Recent research demonstrates that political parties in western Europe are generally structured along one dimension – and often take more or less similar ideological positions on the economic and cultural dimension – whereas the policy preferences of voters are structured two dimensionally; a considerable part of the electorate combines left-wing stances on one dimension with right-wing stances on the other. These ideologically ‘unserved’ voters are the main focus of this study. Using data from a large-scale survey in Flanders and Wallonia, we demonstrate how the salience of the two dimensions explains whether these unserved voters ultimately end up voting for a right-wing or a left-wing party. Specifically, we show that these voters elect a party that is ideologically closest on the dimension that they deem most important at that time. To summarise, the findings of this study confirm that salience is a key driver of electoral choice, especially for cross-pressured voters. |

This study investigates how protest attitudes and ideological considerations affected the 2019 election results in Belgium, and particularly the vote for the radical right-wing populist party Vlaams Belang (VB) and for the radical left-wing populist party Partij van de Arbeid-Parti du Travail de Belgique (PVDA-PTB). Our results confirm that both protest attitudes and ideological considerations play a role to distinguish radical populist voters from mainstream party voters in general. However, when opposed to their second-best choice, we show that particularly protest attitudes matter. Moreover, in comparing radical right- and left-wing populist voters, the article disentangles the respective weight of these drivers on the two ends of the political spectrum. Being able to portray itself as an alternative to mainstream can give these parties an edge among a certain category of voters, albeit this position is also difficult to hold in the long run. |

This article investigates the feminisation of local politics. Starting from the observation that the representation of women in local electoral politics lags behind the regional and federal level, and taking into account the relevance of local party branches in the recruitment and selection of candidates for elections, we examine the extent to which there is an ‘internal’ feminisation of local party branches and how this links to the ‘external’ feminisation of local electoral politics. Based on surveys among local party chairs, the article maps patterns of feminisation over time and across parties, investigates problems local branches encounter in the recruitment of candidates for local elections, and analyses the (attitudes towards the) measures taken to further the integration of women in local electoral politics. We conclude that internal and external feminisation do not always go hand in hand and that local politics continues to be a male-dominated political biotope. |

As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations. |

This article scrutinises local-national linkage in Belgium to better understand territorial power relations in multilevel parties. Drawing on a survey of local chairs of national parties, it adopts an innovative, informal and bottom-up approach. The descriptive analysis reveals two central axes in the morphology of linkage: scope (downward support and upward influence) and surplus (benefits versus costs). However, (the valuation of) this interdependence appears as a matter of degree. The explanatory analysis therefore probes into the effect of macro- (between environments), meso- (between parties) and micro- (within parties) level factors. It demonstrates that variance is explained by different parameters. For scope, differences between parties trump those within them. For surplus, specific differences between parties as well as within them matter. The answer to our guiding question is therefore variegated: it depends on for what and for whom. |

In the light of the broader debate on the mediatization of politics, this study wants to better understand how the media perceptions and media behaviour of politicians are related to their appearances in the news. We opt for an innovative actor-centred approach to actually measure the views and actions of individual politicians. We combine surveys conducted with 142 Belgian representatives with data on politicians’ external communication behaviour and on their appearances in television news, newspapers and news websites. The results show that media behaviour is not so much related to beliefs of media importance. We do find a significant positive relationship between strategic media behaviour and media attention suggesting that politicians who put in more effort appear more often in various news media. However, this positive relationship depends on the specific form of strategic communication and the political position of the legislator. Our study adds to the mediatization literature by showing how and when politicians are successful in obtaining media attention. |

Preference votes constitute one of the key features of (open and flexible) PR-list electoral systems. In this article, we give an extensive overview of studies conducted on preference voting in Belgium and the Netherlands. After elaborating on the definition and delineation of preference voting, we scrutinize studies about which voters cast preference votes (demand side) and about which candidates obtain preference votes (supply side). For each of these aspects, both theoretical approaches and empirical results are discussed and compared. At the same time, we also pay attention to methodological issues in these kinds of studies. As such, this research overview reads as an ideal introduction to this topic which has repercussions on many other subfields of political science. |

In this article, we propose an in-depth exploration of blank and null ballots in the recent 2018 local elections in Wallonia (Belgium). In the official results, both blank and null ballots are merged together and are classified as invalid votes. After obtaining the authorization to access genuine electoral ballots, we study the votes which were not considered for the composition of local councils in detail. The dataset is a representative sample of 13,243 invalidated ballots from 49 Walloon municipalities. We first describe how many of these invalidated ballots are blank and how many are null votes, as well as the nature of the nulled votes (unintended errors or intentionally spoiled ballots). Second, we dig deeper into the differences between ballots that have been intentionally invalidated by voters (blank votes and intentional null votes) and ballots non-intentionally invalidated. Our results show that most of the ballots (two-thirds) are null ballots and that among them, half are unintentional null ballots. Finally, we show that contextual (socio-demographic and political) factors explain the variations in intentional and unintentional null votes across municipalities. |

Even though many municipalities use a variety of means to improve turnout in local elections, citizen participation in local elections is a point of concern in many Western countries, including the Netherlands. Our research question is therefore: How effective are municipal efforts to improve turnout in (Dutch) local elections? To this end, we collected data from three sources: (1) a survey sent to the municipal clerks of 389 Dutch municipalities to learn what they do to improve turnout; (2) data from Statistics Netherlands on municipalities’ socio-demographic characteristics; and (3) data on the turnout in local elections from the Dutch Electoral Council database. Using hierarchical multiple regression analysis, we found that the direct impact of local governments’ efforts to improve turnout is low. Nevertheless, some measures seem to be able to make a difference. The relative number of polling stations was especially found to impact turnout. |

Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration. |

By examining the Belgian case, this article aims to show that methodological nationalism is strongly present in the literature on nationalization of party offer and voting behaviour. In nationalization studies, Belgium is often presented as a typical example of a denationalized country. This is true for the party offer, as it is de facto split between the two language groups since the 1980s, and therefore also voter response at the national level. However, voter response within each separate subnational party system is very homogeneous and shows interesting differences between these party systems that inform us about important electoral dynamics. We argue, on the basis of our results, that rather than stretching the concept of nationalization, it is preferable and justified to treat the concepts of nationalization of the party offer and homogenization of voter response as analytically distinct and not as two sides of the same coin. |

This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions. |

Studies have shown that multiple office-holding, a practice that denotes the simultaneous exercise of any directly elected municipal mandate and parliamentary seat, is more commonplace in European national parliaments than expected. However, research in Belgium, and especially in the Netherlands, is scarce and extremely fragmented. Therefore, our analysis provides a systematic comparison between the Low Countries with a longitudinal focus. In the first part of the paper, the frequency of the practice is described and its evolution in the last two decades tracked. In the second part, we provide aggregated explanations for the identified discrepancy. Indeed, our results show that after the most recent elections, more than 80% of all Belgian members of parliament held a local mandate, and this percentage increased by 10% during our reference period. In contrast, 9 out of 150 members of the Dutch Second Chamber were combining several offices at the beginning of their national mandate, while the degree of cumulards remained stable. Unexpectedly, the legislative framework and the party regulations are not the source of this deviation, as they are almost identical in both countries. We argue that the difference can be attributed to the role and position of the local government, the political culture and the electoral system. |

Studies of second-order elections using aggregate data have predominantly focused on examining the extent to which European parliament elections and regional elections are dominated by the national, first-order arena, and paid scarce attention to the analysis of municipal elections. In addition the study of second-order elections is dominated by looking at the impact of first-order factors whilst ignoring the impact of arena-specific factors. This article addresses these shortcomings by analyzing the impact of national and local factors on the performance of national parties in the Dutch municipal elections of 2010. Our analysis shows that there are significant effects of local factors. Most parties lose votes when having been in local government and in some cases as well when having in addition lost an alderman as a result of a political crisis. Parties also lose vote share as a result of the entrance of new national and local parties in a local election, with the effect of new national entrants being larger than that of new local entrants. Our analysis corroborates earlier findings that point to a dominance of national factors, while at the same time showing that it is vital to include local, arena specific factors in order to get to a better estimation of the second-orderness of non-national elections. We discuss our results with respect to the recurring debate about the nationalisation of the Dutch municipal elections. |

Local officials, policy makers and scholars are increasingly interested in using citizen satisfaction surveys as an instrument to evaluate and analyze the performances and services of municipalities. The key reason for this popularity is the increasing awareness that citizen satisfaction ratings can give a good identification of the effectiveness of the municipal policy. However, a consistent approach to measure citizen satisfaction of the municipal policy in a multidimensional manner has yet to emerge. The construction of such a multi-criteria satisfaction score on municipal policy is indeed an intricate matter with several conceptual and methodological difficulties to overcome. One important difficulty is the question how to aggregate multiple aspects of municipal policy into an overall satisfaction measure. The current paper advocates the ‘Benefit-of-the-Doubt’ (BoD) methodology to weigh and summarize citizen satisfaction ratings on multiple dimensions and tasks of municipal policy into an overall citizen satisfaction score. The label ‘benefit-of-the-doubt’ highlights the main conceptual starting point of the method: in the absence of detailed knowledge on the correct weights for the different dimensions and tasks of the municipality, the BoD-model looks for each evaluated municipality for the most favourable set of weights. As municipalities are usually rather sensitive about being compared and evaluated against each other, this quality is clearly an important advantage of the BoD-model. We present both a static and dynamic version of the model. |

This article is a critical review of four books: Bok, 2010 (‘The politics of happiness’); Van Campen, Bergsma, Boelhouwer, Boerefijn, & Bolier, 2012 (‘Sturen op geluk’); Diener, Lucas, Schimmack, & Helliwell, 2009 (‘Well-being for public policy’); Ott, 2012 (‘An eye on happiness’). Based on these works, we conclude that the quality of government is highly correlated with the happiness of citizens. In countries with high levels of freedom (economic, democracy, press), low levels of corruption and good public services, people appear to be the happiest. In this way governments can be seen as ‘happiness machines’. However, precise causal relationships need to be further clarified; which policies do improve happiness and which don’t? In this context, education is an important area in which government plays a role; people should leave school with the right set of competencies to be able to adequately cope with life. Governments cannot solve everybody’s unhappiness, though, but are important for creating the right circumstances. |

Recent research from Canada, Great Britain, and the United States indicates that turnout in national elections is declining rapidly among young adults. As a consequence of this trend, the age gap in voter turnout between younger and older voters widens. The aim of this paper is to understand whether similar patterns are observed in other Western democracies. Based on national election studies from eight European countries, Canada, and the United States, turnout patterns of younger and older citizens are traced and compared over the past decades. In a second step, a first attempt at explaining aggregate patterns is made. More specifically, the hypothesis that young people are particularly sensitive to the level of competitiveness between political parties is assessed. In low stake elections, turnout patterns of young citizens are expected to be relatively low. Therefore, declining turnout levels among young adults could be a sign of declining levels of political competitiveness. Nonetheless, multivariate analyses show that different measures of political competitiveness neither directly affect the age gap nor the turnout levels of young voters. |
