    The effectiveness and legitimacy of action strategies in the realm of spatial decision making Increasing spatial claims require careful decision-making. The question is where, from an institutional point of view, decision-making can best take place. Traditionally, balancing interests takes place in the political arena. Our legal system also guarantees legally anchored interests. In addition, we have expected for decades that participation processes stimulate participation, creativity and co-creation of citizens and entrepreneurs. Moreover, the arrival of the new Environment Act in the Netherlands gives participation a more compelling character: for private initiators, such as project developers, the organization of participation is even a hard requirement in a number of cases. Under the new Environment Act, policymakers, administrators, citizens and companies must constantly make a choice between participating, legalizing or politicizing in decision-making processes. This article analyses this choice from the perspectives of effectiveness and legitimacy. Is decision-making through participation more effective, or are parties better off in the courtroom, or the local council for effective and legitimate decisions? Theoretically, this question is interesting because the answer teaches us about effective and legitimate governance. For the practice of environmental decision-making, we consider when the participatory, legal or political route can best be followed to create both effective and legitimate decisions.

    Het evalueren van maatschappelijke relevantie is niet altijd vanzelfsprekend voor financiers of onderzoekers. Dit lijkt vaak te abstract of verheven. Met name onderzoekers zijn gewend om de effectiviteit van een interventie op een bepaald doel of een bepaalde doelgroep te meten, maar breiden hun bevindingen niet uit naar hoe dit relevant kan zijn voor het veld. Aan de hand van een praktijkvoorbeeld, het ZonMw-onderzoeksprogramma Suïcidepreventie, wordt besproken hoe de maatschappelijke relevantie is geëvalueerd en welke uitdagingen dit met zich mee brengt. Zo is er geen eenduidige objectieve manier om maatschappelijke relevantie te evalueren. Ook waren de onderzoeksmethoden van de projecten binnen het onderzoeksprogramma erg verschillend. De aanbevelingen vanuit dit project kunnen toekomstige onderzoekers helpen om de maatschappelijke relevantie van hun onderzoek te evalueren. Verdere ontwikkeling en implementatie van gestandaardiseerde methoden of tools die de complexiteit binnen en tussen projecten vastleggen en maatschappelijke relevantie kunnen beoordelen, zijn nodig.

    Local policy freedom is often equated with the formal policy freedom of municipalities and thus with the formal boundaries that determine the local playing field. In this article, we question this approach. It is not clear to what extent formal policy freedom is a good measure for the ‘real’ policy freedom of municipalities, and thus for the policy freedom that municipalities use in policy implementation. Does more formal policy freedom necessarily lead to more used policy freedom? Moreover, not every municipality uses formal policy freedom in the same way. To indicate variance in policy discretion used, reference is often made to official capacity, scale and political changes. However, it is unclear to what extent these variables have an impact on local policy freedom. The authors investigate the link between formal and used policy freedom, official capacity, scale and political change on the basis of Flemish policy reform. Based on an analysis of financial data, they conclude that more formal policy freedom can be an incentive for more used policy freedom, but also that the explanatory power of administrative capacity, scale and political change is limited. In both research and policy, we need more attention for the value of social interaction, soft skills and networking.

    The increasing datafication of society brings both opportunities and ethical dilemmas for public organisations. The aim of this research (in Dutch municipalities) is to gain insight into how ethical leadership can support professionals in a public organisation with ethical dilemmas about data use. Based on literature on data and ethical leadership, the authors have developed a conceptual model that indicates how an ethical leader can provide intrinsic and extrinsic support. The model was tested on the basis of 16 vignette interviews with municipal public professionals who work on providing insight into and combating subversion with data. Their findings show that ethical leaders can intrinsically provide support by being trustworthy and independent, leading by example, communicating about ethics and data use, and empowering others. In addition, ethical leaders can provide extrinsic support with ethical tools, such as ethical codes on data use, an ethics committee and training.

Regionalisering in de ouderenzorg

    Regionalization is foregrounded among policymakers as a solution to the complex problems elderly care is facing, such as a pertinent staff shortage, a greying population and a lack of suitable accommodation. In this article, following a decentered approach, we analyze how field parties like nursing homes and policymakers in interaction give shape to regional collaborations within a market-oriented institutional healthcare context. Our findings show the emerging frictions, due to layered institutional arrangements and the proliferation of policy initiatives and partnerships. We find different responses of institutional actors to these frictions; actors holding off closer regional cooperation, actors creating urgency and commitment to organize care regionally, creating interstices in rules and regulations and building regional networks and care infrastructures. We argue that a focus on the iterative processes through which actors on different layers of the healthcare system give shape to policies adds a valuable perspective to the study of policy changes. We conclude that ‘layered work’ – mobilizing and working with and between different organizational and policy layers simultaneously – is required to develop appropriate (layered) ways to deal with complex problems.

    This article describes and explains the development of the regional construct for the coordination of medical assistance in accidents and disasters, the emergency medical services in the region (GHOR), in the Netherlands in the period 1996 to 2020. The authors distinguish four stages of organisational development, which they analyse from a multi-actor perspective consisting of three elements: the impact of disasters and (negative) evaluations, the institutional context and the bureaucratic battle surrounding the GHOR. The GHOR was a solution for a perceived insufficiently coordinated functioning of all parties involved in medical assistance. The GHOR was positioned in a complex way. This made it predictable that the multidisciplinary GHOR process would gradually be integrated within the ‘nearby’ regular mono-disciplinary acute care process and the structures for it. This article gives policymakers involved in disaster and crisis management more insight into the history and development of the GHOR over the last two decades. This insight is important now that the added value of the GHOR has come under discussion, partly due to the doubts of the Evaluation Committee for the Security Regions Act, and decisions about its future have to be taken. For administrative scientists, this case study shows that public administration’s ability to foresee and break through known organisational development patterns is still inadequate.

    Because local political parties are by definition only active in one municipality, the assumption is that they are less effective compared to national parties because they have no representation at other levels of government and in other municipalities. It is then expected that aldermen of local parties will have more difficulty advocating the interests of their municipality in the region or province, the national government or the European Union. Interviews with aldermen of local parties and a survey among aldermen show that this picture needs some nuance. Aldermen from local parties say they can compensate for the lack of party political contacts by investing in personal relationships. It is striking that the non-partisan role of these aldermen also benefits them: because they do not have to take party political interests into account, they can more forcefully propagate the interests of their municipality if they are at odds with provincial or national policy. Because of their party-politically neutral role, they also acquire key positions more quickly in the region. The only disadvantage that aldermen of local parties do experience is the lack of support in the form of professionalisation and of knowledge exchange. They see that aldermen of national parties, who usually receive support from their national party bureau, sometimes have an advantage in this regard. This sheds new, and relatively little mentioned, light on the importance of party-political contacts.

    Since 1989, the parties participating in the Dutch elections have been obliged to opt for the legal form of an association with full legal capacity, if they wish to be stated on the ballot under their own name. What this has meant in practice for the structure of local party organisations is, however, unknown. For this reason, this article focuses on the question of how local parties are organised. How have the parties arranged their internal functioning and what human and financial resources do they have at their disposal? A second reason to take a closer look at the organisation of local parties lies in their increased electoral significance. Since 2010, as a collective category, they have managed to attract the largest percentage of voters, with 29% of the total number of votes in the 2018 municipal elections. This justifies the question of whether the social significance of local parties is now just as strong. How do local parties organise their members, sympathisers and volunteers. On the basis of this exploratory study into the organisation of local parties, it can be concluded that both the internal and the external facets of the party organisation are relatively highly developed. Where, according to the literature, national political parties place less emphasis on the external mobilisation function, we see that local parties perform better than the branches of national parties in terms of both the internal organisational function and the external mobilisation function.

    The history of local parties in the Netherlands is quite a mystery. Since their first appearance at the dawn of the twentieth century, local parties were founded sooner or later in all municipalities. They seemed to have served as an addition to local representatives of national parties. Despite the variety in their ideologies, shapes and modi operandi, they could be qualified and studied as ‘niche parties’, offering an alternative to the viewpoints and divisions of the traditional (national) party politics. With this article, the authors aim to contribute to a better understanding of Dutch local parties, whose origins and development have largely remained a black box due to the scarcity of sources and studies. They do so by adopting a partly quantitative, partly qualitative or narrative approach, while looking at the election results of local parties in the past century, including salient regional differences, and by comparing these to the success of national parties in local elections. Within the boundaries of their research, their hypothesis seems to hold true that the popularity of local parties, as ‘niche parties’, depended largely on the strategies of national parties, which justifies the assumption that these two types of parties have acted as communicating vessels.

    In this study, the authors analyse the development of the 46 Dutch local parties that received at least ten per cent of the vote in the 2014 municipal elections as a new party. The aim is to determine which factors are most relevant to the successful entry and survival of this group of parties. To this end, they conduct interviews with leaders of these parties, but also, for comparison, with the leaders of parties who failed to win a seat. An important common feature of the most successful local parties is that they express dissatisfaction with local politics in an appealing way and offer voters perspective. They do this by putting people on the list who are known in the small communities and who are actively involved. The following factors are present in varying compositions among the parties that even exceeded their election victory four years later: unity in the party or at least no ‘hassle’ visible to society, visible and appealing to residents, having clearly achieved something and being able to transmit that to society. Most founders of the most successful newcomers were previously politically active for a local branch of a political party. It is also striking that three quarters of the most successful newcomers come from municipalities with a maximum of 40,000 inhabitants.

Diversiteit en inclusie bij de rijksoverheid: met beleid vooruit

    The Dutch public sector wants to become more diverse and inclusive, which seems necessary for the legitimacy and confidence of the government. This explorative study took place within two Dutch national government departments and shows how scientific insights into diversity and inclusion are reflected in government practice. Four results can be derived from this study: (1) The sense of urgency around diversity and inclusion has a stimulating effect, but the embedding of the theme into both departments deserves attention. (2) There is a wealth of perspectives and interventions, but hardly any attention to the connection with society. (3) The themes of leadership and inclusion should be higher on the agenda. (4) Psychological security determines an inclusive culture.
    Important conclusions and recommendations are:
    - Formulate a clear vision of diversity and inclusion, and involve the entire organisation in the approach.
    - Strengthen an inclusive culture, and invest in inclusive leadership.
    - Promote diversity at the top of the organisation.

    Notably, the influx of diversity in the workforce is still the priority of many public organisations. However, the flow and retention of these employees needs more attention. There lies an important task for executives. These conclusions and recommendations form a basis for organisations that want to move forward with policies and interventions on diversity and inclusion.

    Governments around the world responded at roughly the same time but in several different ways to the emerging threat of COVID-19 in early 2020. This article sets out the nature of the different strategies that emerged over the course of the pandemic, focussing on the policy tools deployed. Some of these efforts were successful in containing the coronavirus while others were not, in some cases due to poor initial choices and in others due to poor implementation of the chosen strategy. Although the initial understanding each government had of the nature of the disease was the same, different state capacities and different levels of preparedness and effective leadership can be seen to have resulted over time in the emergence of six distinct approaches to the pandemic which, once deployed, proved difficult, although not impossible, to change as the pandemic unfolded.

    Despite the highest ranks on pandemic preparedness assessments European welfare states encounter great difficulty in responding effectively to the COVID-19 outbreak. In this article we compare the governance of COVID-19 response in 48 Eurasian countries and a selection of European and SARS (2003) exposed Asian countries during the first wave of the COVID-19 outbreak until 1 June 2020, using data from the COVID-19 Health System Response Monitor and the Oxford COVID-19 Government Response Tracker, recent scientific literature and policy documents.
    Pandemic preparedness during the first wave of COVID-19 evolved from specialist infectious disease control to a broad governance of population mitigation, which in at least half of Eurasian countries lacked appropriate authority and capacity. In the directly operational response in Asian countries, preparedness encompasses a whole of government approach, an engaged and active community and private actors. Preparedness requires and reflects both vertical and horizontal coordination as well as policies that fit with the political economy of a country and region.

    In this article we present the results of research into quality control systems in Dutch mental health care (GGZ). So far, little is known about the efficacy of quality control systems in this sector. A mix of qualitative and quantitative research methods has been applied (interviews, focus groups, questionnaires and document analysis) to find out how these systems were applied in mental health care and how their use could be explained.
    The findings show that the implementation of quality control systems was limited and highly selective. The system appears to be permanently failing, a fact recognized by most parties, yet mistrust prevents change. This confirms the assumption from institutional theory that some parts of organizations can have a symbolic rather than a real effect. In this case, it seems that the presence of quality control systems is valued over the actual improvement of quality.

    In this article I analyse whether differences in formal committee structures affect how parliamentary actors organise their work within them. I compare the allocation of members to specialised committees in the Dutch House of Representatives (Tweede Kamer) and the Belgian Chamber of Representatives (Kamer van Volksvertegenwoordigers/Chambre des Représentants) to test whether committee assignments are given more serious consideration when committees are strong. Despite many similarities, both parliaments differ in their internal institutional arrangements: committees in the Chamber of Representatives are, at least formally, considerably more powerful than those in the Dutch Lower House. The article uses the congressional theories of legislative organisation as heuristic devices to deduce several rationales of the assignment process. The role of parliamentary party groups is highlighted. The results indicate the presence of stable, reoccurring patterns in both parliaments. Even in the House of Representatives, where committees present lower opportunity structures, assignments are given due consideration.

    Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more ‘femininity-inclusive’ definition. Research on the ‘glass cliff’ phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the ‘think crisis-think female’ association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a ‘good’ leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès’ leadership.

    In recent years there has been a lot of discussion about and movement in the position of local audit offices in the Netherlands, For example, there is currently a bill to strengthen the audit offices in the Dutch House of Representatives (‘Tweede Kamer’), and in recent years there have been drastic cuts in the budgets of many local audit offices. The development of local audit offices nationally is therefore strongly determined by politics. Partly for this reason, it is wise to look beyond national borders and gain insight into the development and position of the local audit institutions in other European countries. It is striking that the majority of the regional European audit offices are not only considerably larger and perform more tasks – in addition to performance audits, they also audit the annual accounts – but also that there are considerably fewer decentralized audit offices per country. In addition, there are major differences in powers. For example, regional audit offices in France can in some cases impose fines and take certain cases to court. Despite the large differences, however, there are also many similarities between the various European decentralized audit institutions. For example, all audit offices conduct performance audits and independence is almost always properly guaranteed by law. The article concludes with a plea for the Dutch situation to be somewhat more in line with the development of the European decentralized audit institutions.

    The impact of audit office reports has received little attention in the scientific literature. In this article, various forms of impact have been distinguished with the help of Public Administration literature and factors that promote the use of evaluations have been distinguished. This theoretical framework was subsequently used for empirical research into the effect of audit office research. The extent to which the recommendations have had an impact was investigated in 20 Dutch municipalities with the aid of impact reports from audit institutions. Out of 176 publications, 94% of the 1216 recommendations were adopted by the city council. This means that the procedural impact is high. Of the 731 recommendations that could be checked at 17 municipalities, the local audit offices report that 58% had been fully implemented, 19% partially and 15% not or not tackled differently. The three categories of success factors from the scientific literature were visible in the practice of the audit offices. This applies most strongly to impact factors related to evaluation quality, in particular the factors related to communications standards, clear recommendations, timeliness and relevance to the decision maker. As far as research and decision-making factors are concerned, the commitment of the organization and the political climate are the most important factors for audit institutions. Finally, the involvement of stakeholders promotes the impact as a catalyst. The article concludes with practical lessons for promoting the processing of audit reports.
