Samenvatting

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    Since the late eighties, Mexico has experienced profound economic modernisation and political democratisation. However, the corresponding administrative reforms have lagged: professionalisation of the public sector, improvement of public service delivery and development of modern management principles are plagued by a lack of coherence, implementation, and continuity. This can be traced back to several historically rooted and structural characteristics of Mexican public administration, which reproduce vicious circles of low trust and dysfunction. For example, (1) the extreme spoils system maintains a culture of distrust towards civil servants; (2) Mexico’s weak state capacity is a consequence of a lack of collective action, but also further undermines citizens’ trust in government; (3) strong labour unions are a response to poor labour rights, but also uphold a system of capture and confrontation; and (4) corruption is inevitable if cooperation depends on personal loyalties.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

    In 2015 Amsterdam introduced a new primary school admissions system. This system is rooted in various desegregation pilots, including two based on the ‘controlled choice’ approach. In conjunction with one of these pilots located in West Amsterdam, we researched the criteria parents used while thinking about (de-)segregation in primary schools and parents’ attitudes regarding the controlled choice approach. Due to political developments between 2008 and 2011, we considered our data useless for policy discussions. The introduction of a new admissions system, however, gives our data a newfound relevance. This article therefore describes how parents in socio-economically diverse neighbourhoods think about segregation and school choice. The 249 parents we interviewed or surveyed supported schools with a ‘good mix’, but they had diverging opinions about the meaning of such terms. The parents were optimistic with regard to controlled choice, even if this could in some ways limit their own options. We conclude that the political resistance to desegregation at the primary school level cannot be justified by empirically unfounded claims about the perceptions and preferences of parents. We hope that our findings may lead to empirically grounded policy evaluation and policy making.

    Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research.

    As long as the existence of public administration, there is discussion whether public administration should focus on practice or mainly be a purely scientific field. Opinions of public administration scholars are divided on the matter. Moreover, the question is whether public administration is a discipline in itself or part of other disciplines such as political science, law or the management sciences. This article shows how public administration scholars see the discipline and the developments therein, based on a survey among scholars. Dutch public administration scholars are compared with their European colleagues. There are major differences between the Netherlands and the rest of Europe with regard to the status of the discipline. Firstly, as a separate discipline, public administration in the Netherlands is more important in comparison with other European countries. In the rest of Europe, in particular political sciences play an important role. Secondly, regarding the tension within the discipline, the public administration in the Netherlands is developing less towards practitioners than public administration in other European countries.

    The economic crisis is forcing Dutch government to deliberate decisions that lead to effective public policy.
    There seems to be a trend for the involvement of behavioral insights in the policymaking process, in order to achieve more effective public policy. The Government Strategy Board organized several conferences on this topic and the Scientific Council for Government policy researches this subject.
    To what extent can behavioral insights be considered a success formula for policy? This article offers a critical consideration from the findings of the thesis ’Two sides of the coin’, that deals with the relationship between the policymaking process and the effectiveness of public policy and makes it clear that behavioral insights are an important condition for successful policy. However, success demands an update of the current dominant scientific perspective on public policy as well as a realistic judgement of the high requirements on policy makers to involve behavioral insights in the policymaking process.

    This article explores the intellectual, political and pragmatic origins of the concept Big Society. The authors argue that although the concept has become intertwined with the political ideas of UK’s Prime Minister David Cameron, the concept has also become firmly rooted in society and is thus likely to survive the political life of Cameron. Also outside the UK, the concept has acquired political attention. The authors explore the meaning of Big Society for the Netherlands. Thus far, the concept has reached the political agenda, but time will tell how the concept succeeds to sustain.

    Over the last decade educational regulation has changed dramatically. Attempts to develop more cost-efficient regulation and to reduce the regulatory burden paralleled an increased focus on student achievement and sanctioning of failing schools. Additionally, the Inspectorate of Education holds school boards (instead of school principals) accountable for the quality development of their schools. Also, a change in legislation now requires schools to establish an internal supervisory board and improve their accountability to stakeholders.

    These changes greatly impact the role of the Dutch Education Inspectorate as they are placed in a polycentric, instead of a monocentric, steering context. This article discusses the new position and role of the Dutch Education Inspectorate and evaluates the extent to which the educational sector and the Inspectorate of Education meet the requirements of such a polycentric context.

    Fraud seems to be on the rise. That feeds a demand for controls. This paper sketches the diversity of supply in reaction to this demand: public regulators of course, but also commercial information providers and benchmarkers, self-regulating associations, hallmark producers, certification and accreditation bodies, and internal business management control systems, whereby ever more levels of control are piled on top of each other. More than a million Dutchmen earn a living in this booming control-industry, or 14% of the working population. In addition to fraud, other causes of this trend are being discussed, among them, paradoxically, neo-liberalist deregulation policies. All these causes contribute to a sense of risk and uncertainty. Although this trend has a number of negative consequences, it has a major benefit: jobs! Economists may have long thought that transaction costs are there for the transactions. But it looks as if transactions exist to produce transaction costs.

    Although long recognized as beneficial, a global language has not come to fruition despite considerable past efforts. A major reason is that many policy makers and citizens fear that such a universal language would undermine the particularistic, constituting primary languages of local and national communities. This dilemma can be greatly diminished by a two tier approach, in which efforts to protect the primary language will be intensified but all the nations involved would agree to use the same second language as the global one. Although theoretically the UN or some other such body could choose such a language, in effect English is increasingly occupying this position. However, policies that are in place slow down the development of a global language, often based on the mistaken assumption that people can readily gain fluency in several languages.

    Since the 1980s, there has been a rise of managers and executives in public domains. Especially in domains like education, this development was accompanied by sharp controversies and 'clashes' between managers and professionals, who would be 'alienated' from each other. The classic nature of professional and managerial loyalties would seem to strengthen this alienation. Professionals would primarily be loyal to their profession, whereas managerial loyalties would mainly focus on organisations. Although research has criticized the one-sidedness of professional loyalty, managerial loyalty has hardly been studied up till now. In this article, managerial loyalties are analyzed theoretically as well as empirically. The article rests upon a qualitative study among school leaders in Dutch secondary education. It shows that management reforms in education did not result in the adoption of a new, primary loyalty to organizations, management or performance by school leaders. Instead, long-standing relations, for example with teachers, remain meaningful, also because most school leaders have a professional background as teacher. Consequently, assumptions about managers who alienate from professionals, and managers who do not value their relationships with professionals must be criticized, at least in (secondary) education.
