    The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism.

    De manier waarop vraag naar en aanbod van arbeid bij elkaar komen, is met de komst van het internet en sociale media drastisch veranderd. Dit brengt kansen met zich mee: werkgevers kunnen zich bij de werving veel directer op potentiële werknemers richten en zijn niet meer gebonden aan de doelgroep van bijvoorbeeld een dagblad. Het geeft echter ook risico’s, omdat het tot uitsluiting van groepen kan leiden. De positieve keerzijde van deze technologische medaille is dat algoritmes en big data weliswaar nieuwe manieren van discriminatie in de hand werken, maar dat ze tevens kunnen worden ingezet om deze discriminatie te traceren en te bestrijden. In dit artikel worden beide zijden van de medaille toegelicht.

    In his inaugural lecture entitled ‘From Pillars to Bubbles: The future of consensus governance in a globalized society’, Caspar van den Berg examines the consequences of economic and cultural globalization for the model of consensus governance that defined Dutch public administration for most of the 20th century. In doing so he presents an expansion and refinement of the Lijphartian model of consociationalism, and indicates which four factors supported consensus governance in the pillarized period, and how each of them has suffered erosion as globalization proceeded. It has become increasingly visible that globalization has differentiated effects for different groups in society, but also for different types of regions: booming regions benefit greatly from globalization, shrinking regions face major challenges. By combining recent insights from public administration, sociology, political science, economics and social geography, a new social order emerges, consisting of bubbles that are distinguished along socio-economic and territorial lines. These developments cause friction with regard to representation and decision-making at national, regional and local level. These are the themes on which the research within the Chair of Global and Local Governance will focus in the coming years.

    This article presents the research program into governance in a knowledge society of professor Albert Meijer and colleagues at Utrecht University. The knowledge society is a society in which (1) citizens are higher educated that ever before and their level of education largely determines their societal position, (2) knowledge plays a key role in administrative and policy processes and is increasingly contested and (3) technology plays a key role in every facet of societal life. Research into governance of and in the knowledge society requires a transdisciplinary and plural approach to scientific work. Transdisciplinarity entails combining insights from science with various forms of contextual and practical knowledge. A plural approach to scientific works means that we should not only do explanatory empirical work but also theoretical, normative and prescriptive research. The overall ambition of this research program is to contribute to a democratic debate about the governance of the future.

    Regulation and markets have become central steering mechanisms in modern states, but have received relatively little attention in public administration. This contribution argues that questions around regulation, monitoring and enforcement deserve more attention in public administration scholarship. It sketches the development of ‘Regulatory Governance’ as a scholarly field, and discusses the added value of a criminological perspective on relations between state and market. A research agenda on ‘naming and shaming’ brings these perspectives together.

    Changing behavior is often necessary to tackle societal problems. Governments can change behavior via economic incentives (such as subsidies for electric cars), bans/mandates (such as prison sentences for drug smuggling), communication (for example information campaigns) and nudges (for example, being a donor by default). However, the government should not be a manipulator that applies the latest behavioral tricks without societal support. Public administration research shows that support cannot be taken for granted. If there is no support for behavioral change, well-intended interventions can even be counterproductive. I therefore develop a model for supported behavioral change. I provide five criteria that indicate when there is supported behavioral change: if the behavioral change is both effective (1) and efficient (2), and when there is support for behavioral change among politicians (3), among implementing organizations (4), and among citizens (5).

    In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    The introduction of the euro led to large macroeconomic imbalances between Euro countries. Under pressure from the euro crisis, the European Commission adopted EU regulations 1174/2011 and 1176/2011 in 2011 with the aim of reducing these macroeconomic imbalances. These measures include the Macroeconomic Imbalance Procedure to identify macroeconomic imbalances and, if necessary, to prompt Member States to take corrective action. This article provides an overview of this recent EU policy for countering imbalances and provides a political-economic analysis of the macroeconomic imbalances in Europe and its consequences. In particular, it focuses on the conflicting interests of the euro-area countries with current account surpluses and deficits. This article also analyses the possibilities offered by the 2019 European election for European policy makers to strengthen this policy. The article concludes that the surplus countries, despite the apparent advantage of trade balance surpluses, do have an interest in reducing imbalances in the EU but fail to translate this into actual policy. The Commission’s role in reducing imbalances is likely to remain limited, even after the 2019 European elections.

    The European project currently faces not only an economic crisis, but a moral one as well. The economic growth model of social justice combined with market-oriented policies, also referred to as the European social model has lost much of its meaning after ten years of austerity and financial calamities. In 2012 ECB President Draghi says in the Wall Street Journal that the European social model is “gone”, a thing of the past. While only a couple of years later the European Pillar of Social Rights is put in place. What is happening with ‘Social Europe’? And how do trade unions, as a historical motor of social policy in the member states, relate to the European social model, especially since the financial crisis. This article deals with the position of trade unions vis-à-vis European social policy and the European institutions. The European social model, economic governance and the collective bargaining system are discussed as examples of post-crisis European social policy. It will be argued that although the European Commission gives institutional space to social policy and to a role for trade unions, it has always been subordinate to economic integration. And moreover that the recent economic crisis is used at the European level to obtain almost complete control over social policy in the member states.

    According to the outgoing European Commissioner Pierre Moscovici, the European Union (EU) has made more progress in tackling tax avoidance and evasion in the last five years than in the twenty years before that. This article argues that although several targeted measures have indeed been adopted, such as automatic exchange of tax rulings and limitations on interest deductions, this has not led to a structural change in EU corporate tax policies, nor in underlying power relations. The article discusses the politics of a number of recent policy developments related to tax avoidance and evasion by transnational corporations. It argues that the adoption of targeted measures, and the simultaneous stalling of more comprehensive approaches – in terms of tax transparency or a common consolidated corporate tax base – can be explained by recent tax controversies, international politics, and the dynamics within and between EU institutions. Particular attention is paid to the role of the European Parliament that is formally limited, but still houses progressive forces that have continuously pushed for a clampdown on tax avoidance. Finally, the article pleads for more transparent EU decision-making, specifically concerning discussions with and within the Council, in order to improve the democratic legitimacy of EU corporate tax policies and processes.

    Ten years ago, now, the Eurozone began to shake on its foundations. This article traces the genesis of the crisis and the present state of affairs. As to the causes of the global financial crisis in 2008, I argue that contrary to common understanding, the financial crisis had its deeper causes in a decades old tendency towards crisis in the real economy, produced by the continuous overaccumulation of capital which can only return profits by undertaking speculative short-term investments (a phenomenon known as ‘financialisation’). I then trace how the global financial crisis morphed into a crisis of public deficits and debt in 2010-2011, particularly in the Eurozone. Three factors are shown to be responsible: financialization, design faults in the European monetary union, and the neo-mercantilist strategy of especially Germany and the Netherlands. The paper next looks at the five main traits of the policy responses in the Eurozone: bailing out governments and banks through creating emergency funds; imposition of austerity and budget discipline for member state governments; attempting to create and complete a Eurozone banking union; subsequently the European Central Bank engaged on an unprecedented scale in ‘quantitative easing’; and finally, institutional reform in an attempt to repair the most pressing design faults of the EMU. The paper concludes that the underlying structural factors leading up to the crisis have only been addressed incompletely: the overaccumulation of capital continues, the completion of the banking union is in an impasse, quantitative easing has mostly just intensified financialization by pushing up asset prizes, and institutional reform has taken the form of a fundamentally undemocratic attempt at monetary and political union by stealth. The broader legitimacy of the European project has been substantially undermined, and Europe is not in a better position than eight years ago in case of a new global crisis.

    Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination.

    Gemeenten ondersteunen, onder andere met subsidies, maatschappelijke initiatieven. Met die subsidies zijn landelijk miljoenen euro’s gemoeid. De maatschappelijke effecten van initiatieven worden niet of slechts globaal onderzocht. Een van de argumenten om dit te rechtvaardigen luidt: als er genoeg draagvlak in een wijk of dorp is, moet een initiatief wel maatschappelijke meerwaarde hebben.
    Een besluit om subsidie te verstrekken resulteert in een transactie tussen gemeente en initiatiefnemers. Met behulp van de transactiekostentheorie en de welvaartstheorie worden in deze bijdrage subsidievoorwaarden geanalyseerd. Hieruit blijkt dat de subsidievoorwaarden in de bestudeerde subsidieregelingen de transactiekosten voor partijen beperken, maar dat zelfs bij voldoende draagvlak een initiatief nog niet een maatschappelijke meerwaarde hoeft te hebben.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

Lokaal bestuur en burgerkracht: slimme sturing in het sociale domein

    The Dutch social care system was fundamentally reformed in 2015. A key policy aim was to activate citizens and their social networks, turning them from mere consumers into co-producers of care. The expectation was that, by doing so, public spending could be reduced and community engagement could be restored at the same time. Regulation was put in place to incentivize network support.
    Whether this constitutes ‘smart governance’, however, depends on whether the variety of factors determining sustainable network support can be identified in the first place. At present, the new care policy is supposed to apply indiscriminately, and is as such not yet evidence based. In addition, flaws in the present budgetary and regulatory steering mechanisms need to be addressed. Potential users are not very familiar with the regulation in place for incentivizing network support, and the regulation is currently neutralized by law courts, unaware of the participatory relationship between care authorities and citizens as envisaged by the 2015 reform. Moreover, engaging networks is time-consuming and requires investments before returns can start to materialize. From a normative stance, network volunteers moreover ought to participate in decision-making, as they will be investing their private resources (such as time) instead of tax payers money. Effectiveness and legitimacy are thus two prerequisites for governance in the social domain to be genuinely ‘smart’.
