    Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk.

    Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level.

    Digital transformation offers provinces both opportunities and threats. A long-held wish that social tasks (and the demand from citizens and companies) can be put at the center seems to be fulfilled. But, in addition to opportunities, the transformation also provides the necessary risks for, for example, the privacy of citizens and companies, but also due to the disruptive nature of digital transformation. This contribution looks at the digital transformation from a provincial perspective. The data vision in the making of the Dutch province of Noord-Brabant forms the basis for this essay, but what emerges applies broadly (with differences in emphasis) to several provinces. The author also gives a number of suggestions for the implementation of the transformation.

    This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society.

    More and more government organizations are making data public with the aim of promoting innovation and democratic processes. But open data does not always lead to the desired impact. In this study the authors analyze why some organizations are successful in exploiting the potential of open data and others are not. This research uses an ecosystem approach to investigate similarities and differences between four organizations that use open data. This has revealed three factors that promote the ecosystem, namely the influence of other organizations that are also involved with open data such as the motivation for open data, the important role of innovation champions and the utilization of the user perspective. Three barriers have also emerged: the preparation of a suitable case question for open data, the difficult relationship between obtaining capacity and the expected yields and the difference in scale between issues and profitable data sets.

    If the stakes are high, policy researchers can find themselves under strong pressures from politicians or policy makers to compromise on issues like scope of a research project, research methodology, reporting, framing and interpretation of results, and timing of publication. Research organizations experiment with various formal and informal arrangements to cope with such pressures and guard their independence.
    This article describes six coping strategies that are being explored by the Netherlands Environmental Assessment Agency (PBL). These are: i) taking control in determining the project scope and the research questions; ii) making responsibilities explicit and guarding respective roles; iii) installing a broad based societal project advisory group; iv) having some researchers in a project that interact with stakeholders, while keeping others at a distance; v) having a differentiated communications strategy; vi) being fully transparent as to hypotheses and uncertainties regarding data and models.
    Safeguarding independence in research through formal rules and provisions is generally insufficient to protect research from undue stakeholder influence. Also changes in labor routines, relationship management and organizational cultures are needed, not only on the researcher side, but on the stakeholder side as well. This calls for dialogue and joint learning processes.

Split-Ticket Voting in Belgium

An Analysis of the Presence and Determinants of Differentiated Voting in the Municipal and Provincial Elections of 2018

    This article tackles the particular issue of split-ticket voting, which has been largely overlooked in Belgian election studies thus far. We contribute to the literature by answering two particular research questions: (1) to what extent and (2) why do voters cast a different vote in the elections for the provincial council as compared to their vote in the elections for the municipal council?
    The article draws on survey data collected via an exit poll in the ‘Belgian Local Elections Study’, a research project conducted by an inter-university team of scholars.
    Our analysis shows that nearly 45% of the total research population cast a split-ticket vote in the local elections of 2018. However, this number drops to one out of four if we only consider a homogenous party landscape at both levels by excluding the numerous votes for ‘local’ lists (which occur mostly at the municipal level). This finding underlines the importance of accounting for the electoral and institutional context of the different electoral arenas in research on split-ticket voting in PR systems. In the Belgian context, split-ticket voting in 2018 also differed between the different parties and regions. Furthermore, it was encouraged by a higher level of education and familiarity with particular candidates. This candidate-centred and strategic voting was matched by party identification and the urban municipal context favouring straight-ticket voting. Other factors such as region, a rural municipal context and preferential voting seemed more relevant to determine voting for local parties than using the instrument of split-ticket votes as such.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    This article explores how we can gain insight into the quality of local government with the help of the public value perspective. The public value perspective does not evaluate government through generalised standards or benchmarks, but through the judgments of the actors involved in the policy. This approach could do better justice to the unique context of different governments, such as different local governments. The public value perspective, however, is hampered by the competing expectations that actors have of public policy and their generally negative bias towards the government. Based on 71 interviews with local actors in six municipalities, we show how the public value approach does indeed yields many different and critical perspectives, even within municipalities that are considered successful by national experts. However, we also show which connections exist between these seemingly competing perspectives and how sombre judgments about past governance are actually influenced by optimistic ambitions for the future.

    Overheidsbeleid heeft steeds meer te maken met digitalisering en data-ificering van de samenleving en het menselijk gedrag. Dat betekent uitdagingen voor beleidsevaluatoren. In dit artikel gaat het om éen van de daarmee gepaard gaande verschijnselen: Big Data en Artificiële Intelligentie (BD/AI). Het artikel stelt, na erop gewezen te hebben dat de evaluatieprofessie langere tijd niet erg actief op digitaal gebied is geweest, ten eerste de vraag wat BD/AI te bieden hebben aan evaluatieonderzoek van (digitaal) beleid. Vijf toepassingsmogelijkheden worden besproken die de kwaliteit, bruikbaarheid en relevantie van evaluatieonderzoek kunnen bevorderen. De tweede vraag is wat evaluatieonderzoek te bieden heeft, als het gaat om het analyseren/onderzoeken van de betrouwbaarheid, validiteit en enkele andere aspecten van Big Data en AI. Ook daar worden verschillende mogelijkheden (en moeilijkheden) geschetst. Naar het oordeel van de schrijver is het enerzijds dienstig (meer) gebruik te maken van BD/AI in evaluatieonderzoek, maar doen onderzoekers er ook goed aan (meer) aandacht uit te laten gaan naar: de assumpties die aan BD/AI ten grondslag liggen (inclusief het ‘black box’-probleem); de validiteit, veiligheid en geloofwaardigheid van algoritmes; de bedoelde en onbedoelde consequenties van het gebruik ervan; én de vraag of de claims dat digitale interventies die mede gebaseerd zijn op BD/AI effectief (of effectiever zijn dan andere), onderbouwd en valide zijn.

Frans L. Leeuw (socioloog) is hoogleraar Recht, Openbaar Bestuur en Sociaalwetenschappelijk onderzoek aan Maastricht University. Eerder was hij o.a. directeur WODC, Hoofdinspecteur Hoger Onderwijs Onderwijsinspectie, hoogleraar evaluatieonderzoek Universiteit Utrecht, directeur doelmatigheidsonderzoek Algemene Rekenkamer en decaan Humanities Open Universiteit. Hij bereidt een boekje voor over 125 jaar empirisch-juridisch onderzoek, inclusief de nieuwste loot: digitaal empirisch-juridisch onderzoek.     Since the 1970s social integration of the police has been considered as a key element of the Dutch police. It can be understood as a strategy to realise police legitimacy. This article adresses the question whether the Dutch police still strive for police legitimacy via social integration. The article is based on a series of interviews with present and former strategic leaders of the Dutch police. The study shows how asking about police legitimacy and social integration of the police leads to more fundamental considerations about the role of the police in democratic society and about democratic values and the rule of law (‘Rechtsstaat’). The article concludes that police leaders emphasize the importance of civic liberties (freedom of speech, right to demonstrate) and equal rights. Police leaders consider the role of the police to reinforce and protect these values. In their opinion, this requires the police to be deeply rooted in society.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence.

    South Africa underwent an unprecedented transition in 1994. The country changed from the Apartheid regime into a system founded on the principles of the rule of law and equal treatment for all. Along with this political regime change, a wide range of social rights were included in the Constitution, which grants al citizens a constitutional right to a wide range of social services. Moreover, the system of governance and organisation of services was designed according to the latest insights from the then emerging new public management paradigm. Now, twenty years later, the system is crumbling; many of the basic services are not properly provided to citizens. Partly, this is a consequence of a basic absence of integrity in parts of the political class and in elements of the civil service. However, as we illustrate in a case analysis of the Water Boards in the Western Cape Province, the problem is also a consequence of the design of the system of governance. The combination of unlimited constitutional access to services and a stringent regime of new public management principles in the organisation of service provision has led to a serious crisis of performance. Therefore, the solution for the problem may be to redesign the system according to other governance principles, such as learning governance and networked governance.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    In this special issue, recent public sector reforms in South Africa, Denmark, Belgium, Mexico, Singapore and Denmark are analysed. Reforms in the public sector are by and large explained as a chronological development from traditional bureaucracy, via New Public Management to New Public Governance. This is also the way the many administrative reforms in the Dutch public sector are often explained.
    The articles give insight in the administrative developments in these countries and their background. They also offer the opportunity to make comparisons with administrative developments in the Netherlands, and to draw lessons. The analyses show that the dominant explanation of reforms in the public sector (from traditional bureaucracy, to New Public Management to New Public Governance) is helpful in making sense of administrative developments, but they put this explanation into perspective too.
    For the Dutch situation yet another insight came to light. We often complain that the Dutch processes are cumbersome, take long and involve many -if not all- stakeholders. A close reading of the contributions from abroad must inevitably change this pejorative view on our national sport: the cumbersome process provides valuable checks and balances, that will help to fight the drawbacks and risks that we have seen in the international cases.

    ‘The Netherlands is a country of commissions. Some are useful: they draw up an analysis that clarifies, declares success or denounces failure’, as the author wrote in his PhD-thesis ‘Looking with strange eyes’ in 2014. This essay also deals with commissions. In the three decentralization operations in the Netherlands, a so-called social affairs advisory council has made its appearance in the Dutch municipalities. Advisory committees or councils play an important role in our political system. For a long time discussions have been held about the position of these advisory bodies and their added value for policy and stakeholders. This fits in with municipalities that are in full development with concepts such as self-management, co-creation and vital communities. Advisory councils want to know if their work matters. There may be growing disappointment about the effects of their advice. That feeling of disappointment is understandable. In 1979 Carol Weiss was rather negative at the time about the degree of utilization of research. In 1983 Arno Korsten put this into perspective: ‘The view that there is underutilization on a large scale requires revision. An important reason is the fact that applying research results is often not immediately and easily visible, neither for researchers involved nor for policy makers.’ Research is something other than advice, but the insights are a source of inspiration for the use of advice. An advisory council wants to increase the effectiveness of its advice. For that reason, in this essay an approach is developed that provides insight into the factors that determine the way in which and the extent to which the advice is used in political decision-making. With this insight, an advisory council for the social domain can strengthen the influence of its advice, as is expected.

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.
