De ongekende effecten van deregulering: een experiment in Hollands Kroon

    What happens in the case of massive deregulation in the local public domain? Despite the widespread call for ‘less regulation’, the effects of large-scale deregulation have received surprisingly little academic attention. In this article, we present the results of a longitudinal study on the effects of deregulation in the Dutch municipality of Hollands Kroon. The municipality abolished a vast number of regulations on public order offences in a radical two-year policy experiment, encouraging citizens to exercise more social control. In contrast, criticasters expected that the experiment would lead to more public offenses and conflict. Based on our data collected over three survey rounds; focus groups with citizens, politicians and civil servants; and several secondary data sources, we conclude that there was little effect: neither an increase in public order offences, nor an increase in social control. Our research shows that, in the short term, deregulation did not significantly affect the behavior of citizens.

    The article provides a theoretical and empirical analysis of the Night Time Economy and how the Collective Pub Ban is applied in three Dutch cities: Utrecht, Amersfoort and Den Bosch. The Collective Pub Ban is a measure taken in the Netherlands in an effort to make pubs, bars and clubs co-responsible for maintaining security. Depending on the severity of the conduct, an offender can be denied of entry to these venues for five years. During this period, the offender is not allowed to enter the particular pub or any of the other pubs, bars and clubs that participate in this measure. On the basis of 84 interviews, we show how these venues fill out their new responsibilities with respect to the Collective Pub Ban-measure. Also, we answer the question what this new measure means for the quality of the public space.

    To live in a safe neighbourhood is to live in a neighbourhood where one knows what to expect and can navigate the public space. This article argues that issues of public safety in urban disadvantaged neighbourhoods are often understood as depending on crime and social control; but it may well be that whether or not people feel safe depends just as much on the degree of public familiarity of the context in which they live – and consequently on their abilities to know who to trust and distrust – as it depends on the usual suspects of crime rates, social cohesion, broken windows and collective efficacy. Using empirical data from four neighbourhoods in Rotterdam, the Netherlands, the article shows that data may substantiate this claim, formulates some policy recommendations and proposes an agenda for further research.
