    In this article in the series on the local democratic audit, the authors argue that municipal democracy in the Netherlands has become a multiple democracy. Within the formal framework of representative democracy, numerous democratic arrangements have emerged that may be referred to as participatory, direct and also what the authors call ‘do-democracy’. Additions to representative democracy did not come without reason: representative democracy is not a perfect system, either in theory or in practice. Efforts have been made to improve the functioning of representative democracy in a number of ways. Three of these are discussed in this article. The authors note that these three reforms do not solve the problems in representative democracy. So the Dutch municipalities have started looking for additions to representative democracy. In this article various forms of participatory, do-it-yourself and direct democracy are discussed. Many effects of these reforms are still unknown and knowledge about them has crumbled, but one conclusion can be drawn: people with a low education are not inclined to take part, even with arrangements that are easily accessible. Striving for a more vital local democracy seems meaningful; the authors formulate a number of ways of thinking about this.

    The European project currently faces not only an economic crisis, but a moral one as well. The economic growth model of social justice combined with market-oriented policies, also referred to as the European social model has lost much of its meaning after ten years of austerity and financial calamities. In 2012 ECB President Draghi says in the Wall Street Journal that the European social model is “gone”, a thing of the past. While only a couple of years later the European Pillar of Social Rights is put in place. What is happening with ‘Social Europe’? And how do trade unions, as a historical motor of social policy in the member states, relate to the European social model, especially since the financial crisis. This article deals with the position of trade unions vis-à-vis European social policy and the European institutions. The European social model, economic governance and the collective bargaining system are discussed as examples of post-crisis European social policy. It will be argued that although the European Commission gives institutional space to social policy and to a role for trade unions, it has always been subordinate to economic integration. And moreover that the recent economic crisis is used at the European level to obtain almost complete control over social policy in the member states.

    On January 9 2015, Job Cohen held his inaugural speech at the University of Leiden as extraordinary professor at the prestigious Thorbecke chair. His study field was the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three Ds stand for three different decentralizations of tasks to Dutch municipalities and the fourth D for democracy. In his speech Job Cohen advocated a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. This essay contains the farewell lecture that he held on November 30 2018. In it Cohen says that we are still in the transition of a gigantic operation, the three decentralizations of youth care, social services and labor participation. In many areas, therefore, cooperation at a higher level than the original municipalities is necessary and indeed established. Due to the increased regional cooperation, the House of Thorbecke no longer has such a strong foundation, which has long been the case. It is therefore inevitable, according to Cohen, that the House of Thorbecke receives more than just a new coat of paint. In his farewell lecture he furthermore discusses two kinds of citizen participation. The first kind concerns policy-influencing participation, the second involves self-reliant participation, or do-democracy or civil administration, in which the Right to Challenge is currently in the center of attention. This requires a delicate coordination between those who have and exercise government powers and citizens who want to exert influence on it.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Debates about the quality of local democracy are not new. This was also the case 100 years ago. In 1918 the ground-breaking dissertation of Adriaan Buriks on democratic municipal government was published in the Netherlands. In his dissertation Buriks proposed a radical democratic reform of Dutch municipal government by adopting the new system of ‘commission government’ from the US. That is a system of city government in which (almost) all city authority functions are concentrated in a small commission. The commission is organized in such a way that each member of the commission is the head of a city government department, every member is chosen by the population of the whole city and the exercise of authority is controlled by the whole population. The essay describes the remarkable life of this social revolutionary and municipal law expert. It goes on to discusses the dissertation through an introduction on the central issue of democratic municipal government, a description of the government systems of the US before and after the American Revolution of 1787, a description of the new system of ‘commission government’ and his proposal to adopt the new system in the Netherlands. The essay is closed by the author’s reflection on how the dissertation was received and its impact.

    Democracy means the voice of the people. Democratic renewal means that the voice of the people is not static. Look at ostracism among the Ancient Greeks: could one imagine that it would not exist forever? Still the voice of the people, men and women, would sound different and clearer than it would if it were based on ostracism. Over the centuries change always appears to be the constant, also in democracy, for example in the democratic renewal we have been calling ‘citizen participation’. Bottom-up citizen participation originated in the 1980s, mostly in urban renewal, and was legitimized top-down in 1993 in the Dutch parliament through the Willems motion. During the past decade increasingly more instruments for citizen participation have been developed from the bottom up. This development aims for self-management, with instruments like neighbourhood rights and the right to challenge. It goes down in history under the name of ‘localism’. In this essay the author is looking for localism on the special Scottish island Gigha, which is part of the Argyll and Bute Council.

    This article shows how the municipality of Amsterdam (The Netherlands) has coped with the popularity of home sharing platform Airbnb. In collaboration with Airbnb, the municipality of Amsterdam was the first to come up with regulations for home sharing. However, enforcement of these rules proved difficult without access to user data of the Airbnb platform. In addition, a scientific (statistical) assessment of the effects of homesharing is also difficult without open data. As a result, the legitimacy of the platform has weakened in the eyes of some stakeholders. The article ends with some general reflections how government can cope with sharing economy platform. In particular, it is argued that the right-to-challenge principle may prove hard to apply to sharing platforms.

    This contribution contains a summary and a conclusion of the special issue ‘Innovation and government: a bad marriage or a fertile relation’. Innovation is said to be not the core quality of government. However, we found that government is actually good in innovation, albeit not in an obvious way. Government has a complex position when it comes to innovation. Sometimes innovation may be seen as a public value. However, innovation usually also involves conflict with other public values that civilians expect government to secure. This the innovation dilemma is that government ought to be both favour and innovation and fight its negative consequences to other public values. The four contributions show how governments deal with this dilemma. They first move along with the innovation and then redefine their positions by for instance developing new instruments, bundling private initiatives or framing private initiatives to large programmes.

    The Internet of Things might have a high impact on privacy. However, privacy is a rather ambiguous concept in the world of big data. There is no unambiguous villain, no unambiguous victim, privacy is just one value in a set of other values and the ‘right’ tradeoff cannot be determined ex ante. Instruments to protect privacy prove to have ambiguous effects. They have there pros and cons and we often do not know what these pros and cons will be. The governance challenge will therefor be to develop a variety of new governance arrangements that will have to go through a process of trial and error. The question how to design such a process might be as important as the question what governance arrangements will work.

    Populism is usually studied by investigating the political discourses of parties considered to be populist. In contrast, this paper attempts to measure the support for a populist attitude among adolescents and young adults (age 14 to 30) in Flanders (N = 2618), the Dutch speaking part of Belgium. This paper answers two research questions: (1) Which adolescents and young adults support the populist attitude and which are the core elements of populism that get the most support? (2) To what extent are adolescents and young adults who support the core elements of populism willing to be politically engaged? The results show that: (1) the support for the populist attitude is widespread among young people in Flanders, and (2) the relationship between a support for populism and political engagement is nuanced. Implications of the support of the populist attitude for democratic participation are discussed.

    In this article we explore how and under what circumstances present-past comparisons can be used to find solutions to current social issues. We argue that meaningful comparisons can not only be made between countries or groups within countries, rather, comparisons between current and past societies too can enrich our thinking about pressing social problems. We search for the conditions under which such comparisons are possible without undermining the professional skills, epistemological and methodological insights of the various disciplines. Learning from the past calls for an in-depth study of present problems and the historical (role) model alike, with historians and social and political scientists cooperating in teams. We propose a five-step-method: (1) diagnosing the social issue, (2) tracing comparable historical practices that might offer solutions, (3) distilling these practices from their historical contexts, (4) massaging the ‘historical’ practices into the diagnosed present-day context through an imaginative exercise, and (5) implementing these solutions into everyday life through forms of experiment.

His field is the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three D’s stand for three different decentralizations of tasks to the Dutch municipalities and the fourth D for democracy. In his speech Cohen advocates a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. Deliberative democracy wants to create space for this common interest through the establishment of an arena for dialogue. Job Cohen is particularly taken by the ideas of the Belgian writer David Van Reybrouck about lottery selection and citizen participation and corresponding initiatives like G1000: a civic-summit, a form of deliberative democracy that generates new ideas, opens new perspectives and increases trust in the democratic process. The element of lottery selection (that was previously put on the agenda by the American professor James Fishkin) is essential for these results, because it creates a maximum of diversity and real involvement of all layers of the population: full citizen participation.

    In the Netherlands citizens increasingly unite in cooperatives to realize common facilities and services in their neighborhood themselves. Apparently neither markets nor governments succeed in providing all the public goods and services that citizens strive for. Although these forms of self-organization are still young and their success is far from sure, they are seen as sources of social innovation and new ways of organizing that inspire many. Their example is followed widely: cooperatives seem to be rapidly emerging almost everywhere. Yet not much systemic knowledge is available on their nature, drivers, and impacts, nor on the conditions under which they flourish. In this special issue the state of the art regarding these cooperatives is examined in the areas of energy, care, broadband connections and housing. The various contributions show that the main challenge that cooperatives have to deal with is finding the balance between the ambition to preserve their identity as grass root organizations and the need for professionalization. Also they have to learn to build and maintain relationships with other organizations and actors in their environment on which they are dependent: governments, private parties and professionals.

    This contribution argues that self-organization is uneven: it emerges more in certain groups, sectors and geographical areas than in others. While the number of cooperatives has increased, their overall impact remains rather limited. Although the government rhetorically embraces cooperatives, in practices it is often hesitant or reluctant to lend support. Politicians are often ‘on a mission’ to promote startup companies and to obtain contracts or competitive advantages for large corporations. What if cooperatives would receive the same kind of support?

    Healthcare cooperatives are not only attractive to citizens, but they also seen by managers as a source of inspiration and as a means to provide care efficiently. This raises the question of how health cooperatives evolve and which relationship with governments is appropriate for them. The aim of this article is examine the state of the art regarding the rise and development of health cooperatives. This development depends on the degree to which health cooperatives are able to overcome cultural, legal and financial obstacles. Health cooperatives seems to be more promising and stable if they succeed in determining their own course, show that they can realize their aims themselves and while learning to work together with others.

    The (changing) relations between citizens and administration are in the middle of attention and therefore the Dutch cabinet indicated in a white paper on ‘do-democracy’ (that is a literal translation of the Dutch word “Doe-democratie”) its willingness to contribute actively to the transition to more ‘do-democracy’ (a form of co-decision making of citizens by handling societal issues themselves). In a number of examples the cabinet showed which possibilities it sees to support civilian forces, but also mentioned several dilemmas, risks and objections it brings about. The white paper received praising as well as critical reactions. Especially from the critical reactions we can learn in which respects further action or reflection is necessary. To stimulate thinking and especially doing this article treats four criticisms not enough dealt with in the white paper itself: 1) ‘do-democracy’ is just a cover-up for expenditure cuts; 2) ‘do-democracy’ does a moral appeal on (affective) citizenship; 3) ‘do-democracy’ is reserved for the wealthy and the high-educated: a ‘do-aristocracy’; 4) it not a real form of democracy, because no control is handed over. To help our government every criticism is accompanied by a reply. In a short conclusion the author (himself secretary of the white paper) calls the government to make a start with the actual implementation of the ideas of the white paper.
