    Participatory research is increasingly being perceived as a democratic and transformative approach to social situations by both academics and policymakers. The article reflects on what it means to do participatory research, what it contributes to broader knowledge building, and why mess may not only need to be present in participatory research but encouraged. The purposes of participation and mess as nourishment for critical enquiry and more radical learning opportunities are considered and illuminated using case study material from the Family Based Positive Support Project.

Tina Cook is a professor of education at Liverpool Hope University. At the core of her work is a focus on inclusive practice in research and evaluation. She is an executive committee member of the ICPHR, an editor of the International Journal of Educational Action Research, and a founder member of the UK Participatory Research Network. Her own research focus is with people with learning disabilities and people with cognitive impairment.

    Nederland staat voor forse en complexe beleidsopgaven. Deze opgaven vragen om een bijzondere beleidsaanpak met een aansluitende wijze van beleidsevaluatie – namelijk één die leren ondersteunt om iteratief de kwaliteit van het beleid te verbeteren en de weg naar de beleidsambities te vinden. Beleidsonderzoekers en beleidsbetrokkenen werken in lerende evaluaties samen om kennis te produceren voor het gelijktijdig verantwoorden en leren van beleid. Verondersteld wordt dat de kwaliteit en bruikbaarheid van de geproduceerde kennis met deze benadering groter zijn dan bij reguliere, op verantwoording georiënteerde, evaluatiemethoden. Als gevolg daarvan zou lerend evalueren meer impact hebben op beleid voor complexe opgaven. In dit artikel wordt aandacht besteed aan de waarde van lerend evalueren vanuit het perspectief van beleidsbetrokkenen en beleidsonderzoekers van de lerende evaluatie van het Natuurpact (2014-2017), uitgevoerd door het PBL en de WUR. Geconcludeerd wordt dat lerend evalueren de kwaliteit, bruikbaarheid en impact (minder aantoonbaar) van de geproduceerde kennis vergroot, maar onder specifieke voorwaarden: namelijk wanneer onderzoekers erin slagen om leren en verantwoorden, met de bijbehorende rollen en kwaliteitsstandaarden, te benaderen als wederzijds versterkend in plaats van tegenstrijdig. Onderzoekers hebben voelsprieten nodig voor de wisselwerking tussen het proces van kennisproductie en de politiek-bestuurlijke context waarin deze kennis wordt gebruikt. Zowel in de beleids- als onderzoekspraktijk is ruimte nodig voor een verbrede kijk op de functie van beleidsevaluatie om lerend evalueren toe te kunnen passen.

    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

    The integration of refugees in the Netherlands has been suboptimal for years. After receiving a residence permit, refugees are distributed across the country and dispersed over neighborhoods. However, since the 2015 refugee crisis, the municipality of Amsterdam has adopted a different approach. Here, refugees that have been granted residence live together with Dutch young adults in projects where they share facilities and play a role in managing the project. To what extent can such mixed housing projects help the integration of refugees? The Startblok Riekerhaven, which was the first project, was studied for a year with qualitative research. The findings show that mixed housing projects can stimulate the formation of social connections. In this way they can contribute to the integration of refugees in the Netherlands. Given the suboptimal results of the current dispersal policy, this is relevant for science and policy.

    This article is a review of two policy documents on integrated care in the Netherlands. I argue that not a shared definition of ‘integrated care,’ but instead the own factual understandings of care and normative preferences, values or interests concerning care motivates the action of actors that need to produce integrated care. Not the network-level problem, but instead actor-level motivations explain to what extent integrated care is effectuated. The policy documents, but also important segments of the literature on policy integration seem to underestimate this problem.

Between Party Democracy and Citizen Democracy

Explaining Attitudes of Flemish Local Chairs Towards Democratic Innovations

    As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations.

Tony Valcke is Associate Professor at the Faculty of Political and Social Sciences of Ghent University. His research, publications and educational activities focus on elections and democratic participation/innovation, citizenship (education), (the history of) political institutions and (local) government reform, political elites and leadership.

    After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future.

    Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being.

    The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity.
    Finally, officials are being called upon to open their doors, and share valuable experiences.

F.W. van Gils behaalde in 2019 de graad van Master of Science in Public Administration aan de Erasmus University Rotterdam met een onderzoek naar de succesfactoren van de werkrelatie tussen burgemeester en gemeentesecretaris. Hij is oud-burgemeester en thans directeur van Archon Consultancy. Hij adviseert en coacht topwerkrelaties in het openbaar bestuur, doet onderzoek naar politiek-ambtelijke samenwerkingsrelaties, en draagt met trainingen, lezingen en onderwijs bij aan deskundigheidsbevordering.

    Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk.

    Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

Catharsis: een vergeten functie van financiële verantwoording

    Performance Budgeting has been introduced to gain greater managerial control over the outcomes and efficiency of policies and their budgets. Strikingly, a growing body of literature has explained that politicians hardly use performance information or only to emotionally judge government performance. We, however, propose understanding the emotional use of performance information as catharsis. Catharsis is the ritual of emotional and moral judging to understand and initiate improvement. Catharsis has been named as an important function of accountability, but has not been researched in the field of Public Administration. We discuss the concept of catharsis in relation to accountability and show that, by using evidence from its role in Dutch parliament, the use of ‘cathartic emotions’ are omnipresent in financial debates, especially when parliamentary enquiries and annual budgets are debated. Based on these findings catharsis should be understood as a much more serious function of accountability by both academics and public officials.

    Local authorities expect citizens to fulfil an increasing number of public services. In that context, citizen-based networks are emerging as means to fulfil a variety of public tasks, varying from supporting young entrepreneurs and strengthening social cohesion, to providing local care. In this article, we address the following questions: Which phases do community enterprises pass through in their efforts towards realising a sustainable contribution and how do participation professionals support these phases? To respond to this question, researchers followed seven community enterprises based in Amsterdam over a two-year period. We identified a typology of four development phases, with particular attention to the interaction between external participation professionals and the key persons of community enterprises. The study has practical relevance for governance of citizen participation and also raises important follow-up questions about the role of the local government.

This contribution argues that questions around regulation, monitoring and enforcement deserve more attention in public administration scholarship. It sketches the development of ‘Regulatory Governance’ as a scholarly field, and discusses the added value of a criminological perspective on relations between state and market. A research agenda on ‘naming and shaming’ brings these perspectives together.

    For a long time, the three governance structures market, hierarchy, and community were regarded as separate entities. The market is based on the price mechanism, the authority mechanism is the basis of the hierarchy, and trust relations characterize the community. As the knowledge economy evolves, there is a shift in thinking about how these governance structures are related. Creating and sharing knowledge are key features of the knowledge economy. However, this knowledge is partly tacit and sharing knowledge is particularly useful among diverse organizations, which are two barriers for sharing of knowledge among organizations.
    A new stream of literature suggests that the ability of organizations to combine the three governance structures contributes to their capacity to share knowledge with other organizations. Based on this literature, this article shows what kinds of organizational forms are possible. Besides that, it offer empirical example of the conditions under which these organizational forms evolve as well as how they contribute to organizational innovation.

    Governance is a human activity and is therefore unquestionably about relationships. Relationships between public and private parties. Relationships in existing steering-oriented structures (the political administrator as guardian, magistrate) and also relationships in new forms of cooperation that are often focused on good relationships (government participation). Public-private partnerships are inevitably accompanied by conflicting interests that place different demands on interactions. One-size-fits-all does not fit there, but customization is required, with constant alignment with what is – and what is not (yet). And so the ability to make contact requires much more attention, and from there to explore and grasp perspectives. How do you work on the tensions that you find on your way? It is there that the method of communication influences how the process of cooperation and steering proceeds. This is not a matter of whether-or, but and-and. Both perspectives are characterized by a different relationship with those involved and a different way of contact and interaction. This article focuses on contact from a collaborative perspective. The classical administrative side already has a rich history, while the cooperation side is often still an unknown and unexplored territory. The central question is: how can you, as a director and public professional, deliver tailor-made solutions and therefore adapt to complex tasks? The authors look at complex situations from a communicative perspective and they introduce ‘appreciative communication’ as the art of aligning with what really moves people, as a frame of view of the inconvenience caused by the differences present. They highlight a number of generic tensions that can arise in cooperation situations. A case study into the approach to regional innovation in the field of mobility serves as an illustration.

    In Nederland komen tal van wicked problems (WP) voor. Ze worden ook wel aangeduid als weerbarstige problemen. Kenmerkend is het unieke karakter, het feit dat kennis over probleemaspecten beperkt is en verschillende perspectieven op een probleem en meerdere waardenoriëntaties een rol spelen. Naast cognitieve en normatieve complexiteit bestaat er ook nog sociale complexiteit. WPs zoals voetbalvandalisme spelen zich af in een beleidsnetwerk met tal van elkaar afhankelijke actoren. Kennis, preferenties, handelingsvermogen en middelen blijken gespreid en niet in de hand van één actor. Om toch tot een bevredigend resultaat te komen moeten de actoren gezamenlijk optrekken. Daarom is interorganisationeel netwerkmanagement en deliberatie met burgers een wenselijke responsestrategie. Bij WPs zijn actoren dus tot elkaar veroordeeld. Centralistische besluitvorming werkt niet. Een centrale actor kan overigens nog wel een rol vervullen als initiator, facilitator of regisseur van overleg en discussie; als arbiter bij botsende perspectieven; of beslisser na netwerkberaad en inbreng van burgers.

Wat wendbare organisaties doen (en laten)

    Public organizations are confronted with rapid subsequent changes in their environment. Against this background, we increasingly see and hear a call for agile public organizations. But what exactly is agility? And how can organizations achieve this? In this study, we have developed and validated the concept of agility and empirically identify the effect of different management practices that contribute to agility. This study shows that, seen from the perspective of the experienced dynamics, it is not necessary to be agile for all organizational units within the public sector. At the same time, there is a substantial group that should be more agile given the dynamics they encounter. This study shows that agile organizations are more committed to developing the mindset of employees, influencing the degree of autonomy for decision-making and stimulating the promotion of new ideas and insights.
