    The theoretical assumptions of deliberative democracy are increasingly embraced by policymakers investing in local practices, while the empirical verifications are often not on an equal footing. One such assertion concerns the stimulus of social learning among participants of civic democratic deliberation. Through the use of pre-test/post-test panel data, it is tested whether participation in mini-publics stimulates the cognitive and attitudinal indicators of social learning. The main contribution of this work lies in the choice of matching this quasi-experimental set-up with a natural design. This study explores social learning across deliberation through which local policymakers invite their citizens to participate in actual policymaking. This analysis on the District of Antwerp’s participatory budgeting demonstrates stronger social learning in real-world policymaking. These results inform a richer theory on the impacts of deliberation, as well as better use of limited resources for local (participatory) policymaking.

    In this article, we propose an in-depth exploration of blank and null ballots in the recent 2018 local elections in Wallonia (Belgium). In the official results, both blank and null ballots are merged together and are classified as invalid votes. After obtaining the authorization to access genuine electoral ballots, we study the votes which were not considered for the composition of local councils in detail. The dataset is a representative sample of 13,243 invalidated ballots from 49 Walloon municipalities. We first describe how many of these invalidated ballots are blank and how many are null votes, as well as the nature of the nulled votes (unintended errors or intentionally spoiled ballots). Second, we dig deeper into the differences between ballots that have been intentionally invalidated by voters (blank votes and intentional null votes) and ballots non-intentionally invalidated. Our results show that most of the ballots (two-thirds) are null ballots and that among them, half are unintentional null ballots. Finally, we show that contextual (socio-demographic and political) factors explain the variations in intentional and unintentional null votes across municipalities.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    In this article in the series on the local democratic audit, the authors argue that municipal democracy in the Netherlands has become a multiple democracy. Within the formal framework of representative democracy, numerous democratic arrangements have emerged that may be referred to as participatory, direct and also what the authors call ‘do-democracy’. Additions to representative democracy did not come without reason: representative democracy is not a perfect system, either in theory or in practice. Efforts have been made to improve the functioning of representative democracy in a number of ways. Three of these are discussed in this article. The authors note that these three reforms do not solve the problems in representative democracy. So the Dutch municipalities have started looking for additions to representative democracy. In this article various forms of participatory, do-it-yourself and direct democracy are discussed. Many effects of these reforms are still unknown and knowledge about them has crumbled, but one conclusion can be drawn: people with a low education are not inclined to take part, even with arrangements that are easily accessible. Striving for a more vital local democracy seems meaningful; the authors formulate a number of ways of thinking about this.

    This article investigates the state of affairs of local participation and participation wishes, and its backgrounds. The central question is if those who participate a lot are also those who wish to have more participation or not. It is not possible to simply summarize the developments in time in terms of ‘less and less’ participation and ‘more and more’ wishes. Since the seventies the turnout in municipal elections has fallen (against fluctuations without trend at the national elections) and collective actions for local goals have remained at the same level (against a fall in collective actions for supralocal goals). In 2016 also less people have appeared to participate non-electorally (19% local activists) than electorally (54% turnout in 2014). In addition the support for new opportunities for participation is larger than the actual use of existing opportunities. Political participants are almost as often as non-participants in favour of new opportunities for participation. In line with previous research the authors find several social and political attitudes in support of promoting more opportunities for participation. For participants as well as non-participants it applies that support for more opportunities is promoted by ‘positive’ characteristics (like interest in local politics, worries about the environment) as well as ‘negative’ ones (dissatisfaction with local democracy, disbelief in the responsiveness of councillors).

    This article examines who ‘21st century public managers’ are and which skills and roles they have to master to function effectively in the 21st century. Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. The article concludes with implications for public administration research and education.

    Populism is usually studied by investigating the political discourses of parties considered to be populist. In contrast, this paper attempts to measure the support for a populist attitude among adolescents and young adults (age 14 to 30) in Flanders (N = 2618), the Dutch speaking part of Belgium. This paper answers two research questions: (1) Which adolescents and young adults support the populist attitude and which are the core elements of populism that get the most support? (2) To what extent are adolescents and young adults who support the core elements of populism willing to be politically engaged? The results show that: (1) the support for the populist attitude is widespread among young people in Flanders, and (2) the relationship between a support for populism and political engagement is nuanced. Implications of the support of the populist attitude for democratic participation are discussed.

    Citizens’ initiatives are the focus of public attention as part of the popular ‘do-democracy’ (associative democracy). However, it is not clear to what extent citizens are able to shape self-organization in a sustainable manner, what the important factors in this respect are and if citizens’ initiatives are the sole preserve of a better educated group of citizens. Through a secondary quantitative analysis of 56 citizens’ initiatives, this article offers an empirical contribution to answering these questions. The authors explore the effects of three possible factors on the sustainability of citizens’ initiatives: the network structure of the citizens’ initiative, the organizational design of the initiative and the revenue model. They show significant relationships between the organizational design of citizens’ initiatives and their sustainability. They also show a relationship between the network structure of these initiatives and their sustainability: initiatives that develop into a fully connected network or a polycentric network are more sustainable than initiatives with a star network. The personal characteristics of the initiators show a dispersal in age, descent, gender and retirement. Relatively speaking, many initiators have a high level of education: 80% has a higher professional or university education. But there are no significant relations between these personal characteristics and the sustainability of citizens’ initiatives.

    Does scaling up municipalities strengthen or does it weaken (local) political participation? This is an important question because of the intention – as it is written down in the Dutch coalition agreement – to gradually scale up Dutch municipalities to 100.000+ inhabitants. This article answers the question on the basis of a meta-analysis, voter turnouts, the national election study and interviews. The author has also examined behavioural indicators for political participation, especially the turnout figures at local elections. The conclusion from this analysis by the author is clear and unambiguous: as the size of the local government (the municipality) increases (local) political participation decreases. For a lot of forms of political participation a size of about 10.000 inhabitants seems to be the optimal scale for local government. Because other (recent) research in the Netherlands has shown that the assumed cost savings from municipal amalgamation are not achieved, the desirability of (further) upscaling of Dutch municipalities can be questioned.

    Little is known about views on democracy of adolescents. In this article we describe results of our interview study with forty adolescents of fourteen years old on their views of democracy and decision making. The study focuses on the daily lives of adolescents and decision making within local contexts, such as the classroom. The adolescents’ views on decision making appear to correspond to the models of democracy as we know them, that is majoritarian democracy (the largest group), consensual democracy or deliberative democracy. However, only some of the adolescents have an explicit understanding of the concept of democracy and most have limited political knowledge. For these students, the experience or feeling of being part of a political democracy is still something ‘far away’ and not something of any relevance in their daily lives.

    This article explores the intellectual, political and pragmatic origins of the concept Big Society. The authors argue that although the concept has become intertwined with the political ideas of UK’s Prime Minister David Cameron, the concept has also become firmly rooted in society and is thus likely to survive the political life of Cameron. Also outside the UK, the concept has acquired political attention. The authors explore the meaning of Big Society for the Netherlands. Thus far, the concept has reached the political agenda, but time will tell how the concept succeeds to sustain.

    Strengthening European citizenship is often considered as a ‘cure’ for the democratic deficit and the lack of legitimacy of the European Union. The present article focuses on the identity component of European citizenship, which is a core component of European citizenship. We distinguish two possible ways to strengthen European identity: a cognitive one (more knowledge about the EU leads to a stronger identity) and a utilitarian one (living in a member state that benefits more from its EU-membership leads to a stronger European identity). We test both explanatory models using a multilevel analysis on the data of the International Civic and Citizenship Education Study. 70,502 adolescents from 21 European member states were questioned in this study. Results indicate that knowledge about the EU only has a limited effect on European identity. The degree in which a member state contributes to the European budget does not seem to have an effect on the strength of European identity at all.

    The recent scholarly debate on policies and discourses with regard to citizenship in the Netherlands point to a moralization or culturalization of citizenship. This article aims to contribute to this debate by zooming into the current contents of citizenship education. We make a comparative analysis of the contents of textbooks for citizenship education that are used for civic integration courses for migrants and for primary and secondary school students in the Netherlands. Our findings show that citizenship has indeed gained a moral content in both contexts but that the difference lies in the norms that are stressed and how they are conveyed to the target population of future citizens. Whereas civic integration books for migrants emphasize the importance of learning local procedures and habits in order to belong to the Dutch national community, primary and secondary school books underscore the importance of dealing with cultural diversity in the multicultural society.

Over de spanning tussen meritocratie en democratie

    Contemporary western democracies, such the United States, Great Britain, and The Netherlands have become diploma democracies. They are ruled by the well educated, whereas the least educated, even though they still comprise about half of the population, have virtually vanished from most political arenas. Of course, the well educated have always been more politically active than the less educated, but in the past decades this gap has widened substantially. Well-educated citizens are more inclined to vote, to write letters to the editor, or to visit consultative or deliberative meetings than citizens with a low level of education; and most, if not all, members of parliament, all the political officials, and almost all of the political advocates and lobbyists, have college or graduate degrees. The paper substantiates the rise of diploma democracy in The Netherlands, discusses what is problematic about such an educational meritocracy in the context of democracy, and looks at what could be done to mitigate or remedy some of its negative effects.

    This article is based on a definition of political and civil servant leadership as a behavioral steering style towards the realization of organizational goals. By means of a grounded theory methodology we get some insights in the characteristics and the interaction between both leadership styles in Flemish cities. This two-faced leadership is depicted by means of a tandem metaphor. First, we identify the relevant dimensions to describe the leadership tandem. It becomes apparent that political leadership styles differ greatly both in time and in scope. Civil servant leadership is generally characterized by a weak but presumably growing impact. This combination results in considerable leadership tensions, which is reinforced by several contingency factors: i.e. the influence of the dominant alderman model, the financial situation, the number of staff, the tendency to professionalize, the dominant political and civil servant culture and the structure of central government (e.g. on a Flemish, Belgian and European level).

Op zoek naar de ‘monitorial citizen’

Een empirisch onderzoek naar de prevalentie van postmodern burgerschap in België

    Various authors have claimed that postmodern concepts of citizenship have become more important in contemporary Western societies. The new generation of citizens are said to be more critical toward the political system, less likely to participate in conventional politics, but they remain strongly interested in politics and social life (Norris, Inglehart, Dalton). Michael Schudson developed the concept of a ‘monitorial citizen’, who is interested in politics, with high levels of political efficacy and who turns to political action if needed, but does not participate in traditional political organizations. Based on the European Social Survey (2004) we investigate whether this type of citizenship actually occurs in Belgium, and found that approx. 9 per cent of all respondents can be labeled as ‘monitorial citizens’. In accordance with the theoretical expectations, most of them are young and highly-educated citizens. A multivariate analysis shows that, controlling for education, ‘monitorial citizens’ also score relatively high on political trust.
