Crowd-based innovaties: verschuivende verantwoordelijkheden in een institutional void

    The crowd increasingly plays a key role in facilitating innovations in a variety of sectors, spurred on by IT-developments and the concomitant increase in connectivity. Initiatives in this direction, captured under the umbrella-term ‘crowd-based innovations’, offer novel opportunities in socio-technical systems by increasing the access, reach and speed of services. At the same time, they signify important challenges because these innovations occur in a context of traditional, well-established institutional and governance structures and practices. This dynamic is captured in the idea of the ‘institutional void’: the tension between traditional structures and (radically) new initiatives. Existing rules, standards and practices are challenged, which raises questions about the safeguarding of public values such as quality, legitimacy, efficiency and governance of crowd-based innovations. This article argues that understanding these tensions requires supplementing empirical research with an explicitly normative dimension to reach thorough and balanced conclusions to facilitate innovation while protecting the valuable elements in existing rules and regulations. Illustrated by a number of short examples, we propose a multidisciplinary research agenda towards formulating appropriate governance structures.

    Technology is increasingly being used to change people’s behavior. Such persuasive technologies can be understood as a cybernetic loop: data about the individual is collected and analyzed and, via feedback mechanisms, the technology exerts influence on the behavior of the individual. In practice, we see persuasive technology in various applications. This article discusses how persuasive technology can be responsibly implemented in a collective context, on the basis of two emerging practices: smart energy meters and fitness tracking. The cases reveal the tensions between corporate, commercial and individual interests. Due to datafication, a strong reduction is taking place in terms of what the smart meter defines as sustainable behavior and the fitness trackers understand to be healthy behavior. Each step in the process of technological persuasion (collecting, analyzing, providing feedback) presents its own challenges, which urges policy makers to reflect on preconditions for responsible persuasion.

    Not only companies and citizens, but also governmental agencies are exploring the possibilities of new technologies to communicate with citizens. This article analyzes the challenges, risks and dilemmas of social media for Dutch civil servants. The theoretical framework that is used consists of a classical and a modern approach to public administration. In the classical ‘Weberian’ model, politicians are responsible for policy-making (and communication about it) and civil servants have to implement policies (‘the primacy of politics’). This principal approach implies a limited role of civil servants in social media. However, the modern approach to civil servants highlights their expertise and distinctive responsibilities. The pragmatical approach leaves more space for active participation of civil servants on the internet. Nevertheless, a fundamental reflection about the primacy of politics, the role of governmental communication and culture in the social media landscape remains necessary.
