    This article presents the research program into governance in a knowledge society of professor Albert Meijer and colleagues at Utrecht University. The knowledge society is a society in which (1) citizens are higher educated that ever before and their level of education largely determines their societal position, (2) knowledge plays a key role in administrative and policy processes and is increasingly contested and (3) technology plays a key role in every facet of societal life. Research into governance of and in the knowledge society requires a transdisciplinary and plural approach to scientific work. Transdisciplinarity entails combining insights from science with various forms of contextual and practical knowledge. A plural approach to scientific works means that we should not only do explanatory empirical work but also theoretical, normative and prescriptive research. The overall ambition of this research program is to contribute to a democratic debate about the governance of the future.

    Ten years ago, now, the Eurozone began to shake on its foundations. This article traces the genesis of the crisis and the present state of affairs. As to the causes of the global financial crisis in 2008, I argue that contrary to common understanding, the financial crisis had its deeper causes in a decades old tendency towards crisis in the real economy, produced by the continuous overaccumulation of capital which can only return profits by undertaking speculative short-term investments (a phenomenon known as ‘financialisation’). I then trace how the global financial crisis morphed into a crisis of public deficits and debt in 2010-2011, particularly in the Eurozone. Three factors are shown to be responsible: financialization, design faults in the European monetary union, and the neo-mercantilist strategy of especially Germany and the Netherlands. The paper next looks at the five main traits of the policy responses in the Eurozone: bailing out governments and banks through creating emergency funds; imposition of austerity and budget discipline for member state governments; attempting to create and complete a Eurozone banking union; subsequently the European Central Bank engaged on an unprecedented scale in ‘quantitative easing’; and finally, institutional reform in an attempt to repair the most pressing design faults of the EMU. The paper concludes that the underlying structural factors leading up to the crisis have only been addressed incompletely: the overaccumulation of capital continues, the completion of the banking union is in an impasse, quantitative easing has mostly just intensified financialization by pushing up asset prizes, and institutional reform has taken the form of a fundamentally undemocratic attempt at monetary and political union by stealth. The broader legitimacy of the European project has been substantially undermined, and Europe is not in a better position than eight years ago in case of a new global crisis.

    Public organizations are confronted with rapid subsequent changes in their environment. Against this background, we increasingly see and hear a call for agile public organizations. But what exactly is agility? And how can organizations achieve this? In this study, we have developed and validated the concept of agility and empirically identify the effect of different management practices that contribute to agility. This study shows that, seen from the perspective of the experienced dynamics, it is not necessary to be agile for all organizational units within the public sector. At the same time, there is a substantial group that should be more agile given the dynamics they encounter. This study shows that agile organizations are more committed to developing the mindset of employees, influencing the degree of autonomy for decision-making and stimulating the promotion of new ideas and insights.

    We study the role division between public and private actors in their search for sustainable innovation of industrial clusters. This search unfolds as a two-phase process. In the first phase, private parties develop different projects for sustainable innovation independently from each other. Without coordination, a common ground for the projects emerges. Through their involvement in several of these projects, public actors are able to take up a central place between the projects and their associated actor coalitions. From this position, they are able to act on the common ground, and mobilize other actors for collaboration. The common ground is translated to a vision, and the private projects are assembled into a program, in which synergetic connections between the different projects are established. This starts the second phase of the process, in which a regional collaboration unfolds, coordinated by the public actors. Thus, the crucial role of private actors is to create the building blocks for sustainable innovation in the early stages of the process. The public actors are crucial in acting on these private initiatives, assembling the building blocks into programmatic effort towards sustainable innovation of industrial clusters. The main strength of public actors lies in their betweenness centrality.

    In polycentric urban regions one can find different, mutually related cities without a clear centre. In these regions cities cooperate to attract inhabitants and employment, but at the same time they are each other’s competitors. The Randstad (Netherlands) and the Rhine-Ruhr area (Germany) both can be seen as polycentric regions. The authors explore to what extent these regions possess a common identity and common agenda and to what extent this promotes the sustainability and energy transition of these regions. In both regions identity appears to have grown especially at subregional level, by historically developed spatial-economic profiles of the different cities or suburban regions. In addition the cities in these regions more and more wish to distinguish themselves in the area of sustainability. Every city wants to be the smartest, greenest and healthiest, and to be at the forefront in energy transition and climate mitigation. In the Dutch Randstad this competitive drive especially seems to contribute to the realization of sustainability projects at the local level. And that is exactly why regional cooperation is important: to allocate resources as well as possible and to avoid transfer to others. This can be improved by the development of subregional or regional sustainability visions.

    In today’s debate on the impact of new technology on employment, many fear that robots will substitute human labour. Due to increased exposure to market pressure and the decline in union power, the adoption of new technology at the workplace is perceived as an inevitable course in order to remain competitive. This rejects the basic principles behind organizational choice theory: the idea that technology is shaped by social agency. Analysis of qualitative data from 23 in-depth interviews in two sectors of the Dutch economy shows that the use of robotics at the workplace is far more limited than anticipated.

    The Internet of Things generates a wealth of data (big data) about personal behaviour, which can be used for marketing purposes. It brings about both benefits and costs in terms of societal welfare. Various forms of government intervention are needed to safeguard the public interests associated with these welfare effects. These public interest relate, on the one hand, to public availability of data and information, to repairing informational asymmetries, and on the other hand to providing personal security and privacy protection. This article discusses, from the perspective of the principal/agent approach to regulation, how the design of applications and systems in the Internet of Things can best be shaped. The example of the smart thermostat Toon® of the Dutch energy provider Eneco shows how an intensive collaboration between designers and software engineers may contribute to both proper data protection and to provide an incentive to save energy.

    The discussion on how to resolve mass disputes stemming from faulty financial products among banks, insurance companies and other stakeholders in the Netherlands ended in deadlock. While diligent action is considered imperative, parties shy away from discussing options for settling damages suffered by consumers for fear of triggering mass claims themselves. To contribute to a new framework for resolving mass disputes, a responsive evaluation was conducted between 2011 and 2015. In such evaluation, the way stakeholders make sense of the situation serves as an organizing principle in knowledge production. This article discusses the methodical challenges implied in adapting the methodological guidelines for such inquiry to fit the ill-structured, controversial and complex legal issue and its highly politicized context. Because of a careful handling of confidentiality in the inquiry and a focused selection of participants on the basis of their proximity to the issue, the evaluation resulted in insight in options for resolving mass disputes that are supported by various parties. Furthermore, the evaluation itself served, it is argued, as a vehicle to overcome the deadlock by sensitizing stakeholders to the fact that they all aspire similar practical objectives and all acknowledge the need for cooperation on the issue.

    Surveys show that Dutch people want more options with regard to the own pension. Can freedom of choice be combined with collective organised solidarity within supplementary pension schemes? To answer this question the article discusses the pros and cons of options of workers and employers within and between pension schemes. The theoretical and empirical consequences of choices in the Dutch supplementary pension schemes are reviewed. The neo-classical economic theory, the neo-institutional theory and behavioral economic theory are applied to supplementary pensions. In addition, lessons are learned from the experience in the Netherlands with choices within pension schemes and with choices in other areas. Only a very small minority will use the new options in the supplementary pension schemes. Unlike the neoclassical economic theory, the neo-institutional theory and behavioral economic theory recommend to extend the compulsory supplementary pension to all employed persons. The welfare gain of more choices is questionable. Lifting the mandatory participation will affect the relative success of the Dutch pension system: large numbers of insured workers and relatively cheap and a relatively high pension as a result of this supplementary pension.

    The city is hot: solutions to the world’s everyday problems are increasingly sought at the local level. Local administrations are handed more responsibilities through decentralizations and much is expected of the pragmatic skills of mayors. A great deal of hope is directed at the self-organizing abilities of cities, which can be seen as laboratories for social change and improvement. In this themed issue we will critically review these high expectations of cities and the local level. Can cities live up to these expectations, and at what point does ‘hope’ become ‘hype’? This introductory article mainly focuses on the concept of living labs, which are presented as an accessible, innovative and pragmatic way to address social issues in neighbourhoods.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.

    Municipalities expect that outsourcing, autonomization and privatization will reduce costs or even create revenues. Such decisions also have costs. An analysis of 38 reports by local audit offices shows that municipalities are not aware or unable to calculate these costs. Based on thirteen cases of autonomization and privatization in a large Dutch municipality, this article shows for example that personnel costs can be very high. Municipalities should therefore make better informed decisions, based on managerial considerations, rather than political reasons.

    In this article, we introduce the concept of 'policy alienation'. We define policy alienation as a general cognitive state of psychological disconnection from the policy program being implemented, here by a public professional who regularly interacts directly with clients. By introducing policy alienation, we want to contribute to the contemporary debate on the role of public professionals. According to some authors, professionals are experiencing increasing pressures, as managers have turned their backs to work floors and primarily opt for results, efficiency, and transparency. Conversely, other scholars note that it is questionable whether managers can be blamed for all perceived problems at work floors and in service delivery. We are able to examine these opposing claims using the policy alienation perspective, as this perspective not only takes into account the role of management, but also the influence of policy makers and politicians, as well as the claims of the more emancipated clients. After conceptualizing policy alienation, we use a case of insurance physicians and labor experts to illustrate how the concept can be researched empirically.

    At the start of the century, the organisational fields belonging to the public employment service and social security, which previously were strictly institutionally separated with their rules and norms, have been brought under one umbrella or network structure in the Netherlands. We discuss how within this structure adaptive and reflexive forms of governance enhance information feedback and simultaneous learning processes both at the top and in the execution level of social security. Based upon document study, interviews and a case study of a sectoral experiment on integral service provision, we illustrate which learning elements occurred in bridging the planning and control cycle of New Public Management at the top with the horizontal mutual adjustment between organisations at decentral level.
