De percepties van zorgprofessionals aangaande ‘nudging’ in ziekenhuizen

    ‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare.

Emotions and Vote Choice

An Analysis of the 2019 Belgian Elections

    This article digs into the relationship between voters’ political resentment and their electoral choice in 2019 by focusing on the respondents’ emotions towards politics. Using the RepResent 2019 voter survey, eight emotions are analysed in their relation to voting behaviour: four negative (anger, bitterness, worry and fear) and four positive (hope, relief, joy and satisfaction). We confirm that voters’ emotional register is at least two-dimensional, with one positive and one negative dimension, opening the possibility for different combinations of emotions towards politics. We also find different emotional patterns across party choices, and more crucially, we uncover a significant effect of emotions (especially negative ones) on vote choice, even when controlling for other determinants. Finally, we look at the effect of election results on emotions and we observe a potential winner vs. loser effect with distinctive dynamics in Flanders and in Wallonia.

    This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper.

    Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being.

    Despite the enduring importance of Lijphart’s work for understanding democracy in Belgium, the consociational model has come under increasing threat. Owing to deep political crises, decreasing levels of trust in elites, increasing levels of ethnic outbidding and rising demands for democratic reform, it seems as if Lijphart’s model is under siege. Even though the consociational solution proved to be very capable of transforming conflict into cooperation in Belgian politics in the past, the question we raise in this article is whether and to what extent the ‘politics of accommodation’ is still applicable to Belgian democracy. Based on an in-depth analysis of the four institutional (grand coalition, proportionality, mutual veto rights and segmental autonomy) and one cultural (public passivity) criteria, we argue that consociational democracy’s very nature and institutional set-up has largely hollowed out its potential for future conflict management.

    The theoretical assumptions of deliberative democracy are increasingly embraced by policymakers investing in local practices, while the empirical verifications are often not on an equal footing. One such assertion concerns the stimulus of social learning among participants of civic democratic deliberation. Through the use of pre-test/post-test panel data, it is tested whether participation in mini-publics stimulates the cognitive and attitudinal indicators of social learning. The main contribution of this work lies in the choice of matching this quasi-experimental set-up with a natural design. This study explores social learning across deliberation through which local policymakers invite their citizens to participate in actual policymaking. This analysis on the District of Antwerp’s participatory budgeting demonstrates stronger social learning in real-world policymaking. These results inform a richer theory on the impacts of deliberation, as well as better use of limited resources for local (participatory) policymaking.

Catharsis: een vergeten functie van financiële verantwoording

    Performance Budgeting has been introduced to gain greater managerial control over the outcomes and efficiency of policies and their budgets. Strikingly, a growing body of literature has explained that politicians hardly use performance information or only to emotionally judge government performance. We, however, propose understanding the emotional use of performance information as catharsis. Catharsis is the ritual of emotional and moral judging to understand and initiate improvement. Catharsis has been named as an important function of accountability, but has not been researched in the field of Public Administration. We discuss the concept of catharsis in relation to accountability and show that, by using evidence from its role in Dutch parliament, the use of ‘cathartic emotions’ are omnipresent in financial debates, especially when parliamentary enquiries and annual budgets are debated. Based on these findings catharsis should be understood as a much more serious function of accountability by both academics and public officials.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    This paper investigates the effects of neighbourhood change caused by the inflow of new residents in the still existing social rental stock in a post-World War II district next to the effects of the changing population as the result of urban restructuring. All residents, native Dutch and residents that belong to an ethnic minority, are critical about the occurring concentration of the latter in the existing rental housing stock. Loss of respectability and of shared norms and values of how to live in the neighbourhood play an important role in the critical stance of mostly older Dutch native residents. Residents with a migrant background criticize the concentration as a negative influence for their integration in Dutch society. Most residents support the idea of a mixed neighbourhood based on income and ethnicity. Restructuring by demolition of old social rental dwellings and new housing development for owner-occupiers is supported by most residents, based on the positive impact on the liveability. Urban restructuring has however not decreased the share of non-Dutch-native residents but it did bring more middle-class households. In the view of the residents these are ‘decent people’ as they have to work in daytime and do not linger at night in the streets.

    Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research.

    Under the influence of international law, procedural rights for crime victims have been enormously expanded in the Netherlands in the last decades. Legislators often assume that such rights may have a therapeutic impact on those who use them. This paper discusses the course and nature of psychological problems which may arise in the aftermath of crime victimization to nuance this assumption. The author argues that participation in criminal justice procedures is most likely to have a positive impact on crime victims’ emotional well-being during the first weeks post victimization. Positive experiences with the criminal justice system during this phase may prevent some victims from developing significant mental health problems, because the course of this period determines whether one returns to pre-victimization levels of psychological functioning or not. Victims who still suffer psychologically from the effects of the crime afterwards will only benefit from professional mental health interventions. The author substantiates his argumentation with findings from a recent systematic literature review.

    Although in many Western European countries women have entered the workforce in large numbers this has not resulted in an equal representation in senior positions. Little is known about how organizational policies could be changed and what initiatives have proven to be effective in raising the number of women in the top of organizations. This article examines the effectiveness of measures taken by organizations to increase the number of women in senior management positions. We have reviewed literature regarding the effects of various types of measures on realizing more women in senior positions. The outcomes of this literature review have been used as a framework for an empirical analysis of the effectiveness of measures taken by companies. Data from the Charter Talent to the Top show that adopting a broad range of measures at the strategic level leads to a higher share of women in senior management positions. HR instruments and communication strategies also affect the proportion of women at the top. More specifically, facilitating flexible work options, external communication about the organization’s diversity goals, and increasing women’s visibility within the organization all have positive effects on the share of women in the top.

    The aggression and violence towards political office-holders underline the importance of rethinking public authority. This essay contains an exploration of contemporary sources of authority for political office-holders and especially local executives. This is done on the basis of a review of the literature and an analysis of empirical research in this area. After an exploration of the sources of authority for Dutch mayors and aldermen, these sources of authority are related towards aggression and violence towards political office-holders with the help of the political theory of Chantal Mouffe. Based on this exploration the author argues that political office-holders who invoke generally accepted principles, values and norms, or who use personal sources of authority, are more favorable in the struggle against aggression and violence than other local executives who invoke institutional or delegated sources.

    More often it has been supposed that pride has important positive effects on the functioning of civil servants (performance) and the provision of services to citizens. To stimulate civil servants to be proud of their profession and regain their professional pride it is necessary to know what causes civil servants to be proud of their work. Little quantitative research has been done into the determinants of professional pride in the public sector and the research that has been carried out is characterized by a diversity of definitions and operationalizations of pride. This research analyses to what extent civil servants are proud and which factors determine the amount of professional pride. The data have been gathered in 2010 by the Dutch Department of Home Affairs in the Personnel and Mobility Monitor. The monitor shows that three out of ten Dutch civil servants are not proud of their own profession. This is not caused by personal characteristics like gender, age and education that cannot be influenced, but intrinsic characteristics of the relation between civil servant and work that have the largest effect on the amount of professional pride amongst civil servants. Those civil servants that feel attached to the organization, are satisfied with the organization, are satisfied with their work and are motivated, are much prouder than those civil servants which lack these characteristics.

    The lessons learned from the financial crisis are not necessarily limited to the financial sector. Both the financial sector and the public sector have to deal with perverse effects. The effects can be related to a reduction of complexity and plurality through introducing (oversimplified and one dimensional) models and financial incentives. However, in doing this, complexity and plurality are often lost: the neglect of multiple interests, goal replacement and too much focus on short term results. As a consequence perverse effects arise.
    Public sectors and organizations face internal and external pressure to act as they do. At the level of organizations or groups this may involve groupthink; at institutional level uniformity is promoted by the dynamics of isomorphism. This article is a critique on simplification and a plea for the (re)introduction of plurality. More specifically, we stress the importance of individual moral responsibility as a resource for and a way to preserve plurality. Not because that is the only option, but because it is an option that we believe deserves more attention. Other options such as changing regulations and changing the structure of supervision are already broadly discussed. We want to draw attention to the individual as parts of multiple organizations and systems. Individuals are therefore a natural carrier of multiplicity and plurality. Taking moral responsibility serious is not an easy task, but a meaningful step towards awareness of perverse effects due to reduction of complexity and plurality.

    Currently the Dutch government funds dozens of social interventions designed to tackle polarization and radicalization issues. It is still unknown whether the assumptions underlying these interventions are valid. This article puts the theories of change of such interventions to the test. Underlying causal assumptions of four dominant Dutch social policies were confronted with scientific evidence: (1) the system-based approach, (2) peer mediation, (3) intergroup contact and (4) self-esteem enhancement. System-based approaches – comparable to multi-systemic therapy (MST) – seem effective in reducing extremist behaviour in radical youth, but do not necessarily lead to an ideological change. In peer mediation, the causal link between the deployment of young people and the positive outcomes of such methods remains unclear. Peer mediation is also more likely to contribute in conflicts that have not yet escalated. Intergroup contact reduces prejudices about other groups, but has a limited effect. There is also no evidence for a long term effect and positive outcomes of intergroup contact do not automatically apply to adolescents. Finally, it is questionable that enhancing the self-esteem of (moslim) youth makes them more resilient against radical tendencies. In the same vein, the scientific evidence is ambiguous about whether increasing self-esteem results in social desirable behaviour or improved social relations.
