    The Dutch digital fraud detection system SyRI was announced to set up to detect social security fraud quickly and effectively and by doing so, maintain support for the social security system. It was the formal position that for the sake of effectiveness, no information about the algorithm and very limited information about the application of the system should be shared. The authors argue on the basis of a policy analysis, a legal exploration and a literature study that the lack of transparency about the chosen method and the application of the digital fraud detection system in social security can have far-reaching consequences for both the individual and society . The information sharing and the use of algorithms can lead to suspicion of and declining confidence in the government, and a reduced motivation to comply with the prevailing rules. This could undermine the original purpose.

    Incidents in the semi-public sector regularly reveal the underlying problems of managerial mania and decline. Since the Parliamentary Committee of Inquiry into Housing Associations and the new Housing Act, there have been fewer incidents involving managerial hubris and risky projects. However, in the event of incidents, the share of administrative decline of often long-serving directors of small corporations in particular is still considerable. The question in this article is what forms of managerial mania and decline occur among corporation directors and what internal and external supervisors can do to identify and mitigate this in a timely manner. To answer that question, this article examines the theory and practice of managerial mania and decline. Case analysis shows which manifestations of managerial mania and decline there were in the housing association sector. Internal and external supervisors can counter managerial mania and decline by exchanging knowledge with each other about the weak signals of decline and effective forms of countervailing power.

    Sometimes dreams become reality, but there are also many examples in which manic ideas for image-defining projects turn into fiascos. How do you find the right balance in the planning and decision-making of image-defining projects between taming manic mechanisms that cause these projects to fail and unleashing manic mechanisms that are necessary to make these projects happen? This article attempts to answer this question by exploring how the taming of mania (through welfare-economic analysis) and the unleashing of vision and ambition (through imagination) can be combined in a better way. We call this a search for an ‘imaginative utilitarianism’ and draw up three preconditions under which this approach can work: (1) more attention to incremental and less grotesque projects, (2) a different appreciation and historiography that places individuals less centrally and also appreciates what has not been built, and (3) a stronger interweaving between the design process and a welfare-economic approach.

    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    Algorithms applied in public administration are often criticized for lack of transparency. Lawmakers and citizens alike expect that automated decisions based on algorithmic recommendations to be explainable. The focus of this article is the organizational context behind the idea of transparent algorithms. Transparency is portrayed as one of numerous values that are at play when algorithms are applied in public administration. The article shows that applying algorithms may lead to conflicts between these values. Such conflicts often result in trade-off decisions. Looking from the organizational perspective, we describe how such trade-offs can be made both explicitly and implicitly. The article thus shows the complexity of algorithmic trade-offs. As a result of this complexity, we not only call for more transparency about algorithms, but also more transparency about trade-offs that take place in public administration. Finally, we present a research agenda focused on studying the organization of trade-offs.

    This article contains a critical reflection on eXplainable Artificial Intelligence (XAI): the idea that AI based decision-making using AI should be transparent to people faced with these decisions. We discuss the main objections to XAI. XAI focuses on a variety of explainees, with different expectations and values; XAI is not a neutral activity, but very value-sensitive; AI is dynamic and so XAI quickly becomes obsolete; many problems are ‘wicked’, which further complicates XAI. In addition, the context of XAI matters – a high level of politicization and a high perceived impact of AI-based decisions, will often result in much criticism of AI and will limit the opportunities of XAI. We also discuss a number of alternative or additional strategies – more attention to negotiated algorithms; to competing algorithms; or to value-sensitive algorithms, which may contribute to more trust in AI-based decision-making.

    The police use all sorts of information to fulfil their tasks. Whereas collection and interpretation of information traditionally could only be done by humans, the emergence of ‘Big Data’ creates new opportunities and dilemmas. On the one hand, large amounts of data can be used to train algorithms. This allows them to ‘predict’ offenses such as bicycle theft, burglary, or even serious crimes such as murder and terrorist attacks. On the other hand, highly relevant questions on purpose, effectiveness, and legitimacy of the application of machine learning/‘artificial intelligence’ drown all too often in the ocean of Big Data. This is particularly problematic if such systems are used in the public sector in democracies, where the rule of law applies, and where accountability, as well as the possibility for judicial review, are guaranteed. In this article, we explore the role transparency could play in reconciling these opportunities and dilemmas. While some propose making the systems and data they use themselves transparent, we submit that an open and broad discussion on purpose and objectives should be held during the design process. This might be a more effective way of embedding ethical and legal principles in the technology, and of ensuring legitimacy during application.

    ‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare.

    Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization.

    Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

    The authority of a municipal secretary has to be continuously earned. This is a complex task that demands highly developed personal qualities and attributes. According to an opinion poll, filled out by 120 active municipal secretaries, they believe that they meet these necessary standards. In this poll they were asked what they recognize as their most important sources of authority. The top three answers were, respectively; personal leadership, trust, embodied ethics. Other important factors were their roles as chief executive officer of local governance and/or first advisor. These roles are however no longer enough to establish authority within local governance. Authority and influence must be earned on a daily basis in vastly different spheres and among different social groups.

De verbreding van gedragsinzichten in beleid

    Theorieën en methoden uit de gedragswetenschappen betreden steeds nadrukkelijker de beleidsscene. Gedragsinzichten en nudging beloven beleid te verrijken en te versterken. Het begin van deze gedragswetenschappelijke omslag of behavioural turn laat men doorgaans samenvallen met de publicatie van het boek Nudge van Richard Thaler en Cass Sunstein in 2008. In dit artikel plaatsen we nudging in perspectief en argumenteren we dat het concept zowel een zegen als een vloek betekent, en zowel een katalysator als een rem is voor de bredere toepassing en verankering van gedragsinzichten in beleid. Ondanks het aantrekkelijke narratief botst nudging op functionele limieten en ethische bezwaren. Om de gedragswetenschappelijke, experimentele en evidence-based beleidsbeloften alsnog in te lossen, zien we een strategie van steeds verdere verbreding. Het programma van de Behavioural Insights-beweging op basis van vijf pijlers leek in eerste instantie een oplossing te bieden, maar kampt door een eendimensionale interpretatie met interne spanningen. De nog bredere en ambitieuzere Behavioural Public Policy-agenda biedt nieuwe perspectieven, maar moet op functioneel en ethisch vlak nog verder onderbouwd worden.

    The discipline of public administration is critiqued for its lack of social relevance. Three issues prevent public administration scholars from social relevant research: (1) the assumption of universal knowledge; (2) the assumption of neutrality; and (3) distance from practice. These issues obscure the role of power processes in both the administrative practice under study and in conducting research, while paying attention to power processes is key to a more socially relevant public administration. I propose a phronetic research approach as an alternative to research that lacks social relevance. Phronetic public administration (1) acknowledges and deliberately uses the complexity of different perspectives of actors; (2) makes power processes visible; and (3) chooses a position in a dialogue about the problem under study by imagining alternative future scenarios. Phronetic research offers a promising, critical perspective on public administration by specifically aiming for a social contribution.

    This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society.

    In the relationship between the Ministry of Justice and Security and the Scientific Research and Documentation Center, safeguards to prevent improper influence of research were lacking. In the opinion of the WODC II investigation committee, civil servants were too close to the substantive execution of the investigation, as a result of which the WODC was given too little room for critical investigation. For other ministries and knowledge institutions the question is relevant as to what safeguards are needed for conducting independent research. Rules and procedures are not sufficient for creating and maintaining responsible research practices. It is also important that employees learn to recognize difficult situations, can discuss these with their colleagues, and know how to deal with dilemmas. Other organizations can learn from the WODC issue that they must maintain and recalibrate the formal and professional safeguards for the independence of scientific research. Trust in science stands or falls with independence and soundness in word and deed.

    The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship.
