    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    A pragmatic criticaster or a critical pragmatist is considered a schizophrenic in daily life: it seems impossible to be solution oriented and critical at the same time. You are either an optimist or a pessimist. This schism also seems to run between public administration and political scientists. Public administration is focused on (positive) problem solving, whereas political scientists – especially in a tradition of critical theory – examine the exertion of power. This essay proposes a combination of the two extremes: a critical-pragmatist approach for public administration.
    In this approach, critical political theory goes hand in hand with pragmatist reconstruction and design. This design is impossible without normative and procedural principles, for example ideas about sustainability, justice and democracy. This is illustrated with an example for designing just governance arrangements in the Dutch regional energy strategies. The article shows that public administration that is relevant, reflective and democratic builds on a critical-pragmatist approach.

    The Dutch central government has a long history in its search to meaningfully present policy effects. One of the instruments that was developed to this end is the Policy Conclusion (beleidsconclusie). This part of the annual report, which has been mandatory since 2013, should provide a judgement for every policy article on its results in the year 2017. To what extent has the Policy Conclusion been successful in its aims? And how do various governmental departments give substance to it? For this article, all policy conclusions that were composed for the most recent reporting year were examined. Among others, our analysis shows that departments differ greatly in their interpretation of what the Policy Conclusion should include, such as the usage of sources and the way in which intended results are (re)addressed. In addition, it was found in the Policy Conclusions that a tendency exists to put a strong focus on positive outcomes.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    Overheidsbeleid heeft steeds meer te maken met digitalisering en data-ificering van de samenleving en het menselijk gedrag. Dat betekent uitdagingen voor beleidsevaluatoren. In dit artikel gaat het om éen van de daarmee gepaard gaande verschijnselen: Big Data en Artificiële Intelligentie (BD/AI). Het artikel stelt, na erop gewezen te hebben dat de evaluatieprofessie langere tijd niet erg actief op digitaal gebied is geweest, ten eerste de vraag wat BD/AI te bieden hebben aan evaluatieonderzoek van (digitaal) beleid. Vijf toepassingsmogelijkheden worden besproken die de kwaliteit, bruikbaarheid en relevantie van evaluatieonderzoek kunnen bevorderen. De tweede vraag is wat evaluatieonderzoek te bieden heeft, als het gaat om het analyseren/onderzoeken van de betrouwbaarheid, validiteit en enkele andere aspecten van Big Data en AI. Ook daar worden verschillende mogelijkheden (en moeilijkheden) geschetst. Naar het oordeel van de schrijver is het enerzijds dienstig (meer) gebruik te maken van BD/AI in evaluatieonderzoek, maar doen onderzoekers er ook goed aan (meer) aandacht uit te laten gaan naar: de assumpties die aan BD/AI ten grondslag liggen (inclusief het ‘black box’-probleem); de validiteit, veiligheid en geloofwaardigheid van algoritmes; de bedoelde en onbedoelde consequenties van het gebruik ervan; én de vraag of de claims dat digitale interventies die mede gebaseerd zijn op BD/AI effectief (of effectiever zijn dan andere), onderbouwd en valide zijn.

Eerder was hij o.a. directeur WODC, Hoofdinspecteur Hoger Onderwijs Onderwijsinspectie, hoogleraar evaluatieonderzoek Universiteit Utrecht, directeur doelmatigheidsonderzoek Algemene Rekenkamer en decaan Humanities Open Universiteit. Hij bereidt een boekje voor over 125 jaar empirisch-juridisch onderzoek, inclusief de nieuwste loot: digitaal empirisch-juridisch onderzoek.     Public Administration as a scientific discipline can increase its scientific and social relevance if it takes a more design-oriented approach. With that I go back to the classical notion of Herbert Simon that public administration is a design science. I advocate revitalizing that idea. This is necessary if we look at the problems governments are struggling with, but also in view of the developments in the environment of our field. But it is also promising because it offers opportunities to achieve innovative, scientific knowledge. The design sciences contain numerous insights into how a public administration design process can be set up, with room for creativity, abduction and intuition. I divide a public design process into five rounds: the round of understanding the issue, defining or demarcating it, coming up with possible solutions, testing and refining these solutions and distilling the more generically applicable elements. This is ideally done through fast, iterative rounds of developing, testing and refining designs. In such a design process, disciplinary knowledge can play an important role in understanding the issue and coming up with possible designs. And so designing can also become a way to validate this knowledge.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    In this article, we discuss how regulation of governance in healthcare has been shaped over the past decade. We describe the presuppositions under this movement. Searching and balancing was needed to meet the complexity of care management. This has to do with the fact that the external pressure on the regulator after incidents is high. Due to this pressure, it is necessary to constantly ensure that management-oriented regulation does not narrow to the supervision on the actor with final responsibility. The regulation of good governance requires reflectivity of the inspectors and is aimed at stimulating recoupling between management and shop floors. This requires space for experimentation for both managers and inspectors. To provide this space, we do not only need a political and social debate about the quality of care and its management, but also attention and appreciation for the difficult considerations of organizing care.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

Samenwerking als motor van de planning van infrastructuur en ruimte

    Infrastructure and adjacent areas represent extensive social value. However, infrastructure and areas are still often developed sectoral and independent. In the Netherlands, national spatial policies strive for combining infrastructure and area as one integrated approach as this is expected to result in more spatial quality. Taking this perspective, this article discusses trendy concepts in current Dutch planning, such as: adaptive planning, public and private cooperation and challenge-oriented approaches (‘opgave-gericht werken’ which focuses less on realising a project but more on the current and future issues and challenges in an area). This article argues that these concepts are closely related. Adaptive planning defines the rules of the game and the playing field, within which cooperation may develop. Cooperation is a means for creating spatial quality in interaction within this playing field. After all, generated quality can be considered as a contribution to the specific objectives and interest of the various partners. A challenge-oriented approach is the process for generating spatial quality from synergies in combined infrastructure and spatial development. This article aims to explore the relationships between adaptive planning, public and private cooperation and challenge-oriented approaches and to provide starting points for further research and discussion.

Waarom zorgorganisaties in Nederland fuseren

    In many OECD countries, healthcare sectors have become increasingly concentrated as a result of mergers. However, detailed empirical insight into why healthcare providers merge is lacking. Also, we know little about the influence of national healthcare policies on mergers. We fill this gap in our knowledge by analyzing the results of a survey study among Dutch executives about mergers between healthcare organizations in the period from 2005 to 2012. During this period, Dutch healthcare providers faced a number of policy changes, including increased competition, more pressure from purchasers (health insurers), growing financial risks, de-institutionalization of long-term care and decentralization of healthcare services to municipalities. Our study shows that Dutch healthcare providers predominantly merge to improve the provision of healthcare services and to strengthen their market position. Efficiency and financial reasons are also important drivers of merger activity in healthcare. Motives for mergers seem to be related to changes in health policy, in particular to the increasing pressure from competitors, insurers and municipalities.

    The evaluation purpose is decisive for how a policy evaluation is eventually used and deserves more attention in policy evaluation studies. In the present article, we investigated the motives underpinning concrete evaluations, as outlined in four series of Flemish ministerial policy notes that altogether span a 20-year policy period. The most important key finding is that the evaluation purposes are not sensitive to certain modes, neither are they strongly influenced by reforms and corresponding discourse. Despite the introduction of New Public Management oriented reforms in the Flemish public sector and the financial crisis, the relative share of attention that each of the evaluation purposes get has remained relatively unchanged across time. There seems to be a stable demand for ex ante and ex post evaluations and associated evaluation purposes. The common perception of a trend towards ever more evidence-based policy can hence not be confirmed. Remarkable as well is the low share of attention given to ‘accountability’, at least in discourse.

    Policy evaluation has two main functions: it should lead to policy oriented learning and facilitate accountability. Rendering account is considered an important democratic duty but is not very popular with politicians and, hence, public officials. Learning is popular, but in practice it is often difficult to organize or, indeed, witness.
    This contribution addresses the question how, in both functions, policy evaluation could be better utilized. As a starting point we the tension between scientific and political rationality and the barriers associated with these different worlds to the development of knowledge.
    As indispensable for sound and productive knowledge management in government the article outlines the importance of societal values, policy effectiveness as a research angle, and the independence of researchers at major evaluations. In addition, relevant research questions, high methodological quality, responsiveness, good timing, and clear and accessible reporting are indispensable. It is argued that these are by no means abstract notions but can be brought into real day-to-day practice.
    The conclusion is that a knowledge agenda for policy evaluation that is based on the search for effective policy interventions and societal values can help to bridge politics and science.

Probleemanalyse is het halve werk

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    Planning research is increasingly focused on bridging the gap between practice and academia. However, this requires much effort and is not as commonplace as it seems. To ensure success, innovative research approaches, practitioners and academics are required. The experiential learning cycle of Kolb and Fry (1974) offers a research framework for the authors to reflect on their practice-oriented research on Cost Benefit Analysis processes (CBA) and Transit-Oriented Development (TOD) respectively. Both research projects are compared using the learning cycle. The cycle was completed in the CBA project but only partially resolved in the TOD project. Reflecting on their experiences with applying the learning cycle, the authors conclude on the possibilities and limitations of this application and offer insight into how the interaction between theory and practice can occur.

    Achter opdrachtresearch gaat de veronderstelling schuil dat de tussen- en eindresultaten van beleidsonderzoek vroeg of laat ook benut worden en onderdeel worden van een proces van bezinning op beleid. Dit artikel handelt hierover. Diverse aspecten van benutting van onderzoek komen aan bod, zoals de definitie en vormen van benutting. Er worden vier richtingen onderscheiden om de omvang en vorm van benutting of onderbenutting op te sporen. Het artikel geeft voorts verklaringen voor achterblijvende benutting en bevat adviezen om te komen tot meer benutting. Voor ambtenaren, bestuurders en partners in beleidsnetwerken biedt deze beschouwing aanknopingspunten om researchresultaten desgewenst beter te benutten. En voor onderzoekers bevat dit artikel tal van aanzetten tot hypothesevorming voor verder onderzoek.

    Dutch housing policy has been reformed dramatically over the last fifteen years. The reforms were preceded by an equally dramatic policy crisis during the 1970s and 1980s. This article attempts to explain the development of both the crisis and the subsequent reforms. An important explanatory variable is the logic of provision, relating to the fact that housing comes in the shape of stock and capital. However, the institutional logic of Dutch housing policy, notably the fact that most social housing providers are traditionally private nonprofits, has also proved of vital significance in determining the outcome of the reform process. Distinguishing the effects of the logic of provision and the institutional logic enables an analysis of how policy feedback, the inheritance from previous policies, may cause both policy crisis and policy reform.

    The application to animals of biotechnological techniques raises moral dilemmas and requires collective agreements. Under what circumstances, for example, are applications permissible? The technological and ethical complexity of biotechnology makes it difficult to arrive at such agreements. With the recent Animal Biotechnology Act, the Dutch Minister of Agriculture has created an arrangement that should facilitate social learning. Did the arrangement work out as planned? This evaluation study demonstrates that very little substantive learning has taken place: positions have become more rigid and antagonists continue to contest one another in a legal discourse. The legalization has hindered learning processes but presents the opportunity for a polarized debate to be conducted within the same institutional framework.
