    Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk.

    Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level.

    This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society.

    On 29 May, the highest court in the Netherlands, the Council of State, ruled that the government’s Nitrogen Emissions Program (PAS) did not comply with the European Habitats Directive. The PAS arranged permit applications for economic activities that caused extra nitrogen oxide emissions. According to the Council of State, the PAS proved to be insufficiently capable of protecting the ‘natural characteristics’ of Natura2000-protected areas against damage caused by nitrogen depositions. The ruling has led to a situation in which all pending license applications in construction and agriculture have been rejected or put on hold. This political ‘nitrogen crisis’ that resulted from this ruling has been characterized by major disagreements between the government coalition parties, large farmers’ protests, and a faltering coordination between the central government and provinces. This essay analyzes the root causes of the nitrogen crisis and presents some ideas about how to overcome the current deadlock. I argue that the PAS debacle symbolizes a failing, reactive agricultural and nature policy. More than ever, strong leadership and a clear future perspective for the Dutch food system are needed.

    The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism.

    By examining the Belgian case, this article aims to show that methodological nationalism is strongly present in the literature on nationalization of party offer and voting behaviour. In nationalization studies, Belgium is often presented as a typical example of a denationalized country. This is true for the party offer, as it is de facto split between the two language groups since the 1980s, and therefore also voter response at the national level. However, voter response within each separate subnational party system is very homogeneous and shows interesting differences between these party systems that inform us about important electoral dynamics. We argue, on the basis of our results, that rather than stretching the concept of nationalization, it is preferable and justified to treat the concepts of nationalization of the party offer and homogenization of voter response as analytically distinct and not as two sides of the same coin.

    Fiscal consolidation confronts federal states with a collective action problem, especially in federations with a tightly coupled fiscal regime such as Belgium. However, the Belgian federation has successfully solved this collective action problem even though it lacks the political institutions that the literature on dynamic federalism has identified as the main mechanisms through which federal states achieve cooperation across levels of government. This article argues that the regionalization of the party system, on the one hand, and the rationalization of the deficit problem by the High Council of Finance, on the other, are crucial to understand how Belgium was able to solve the collective action problem despite its tightly coupled fiscal regime and particularly high levels of deficits and debts. The article thus emphasizes the importance of compromise and consensus in reducing deficits and debts in federal states.

    The European project currently faces not only an economic crisis, but a moral one as well. The economic growth model of social justice combined with market-oriented policies, also referred to as the European social model has lost much of its meaning after ten years of austerity and financial calamities. In 2012 ECB President Draghi says in the Wall Street Journal that the European social model is “gone”, a thing of the past. While only a couple of years later the European Pillar of Social Rights is put in place. What is happening with ‘Social Europe’? And how do trade unions, as a historical motor of social policy in the member states, relate to the European social model, especially since the financial crisis. This article deals with the position of trade unions vis-à-vis European social policy and the European institutions. The European social model, economic governance and the collective bargaining system are discussed as examples of post-crisis European social policy. It will be argued that although the European Commission gives institutional space to social policy and to a role for trade unions, it has always been subordinate to economic integration. And moreover that the recent economic crisis is used at the European level to obtain almost complete control over social policy in the member states.

    According to the outgoing European Commissioner Pierre Moscovici, the European Union (EU) has made more progress in tackling tax avoidance and evasion in the last five years than in the twenty years before that. This article argues that although several targeted measures have indeed been adopted, such as automatic exchange of tax rulings and limitations on interest deductions, this has not led to a structural change in EU corporate tax policies, nor in underlying power relations. The article discusses the politics of a number of recent policy developments related to tax avoidance and evasion by transnational corporations. It argues that the adoption of targeted measures, and the simultaneous stalling of more comprehensive approaches – in terms of tax transparency or a common consolidated corporate tax base – can be explained by recent tax controversies, international politics, and the dynamics within and between EU institutions. Particular attention is paid to the role of the European Parliament that is formally limited, but still houses progressive forces that have continuously pushed for a clampdown on tax avoidance. Finally, the article pleads for more transparent EU decision-making, specifically concerning discussions with and within the Council, in order to improve the democratic legitimacy of EU corporate tax policies and processes.

    On January 9 2015, Job Cohen held his inaugural speech at the University of Leiden as extraordinary professor at the prestigious Thorbecke chair. His study field was the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three Ds stand for three different decentralizations of tasks to Dutch municipalities and the fourth D for democracy. In his speech Job Cohen advocated a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. This essay contains the farewell lecture that he held on November 30 2018. In it Cohen says that we are still in the transition of a gigantic operation, the three decentralizations of youth care, social services and labor participation. In many areas, therefore, cooperation at a higher level than the original municipalities is necessary and indeed established. Due to the increased regional cooperation, the House of Thorbecke no longer has such a strong foundation, which has long been the case. It is therefore inevitable, according to Cohen, that the House of Thorbecke receives more than just a new coat of paint. In his farewell lecture he furthermore discusses two kinds of citizen participation. The first kind concerns policy-influencing participation, the second involves self-reliant participation, or do-democracy or civil administration, in which the Right to Challenge is currently in the center of attention. This requires a delicate coordination between those who have and exercise government powers and citizens who want to exert influence on it.

    Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    During a disaster or crisis, the response capacity of the government is put under extreme pressure. At the same time, citizens are often resilient in times of crisis and are increasingly capable of organizing themselves. Social media and online platforms have increased the possibilities for self-organization through improved connectivity. In practice, we see that governments struggle to deal with this form of self-organization, while it also offers a unique opportunity to increase the response capacity. The smart use of citizens’ initiatives offers opportunities and can increase the effectiveness of the government’s action. This article focuses on the following question: what role do online platforms play in smartly guiding the self-organization of citizens during crises and disasters? We answer the question on the basis of two examples: the role of online platforms in the aftermath of the earthquakes in Nepal in 2015, and the coordination of the reception of refugees during the crisis in the Netherlands in the winter of 2015-2016.

Effectieve regionale netwerken

    Regional networks are often used by the central government in the Netherlands as a way of translating national purposes into regional action. At the same time regional networks increasingly arise from the bottom up. In short, it gets busy in the region. This article describes research on regional networks encouraged by the national government to handle complex issues in the domain of education and the labor market. The central question of this article is the way in which stimulating regional cooperation can be used effectively by the central government. Thirteen networks are studied with the help of interviews, questionnaires and data from social networks. The research findings show that in these networks that are encouraged from the top down, there is a tension between achieving short-term results and building cooperative relations, and that a sense of urgency in the region is an important prerequisite for success. This calls for more bottom-up co-determination of the policy agenda and the pace. In addition, there appeared to be a strong overlap between seemingly separate networks, thematically as well as in terms of staffing, which again offers opportunities for creating synergy. The findings call for using these ‘meta networks’ in the formation of networks. Both notions lead to some strategies for the effective use of regional networks.

    The Dutch minister of Home Affairs, Ronald Plasterk, has resolved to obligate municipalities to set up an independent audit office. Other variants of the audit office function, in which counselors themselves are members of local audit offices or commissions, will be forbidden. The minister’s assumption is that an independent audit office will control the municipal government more effectively. The disappearance of counselors as member of audit offices (or commissions) may have implications for the impact of local audit reports. The supposed effect of the membership of counselors is that there will be better coordination between the local audit office (or commission) and the need for control of the municipality. In addition one might suppose that the presence of counselors in the audit office guarantees that the audit reports will receive enough attention in the municipal council. Both effects concern the impact of local audit investigation. In this article, the authors study the extent to which membership of counselors really contributes to the impact of local audit investigation on the basis of quantitative (a survey amongst secretaries of local audit offices) and qualitative (an explorative case study in a number of Dutch municipalities) research. The results show that the membership of counselors as such does not lead to a greater impact, but that a proper consultation is required between the audit office and the municipal council.

    In several countries the number of semi-autonomous agencies is under attack. The Dutch government has also presented plans to reduce the number of so-called ZBOs (zelfstandige bestuursorganen). But do public organizations like ZBOs actually die? Using population ecology theory we formulate a number of hypotheses on the survival and reform of ZBOs. These hypotheses are tested using secondary data on the number of ZBOs in The Netherlands in the past two decades. Results show that the absolute number of ZBOs has increased rather than decreased. Only seldom does a ZBO die. But ZBOs do experience many changes during their lifetime, such as mergers. The politicians’ plans seem targeted at improving their overview of all ZBOs. Whether the implementation of the plans will lead to that remains to be seen. Experiences in other countries do not confirm these expectations so far.

Duurzame innovatie in industriële clusters

    We study the role division between public and private actors in their search for sustainable innovation of industrial clusters. This search unfolds as a two-phase process. In the first phase, private parties develop different projects for sustainable innovation independently from each other. Without coordination, a common ground for the projects emerges. Through their involvement in several of these projects, public actors are able to take up a central place between the projects and their associated actor coalitions. From this position, they are able to act on the common ground, and mobilize other actors for collaboration. The common ground is translated to a vision, and the private projects are assembled into a program, in which synergetic connections between the different projects are established. This starts the second phase of the process, in which a regional collaboration unfolds, coordinated by the public actors. Thus, the crucial role of private actors is to create the building blocks for sustainable innovation in the early stages of the process. The public actors are crucial in acting on these private initiatives, assembling the building blocks into programmatic effort towards sustainable innovation of industrial clusters. The main strength of public actors lies in their betweenness centrality.

    In The Netherlands an innovative water safety policy is under development: multi-layered safety. This innovation is a move from a preventive approach (levees) towards a risk approach. Mitigation of consequences for spatial measures and disaster management too are considered in reducing flood risks. The theory of path dependence teaches us that many technical, financial and institutional factors keep the current policy system in its equilibrium. This complicates policy innovations. This article contains a case study that explains how pilots contribute to a process of policy innovation. It concludes that enshrining results in the ‘home organizations’ and synchronizing pilots with running policy processes is essential. The pilots also show that policy renewal concerns a process of ‘muddling through intelligently’.

    In the 1990’s, the Dutch social democrats were trailblazers of what became known internationally as the politics of the Third Way, a new middle course between social democracy and neoliberalism. From the start, the Dutch Third Way distinguished itself from its Anglo-Saxon counterparts by its implicit character. The Dutch social democrat party (Partij van de Arbeid, PvdA) never fully embraced the Third Way and has sought to downplay the idea of a break with traditional social democratic thinking, combining Third Way practice with more classical social democratic rhetoric. The resulting political ambiguity, this paper argues, is at the centre of the present identity crisis of the social democrat party. Even though Third Way ideology has at times been declared dead, the range of attitudes, strategies and policy proposals that were introduced under its banner, still play a vital and prominent role in Dutch politics. While in the UK and the US, communitarianism was from the very beginning a defining feature of the Third Way, in the Netherlands this only came to the fore in 2012 under the leadership of Samsom and Asscher, and in the plea for a participation society under the Rutte II government. Leading us to conclude that the reports of the Third Way’s death are greatly exaggerated.

    Bedrijven en andere organisaties ontvangen vaak veel enquêtes en klagen over de lastendruk hiervan. Tevens dalen responsaantallen en zijn er zorgen over de kwaliteit van de respons. In dit artikel wordt beschreven wat er gedaan kan worden om de motivatie van bedrijven en organisaties, en hun respondenten, te verhogen om daarmee bij organisatie- en bedrijfsenquêtes de responsaantallen en de responskwaliteit te verbeteren.

Vanessa Torres van Grinsven is docent onderzoeksmethoden bij Wageningen University & Research. Haar ervaring en expertise liggen bij zowel de kwalitatieve als kwantitatieve onderzoeksmethodes, met een focus op mixed methods en interdisciplinair onderzoek. Zij promoveerde in 2015 op een onderzoek naar motivatie bij het invullen van bedrijfsenquêtes en het verbeteren daarvan.
