Municipalities play an important role in the Dutch energy transition. Therefore, they are expected to deal both sufficiently and timely with their tasks. The question is whether they have the capacity to do so (governing capacity). This study aims to assess whether improving governing capacity can be used to improve the policy performance. We operationalized governing capacity and built a model to assess the relation between several conditions for governing capacity and policy performance for three domains of the energy transition: built environment, mobility and renewables. We found no direct relationship between perceived governing capacity and energy transition policy output. However, we found relationships between conditions for governing capacity, and the policy output. About 25 percent of the total variance in policy performance could be attributed to population size. This percentage levels up to 55 to 60 percent if the motivation of the local administration, cooperation between municipalities and other governmental organisations and the participation of citizens and businesses are also taken into account. This contradicts the idea that enlarging municipalities is the most important way to achieve a higher policy performance. |

In the past decade, large infrastructure projects in the Netherlands have often been implemented through Public-Private Partnerships (PPPs), specifically using Design-Build-Finance-Maintain (DBFM) contracts. While the decision to implement projects through PPPs is based on expected advantages for internal parties – the public and private partners in the PPP –, there is a call for more focus on the advantages and disadvantages of PPPs for external stakeholders. External stakeholder management in DBFM projects is based on a contractual division of risks and responsibilities between the partners. However, it is clear from the literature that the contract does not guarantee successful stakeholder management. Relational aspects are important. Little research has been done, however, into the interplay of contractual and relational aspects in achieving successful stakeholder management. This article addresses this research need. A comparative case study was conducted into the PPP projects A9 Gaasperdammerweg and A16 Rotterdam. The study first shows that sanctions, when combined with a relational approach, have a positive effect on the relationships with stakeholders. Second, external stakeholder management cannot be simply outsourced to the private partner and continuous involvement of the public partner is important for success. |

This article describes the main trends in refugee policies in sixteen Dutch cities, offering an overview of the local approaches to the reception, housing and integration of refugees that the cities rapidly had to develop in response to the increased refugee inflow in 2015. In contrast to other studies that often focus on capital and gateway cities, this article illustrates the variety of local approaches to migration diversity and refugee integration. By illustrating the different positions municipalities take, the article shows the local power to innovate. In this article clusters of cities with comparable approaches to refugee policies are identified to aid cooperation and knowledge exchange between cities, in which the big cities are not necessarily always the relevant partners. |

This article examines what explains the performance of Dutch local party branches in the recruitment of candidates for municipal councils. Fielding a list of candidates is the most basic function of political parties. In the Netherlands, party branches are under pressure from the low number of party members. To analyse how branches fulfil their role in recruitment, we employ our own survey of the secretaries of party branches held in the run-up to the 2018 municipal election. We find that party membership drives the successful fulfilment of the recruitment function but that, more than the absolute number of members, the crucial factors are how these party members cooperate, the number of active members and the development of this number. |

As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations. |

This article scrutinises local-national linkage in Belgium to better understand territorial power relations in multilevel parties. Drawing on a survey of local chairs of national parties, it adopts an innovative, informal and bottom-up approach. The descriptive analysis reveals two central axes in the morphology of linkage: scope (downward support and upward influence) and surplus (benefits versus costs). However, (the valuation of) this interdependence appears as a matter of degree. The explanatory analysis therefore probes into the effect of macro- (between environments), meso- (between parties) and micro- (within parties) level factors. It demonstrates that variance is explained by different parameters. For scope, differences between parties trump those within them. For surplus, specific differences between parties as well as within them matter. The answer to our guiding question is therefore variegated: it depends on for what and for whom. |

Compared to regular contracts, infrastructure development and management through Public-Private Partnerships (PPPs) is expected to lead to better cost and time performance. However, the evidence for this performance advantage of PPPs is lacking. This article analyzes the performance differences of projects with a Design-Build-Finance-Maintain (DBFM) contract (a type of PPP) and a Design-and-Construct (D&C) contract. Project performance data were collected (N = 65) from the Project Database of Rijkswaterstaat and analyzed using non-parametric tests. Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. The results show that DBFM-projects have a significantly higher cost performance than D&C-projects. In particular, DBFM-projects have less additional costs related to technical necessities in the implementation phase. Regarding time performance, DBFM-projects seem to perform better although the difference with D&C-projects is not statistically significant. The article discusses explanations for the performance advantage of PPPs, rooted in principal-agent theory. From this discussion, an agenda is presented for further research into the performance advantage of Public-Private Partnerships. |

In the light of the broader debate on the mediatization of politics, this study wants to better understand how the media perceptions and media behaviour of politicians are related to their appearances in the news. We opt for an innovative actor-centred approach to actually measure the views and actions of individual politicians. We combine surveys conducted with 142 Belgian representatives with data on politicians’ external communication behaviour and on their appearances in television news, newspapers and news websites. The results show that media behaviour is not so much related to beliefs of media importance. We do find a significant positive relationship between strategic media behaviour and media attention suggesting that politicians who put in more effort appear more often in various news media. However, this positive relationship depends on the specific form of strategic communication and the political position of the legislator. Our study adds to the mediatization literature by showing how and when politicians are successful in obtaining media attention. |

This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas. |

In a new report, the Netherlands Scientific Council for Government Policy (WRR) is therefore arguing that good work for everyone should now be seen as an important aspiration for companies, institutions, social partners and the government. Good work is essential for general well-being: for the individual’s quality of life, for the economy and for society as a whole. We make nine policy proposals to promote and facilitate good work for more people. |

Despite the enduring importance of Lijphart’s work for understanding democracy in Belgium, the consociational model has come under increasing threat. Owing to deep political crises, decreasing levels of trust in elites, increasing levels of ethnic outbidding and rising demands for democratic reform, it seems as if Lijphart’s model is under siege. Even though the consociational solution proved to be very capable of transforming conflict into cooperation in Belgian politics in the past, the question we raise in this article is whether and to what extent the ‘politics of accommodation’ is still applicable to Belgian democracy. Based on an in-depth analysis of the four institutional (grand coalition, proportionality, mutual veto rights and segmental autonomy) and one cultural (public passivity) criteria, we argue that consociational democracy’s very nature and institutional set-up has largely hollowed out its potential for future conflict management. |

On 1 April 2019 in the town hall of the Dutch municipality Zwolle the second Van Poelje lecture (named after the founder of Dutch Public Administration, Gerrit van Poelje) was held. The lecture is organized by the Department of Public Administration of the Faculty of Behavioural, Management and Social Sciences (BMS) of the University of Twente, in close cooperation with BMC advice, the municipality of Zwolle and the province of Overijssel (of which Zwolle is the capital). The subject of this second lecture was ‘Regional development: task-oriented operating and cooperating ’. The keynote speech of the lecture was delivered by the minister of Home Affairs Kajsa Ollongren. The coreferents were Andries Heidema (the King’s Commissioner in the province of Overijssel) and Bas Denters (professor of Public Administration at the University of Twente). Marcel Boogers (the new chief editor of this magazine, Bestuurswetenschappen) acted as chair of the day and as moderator of the discussion between the attendees and the speakers. In his opinion a clearly different wind is blowing from the Home Office, with more attention for regional differences, which demands more tailor-made work from municipalities and provinces. The minister’s main message was that, because not all provinces have the same position and the problems also differ per province, the tasks must be the guiding principle and the scale must be adjusted accordingly. Therefore, administrative culture and style must be central in the present discussion in her opinion, and not so much the administrative structure. |

The author discusses the practices, problems and pitfalls research in the biomedical field with regard to conflicts of interests. Medicines are not ordinary products: the exclusive right to prescribe lies with the doctor, and because of the potentially life-saving nature of medicines, their use, price and availability is surrounded by emotions, especially when there is only one medicine available for a serious illness. Nonetheless, these products are marketed by companies that have a primarily commercial interest and, on the basis of those interests, engage in pricing and advertising activities. In the research on medicines, there is close cooperation between the pharmaceutical industry and doctor-researchers, whereby independence is at stake due to the large financial interests and reimbursements. This pushes the design, outcome and publication of research in a direction that is favorable to the pharmaceutical industry, but that is not financially the best direction for society, or medically for patients. |

In several regions in the Netherlands there are declining population numbers. In those regions, administrators, companies and societal organisations often start regional collaborations in order to anticipate population decline and maintain a good quality of life. This is a logical step, but in practice the collaborating partners face challenges. For this article we analysed over a period of eight years the dynamics of cooperation in the Hoeksche Waard, a region in the province of South Holland that is dealing with a decrease in the number of inhabitants. On the basis of the regime model (Stone 1989), and by conducting qualitative research, in this exploratory study we discerned a paradox of regional cooperation in this ‘shrinking’ region: a decline of population numbers is the reason to initiate informal cooperation in networks, but the complexity of the regional agenda leads to the desire for formalisation of the collaborations in formal decision making structures. This formalisation, in its turn, leads to less commitment from the parties and makes cooperation and achieving results difficult, which increases the need for informalisation. |

At the time of the ‘dualization’ of Dutch local government in 2002 the acting municipal chairman of the local council under article 77 (1) of the Dutch Municipal Act was seen as the ‘guardian of the local council’, who has a special responsibility for the functioning of the council as a whole and who can give the council a face opposite the local board. However, this role has never been given to this ‘vice-president’. This option has recently been suggested again, with the aim of promoting cooperation within the local council and facilitating the changing role of the council. In this article, the authors show that the role of the vice-president in practice is limited, although importance is attached to it and a majority of municipal councils use the power to appoint their own vice-president. For the time being the Netherlands does not seem inclined to learn from Flanders, where the council now appoints its own chairman. This is partly due to differences between the mayor’s positions in the Netherlands and in Flanders. At the same time, it cannot be ruled out that in the Netherlands too in the future more attention will be paid to the issue of the (vice-)presidency of the municipal council. |
