    In the relationship between the Ministry of Justice and Security and the Scientific Research and Documentation Center, safeguards to prevent improper influence of research were lacking. In the opinion of the WODC II investigation committee, civil servants were too close to the substantive execution of the investigation, as a result of which the WODC was given too little room for critical investigation. For other ministries and knowledge institutions the question is relevant as to what safeguards are needed for conducting independent research. Rules and procedures are not sufficient for creating and maintaining responsible research practices. It is also important that employees learn to recognize difficult situations, can discuss these with their colleagues, and know how to deal with dilemmas. Other organizations can learn from the WODC issue that they must maintain and recalibrate the formal and professional safeguards for the independence of scientific research. Trust in science stands or falls with independence and soundness in word and deed.

    The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship.

    The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

Samenvatting

    Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence.

    Taking Lijphart’s work on consensus democracies as our point of departure, we signal a major shortcoming in Lijphart’s focus being almost exclusively on the political hardware of the state structure, leaving little attention for the administrative and bureaucratic characteristics of governance systems. We propose to expand the Lijphart’s model which overviews structural aspects of the executive and the state with seven additional features of the bureaucratic system. We argue that these features are critical for understanding the processes of policymaking and service delivery. Next, in order to better understand the functioning of the Netherlands and Belgium as consensus democracies, we provide a short analysis of the historical context and current characteristics of the political-administrative systems in both countries.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    In Nederland komen tal van wicked problems (WP) voor. Ze worden ook wel aangeduid als weerbarstige problemen. Kenmerkend is het unieke karakter, het feit dat kennis over probleemaspecten beperkt is en verschillende perspectieven op een probleem en meerdere waardenoriëntaties een rol spelen. Naast cognitieve en normatieve complexiteit bestaat er ook nog sociale complexiteit. WPs zoals voetbalvandalisme spelen zich af in een beleidsnetwerk met tal van elkaar afhankelijke actoren. Kennis, preferenties, handelingsvermogen en middelen blijken gespreid en niet in de hand van één actor. Om toch tot een bevredigend resultaat te komen moeten de actoren gezamenlijk optrekken. Daarom is interorganisationeel netwerkmanagement en deliberatie met burgers een wenselijke responsestrategie. Bij WPs zijn actoren dus tot elkaar veroordeeld. Centralistische besluitvorming werkt niet. Een centrale actor kan overigens nog wel een rol vervullen als initiator, facilitator of regisseur van overleg en discussie; als arbiter bij botsende perspectieven; of beslisser na netwerkberaad en inbreng van burgers.

Hoe politieagenten omgaan met waardeconflicten die ontstaan door sociale media

    Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise.

    A polarizing society, ever-changing politics and an administrative field that is fragmented: that is the present world of Dutch mayors. These three processes have had a profound impact on local government and on the office of mayor. The position of the mayor has become vulnerable and his or her functioning is being put under a magnifying glass, sometimes leading to negative imaging and even a premature departure of mayors. More and sometimes conflicting demands are being imposed on mayors on the basis of their different tasks and responsibilities, as a result of which their positional authority has come under pressure, among other things. Based on discussions with 20 Dutch mayors, the authors of this essay present five central leadership dilemmas for mayors: (1) internal versus external connection; (2) authenticity versus adaptability; (3) involvement versus distance; (4) setting the course versus being of service; and (5) knowledge of content versus process monitoring. Coping with these leadership dilemmas also requires a different set of skills. First, the mayor must be pro-active and have a good antenna for new developments. Secondly, it is essential that he or she not only keeps in mind the short-term perspective, but also the middle-term and the long-term perspective. Thirdly, the mayor is expected to be able to combine hard and soft personality traits: just being nice is not enough.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.

    The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures.

    Electoral campaigning and its financing at the local level have been hardly studied in spite of the growing political significance of municipalities in the Netherlands. Local parties have been barely studied either, even though they gained more than 30 percent of the seats in the local elections of 2014. They have done so without any public subsidy, whereas subsidized national parties can and do support their local branches. This article examines which campaign activities local parties used to attract voters, how these activities were funded, and whether local parties perceived subsidies necessary and desirable. A survey among local parties held just after the local elections of 2014, indicates that their campaigns are by and large a traditional, low-cost affair. They are often not labor-intensive nor technology-intensive, despite the electoral effectiveness of micro-targeting and canvassing. Contributions from local councilors constitute the main source of finance. The survey also shows that transparency of campaign financing can count on widespread support among local parties. They also prefer a level playing field between local parties and local branches of national parties by providing both public subsidies or none, which is an important contribution to the discussion on the current legislative proposals on party financing at the local level.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    This paper will show how citizens’ summits in the Netherlands cope with diversity of participants and the impact of this on those initiatives. This provides insight in why diversity is hard to reach and what can be done to improve it. Presently, dissatisfaction about the Dutch democratic system is widespread. Solutions are being sought to strengthen Dutch participatory democracy. For this objective, citizens’ summits develop different kind of initiatives. However, citizens participating in these summits are a homogeneous group, namely mainly white, middle aged and highly educated. Mechanisms of exclusion, selection of candidates, homogeneous composition of the organization, and a dominating intellectual/rational way of debating are playing a role here. Citizens with different backgrounds need to be included in these initiatives to obtain a better representation of society’s voices. This notion has been strengthened by theory, which shows that diversity enables more creativity and innovation.

    This article examines who ‘21st century public managers’ are and which skills and roles they have to master to function effectively in the 21st century. Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. The article concludes with implications for public administration research and education.

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.

    Energy planning and the realization of a new energetic infrastructure has become an issue for many actors. The local setting has become polycentric. Against this background the authors have tried to answer the question of the possible consequences of a polycentric local decision-making arena for the realization of sustainable energy transition, especially the implementation of smart grids. Polycentrism is characterised by configurations of units that are multi-level, multi-purpose, multi-sectoral and multi-functional. The impact of these configurations can be assessed using four criteria: control, efficiency, political representation and local self-determination. The authors used these criteria to analyse two cases. Both cases show that the consequences of polycentrism are variable and differ on the four criteria. The analysis shows tensions in polycentric configurations between control and efficiency on the one hand and local self-determination and political representation on the other. This outcome was a reason for the authors to argue for a better institutional design for the local polycentric arena with the help of the seven ‘rules-in-use’ of Elinor Ostrom. Her design is universal but requires specific local application. In this way more justice can be done to the local circumstances in order to be able to achieve effective results.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.
