in the emergence of six distinct approaches to the pandemic which, once deployed, proved difficult, although not impossible, to change as the pandemic unfolded. |

In this article I analyse whether differences in formal committee structures affect how parliamentary actors organise their work within them. I compare the allocation of members to specialised committees in the Dutch House of Representatives (Tweede Kamer) and the Belgian Chamber of Representatives (Kamer van Volksvertegenwoordigers/Chambre des Représentants) to test whether committee assignments are given more serious consideration when committees are strong. Despite many similarities, both parliaments differ in their internal institutional arrangements: committees in the Chamber of Representatives are, at least formally, considerably more powerful than those in the Dutch Lower House. The article uses the congressional theories of legislative organisation as heuristic devices to deduce several rationales of the assignment process. The role of parliamentary party groups is highlighted. The results indicate the presence of stable, reoccurring patterns in both parliaments. Even in the House of Representatives, where committees present lower opportunity structures, assignments are given due consideration. |

In June 2020, the Flemish populist radical right party Vlaams Belang (VB) published the Corona Blunder Book (CBB; Coronablunderboek in Dutch), detailing the government’s mistakes in handling the COVID-19 crisis. Populist parties can ‘perform’ crisis by emphasising the mistakes made by opponents (Moffitt, 2015) and may use a specifically populist discursive style, consisting largely of aggressive and sarcastic language (Brubaker, 2017). This paper takes the CBB as a case study in the populist performance of crisis and the populist style, finding that the book is, first, a clear example of populist ‘everyman’ stylistics and the performance of crisis, and, second, that VB uses the book to shift the COVID-19 crisis from a public health crisis to a crisis of governance, seeking to blame Belgium’s federal structure for the government’s alleged mismanagement of the COVID-19 pandemic and hence arguing for Flemish independence, one of the party’s main agenda points. |
The impact of audit office reports has received little attention in the scientific literature. In this article, various forms of impact have been distinguished with the help of Public Administration literature and factors that promote the use of evaluations have been distinguished. This theoretical framework was subsequently used for empirical research into the effect of audit office research. The extent to which the recommendations have had an impact was investigated in 20 Dutch municipalities with the aid of impact reports from audit institutions. Out of 176 publications, 94% of the 1216 recommendations were adopted by the city council. This means that the procedural impact is high. Of the 731 recommendations that could be checked at 17 municipalities, the local audit offices report that 58% had been fully implemented, 19% partially and 15% not or not tackled differently. The three categories of success factors from the scientific literature were visible in the practice of the audit offices. This applies most strongly to impact factors related to evaluation quality, in particular the factors related to communications standards, clear recommendations, timeliness and relevance to the decision maker. As far as research and decision-making factors are concerned, the commitment of the organization and the political climate are the most important factors for audit institutions. Finally, the involvement of stakeholders promotes the impact as a catalyst. The article concludes with practical lessons for promoting the processing of audit reports. |

This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas. |

This contribution analyzes the degree of relevance that administrators of independent administrative bodies (ZBOs) and agencies assign to their accountability relationships with social stakeholders. Although there is a lot of attention for social forms of accountability in the scientific literature, no large-scale quantitative research has been conducted into how administrators of implementing organizations experience this accountability. This study fills this gap on the basis of survey research by: (1) mapping the importance of forms and practices of social accountability for implementing organizations; and (2) weighing potential explanations for differences in the importance of social accountability in implementing organizations. The authors show that administrators of ZBOs and agencies in the Netherlands attach great importance to accountability towards their broad public environment, also compared to other countries with similar types of implementing organizations. This observation is in line with the Dutch reputation of consensual and interactive governance. Differences in the importance of social accountability between implementing organizations cannot be explained by the vertical accountability relationship with the parent department or other institutional organizational characteristics. The analysis shows that social orientation is greater among ZBOs and agencies where the media has more influence over administrators. Social accountability is associated with greater perceived media pressure. |
