    Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level.

    Digital transformation offers provinces both opportunities and threats. A long-held wish that social tasks (and the demand from citizens and companies) can be put at the center seems to be fulfilled. But, in addition to opportunities, the transformation also provides the necessary risks for, for example, the privacy of citizens and companies, but also due to the disruptive nature of digital transformation. This contribution looks at the digital transformation from a provincial perspective. The data vision in the making of the Dutch province of Noord-Brabant forms the basis for this essay, but what emerges applies broadly (with differences in emphasis) to several provinces. The author also gives a number of suggestions for the implementation of the transformation.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

Samenvatting

    Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    Belgium has long been described as a typical case of a consociational or consensus democracy. This article aims at identifying whether political parties in Belgium share the internal characteristics of parties in consensus democracies: passive mass memberships, the importance of purposive and material incentives for joining, and representation of a clear subculture in the social and attitudinal profiles of their members and via overlapping memberships with related organizations. We mobilize longitudinal party membership data and party member surveys conducted in three different time periods. We show that pillar parties still exercise their role of mobilization and representation of societal segments, but these segments tend to become smaller over time. New parties offer alternative options of mobilization and representation, although not always in line with the specific institutional arrangements of consociational democracy.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    The revolving door is an ambiguous concept evoking strong opinions, and often is seen to lead to a decline in trust and legitimacy of the policy-making system of the Netherlands. But the different moral objections against the revolving door between functions and jobs in public and private organizations are barely matched with systematic empirical evidence of negative effects on the policy-making system. In this article, a definition of the concept is presented in order to help focusing the discussion on moral objections and practical implications of the revolving door. Two fundamental contradictions emerge from the panoply of arguments and assertions about this phenomenon. With our definition as a basis, we consider the different forms of the revolving door and discuss conditions under which it may be contained without solutions that are disproportionate to the problem. The way out is to develop clearer norms and integrity-enhancing mechanisms with which negative effects may be avoided and positive effects strengthened.

    Traditional state-centered governance systems have failed to effectively tackle the transnational problem of the sustainability of global value chains (GVCs). To fill this ‘institutional void’, industry and NGOs established a series of global partnerships that designed standards and certification schemes for global commodities. This paper uses different theoretical lenses to address the question as to what extent these arrangements can be evaluated as smart, and for what and for whom they are smart? Despite their relative success, these partnerships face some serious challenges. Consequently, smart governance also requires adaptiveness and the prevention of path dependencies.

    The introduction of dualistic administration in the municipal government in the Netherlands in 2002 created the profession of the registrar. This article contains a description of the way Dutch municipal registrars fill in their office nowadays. The research shows that registrars deal with a wide range of tasks, that can be divided in four task fields: secretarial tasks, facilitating, representing and advising councillors. In the filling in of these task fields several profiles of registrars arise. So the basic registrar mainly organizes council meetings and reports on these meetings. The basic registrar plus performs the same tasks, but is also active in a few other task fields. The strategic advisor is the most active on all task fields. There are some significant differences between the three profiles when it comes to the importance of registrars to their activities, their value orientations and their competences. Contextual factors are hardly important, except the size of the municipality. It is also remarkable that the registrar has shown little activity with respect to two developments that are becoming increasingly important for municipal councils: regionalization and socialization of local government.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    The increased complexity of multilevel democracies makes the evaluation of the performances of the government an increasingly difficult task for citizens. Multilevel governance involves information costs, which makes it more difficult for citizens to give clear responsibility for government tasks to the correct level of government. This article contains the first study that is focussing on the responsibility perceptions in the Netherlands. The authors do not just look at who citizens hold responsible for certain government tasks, but they also look at the consequences of these perceptions for the mechanism of accountability. The satisfaction of citizens are with the policy in a particular area should only influence the political support for the level of government they hold responsible. Results of the research are that in line with this perspective a strong correlation exists between satisfaction with the pursued policy and trust of the citizens in this government, in proportion as they hold a level of government more responsible. On the other hand there are large differences between citizens, that correlate with their level of education. So there are also large groups of citizens for whom it is not possible to keep governments responsible for the policy pursued, because they simply do not know which government is responsible.

    Public value management encourages public organizations to move beyond existing frameworks and create value in flexible collaboration with societal partners. However, this approach creates problems for the accountability processes, because reports to politicians are often still directed at quantitative goals and rigid frameworks. This creates uncertainty and disagreement around the definition of value, the legitimacy of the new governance styles and the complexity of the new collaborations. This article describes the experiences of a large Dutch municipality where we conducted an experiment with an innovative accountability process for public value creation in the public health domain. Political administrators, council members, civil servants and societal partners have jointly assessed, through an interactive Public Value Table meeting format, what value their combined efforts in complex societal challenges have created. This experiment gives insight in the growing pains of public value creation, but also shows some possible solutions to address these tensions.

    This contribution contains a summary and a conclusion of the special issue ‘Innovation and government: a bad marriage or a fertile relation’. Innovation is said to be not the core quality of government. However, we found that government is actually good in innovation, albeit not in an obvious way. Government has a complex position when it comes to innovation. Sometimes innovation may be seen as a public value. However, innovation usually also involves conflict with other public values that civilians expect government to secure. This the innovation dilemma is that government ought to be both favour and innovation and fight its negative consequences to other public values. The four contributions show how governments deal with this dilemma. They first move along with the innovation and then redefine their positions by for instance developing new instruments, bundling private initiatives or framing private initiatives to large programmes.

    This article examines who ‘21st century public managers’ are and which skills and roles they have to master to function effectively in the 21st century. Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. The article concludes with implications for public administration research and education.

    This theme issue analyzes and describes the different ways in which behavioral science is currently becoming integrated in public administration as a practice as well as an academic discipline. Many governments and public organizations are currently experimenting with ways to integrate behavioral insights in public policy and public administration. This theme issue addresses the state of the art and the most salient research issues. It does so by explicitly drawing on insights from scholars from both behavioral sciences as well as from public administration. We survey the major theoretical approaches from both fields, investigate up close and personal how real world policy makers are trying to integrate behavioral knowledge in their structures, routines and policies, and we look at some examples of the most promising behaviorally informed policies. The theme issue confirms and documents the sudden rise of behaviorally informed policy making. By doing so, the theme issue allays some of the concerns voiced in the literature. But the theme issues also draws attention to some new critical questions and debates.

    Public-private partnerships (PPPs) have attracted considerable attention in the Netherlands and Flanders, as witnessed by the recent wave of doctoral theses on this topic. This article presents a review of fourteen Dutch and Flemish doctoral theses, published in the period 2012-2015. The main purpose of the review was to examine what the theses’ most important findings and conclusions are. We found that they mainly focus on themes related to effectiveness, transaction costs, and legitimacy. However, although PPPs are often part of a debate between opponents and proponents, none of the studies found convincing arguments for or against the use of PPPs. Instead, most studies stressed the importance of contextual factors for the success of PPPs. The doctoral theses provided various valuable recommendations for practitioners regarding, e.g., the optimization of PPP procurement and the importance of soft management aspects such as collaborative working and process management. We observed that most theses studied PPPs by applying traditional theories and methods and that the majority focused on the early project phases of planning, procurement, and contracting. More research is needed into the later project phases. Finally, since the generalizability of the theses is limited, more programmatic, quantitative, and (international) comparative research is required.

    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.
