Local policy freedom is often equated with the formal policy freedom of municipalities and thus with the formal boundaries that determine the local playing field. In this article, we question this approach. It is not clear to what extent formal policy freedom is a good measure for the ‘real’ policy freedom of municipalities, and thus for the policy freedom that municipalities use in policy implementation. Does more formal policy freedom necessarily lead to more used policy freedom? Moreover, not every municipality uses formal policy freedom in the same way. To indicate variance in policy discretion used, reference is often made to official capacity, scale and political changes. However, it is unclear to what extent these variables have an impact on local policy freedom. The authors investigate the link between formal and used policy freedom, official capacity, scale and political change on the basis of Flemish policy reform. Based on an analysis of financial data, they conclude that more formal policy freedom can be an incentive for more used policy freedom, but also that the explanatory power of administrative capacity, scale and political change is limited. In both research and policy, we need more attention for the value of social interaction, soft skills and networking. |

The increasing datafication of society brings both opportunities and ethical dilemmas for public organisations. The aim of this research (in Dutch municipalities) is to gain insight into how ethical leadership can support professionals in a public organisation with ethical dilemmas about data use. Based on literature on data and ethical leadership, the authors have developed a conceptual model that indicates how an ethical leader can provide intrinsic and extrinsic support. The model was tested on the basis of 16 vignette interviews with municipal public professionals who work on providing insight into and combating subversion with data. Their findings show that ethical leaders can intrinsically provide support by being trustworthy and independent, leading by example, communicating about ethics and data use, and empowering others. In addition, ethical leaders can provide extrinsic support with ethical tools, such as ethical codes on data use, an ethics committee and training. |

De opkomst en ondergang (?) van de GHOR |
Tijdschrift | Bestuurswetenschappen, Aflevering 3 2021 |
Auteurs | Bernadette Holtkamp en Ira Helsloot |
SamenvattingAuteursinformatie |
This article describes and explains the development of the regional construct for the coordination of medical assistance in accidents and disasters, the emergency medical services in the region (GHOR), in the Netherlands in the period 1996 to 2020. The authors distinguish four stages of organisational development, which they analyse from a multi-actor perspective consisting of three elements: the impact of disasters and (negative) evaluations, the institutional context and the bureaucratic battle surrounding the GHOR. The GHOR was a solution for a perceived insufficiently coordinated functioning of all parties involved in medical assistance. The GHOR was positioned in a complex way. This made it predictable that the multidisciplinary GHOR process would gradually be integrated within the ‘nearby’ regular mono-disciplinary acute care process and the structures for it. This article gives policymakers involved in disaster and crisis management more insight into the history and development of the GHOR over the last two decades. This insight is important now that the added value of the GHOR has come under discussion, partly due to the doubts of the Evaluation Committee for the Security Regions Act, and decisions about its future have to be taken. For administrative scientists, this case study shows that public administration’s ability to foresee and break through known organisational development patterns is still inadequate. |

Recent events and media reporting have turned the spotlights on the role and behaviour of senior civil servants and their relationships with political office holders. In this article I ask how political-administrative interactions are perceived and enacted in the current Dutch core executive. I answer this research question by providing eight concise observations based on extensive qualitative fieldwork (300 hours) and dozens of interviews among top public servants and political executives. The observations fall into two heuristic categories: Institutional context and role and behaviour. Together, they provide an impressionistic picture how work of government elites takes shape, situated in the institutional context. These findings are particularly important as increasing media pressure and enhanced ‘publicness’ of public servants call for a stocktake of political-administrative relations and administrative behaviour. The findings have implications for both students and practitioners of public administration. |

As public institutions seek to come to grips with the crisis of COVID-19, they risk getting trapped in a unilateral here-and-now crisis management style that overlooks other long-term societal issues. We raise the question how and why this is the case. What makes here-and-now crisis management so ‘attractive’ from a political-administrative perspective? Through which strategies is this style being promoted? Guided by the literature on blame management, we empirically analyze the Dutch COVID-19 crisis communication. We specifically zoom into a pivotal yet underexposed facet: the role of time. Three time-related blame management strategies are empirically explored and interpreted: 1) playing with the time horizon; 2) organizing self-reinforcing institutional rhythms of monitoring and decision-making; 3) selectively naming uncertainties and risks. All three subtly add to a short time horizon in managing the COVID-19 crisis, revealing how interwoven time and blame are in public decision-making. |

Governments around the world responded at roughly the same time but in several different ways to the emerging threat of COVID-19 in early 2020. This article sets out the nature of the different strategies that emerged over the course of the pandemic, focussing on the policy tools deployed. Some of these efforts were successful in containing the coronavirus while others were not, in some cases due to poor initial choices and in others due to poor implementation of the chosen strategy. Although the initial understanding each government had of the nature of the disease was the same, different state capacities and different levels of preparedness and effective leadership can be seen to have resulted over time in the emergence of six distinct approaches to the pandemic which, once deployed, proved difficult, although not impossible, to change as the pandemic unfolded. |

Dutch municipalities and provinces have been obliged to have an audit office or audit office function for about 20 years. How does the audit office work nowadays and what contribution does it make to decentralized administration? That is the question at the center of this article. To this end, the authors list the available knowledge about audit offices or committees and present the results of their own analysis of 982 audit reports from 234 audit offices or committees from 308 Dutch municipalities. The audit office or committee has been institutionalized in the vast majority of municipalities and in all provinces. Council members are increasingly less likely to (also) be members of this board and the output has increased slightly from approximately one to an average of one and a half surveys per year. Where initially mainly business management-oriented subjects were examined, some broadening to more policy-related themes has taken place. Municipal councilors are quite satisfied with their audit office or committee. At the same time, the actual social effects of policy are rarely measured in audit institutions. Moreover, council members make little use of audit reports in controlling the municipal board, and audit offices or committees also add little to their framework-setting role. Little is known about the extent to which the research of the audit offices makes a more objective contribution to the administration and strengthening of the functioning of the municipal council, which is also a theme for future research. |
The impact of audit office reports has received little attention in the scientific literature. In this article, various forms of impact have been distinguished with the help of Public Administration literature and factors that promote the use of evaluations have been distinguished. This theoretical framework was subsequently used for empirical research into the effect of audit office research. The extent to which the recommendations have had an impact was investigated in 20 Dutch municipalities with the aid of impact reports from audit institutions. Out of 176 publications, 94% of the 1216 recommendations were adopted by the city council. This means that the procedural impact is high. Of the 731 recommendations that could be checked at 17 municipalities, the local audit offices report that 58% had been fully implemented, 19% partially and 15% not or not tackled differently. The three categories of success factors from the scientific literature were visible in the practice of the audit offices. This applies most strongly to impact factors related to evaluation quality, in particular the factors related to communications standards, clear recommendations, timeliness and relevance to the decision maker. As far as research and decision-making factors are concerned, the commitment of the organization and the political climate are the most important factors for audit institutions. Finally, the involvement of stakeholders promotes the impact as a catalyst. The article concludes with practical lessons for promoting the processing of audit reports. |

Interest Representation in BelgiumMapping the Size and Diversity of an Interest Group Population in a Multi-layered Neo-corporatist Polity |

SamenvattingAuteursinformatie |
This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas. |

SamenvattingAuteursinformatie |
The recent decentralization of many healthcare and welfare responsibilities from the national to the municipal level in the Netherlands was aimed at reducing unnecessary bureaucracy and giving discretion to the professional. However, this is not (yet) fully achieved. Therefore, calls have been made for more purpose-driven organizations. Pro-social rule breaking, which refers to acts of rule breaking motivated by the benefits that this creates for citizens, might be a way to make organizations more focused on their organizational purpose. Since little is known about the antecedents of pro-social rule breaking, this article looks at the possible effects of red tape and supportive leadership on pro-social rule breaking behavior of professionals. Based on a quantitative large-n study of professionals in the social domain, the results show that red tape significantly affects pro-social rule breaking. Stimulating leadership does not affect pro-social rule breaking behavior, which may be caused by the fact that intended leader support is not be perceived that way by the professional. The article concludes with a discussion on the desirability of rule breaking in a public sector context, followed by practical implications and further avenues for researchers. |

SamenvattingAuteursinformatie |
Bureaucracy and ‘red tape’ are seen as a main annoyance in healthcare practice. ‘Rules’ like guidelines and performance indicators would withdraw professionals from their real work, that is, helping patients. However, rules may also improve quality of care if they foster high quality practices. In this research, we explore how healthcare rebels deal with rules in their everyday work: how rebels ignore, engender and bend rules to build new environments for doing good care. Drawing on ethnographic research in three hospitals in the Netherlands (2017-2018), we reveal how rebels build and care for clinical microsystems containing their own clinical unit and related contexts (e.g. pharmaceutical suppliers, ICT companies, primary care) to evoke alternative and situated practices of good care delivery – i.e. focusing on quality of life and person-centred care. Rebels enact mechanisms of decoupling and recoupling to disconnect rules that embark on good care in specific patient situations, and build new routines that foster good care. However, such caring practices are hard to generalize as they often occur ‘under the radar’ and hence remain hardly noticed to the outside world. We argue that through revising accounting processes, and paying more attention to narratives of good care, more convenient quality systems could be found. |

Geschiedenis van de (lokale) bestuurswetenschappen: instituties, management en governance |

SamenvattingAuteursinformatie |
From 1964 (until around 1990), political science became the dominant approach within (local) administrative sciences in the Netherlands. This position was taken over from the legal approach. In this period, the concepts of politics, policy and decision-making were central to research and theory. In the period up to 1990, we still see a predominantly administration-centric or government-centric perspective among these political scientists, although we already see incentives from different authors for a broader perspective (the politics, policy and decision-making concepts remain relevant however) that will continue in the period thereafter. This broader perspective (on institutions, management and governance) took shape in the period after 1990, in which Public Administration would increasingly profile itself as an independent (inter)discipline. This essay tells the story of the (local) administrative sciences in this period as envisaged by twelve high-profile professors. The story starts in 1990 in Leiden with the (gradual) transition from classical to institutional Public administration, as is revealed in the inaugural lecture by Theo Toonen. This is followed by eleven other administrative scientists, who are divided into four ‘generations’ of three professors for convenience. In conclusion, the author of this essay argues that there is mainly a need for what he calls a (self-)critical Public Administration. |

SamenvattingAuteursinformatie |
Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization. |

SamenvattingAuteursinformatie |
Predictive tools as instruments for understanding and responding to risky behaviour as early as possible are increasingly becoming a normal feature in local and state agencies. A risk that arises from the implementation of these predictive tools is the problem of dirty data. The input of incorrect or illegally obtained information (‘dirty data’) can influence the quality of the predictions used by local and state agencies, such as the police. The article focuses on the risks of dirty data in predictive policing by the Dutch Police. It describes the possibilities to prevent dirty data from being used in predictive policing tools, such as the Criminality Anticipation System (CAS). It concludes by emphasizing the importance of transparency for any serious solution looking to eliminate the use of dirty data in predictive policing. |

Two petitions on the internet strive to include ‘animal rights’ in the Dutch Constitution. Jeremy Bentham stipulated that animals should not be denied the right to happiness, because they suffer. The Dutch philosopher Eskens made a plea to grant animals the same fundamental rights as humans. Theoretically, this leads to special, bizarre and sometimes paradoxical situations. This indicates that the logic in this theory is missing. |

SamenvattingAuteursinformatie |
Animals Rights are sometimes seen as unpractical. Some critics expect they will result in an overwhelming bureaucracy. Furthermore, critics point out, it is impossible to make legal arrangements that are coherent and non-contradictory. Most of these concerns are exaggerated. We do not have to devise a whole new legal system. We just need a couple of court cases to get legal clarity and many laws originally meant for humans are easily applicable to other living beings. Keeping animals out of our legal systems meanwhile goes against the constitution. In most democratic countries the constitution states that we may not discriminate on irrelevant factors as race, gender, birth, ‘or on any other ground’. This implies, in my view, that discrimination based on species is not allowed. Equal interests simply should be weighed equal, regardless of the bearer of these interests. |

SamenvattingAuteursinformatie |
The discipline of public administration is critiqued for its lack of social relevance. Three issues prevent public administration scholars from social relevant research: (1) the assumption of universal knowledge; (2) the assumption of neutrality; and (3) distance from practice. These issues obscure the role of power processes in both the administrative practice under study and in conducting research, while paying attention to power processes is key to a more socially relevant public administration. I propose a phronetic research approach as an alternative to research that lacks social relevance. Phronetic public administration (1) acknowledges and deliberately uses the complexity of different perspectives of actors; (2) makes power processes visible; and (3) chooses a position in a dialogue about the problem under study by imagining alternative future scenarios. Phronetic research offers a promising, critical perspective on public administration by specifically aiming for a social contribution. |
