    A polarizing society, ever-changing politics and an administrative field that is fragmented: that is the present world of Dutch mayors. These three processes have had a profound impact on local government and on the office of mayor. The position of the mayor has become vulnerable and his or her functioning is being put under a magnifying glass, sometimes leading to negative imaging and even a premature departure of mayors. More and sometimes conflicting demands are being imposed on mayors on the basis of their different tasks and responsibilities, as a result of which their positional authority has come under pressure, among other things. Based on discussions with 20 Dutch mayors, the authors of this essay present five central leadership dilemmas for mayors: (1) internal versus external connection; (2) authenticity versus adaptability; (3) involvement versus distance; (4) setting the course versus being of service; and (5) knowledge of content versus process monitoring. Coping with these leadership dilemmas also requires a different set of skills. First, the mayor must be pro-active and have a good antenna for new developments. Secondly, it is essential that he or she not only keeps in mind the short-term perspective, but also the middle-term and the long-term perspective. Thirdly, the mayor is expected to be able to combine hard and soft personality traits: just being nice is not enough.

    To be able to realize the ambitions of citizen participation, diversity of participants is a crucial condition. At the same time excluding groups of citizens, amongst them critical citizens, is inextricably linked with citizen participation. In this article in the series ‘Local democratic audit’, the authors wonder what the exclusion of critical citizens means for the process and outcome of citizen participation. Through two empirical studies during a spatial intervention in different municipalities in the Netherlands, they investigated how people involved in a participation process spoke about critical citizens and their manifestations. The results show that the way these critical citizens are discussed either legitimizes exclusion or questions it critically. The legitimization of exclusion is detrimental to the support for spatial intervention. The problematization of exclusion results in a responsive approach to critical citizens, which is beneficial for both the course of the participation process and for the support for the spatial intervention.

    Decades of neoliberalism have placed emphasis on individualism, self-responsibility, and self-interest. As a result solidarity, and charity are losing ground and inter-subjective suspicion enters society. With a dominant focus on the economic life, happiness can be found in working and consuming, which has led to a morbid focus on performance. As a consequence self-exploitation, stress, fear of failure and auto-aggression undermines self-love. Competing individuals, with whom man cannot identify himself, see the other as someone who also has to take care of himself; empathy for the stranger is far to seek. Problematic because in the participatory society people need to care for themselves, and others, which calls for public love. Economic actions of man should be perceived as a social activity that presupposes love. A supplier must show empathy towards its customer before a decent product can be created. A prerequisite for empathy and cooperation is equality. However with scarcity as the engine of hyper-capitalism market thinking inequality between people increases. It seems that men should embrace the ‘difference’ of others. The acceptance of ‘the strange’ could start with a heterogeneous student population during education, and a variety of inhabitants in neighbourhoods. Furthermore a more relaxed working climate with the focus on cooperation instead of competition could contribute to the return of empathy and self-love.

    Much has been written about the decline of trust in societies: trust in governments and political systems is a popular field of research. Trust of governments in citizens however, is a relatively unknown field. This article presents a research into the trust the Dutch government has in its citizens. By conducting a discourse analysis on policy documents regarding the participation society, the degree of trust was examined. The results show that the government has trust in the capabilities of citizens, but does not trust the intentions of citizens. This results in many control measures, high transaction costs, a fragile base for public cooperation and a disturbed relationship between the government and citizens. In order to gain more trust in citizens the government has to change the way it uses language regarding citizens.

Lessen voor de omgang met het onbehagen

    Recently the authors, who all work at the Ministry of the Interior and Kingdom Relations, published a paper in which they analysed contemporary literature and research on social discontent to clarify whether this current feeling of discontent is different to previous periods of discontent and how it might affect the functioning of the Dutch government. In addition, to strengthen their analysis they discussed its implications with local politicians, experts and practitioners. In this article, the authors reflect on the outcome of these discussions. Their dialogues revealed that there is a need to redefine the dialogue between administration and society. They distilled five lessons from these discussions: they argue that government should be more 1) reliable and credible, 2) responsive, 3) effective, 4) empathic and 5) cohesive.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    Reading the most recent and most revealing book of Rinus van Schendelen leads to the conclusion that lobbying is not the strongest side of the Netherlands, which is rather strange for a small country with an external orientation that goes back for centuries. As one of the (six) founding fathers of European cooperation the Netherlands could not hold this special position in the EU. The money-driven attitude of the Netherlands may be profitable short-term, but is harmful for the position of the country and for its decentralized authorities (municipalities and provinces). The Dutch political scientist Rinus van Schendelen is well known for his long years of investigation into ‘lobbying’, but what in fact can be called public affairs (PA). In his older work Van Schendelen discusses PA mainly as a managerial, instrumental, Machiavellian means for steering private and public interests. In his new book he further develops this approach by investigating processes which can contribute to the use of PA instruments for sustainable effects. The new book clearly shows that nowadays the intelligent use of social media is a necessary supplement to the intelligent use of traditional PA instruments. Because of the influence of social media an adequate training of PA professionals is urgently needed in social psychology and other relevant disciplines to prevent floor tourists and other adventurers entering the PA scene.

Dr. E.L. Figee is van huis uit journalist en promoveerde in 2017 aan de Universiteit Twente. Hij werkte van 1979 tot 2011 nagenoeg onafgebroken in de Haagse politieke arena, aanvankelijk als regionaal parlementair redacteur en vanaf 1995 als Haags (en Brussels) adviseur voor Oost-Nederland. Daarnaast participeerde hij wereldwijd in missies van VNG International voor het revitaliseren van lokale democratieën (veelal in post war countries).

    De positieve benadering van evaluatie in relatie tot het bereiken van succes is een frisse wind. Het wordt inderdaad tijd dat evaluatoren gebruikers meer helpen en stimuleren om van (beleids)ervaringen te leren. En: dat geëvalueerden zich daarvoor vanaf het begin openstellen. Aandachtspunt is wel dat de evaluator daarbij zijn of haar waardevolle kritische (kennis)blik niet verliest.

    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    Since 2001, the Dutch province of Overijssel has had its own knowledge centre focusing on urban society, called the ‘KennisInstituut Stedelijke Samenleving’ (KISS), alongside national knowledge centres. This essay gives an overview of some relevant KISS meetings devoted to a many kinds of citizen participation. The overview is based on reports made by the author himself. Examples of citizen participation are: the new styles of neighbourhood governance, citizen participation through neighbourhood budgets, the strength of the city and location-based leadership, innovative urban renewal and the promotion of citizen initiatives in the province of Overijssel. Examples are not only from the province of Overijssel (situated in the east of the Netherlands), but also from other parts of the Netherlands and other countries (Flanders, United Kingdom, United States and all over the world). The subject of citizen participation (in connection with urban renewal and administrative leadership) enjoys an ever-increasing popularity as is shown by the number of KISS meetings devoted to this subject.

    This article is about one of the experiments in local democratic renewal: MyBorne2030 (in Dutch ‘MijnBorne2030’). The aim of the project was to develop a communal vision for Borne (a relatively small suburban municipality of 20.000 inhabitants in the East of the Netherlands) for the year 2030. A steering committee of 20 local organizations has worked out four scenarios on the basis of three building stones: an identity study, a research of societal trends and the formulation of ambitions. These four scenarios have been submitted to the citizens of Borne in a referendum. The scenario that has received the most votes (‘Dynamic villages’) is further elaborated in a new vison for the future called MyBorne2030. Institutionally the decision-making process in Borne can be described as a mixture of participative (deliberative), associative and direct (plebiscitary) democracy. The authors conclude that it was a successful experiment, that has produced broad support for the vision of Borne for the future and a solid basis for the implementation of this vision. Participants (as well as non-participants) think this approach can be repeated not only in Borne, but also in other municipalities. The authors add that this could also be the case for the level above of cooperating municipalities.

    This contribution addresses the question of competences and skills for public professionals to improve collaboration. The authors start their search by looking for a conceptual focus. Poor collaboration is conceptualized as ‘colliding rationalities’. Herbert Simon has introduced the concept of ‘bounded rationalities’ to oppose scientists who think that improvement of public administration is possible through ex ante theorizing. Human beings not only have a limited capacity for rational thinking, but there also multiple rationalities that restrict each other. A classic distinction is made by Ig Snellen: a) legal rationality, b) political rationality, c) financial/economic rationality, d) scientific rationality. Not only are rationalities restricted, but also collisions can occur between professionals who adhere to different rationalities. These collisions have to do with their relational network, with the nature of their tasks and with their way of thinking and communicating. Therefore the authors have worked with different groups of professionals to find out which competences they need to deal with these collisions or make them productive. They did so on the basis of specific cases in their daily working practice. Jan Fraanje comments on this contribution as a practitioner in a Dutch municipality.

    There are many practical and academic concerns about public professionals and the pressures and burdens they experience. Professional autonomies and skills are reduced, it is argued, as a result of businesslike new public management, in order to control service results. The solution is clear: organizational logics must be weakened, professional autonomies must be enlarged and professional ways of working must be ‘rescued’. In this paper we re-interpret this presumed problem by analyzing: the interaction between organizational and professional logics, by relating these to a broader institutional logic and by tracing the contribution of individual professional motivations. Professionals, it is shown, can be motivated by broader ambitions to serve society. Such public service motivation consists of three types of motives: rational/instrumental, affective and normative. Our results show that employees in different public professional services show different patterns of motives, which we mainly explain by relating their motivations to the nature of the services they render – whether they render people-changing or people-processing services. These institutional dimensions imply that professional work can be managed, not so much by businesslike ‘market logic’ but by strengthening the meaning of the work professionals do. Professional pressures against organizations do not have to be suppressed – they can be productively used.
