An Exploration into Blank and Null Votes in the 2018 Walloon Local Elections

    In this article, we propose an in-depth exploration of blank and null ballots in the recent 2018 local elections in Wallonia (Belgium). In the official results, both blank and null ballots are merged together and are classified as invalid votes. After obtaining the authorization to access genuine electoral ballots, we study the votes which were not considered for the composition of local councils in detail. The dataset is a representative sample of 13,243 invalidated ballots from 49 Walloon municipalities. We first describe how many of these invalidated ballots are blank and how many are null votes, as well as the nature of the nulled votes (unintended errors or intentionally spoiled ballots). Second, we dig deeper into the differences between ballots that have been intentionally invalidated by voters (blank votes and intentional null votes) and ballots non-intentionally invalidated. Our results show that most of the ballots (two-thirds) are null ballots and that among them, half are unintentional null ballots. Finally, we show that contextual (socio-demographic and political) factors explain the variations in intentional and unintentional null votes across municipalities.

    Taking Lijphart’s work on consensus democracies as our point of departure, we signal a major shortcoming in Lijphart’s focus being almost exclusively on the political hardware of the state structure, leaving little attention for the administrative and bureaucratic characteristics of governance systems. We propose to expand the Lijphart’s model which overviews structural aspects of the executive and the state with seven additional features of the bureaucratic system. We argue that these features are critical for understanding the processes of policymaking and service delivery. Next, in order to better understand the functioning of the Netherlands and Belgium as consensus democracies, we provide a short analysis of the historical context and current characteristics of the political-administrative systems in both countries.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    Alhoewel het gebruik van beleidsevaluaties (of het gebrek eraan) een van de meest besproken thema’s is in de evaluatieliteratuur, berust veel onderzoek over het thema enkel op anekdotisch bewijs, en zijn er nauwelijks studies beschikbaar die aandacht hebben voor de samenhang tussen verschillende factoren die impact kunnen hebben op het gebruik. In voorliggend artikel presenteren we de resultaten van een studie waarin we hebben getracht om op een systematische wijze inzicht te bieden in de combinaties van factoren die instrumenteel gebruik van beleidsevaluaties bevorderen of verhinderen. We onderzochten in dit verband alle evaluaties die in de periode 2013-2016 werden uitgevoerd bij de Inspectie Ontwikkelingssamenwerking en Beleidsevaluatie. Via Qualitative Comparative Analysis (QCA) bekeken we welke combinaties van de volgende factoren als noodzakelijk en/of voldoende bleken voor evaluatiegebruik: (1) politiek gehalte van het onderwerp, (2) interesse van de beleidsmakers, (3) aanwezigheid van nieuwe kennis in de evaluatie, en (4) de timing van de evaluatie.
    Voor de praktijk van beleidsmakers en evaluatoren benadrukken we het belang van tijdigheid en interesse voor een evaluatie. Onze analyse laat zien dat professionals die op deze factoren inzetten, een gunstig klimaat creëren voor het gebruik van evaluaties. Wat betreft tijdigheid lijkt het van belang de evaluatie te laten sporen met het schrijfwerk van een beleidsafdeling aan nieuw beleid of grote beleidsveranderingen. Goede anticipatie en een sterke institutionalisering van het evaluatieproces zijn hiertoe cruciaal. Of het thema van de evaluatie een sterke politieke gevoeligheid kent, is minder belangrijk. Mits sprake is van de juiste omgevingscondities, kunnen ook dergelijke evaluaties sterk instrumenteel worden benut.

    The increased complexity of multilevel democracies makes the evaluation of the performances of the government an increasingly difficult task for citizens. Multilevel governance involves information costs, which makes it more difficult for citizens to give clear responsibility for government tasks to the correct level of government. This article contains the first study that is focussing on the responsibility perceptions in the Netherlands. The authors do not just look at who citizens hold responsible for certain government tasks, but they also look at the consequences of these perceptions for the mechanism of accountability. The satisfaction of citizens are with the policy in a particular area should only influence the political support for the level of government they hold responsible. Results of the research are that in line with this perspective a strong correlation exists between satisfaction with the pursued policy and trust of the citizens in this government, in proportion as they hold a level of government more responsible. On the other hand there are large differences between citizens, that correlate with their level of education. So there are also large groups of citizens for whom it is not possible to keep governments responsible for the policy pursued, because they simply do not know which government is responsible.

    In recent decades, the Dutch labour market has become more flexible. Flexible labour contracts enable firms to adjust employment to a changing market environment and to competitive pressures. Almost without exception, academic studies on the drivers behind the use of flexible labour contracts at the company level, are motivated by competitive pressures. However, companies may be susceptible to institutional pressures as well. Based on a survey among more than 650 managers in the Netherlands, we conclude that firms are vulnerable to institutional (mimetic) forces. This finding has several implications for policy-making and labour flexibility research.

    Transparency is said to be paramount for citizen’s trust in (semi-)governmental organizations, such as regulators and supervisory bodies, yet there is little empirical research in this area.
    In an experiment we investigated the effect of different forms of transparency on citizen trust in a Dutch financial regulator. Our measure of trust consisted of three components: Competence, Benevolence and Integrity. Two types of transparency were used (rationale transparency and process transparency) in three different scenarios, one positive for the regulator and two negative.
    Transparency, and especially when focused on the ‘why’ (rationale) led to slightly more trust by citizens. This effect was most pronounced in the Competence-component of our trust-measure. Interestingly, even being transparent about negative news – i.e. admitting that mistakes were made and focusing on the ‘why’ – does not necessarily decrease trust. In contrast, negative information that focused on the ‘how’ (process transparency) yielded a negative effect on trust.
    We conclude that even when the message portrays negative information about the regulator, it pays to be transparent and communicate about it. Information should focus on explaining the rationale and underlying principles of a decision, and less on how the decision was taken.

Doorgeven, negeren of vervormen?

Media als kritische transparanteurs van beleid

    Transparency is a token of modern governance and is said to serve many different goals. Earlier research has shown that the disclosure of information will only be seen by the public and serve its goals if ‘transparators’, such as news media, pay attention to the information. The news media cannot be expected to be uncritical implementers of transparency policies; they will only do so when the policy and ensuing story fit their criteria for newsworthiness. This paper analyzes when and how news media pay attention to different types of policies serving different types of goals. It does so on the basis of quantitative and qualitative content analysis of 8 important cases of transparency-policies in the Netherlands in the past decade. The analysis shows that, even for these high profile cases, the amount of media attention for disclosed information is limited. The analysis also suggests that the media primarily tend to treat items in neutral or critical frames. Particularly in cases where the disclosed information is about the government itself, media stories seem to be primarily negative. These results suggest, in line with prior research, that transparency-policies may easily fail to be effective.

    In this article we show that theories and methods from psychology are valuable for public administration scholars and practitioners. We advocate the development of an interdisciplinary approach entitled ‘Behavioral Public Administration’. It is not the intention that Behavioral Public Administration replaces traditional public administration research. It is an addition. We start with an analysis of the background of Behavioral Public Administration research via a historical overview of the work of Herbert Simon among others. After that, we demonstrate that Behavioral Public Administration can be valuable (a) to test public administration theories and refine these; (b) to encourage methodological sophistication of public administration research; and (c) to improve the interaction between science and practice. We hope that this article contributes to a fruitful conversation that leads to a scientific and practical research area where public administration scholars and psychologists work together and learn from each other.

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research.

    The economic crisis is forcing Dutch government to deliberate decisions that lead to effective public policy.
    There seems to be a trend for the involvement of behavioral insights in the policymaking process, in order to achieve more effective public policy. The Government Strategy Board organized several conferences on this topic and the Scientific Council for Government policy researches this subject.
    To what extent can behavioral insights be considered a success formula for policy? This article offers a critical consideration from the findings of the thesis ’Two sides of the coin’, that deals with the relationship between the policymaking process and the effectiveness of public policy and makes it clear that behavioral insights are an important condition for successful policy. However, success demands an update of the current dominant scientific perspective on public policy as well as a realistic judgement of the high requirements on policy makers to involve behavioral insights in the policymaking process.

    The Dutch government aims at a participatory society, for example by striving for a larger amount of self-responsibility in providing social care, since the introduction of the Societal Support Law (in Dutch called ‘Wet maatschappelijke ondersteuning’ or in short Wmo). Does public opinion in the Netherlands reflect this change of mentality? This article investigates (a) how far public opinion on responsibility for social care for the elderly has changed between 2003 and 2010, (b) which factors explain why some people put most responsibility on the government and others on the family and (c) which factors explain intra-individual changes of attitude. This research has used survey data from the Netherlands Kinship Panel Study (2003, 2006/07, 2010). A shift in public opinion appears to have taken place in line with government policy: less responsibility for the government and more for the family. However, a majority of the Dutch population still puts most responsibility on the government. Attitudes appear to be connected with normative motives rather than with utilitarian motives. Intra-individual changes in attitudes in the direction of less government responsibility are mainly explained by normative factors and not by factors related to self-interest.

    Internationaal stijgt de aandacht voor evidence-based policy (EBP); de term duikt steeds vaker op in het beleidsdiscours. Het empirisch onderzoek naar kennisgebruik en doorwerking van wetenschappelijk onderzoek is evenwel eerder gelimiteerd, al bestaat er consensus dat de doorwerking van sociaalwetenschappelijk onderzoek beperkt is. De vraag stelt zich of het recente EBP-discours hierin verandering kan brengen. Kan EBP leiden tot meer doorwerking van sociaalwetenschappelijk onderzoek, gelet op de inherente kenmerken van beleid en wetenschappelijk onderzoek die belangrijke obstakels blijken te vormen voor kennisgebruik en doorwerking? Kunnen we in Vlaanderen reeds spreken over een EBP? Wat verstaan beleidsmakers onder ‘evidence-based’? Is een EBP überhaupt mogelijk? Wat zijn de belangrijkste obstakels voor kennisgebruik volgens beleidsmakers en wat zijn de belangrijkste gebruiksverhogende factoren? In dit artikel wordt aan de hand van een literatuurstudie, een bevraging van (Vlaamse) beleidsmakers en een citaats- en inhoudsanalyse van Vlaamse parlementaire bronnen gepoogd een antwoord te bieden op deze vragen.

Klein maar fijn?

De effecten van kleinschaligheid op het karakter van politiek en democratie

    Whereas the six Dutch islands in the Caribbean all have a (very) limited population size, analyses of political problems on the islands rarely seem to take the variable of state size into account. The available academic literature demonstrates that the population size of states has a strong influence on the quality of democratic governance, although scholars disagree on the question whether smallness is an asset or an obstacle to democratic development. After a discussion of this theoretical literature, the present article proceeds with a presentation of field research in three small island states (St. Kitts and Nevis, Seychelles, and Palau) in which the political consequences of a limited population size are analyzed. This analysis reveals that a number of size-related effects can be observed in all three examined island states, among which a tendency to personalistic competition, strong polarization between parties and politicians, particularistic relationships between voters and their representatives, and a dominant position of the political executive vis-à-vis other institutions. A subsequent analysis of the contemporary political situation on the Dutch Caribbean islands shows that the observed problems also play a role on these islands, which indicates that smallness is perhaps of greater significance than is now often supposed.

    In this article we aim to provide an insight in one of the specifics of the dynamic relationship between government and society; the delegation of public tasks to (civil) society. The concept ‘Big Society’ in the United Kingdom generated immense expectations in this respect. By making use of an explorative case study, we examine the origins, visions and best practices in successively the UK, Australia and Scandinavia in order to generate a better understanding of this dynamical relationship. The major insights following from this analysis relate to the economic and cultural background, the political reality and rhetoric, as well as to concrete practices to understand what civil society has to offer in the delegation of public tasks. Finally, as a first step towards theory development, we formulate five concrete lessons for the delegation of public tasks to the civil society.

    Not only companies and citizens, but also governmental agencies are exploring the possibilities of new technologies to communicate with citizens. This article analyzes the challenges, risks and dilemmas of social media for Dutch civil servants. The theoretical framework that is used consists of a classical and a modern approach to public administration. In the classical ‘Weberian’ model, politicians are responsible for policy-making (and communication about it) and civil servants have to implement policies (‘the primacy of politics’). This principal approach implies a limited role of civil servants in social media. However, the modern approach to civil servants highlights their expertise and distinctive responsibilities. The pragmatical approach leaves more space for active participation of civil servants on the internet. Nevertheless, a fundamental reflection about the primacy of politics, the role of governmental communication and culture in the social media landscape remains necessary.

    The central question in this article is whether the relationship between the current citizen’s initiatives and government in the Netherlands shows similarities to the relationship between their predecessors (usually denoted as ‘private initiatives’) and government in the past, and more specifically in the time of pillarization. In the article it is claimed that in the time of pillarization – the period between around 1900 and 1970, when Dutch society was characterized by vertical social divisions along denominational (religious) and ideological lines – private initiatives and Dutch government developed a peculiar symbiotic relationship. In this period, on the one hand the pillarized private initiatives, as a matter of course, expected a large degree of autonomy but at the same time all sorts of support from Dutch government when administering various public tasks. On the other hand, Dutch government took for granted that the pillarized private initiatives highly contributed to the initiation and administration of these public tasks. Since the disintegration of the pillars in 1970s Dutch government has been searching for new ways to relate to the old and new private initiatives, and vice versa. Yet in this search both government and private initiatives still seem driven by the old ‘reflexes’ of pillarization.

    Over the past years the European Commission has undergone it most significant changes since its inception. Internal reforms and a long series of treaty revisions have transformed the relationship of commissioners and that of their top officials. This paper describes how the emergence of new rules and recruiting patterns and a change in role interpretations have contributed to a growing demarcation between the political and administrative spheres in the European Commission.

    Although long recognized as beneficial, a global language has not come to fruition despite considerable past efforts. A major reason is that many policy makers and citizens fear that such a universal language would undermine the particularistic, constituting primary languages of local and national communities. This dilemma can be greatly diminished by a two tier approach, in which efforts to protect the primary language will be intensified but all the nations involved would agree to use the same second language as the global one. Although theoretically the UN or some other such body could choose such a language, in effect English is increasingly occupying this position. However, policies that are in place slow down the development of a global language, often based on the mistaken assumption that people can readily gain fluency in several languages.
