    Een reflexieve kijk op beleidsonderzoek gaat uit van continue dynamiek tussen kennisontwikkeling en beleids- en uitvoeringspraktijken. Beleidsonderzoekers zoeken naar houvast om gedegen en relevant onderzoek te blijven doen, onderwijl inspelend op onzekerheden, onvoorspelbaarheid en kritische geluiden die kenmerkend zijn voor de huidige kennissamenleving. Via omgevingsbewust werken kunnen zij hun onderzoeksaanpak leren afstemmen op de kenmerken en maatschappelijke context van beleidsdossiers. Via kwaliteitsbewust werken kunnen zij leren inspelen op de verwachtingen rondom een bepaalde expertrol en onderzoeksaanpak binnen de eigen contexten van onafhankelijkheid en wetenschappelijke verantwoording.
    Aan de hand van een casus – de lerende evaluatie van het Natuurpact, een innovatieve evaluatiestudie bij het Planbureau voor de Leefomgeving – laten we zien hoe een reflexieve aanpak helpt om onderzoek in de nabijheid van de dynamische beleidspraktijk uit te voeren. Doordat deze aanpak buiten de comfortzone van onderzoekers ligt, is omgevingsbewust en kwaliteitsbewust werken voor onderzoekers geen vanzelfsprekendheid. We roepen beleidsonderzoekers zelf, de organisaties waar ze werkzaam zijn en beleidsmedewerkers op om hun reflexieve vaardigheden verder te ontwikkelen via het inrichten van lerende processen, effectieve kennisdeling via Communities of Practice en leerwerktrajecten, en open en adaptieve kennis-beleidsarrangementen.

    Nederland staat voor forse en complexe beleidsopgaven. Deze opgaven vragen om een bijzondere beleidsaanpak met een aansluitende wijze van beleidsevaluatie – namelijk één die leren ondersteunt om iteratief de kwaliteit van het beleid te verbeteren en de weg naar de beleidsambities te vinden. Beleidsonderzoekers en beleidsbetrokkenen werken in lerende evaluaties samen om kennis te produceren voor het gelijktijdig verantwoorden en leren van beleid. Verondersteld wordt dat de kwaliteit en bruikbaarheid van de geproduceerde kennis met deze benadering groter zijn dan bij reguliere, op verantwoording georiënteerde, evaluatiemethoden. Als gevolg daarvan zou lerend evalueren meer impact hebben op beleid voor complexe opgaven. In dit artikel wordt aandacht besteed aan de waarde van lerend evalueren vanuit het perspectief van beleidsbetrokkenen en beleidsonderzoekers van de lerende evaluatie van het Natuurpact (2014-2017), uitgevoerd door het PBL en de WUR. Geconcludeerd wordt dat lerend evalueren de kwaliteit, bruikbaarheid en impact (minder aantoonbaar) van de geproduceerde kennis vergroot, maar onder specifieke voorwaarden: namelijk wanneer onderzoekers erin slagen om leren en verantwoorden, met de bijbehorende rollen en kwaliteitsstandaarden, te benaderen als wederzijds versterkend in plaats van tegenstrijdig. Onderzoekers hebben voelsprieten nodig voor de wisselwerking tussen het proces van kennisproductie en de politiek-bestuurlijke context waarin deze kennis wordt gebruikt. Zowel in de beleids- als onderzoekspraktijk is ruimte nodig voor een verbrede kijk op de functie van beleidsevaluatie om lerend evalueren toe te kunnen passen.

    Adriaan Koelma fits in with the list of legal scholars who helped to shape the early history of the (local) administrative sciences in the Netherlands, which was dominated by a legal approach to local administration. In that respect, he was not only a follower of the first Dutch public administration scholar, Gerrit van Poelje, but also his successor. He held the chair in Public Administration in Rotterdam, which Van Poelje vacated in 1933, first as a lecturer and later as a professor (from 1946 onwards). Nowadays, Koelma is mainly remembered for the state commission named after him: he (in vain) advocated the introduction of districts (next to municipalities). He was chairman of this state commission that was installed by Minister Beel on 19 December 1946. He fulfilled his scientific activities in addition to a career in the Dutch civil service. Koelma was a typical ‘self-made man’ who worked his way up from junior employee at the municipal clerk’s office of Dordrecht to municipal clerk and, if only briefly, mayor of Alkmaar. His experiences in the Second World War had a great influence on his later life. Due to a war-related illness, he had to give up the chairmanship of the Koelma Commission in 1947 and in 1948 his professorship and role as mayor of Alkmaar. This war also gave him insight into the pernicious influence of Nazi ideology on governance theory and governance practice. He could not have suspected how hard the German occupier would put the Dutch administration and its servants to the test during his public lesson of 1934, because at that time the Nazi regime in Germany had not yet shown its true nature at the local level of government.

    This article is about how the number of downfalls of aldermen can be controlled or reduced. Behind this main question are two sub-questions: should the alderman, who is now filling his office increasingly professionally, professionalize even more? Or should the alderman take a pause for reflection by thinking about how to hold the office in a more politicizing way, so that it remains accessible to untrained administrators? The answers to these questions are based on the research conducted on the downfalls of aldermen in four consecutive board periods from 2002 to 2018 in the Netherlands. The investigation shows that, for at least half of the downfalls, the alderman directly influenced his fall through his own behaviour or omissions. Better preparation, sharper selection and more professional implementation and guidance during the aldermanship is desirable to reduce the large number of downfalls that are detrimental to the image, role and position of the office of alderman. At the same time, more professionalization of the office because of the desire for efficient and effective implementation, as well as simultaneous decentralization and regionalization, is turning the alderman more and more into a manager. That could mean the end of political aldermanship. The relevance for practitioners is that this article shows that (a) the early departure and the political downfall of aldermen in the period 2002-2018 shows a stable pattern; (b) for at least half of the downfalls the alderman fall through his own behaviour or neglect of influence; (c) better preparation, sharper selection and more professionalization may limit the number of political downfalls of aldermen.

    Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization.

    After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future.

    While many new churches were built in the Netherlands sixty years ago to meet the demands of religious communities for space for their worship, the situation in 2020 is completely different. It is true that a church is sometimes built here and there in the Netherlands, but the general picture is that many churches have been withdrawn as places of worship in recent years, that a number have been demolished and that many have been given a new designated purpose. The fate of a church building often evokes many emotions in people. For example, we experienced this when we, together with the Parisians, watched in disbelief as fire destroyed parts of Notre Dame. This is related to the fact that for many people churches are more than just ‘beautifully stacked stones’. They are directly linked to the highs and lows of people’s individual and collective lives. People were baptized and married in that church, funeral services of loved ones were held there and the church is still a familiar part of the image of city or village. Rightly so that churches are also seen as ‘affective monuments’. The central question, however, is how to deal with religious heritage (policy related) now that churches are emptying? In this article the authors first give a brief outline of the background, nature and scope of what they call the ‘church problem’. Then they discuss the ‘battle for churches’ associated with this problem, which they subsequently try to interpret from a number of Public Administration theories. The role of certain individuals and organizations in the ‘battle for churches’, the so-called ‘entrepreneurs’, is further explored. They pay specific attention to the role of the municipality in this as a whole and call on all parties involved to deal (politically) with the ‘church problem’ rather than ‘spasmodically’.

    This article provides insight into the way in which various city churches that are national monuments fulfill their various, sometimes contradictory, functions. All of these are church buildings that determine the city view. These five church buildings are dependent on commercial rental by a foundation or manager for their maintenance, but they also explicitly fulfill a religious and cultural-historical function. How do ecclesiastical and management organizations deal with this area of tension, what administrative forms do we find and where and why do tensions arise? The author sketches the results of a comparative case study of five churches, supplemented with data collected through focus groups with administrators of 20 church communities associated with city churches that are national monuments. It appears that tensions between the various functions of the church building occur in all these churches, regardless of the chosen administrative model. These tensions seem to be concentrated mainly around the ‘iconic’ meaning of the church building. For the church community, the church building not only fulfills the function of ‘meeting place’; it is also the building through which the church community is visible and recognizable in the city. In addition, the church building also appears to represent certain values with which church communities identify themselves. It is therefore important for administrators and foundations to answer a ‘cardinal’ question: can the current ecclesiastical function of the building be part of the commercial and cultural-historical function of the building, or should it remain strictly separate from it?

    Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization.

    In the Netherlands and surrounding countries, there is reason to ask the question whether levels of segregation according to country of origin (mainly non-western) and in terms of socioeconomic position (mainly social arrears) are sufficiently high to legitimate anti-segregation policy. When will segregation become problematic? If segregation is regarded a problem, what, then, would be the best remedy? Spatial intervention? Or broader societal intervention? In this article developments and mechanisms will be discussed that lead to segregation; also political views on segregation and the framing of segregation will be scrutinized. A confrontation of knowledge, insights, visions, and framings offers material for new perspectives on residential segregation and is reason to argue for a more relaxed attitude towards segregation. We should acknowledge that the process of matching households to residential environments results in some – generally unproblematic – segregation. Only if segregation causes problems that pass certain intensity and/or a certain spatial range, non-spatial or spatial interventions are becoming a necessity. Levels of segregation are relatively moderate still. We ought to be more aware of the fact that strong negative framing actually stimulates segregation, social exclusion, division, discrimination, marginalisation, stigmatisation, fear, estrangement, and the development of first- and second-rate citizens.

    The number of boards in the public domain has risen sharply in recent decades and so has the number of reports containing guidelines for effective and good governance. The question, however, is what this flow of advice is based on and what we actually know about board capacity. In this paper, we discuss theoretical expectations on boards, recent developments in governance based inspection, and empirical research on this topic. All in all, it appears that relatively little empirical research is conducted into boards in the public domain. And the research that is available is as yet not very optimistic. Based on these observations, we conclude that it is necessary to re-examine the policy assumptions with regard to board capacity in the public domain.

    Boudewijn Marinussen feels right at home working in local governance. He has a deep understanding of the balancing act required by the municipal secretary due to his rich experience in local governance. Marinussen’s work as an entrusted person at the Association of Municipal Secretaries entails being a voice for his colleagues’ opinions. In this interview he will ponder the following questions: which sources of authority are essential? What causes a loss in authority, and can this loss be recommended? On the basis of Marinussen’s direct personal experience in local governance and his experience as an entrusted person, he concludes that in cases where authority is coming under pressure, too little is done to ensuring a fast recovery of authority. His advice would be to start earlier with conversations that quicken the healing process.

    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

    Mayors struggle with their role in the digital and online domain. One of the aspects they encounter is online positioning. Positioning is an important factor in public order enforcement. Mayor Femke Halsema of Amsterdam recently indicated that she is not only responsible for public order, but also for virtual public space. This contribution elaborates on online positioning and specifically on whether social media pages can be considered as public spaces. The analysis, which includes recent research in this area, shows that the definition of ‘public order and public space’ in the Dutch Municipalities Act certainly offers scope for an expansion to online places. The way in which internet users deal with data in practice does not stand in the way of this possibility. At the same time, it appears that online spaces differ from physical spaces, especially in the sense that positioning is difficult. Case law from Dutch criminal law shows that, in addition to the place, it is primarily the public reach and effect that determine whether or not it concerns a public expression. In addition to complex positioning online, there are other compelling arguments for not using the legal powers of mayors for maintaining public order on public spaces online.

    The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues.

    Given the increasing importance of local administration and its range of tasks, it is important to know whether municipal councils are succeeding in properly controlling the administration. That is one of the main tasks that has been entrusted to the municipal council when dualism was introduced in the Netherlands in 2002. Council members are aware of the importance of the monitoring task, but little is known about the way in which they perform this task. Research in ten Dutch municipalities into the use of the available set of tools for framing and monitoring shows that municipal councils make little or no use of some of the instruments, in particular with regard to information gathering and the support of the council. Good information provision to the council sometimes appears to be subordinated to the political importance of the coalition. And everywhere councillors are struggling with the set of programmes for programme budgeting and accounting introduced during the dualisation process: it offers insufficient possibilities for framing and checking. In the absence of a clear assessment framework, it is not possible to determine whether this detracts from the effectiveness of control and framework. What good or effective control is and what its purpose is are also apparently not a topic for discussion in the local arena. This article shows (a) that council members can make more and better use of available framework and control instruments and the possibilities for supporting the council; b) the instrument of the programme budget (and the program account) does not seem to live up to the expectations of the dualisation process; c) mayors, as chairmen of the council, do not always feel responsible for the proper provision of information for the council and, in a broader sense, for better positioning of the council as a framework-setting and controlling body. More leadership is required here.

    Theorieën en methoden uit de gedragswetenschappen betreden steeds nadrukkelijker de beleidsscene. Gedragsinzichten en nudging beloven beleid te verrijken en te versterken. Het begin van deze gedragswetenschappelijke omslag of behavioural turn laat men doorgaans samenvallen met de publicatie van het boek Nudge van Richard Thaler en Cass Sunstein in 2008. In dit artikel plaatsen we nudging in perspectief en argumenteren we dat het concept zowel een zegen als een vloek betekent, en zowel een katalysator als een rem is voor de bredere toepassing en verankering van gedragsinzichten in beleid. Ondanks het aantrekkelijke narratief botst nudging op functionele limieten en ethische bezwaren. Om de gedragswetenschappelijke, experimentele en evidence-based beleidsbeloften alsnog in te lossen, zien we een strategie van steeds verdere verbreding. Het programma van de Behavioural Insights-beweging op basis van vijf pijlers leek in eerste instantie een oplossing te bieden, maar kampt door een eendimensionale interpretatie met interne spanningen. De nog bredere en ambitieuzere Behavioural Public Policy-agenda biedt nieuwe perspectieven, maar moet op functioneel en ethisch vlak nog verder onderbouwd worden.
