Is Euroscepticism Contagious?

How Mainstream Parties React to Eurosceptic Challengers in Belgian Parliaments

    Euroscepticism has long been absent among Belgian political parties. However, since the start of the century, some Eurosceptic challengers have risen. This article examines the effect of Eurosceptic competition on the salience other parties give to the EU and on the positions these parties take in parliament. Using a sample of plenary debates in the federal and regional parliaments, we track each party’s evolution from 2000 until 2019. Our findings both contradict and qualify existing theories and findings on Eurosceptic competition. When facing Eurosceptic challengers, all parties raise salience fairly equally, but government and peripheral parties adopted (soft) Euroscepticism more often than other parties.

Interest Representation in Belgium

Mapping the Size and Diversity of an Interest Group Population in a Multi-layered Neo-corporatist Polity

    This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas.

    In several regions in the Netherlands there are declining population numbers. In those regions, administrators, companies and societal organisations often start regional collaborations in order to anticipate population decline and maintain a good quality of life. This is a logical step, but in practice the collaborating partners face challenges. For this article we analysed over a period of eight years the dynamics of cooperation in the Hoeksche Waard, a region in the province of South Holland that is dealing with a decrease in the number of inhabitants. On the basis of the regime model (Stone 1989), and by conducting qualitative research, in this exploratory study we discerned a paradox of regional cooperation in this ‘shrinking’ region: a decline of population numbers is the reason to initiate informal cooperation in networks, but the complexity of the regional agenda leads to the desire for formalisation of the collaborations in formal decision making structures. This formalisation, in its turn, leads to less commitment from the parties and makes cooperation and achieving results difficult, which increases the need for informalisation.

    In his inaugural lecture entitled ‘From Pillars to Bubbles: The future of consensus governance in a globalized society’, Caspar van den Berg examines the consequences of economic and cultural globalization for the model of consensus governance that defined Dutch public administration for most of the 20th century. In doing so he presents an expansion and refinement of the Lijphartian model of consociationalism, and indicates which four factors supported consensus governance in the pillarized period, and how each of them has suffered erosion as globalization proceeded. It has become increasingly visible that globalization has differentiated effects for different groups in society, but also for different types of regions: booming regions benefit greatly from globalization, shrinking regions face major challenges. By combining recent insights from public administration, sociology, political science, economics and social geography, a new social order emerges, consisting of bubbles that are distinguished along socio-economic and territorial lines. These developments cause friction with regard to representation and decision-making at national, regional and local level. These are the themes on which the research within the Chair of Global and Local Governance will focus in the coming years.

    For the Dutch Association of Municipal Councillors (Raadslid.Nu) Bas Denters, professor of Public Administration at the University of Twente, wrote an essay on control and accountability in local government and the role of the municipality in this process. At close examination the relations in this area are less clear than they look on paper. The reason is what Mark Bovens and others have called the ‘displacement of politics’ in all its appearances: regionalization, privatization and socialization (i.e. tasks carried out by the society instead of the government). That process requires reflection on the question how democratic control and accountability at the local level can be reshaped. It is important to experiment with new ways in which municipal councils redefine the local processes of control and accountability. One can think of: (a) broadening the scope of the section in Dutch Municipal Law on affiliated parties (‘Verbonden Partijen’); (b) formulating Governance Charters and process framework notes; and (c) organizing the ‘democratic encirclement’ of the local administration, e.g. by other parties. In various places interesting initiatives have already been taken and hopefully this essay and the attention from Raadslid.Nu will contribute to more municipalities daring to blaze new paths.

    Nowadays municipalities in the Netherlands work together more intensively with other municipalities in the region. Also cooperation with companies, institutions and societal organizations is more often looked for at the regional level. In practice this brings along many problems and difficulties. For several reasons it appears not to be easy to combine the implementation strengths of municipalities and societal partners. This article presents a new approach (based on the theory of ‘new regionalism’) to regional implementation strength. This approach is not only about designing regional administrations, but is mainly about the factors that induce administrations as well as companies and institutions to commit themselves jointly for the region. To increase the regional implementation strength more is needed than the formation of a regional administrative structure in which municipalities do not cooperate in a non-committal manner. To induce municipalities and societal partners to commit themselves jointly to handling new tasks or new challenges it is also necessary to have a clear strategic vision on these issues that binds parties and makes them enthusiastic and that regional cooperation is rooted in a societal breeding ground. It also asks for an administrative structure that does justice to the contribution every municipality and societal partner makes to the realization of the strategy and for a democratic involvement of municipal councils and sector-based interest groups.

Subnationale overheden in governance voor duurzame ontwikkeling

    Although subnational entities play an important role in governance for sustainable development, they are often not recognized as decision-making actors in multilateral bodies, where an important part of the policy debate takes place. Adopting a Multi-Level Governance perspective, this article presents four alternative routes they can use to be involved in multilateral decision-making. It further zooms in on inter-subnational networks, an application of one particular route, called the direct route. Inter-subnational networks are associations between subnational entities based upon common interests. They have both external and internal objectives. On the one hand, they want to represent their members at multilateral organizations and influence decisionmaking. On the other hand, they are aimed at fostering cooperation between their members and at stimulating policy learning. This article focuses on the participation of Flanders in two networks in the area of sustainable development: nrg4SD and ENCORE. Flanders is an interesting case because of its exceptional degree of autonomy. The analysis concludes that Flanders is mainly (but not exclusively) interested in the internal dimension of the networks. It further reveals a low political involvement, which seems due to the subject of sustainable development itself.

Haar onderzoek focust op de betrokkenheid van Vlaanderen bij multilaterale besluitvorming inzake duurzame ontwikkeling in de VN, de OESO en de EU.

Hans Bruyninckx (1964) doctoreerde aan Colorado State University met een specialiteit in International Environmental Politics. Daarna werkte hij aan het Hoger Instituut voor de Arbeid (Katholieke Universiteit Leuven) en aan de Wageningen Universiteit, Nederland. Sinds 2005 is hij professor internationale betrekkingen en internationaal milieubeleid aan de Faculteit Sociale Wetenschappen van de Katholieke Universiteit Leuven. Zijn huidig onderzoek focust op de invloed van globaliseringsprocessen op mondiaal milieubeleid en duurzame ontwikkeling, op de rol van de EU in internationaal milieubeleid en op het milieubeleid van China. Hans Bruyninckx is ook promotor-coördinator van het Steunpunt Duurzame Ontwikkeling (2007-2011).

De proliferatie van regionale integratie en het unieke karakter van de EU als wetenschappelijk probleem

    This article presents an analytical framework to advance the comparative study of regional integration processes and to give a proper place to the EU within the field of regional integration studies. It is argued that a single theory of regional integration is not possible and that in order to compare different integration processes a distinction needs to be made between three generations of regionalism: i) integration by removing (economic) barriers; ii) integration by building a supranational structure and (iii) integration by building a geopolitical identity. This framework allows to better situate the EU towards other integration schemes in the world: as an exponent of first generation regionalism, the EU can be studied as one of many hundreds integration schemes; as a form of second generation integration the EU can only be compared to a limited number of cases and with regard to third generation regionalism the EU is a N = 1 case.


Luk Van Langenhove
Luk Van Langenhove (°1957) is directeur van het onderzoekscentrum UNU-CRIS van de Universiteit van de Verenigde Naties in Brugge (www.cris.unu.edu) en doceert aan het Europa College, de Vrije Universiteit Brussel en de Université Libre de Bruxelles. Zijn onderzoek spitst zich momenteel toe op regionale integratie en hij is coördinator van een door de E.C. gefinancierd Zevende Kaderprogramma project ‘EU-GRASP’. Hij is tevens ondervoorzitter van de International Social Sciences Council.

    At least four criterions/methods to measure mechanical effects of electoral systems can be distinguished: measuring disproportionality, the reduction in number of parties, the party advantages and the threshold percentages. In this manuscript we focus on the thresholds. We first concentrate on a description of legal, theoretical, and empirical thresholds as measures of mechanical effects. Further, we analyse the relationship between (the natural logarithm) of district magnitude and the empirical threshold and between the empirical threshold and the effective number of parties. As starting point we take districts in Spain, Portugal and Hungary as the level of analysis. We clearly show that there is a negative causal connection between district magnitude and the threshold percentage and between threshold percentage and the number of parties.

    In this article we examine the organisation of European policy-making in Belgium. The core question is whether the federal level is hollowing out in favour of the regional level, with respect to European preference formation and interest representation. From a theoretical point of view, it tests the propositions of liberal intergovernmentalism and multi-level governance in two critical cases: environmental policy and the European Convention. The article concludes that neither of the approaches is able to fully understand the complex system of joint preference formation that takes place in Belgium and that they would both benefit from incorporating historical institutionalist insights.
