Welke kennis is nodig om zicht te krijgen op de te verwachten effecten van beleid? Hiervoor moet worden ingeschat of een beleidsinterventie effectief zal zijn en binnen een bepaalde context zal uitwerken zoals beoogd. Twee typen kennisclaims zijn hierbij van belang, namelijk die over de verklarende mechanismes tussen interventie en uitkomst, en die over de ondersteunende factoren die voorwaardelijk zijn voor de uitkomst. Dit standpunt wordt geïllustreerd aan de hand van twee voorbeelden van beleidsinterventies in de praktijk: de inzet van kleinere schoolklassen en de publieke registratie van zedendelinquenten. |

Addressing a creeping crisis like climate change requires nothing less than a system transition. A system transition is very complex and hence its success depends to a large extent on feedback effects: mechanisms where an initial change reinforces itself or balances itself out. Urgent crises are more salient than creeping crises. However, it is possible to combine policies for both urgent and creeping crises, as can be seen in policies that aim for a green recovery. In this article, we conclude that up till now such policies have overlooked the relevance of feedback effects. We provide examples of corona recovery measures that simultaneously help to establish a system transition through feedback effects. |

The Dutch public sector wants to become more diverse and inclusive, which seems necessary for the legitimacy and confidence of the government. This explorative study took place within two Dutch national government departments and shows how scientific insights into diversity and inclusion are reflected in government practice. Four results can be derived from this study: (1) The sense of urgency around diversity and inclusion has a stimulating effect, but the embedding of the theme into both departments deserves attention. (2) There is a wealth of perspectives and interventions, but hardly any attention to the connection with society. (3) The themes of leadership and inclusion should be higher on the agenda. (4) Psychological security determines an inclusive culture. Notably, the influx of diversity in the workforce is still the priority of many public organisations. However, the flow and retention of these employees needs more attention. There lies an important task for executives. These conclusions and recommendations form a basis for organisations that want to move forward with policies and interventions on diversity and inclusion. |

Do citizens with a lower level of political representation evaluate political actors more negatively? While the literature has documented inequalities in political representation, less attention has been given to the extent to which different levels of representation affect citizens’ levels of political trust. We aimed to fill this gap by analysing whether Belgian citizens with a lower level of policy opinion congruence with their party’s legislators have lower levels of trust in the parliament. Our results show that policy opinion congruence has a positive impact on citizens’ political attitudes. Indeed, citizens with policy preferences closer to those of their political representatives tend to have higher levels of trust in the parliament. This relationship depends on political sophistication: policy opinion congruence affects political trust for most citizens except those who consider themselves to be ‘very interested’ in politics. Citizens with a very high level of interest in politics trust the parliament regardless of policy opinion congruence with their party’s legislators. |

Peer assessment is a rather marginalised method in political research. This research note argues that the collective expertise of MPs can complement other data to contribute to more comprehensive evaluations of MPs’ parliamentary work. Yet, this method is potentially flawed by low survey participation and rater bias among MPs. The experience with a peer assessment survey among members of three Belgian parliaments shows that participation does not necessarily need to be problematic. However, the empirical analysis suggests that scholars should control for various forms of rater bias. |

Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more ‘femininity-inclusive’ definition. Research on the ‘glass cliff’ phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the ‘think crisis-think female’ association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a ‘good’ leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès’ leadership. |

During electoral campaigns, the use of voting advice applications (VAAs) has become increasingly widespread. Consequently, scholars have examined both the patterns of usage and their effects on voting behaviour. However, existing studies lead to conflicting findings. In this article, we take a closer look at the effect of De Stemtest/Test électoral (a VAA developed by academics from the University of Louvain and the University of Antwerp, in partnership with Belgian media partners) on vote switching. More specifically, we divide this latter question into two sub-questions: (1) What is the impact of a (dis)confirming advice from the VAA on vote switching? (2) Do VAA users follow the voting advice provided by the VAA? Our study shows that receiving a disconfirming advice from the VAA increases the probability of users to switch their vote choice. |

The Dutch digital fraud detection system SyRI was announced to set up to detect social security fraud quickly and effectively and by doing so, maintain support for the social security system. It was the formal position that for the sake of effectiveness, no information about the algorithm and very limited information about the application of the system should be shared. The authors argue on the basis of a policy analysis, a legal exploration and a literature study that the lack of transparency about the chosen method and the application of the digital fraud detection system in social security can have far-reaching consequences for both the individual and society . The information sharing and the use of algorithms can lead to suspicion of and declining confidence in the government, and a reduced motivation to comply with the prevailing rules. This could undermine the original purpose. |

Incidents in the semi-public sector regularly reveal the underlying problems of managerial mania and decline. Since the Parliamentary Committee of Inquiry into Housing Associations and the new Housing Act, there have been fewer incidents involving managerial hubris and risky projects. However, in the event of incidents, the share of administrative decline of often long-serving directors of small corporations in particular is still considerable. The question in this article is what forms of managerial mania and decline occur among corporation directors and what internal and external supervisors can do to identify and mitigate this in a timely manner. To answer that question, this article examines the theory and practice of managerial mania and decline. Case analysis shows which manifestations of managerial mania and decline there were in the housing association sector. Internal and external supervisors can counter managerial mania and decline by exchanging knowledge with each other about the weak signals of decline and effective forms of countervailing power. |

Participatory research is increasingly being perceived as a democratic and transformative approach to social situations by both academics and policymakers. The article reflects on what it means to do participatory research, what it contributes to broader knowledge building, and why mess may not only need to be present in participatory research but encouraged. The purposes of participation and mess as nourishment for critical enquiry and more radical learning opportunities are considered and illuminated using case study material from the Family Based Positive Support Project. Vooraf Participatief actieonderzoek en responsieve evaluatie staan volop in de belangstelling bij beleidsmakers en onderzoekers. Dit type beleidsonderzoek en -evaluatie beoogt democratisch, inclusief én impactvol te zijn. Het gaat om onderzoek mét in plaats van óver mensen. En het is actiegericht: onderzoek wil bijdragen aan concrete oplossingen door met betrokkenen gezamenlijke (verbeter)acties te ontwikkelen in de praktijk, en daarop te reflecteren en van te leren. Dit alles met het oog op sociale inclusie. Het zijn mooie idealen, maar wat betekent dit in de alledaagse, vaak weerbarstige onderzoekspraktijk? Op 20 januari 2020 organiseerde prof. Abma daarover een symposium, getiteld ‘Responsive, Participatory Research: Past, Present and Future Perspectives’ (Vrije Universiteit, Amsterdam). De rode draad op het symposium was de vraag wat goed en ethisch verantwoord participatief onderzoek is, en wat dit vraagt van onderzoekers en beleidsmakers. Drie lezingen op deze conferentie zijn nadien omgewerkt tot essays om lezers van Beleidsonderzoek Online vanuit verschillende perspectieven beter kennis te laten maken met deze vorm van onderzoek: Prof. Weerman en haar team focussen in hun bijdrage op het zich in de praktijk ontwikkelende onderzoeksdesign en het inzetten van creatieve methoden om participatie te bevorderen. Ze gaan na welke kwaliteitscriteria aan participatief actieonderzoek worden gesteld en hechten daarbij met name aan eisen ten aanzien van participatie, samen leren en verschil maken (zie BoO juli 2021). Ze benadrukken het belang van creativiteit en flexibiliteit. Prof. Abma bespreekt in haar artikel de normatieve dimensies en de ethiek van participatief actieonderzoek (zie BoO september 2020). Ze illustreert met een voorbeeld uit de crisishulpverlening aan GGZ-cliënten dat participatief actieonderzoek niet slechts een methodisch-technische exercitie is, maar een sociaal-politiek proces waarbij bestaande machtsverhoudingen verschuiven om ruimte te geven aan nieuwe stemmen en kennis. Dit omvat het zien van en stilstaan bij ethisch saillante dilemma’s en morele reflectie. De bijdrage van prof. ‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare. |

In this article we discuss the role and position of different types of low income households in Dutch renewable energy transition processes using the concept of energy poverty. We explore which benefits and/or (dis)advantages (unintentionally) result from energy policies and regulations. And to what extent the distribution of these (dis)advantages benefit the position of different types of households. To this end we present an analytical perspective that enables us to evaluate renewable energy transition policies and governance on procedural and distributional aspects: paying attention to issues of recognition, equity and justice. The perspective draws on ideas in environmental justice literature and on ideas in social resilience literature. Combining these ideas in a new analytical framework proved to be useful in articulating some major policy challenges in relation to energy poverty in the Netherlands today. |

This article digs into the relationship between voters’ political resentment and their electoral choice in 2019 by focusing on the respondents’ emotions towards politics. Using the RepResent 2019 voter survey, eight emotions are analysed in their relation to voting behaviour: four negative (anger, bitterness, worry and fear) and four positive (hope, relief, joy and satisfaction). We confirm that voters’ emotional register is at least two-dimensional, with one positive and one negative dimension, opening the possibility for different combinations of emotions towards politics. We also find different emotional patterns across party choices, and more crucially, we uncover a significant effect of emotions (especially negative ones) on vote choice, even when controlling for other determinants. Finally, we look at the effect of election results on emotions and we observe a potential winner vs. loser effect with distinctive dynamics in Flanders and in Wallonia. |

Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization. |

This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper. |

Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being. The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity. |

Designing and implementing participation processes that are perceived as meaningful by both municipalities and citizens requires insight into the assessment by participants. In this study the theory of experienced procedural justice is applied in the context of citizen participation. To gain insight into the importance of the outcome and the course of the process in the assessment by participants, the authors have used survey research to collect data from four different participation processes in a Dutch municipality (Delft). The results of this explorative study show that the respondents rate the participation processes in which they have participated as reasonably fair. There is a fair process effect when respondents experienced the process as fair and their confidence in the municipality increases, even if the outcome is unfavourable for them. For practitioners, this study shows that the dimensions of procedural justice, namely respect, having a voice and explanation, are guiding principles for the design and implementation of participation processes. There is still much to be achieved, especially when it comes to being given an explanation, so information about the decision-making process and accountability for the substantive choices that have been made. Finally, regular evaluation research is needed to set up participation processes that tie in with what participants think is important. |
