De schuldencrisis in de eurozone: oorzaken, aanpak en implicaties

    Ten years ago, now, the Eurozone began to shake on its foundations. This article traces the genesis of the crisis and the present state of affairs. As to the causes of the global financial crisis in 2008, I argue that contrary to common understanding, the financial crisis had its deeper causes in a decades old tendency towards crisis in the real economy, produced by the continuous overaccumulation of capital which can only return profits by undertaking speculative short-term investments (a phenomenon known as ‘financialisation’). I then trace how the global financial crisis morphed into a crisis of public deficits and debt in 2010-2011, particularly in the Eurozone. Three factors are shown to be responsible: financialization, design faults in the European monetary union, and the neo-mercantilist strategy of especially Germany and the Netherlands. The paper next looks at the five main traits of the policy responses in the Eurozone: bailing out governments and banks through creating emergency funds; imposition of austerity and budget discipline for member state governments; attempting to create and complete a Eurozone banking union; subsequently the European Central Bank engaged on an unprecedented scale in ‘quantitative easing’; and finally, institutional reform in an attempt to repair the most pressing design faults of the EMU. The paper concludes that the underlying structural factors leading up to the crisis have only been addressed incompletely: the overaccumulation of capital continues, the completion of the banking union is in an impasse, quantitative easing has mostly just intensified financialization by pushing up asset prizes, and institutional reform has taken the form of a fundamentally undemocratic attempt at monetary and political union by stealth. The broader legitimacy of the European project has been substantially undermined, and Europe is not in a better position than eight years ago in case of a new global crisis.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.

    Based on a database with 75 rural community broadband initiatives in the Netherlands and a longitudinal analysis of a specific initiative in the municipality of Oldambt, the authors discuss how citizens campaign for improved internet connections in a cooperative setting. The authors present an 8-step model which shows that at each step citizens, governments and private telecom companies affect the completion of the step. Both telecom companies and governments, however, stick to their old way of working. The market parties try to slow down the process and prevent their market areas from being affected by the initiatives, while governments are unclear about (potential) policies. Community broadband initiatives learn ‘on the job’ and they need perseverance as well as social, intellectual and financial capital in order to be successful. The realization of rural broadband requires efforts from citizens and the involvement of facilitating and supportive governments.

    Good governance takes a central role in development policy. A considerable amount of development aid is used to support anti-corruption initiatives, democratisation, or the improvement of public administration. The number of governance indicators has grown tremendously, and these indicators appear to play an ever more important role in aid allocation. These indicators, however, are not value-free and reflect a certain view of good governance, one that is furthermore changing continuously. In this article, we first use the ever-expanding literature to explore how donors define ‘good governance’, and how it is measured. We subsequently analyse whether good governance really matters for development. Finally, we look at international experiences with good governance promotion, and the value tensions inherent to this process.

    In February 2004, a highly debated research report with the title 'A Burdened Relation. 25 Years Development Aid between the Netherlands and Surinam' was sent to parliament. The study was conducted by a Netherlands scientist and a Surinam senior official (Kruijt and Maks, 2004). Their central aim was to execute a 'quick scan lessons learned evaluation' in order to arrive at a research agenda for a more detailed and profound study of the bilateral development aid relations of the two countries. In spite of this, the Netherlands minister for Development Aid decided in June 2005 to terminate the research project. Main argument she put forward to underpin the decision was that further research would add just about nothing to what already was known, or could be thought relevant for policymaking. The author of this article questions the validity of the argument of the minister. She scrutinizes the threefold research task, the research process and the results of the joint exercise. This demonstrates that the review holds a future scientific research agenda that is both innovative and provocative. Furthermore, she points out that the political ups and downs that accompanied the publication contain some additional practical insights.
