    On 1 April 2019 in the town hall of the Dutch municipality Zwolle the second Van Poelje lecture (named after the founder of Dutch Public Administration, Gerrit van Poelje) was held. The lecture is organized by the Department of Public Administration of the Faculty of Behavioural, Management and Social Sciences (BMS) of the University of Twente, in close cooperation with BMC advice, the municipality of Zwolle and the province of Overijssel (of which Zwolle is the capital). The subject of this second lecture was ‘Regional development: task-oriented operating and cooperating ’. The keynote speech of the lecture was delivered by the minister of Home Affairs Kajsa Ollongren. The coreferents were Andries Heidema (the King’s Commissioner in the province of Overijssel) and Bas Denters (professor of Public Administration at the University of Twente). Marcel Boogers (the new chief editor of this magazine, Bestuurswetenschappen) acted as chair of the day and as moderator of the discussion between the attendees and the speakers. In his opinion a clearly different wind is blowing from the Home Office, with more attention for regional differences, which demands more tailor-made work from municipalities and provinces. The minister’s main message was that, because not all provinces have the same position and the problems also differ per province, the tasks must be the guiding principle and the scale must be adjusted accordingly. Therefore, administrative culture and style must be central in the present discussion in her opinion, and not so much the administrative structure.

Sub-Constituency Campaigning in PR Systems

    Sub-constituency campaigning occurs when parties focus their campaign resources on specific geographical areas within an electoral district. This behaviour was traditionally thought to occur only in single-member plurality elections, but recent research demonstrates that proportional systems with multi-member districts can also elicit sub-constituency campaigning. However, most studies of sub-constituency campaigning rely on self-reported measures of campaigning, not direct measures of campaign intensity in different regions and communities. We present novel data on geographical variations in the intensity of Flemish parties’ campaign advertising during the 2014 general elections in Belgium, which provides a direct measure of sub-constituency campaigning. Our findings show clear evidence of sub-constituency campaigning: parties campaign more intensely in municipalities where they have stronger electoral support and in municipalities with greater population density.

    Societal challenges are increasingly requiring cooperation and solutions on a regional scale. The recently formed metropolitan regions around Amsterdam, Rotterdam-The Hague and Eindhoven are examples. This essay serves as the introduction to a symposium on regionalization and the substantive and institutional questions that regionalization raises. It deals with the growing differences between regions and the call for a differentiated response. It also discusses the drivers for regional cooperation and the constraints of focusing on administrative structures. The essay exposes a number of tensions regarding the external profiling of regions, the benefits of regional cooperation, and the pursuit of broad societal goals. At the same time, it puts forward suggestions for follow-up research.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    Na het aantreden van Rutte II heeft de bestuurlijke opschaling van gemeenten en provincies twintig maanden lang op de agenda gestaan. Zoals bekend hebben de plannen van het kabinet de eindstreep niet gehaald. Vooral bij de meest betrokken provincies bestond er kritiek op het ontbreken van een visie en onderbouwing. In dit artikel wordt onderzocht in hoeverre een netwerkanalyse van het verplaatsingsgedrag daarin zou kunnen voorzien. Voor een volgende ronde, die zich mogelijk al snel weer aandient. De uitkomsten van verschillende algoritmes voor netwerkanalyse worden vergeleken. Het begrip daily urban system, gekoppeld aan welvaartstheoretische inzichten (Tordoir), dient als inhoudelijke leidraad. Netwerkanalyse blijkt zakelijke argumenten op te leveren die behulpzaam kunnen zijn bij het trekken van (nieuwe) bestuurlijke grenzen, ook al zullen deze om verschillende redenen nooit alleenzaligmakend zijn.

    Nowadays municipalities in the Netherlands work together more intensively with other municipalities in the region. Also cooperation with companies, institutions and societal organizations is more often looked for at the regional level. In practice this brings along many problems and difficulties. For several reasons it appears not to be easy to combine the implementation strengths of municipalities and societal partners. This article presents a new approach (based on the theory of ‘new regionalism’) to regional implementation strength. This approach is not only about designing regional administrations, but is mainly about the factors that induce administrations as well as companies and institutions to commit themselves jointly for the region. To increase the regional implementation strength more is needed than the formation of a regional administrative structure in which municipalities do not cooperate in a non-committal manner. To induce municipalities and societal partners to commit themselves jointly to handling new tasks or new challenges it is also necessary to have a clear strategic vision on these issues that binds parties and makes them enthusiastic and that regional cooperation is rooted in a societal breeding ground. It also asks for an administrative structure that does justice to the contribution every municipality and societal partner makes to the realization of the strategy and for a democratic involvement of municipal councils and sector-based interest groups.

    The debate on the territorial structure and scale of local and regional government is hardly supported by geographical theory and evidence. In this article, a geographical logic for collective action and the spatial structure of government is unfolded, based on the foundations of Welfare Theory. This logic accounts for the tension between inherently bordered area governance and borderless social and economic networks. Spatial scaling of area government thus involves complex trade-offs. The case is made for area government at the scale of daily urban systems, functional-spatial complexes that are typical for our advanced network society. The article concludes with a discussion of consequences for the spatial organisation of local and regional government.

    This article addresses the impact of intermunicipal cooperation on the administrative power of municipalities. It focuses on a specific form of intermunicipal cooperation in the Netherlands, which is called ‘WGRplus’. This concerns the intermunicipal cooperation in the major urban regions in the Netherlands. In this article administrative power is not used as a fixed and quantifiable concept, yet as a process that might contribute to the performance of individual municipalities. It is argued that intermunicipal cooperation strengthens the possibilities of municipalities to address social challenges. The cooperation is considered to be successful and rewarding. It also stimulates the cooperation with relevant social organisations. Yet this form of intermunicipal cooperation has a weak democratic and political profile. Next year the Dutch government will conduct a thorough evaluation of this specific form of intermunicipal cooperation. This is still necessary because the evidence that the administrative power of the municipalities benefits from this specific form of intermunicipal cooperation is not absolutely convincing.


Peter Castenmiller
Peter Castenmiller (1961) is werkzaam bij Zenc, adviesbureau voor innovaties in het openbaar domein, en tevens als Lector ‘Bestuurskracht en innovatie’ bij BAZN, de bestuursacademie. Hij is politicoloog en hij is gepromoveerd op een studie naar de betrokkenheid van burgers bij het lokale bestuur. Tot 2005 was hij werkzaam bij SGBO, Onderzoeks- en Adviesbureau van de Vereniging van Nederlandse Gemeenten, waar hij zich met vele facetten van lokaal bestuur en beleid heeft beziggehouden. Samen met Herwig Reynaert (Universiteit Gent) organiseert hij al verschillende jaren tijdens het gezamenlijk congres van de Nederlandse en Vlaamse politicologenverenigingen een workshop ‘lokale democratie’.
