    Although in many Western European countries women have entered the workforce in large numbers this has not resulted in an equal representation in senior positions. Little is known about how organizational policies could be changed and what initiatives have proven to be effective in raising the number of women in the top of organizations. This article examines the effectiveness of measures taken by organizations to increase the number of women in senior management positions. We have reviewed literature regarding the effects of various types of measures on realizing more women in senior positions. The outcomes of this literature review have been used as a framework for an empirical analysis of the effectiveness of measures taken by companies. Data from the Charter Talent to the Top show that adopting a broad range of measures at the strategic level leads to a higher share of women in senior management positions. HR instruments and communication strategies also affect the proportion of women at the top. More specifically, facilitating flexible work options, external communication about the organization’s diversity goals, and increasing women’s visibility within the organization all have positive effects on the share of women in the top.

    The focus of the diversity policy in the Dutch public sector has moved during the past decennia. In the eighties offering equal chances for the different target groups was the central policy goal, after the millennium this became the effective and efficient management of a diverse work force in order to arrive at a better performing public sector, also called the business case of diversity. This article investigates the question how far the Dutch cabinet has influenced the diversity policy of public organizations. The answer to the question is that there was limited influence from the Dutch cabinet on the arguments for diversity of public organizations, but there was greater influence on the diversity interventions, especially in three sectors: central government, municipalities and police. This influence on interventions of other (‘fellow’) governments is caused by the strong steering of the cabinet. The interventions undertaken therefore reflect to a more limited extent the business case of diversity and remain stuck in the old target group policy. However, public organizations with a longer history in diversity policy, that operate closer to society and see the necessity for diversity, are more inclined to embrace the business case and start interventions that are related to this new approach.

    Women and ethnic minorities are underrepresented in national parliaments around the world. Interestingly, in the Netherlands ethnic minority women are better represented than ethnic minority men and ethnic majority women. The Netherlands did not adopt gender quotas, but some parties implemented target numbers. Drawing on document analysis and interviews, this article explores whether parties that encourage women’s representation are also likely to increase the number of ethnic minority representatives. It finds that party-specific factors such as a left or social democratic ideology, the institutionalization of gender and/or ethnicity within the party and the party’s vision on group representation are intertwined. Parties that actively encourage women’s representation are more inclined to openly acknowledge the importance of ethnic diversity. This especially favours ethnic minority women, who benefit from the strong embedding of gender. In the end gender determines the success of the ethnic card in political representation.

Hoe parlementsleden denken over de legitimiteit van quota: een Europese vergelijking

    Even though gender quotas are increasingly adopted, the legitimacy of such measures remains an issue of controversy. In this contribution, we ask how MPs, i.e. the key players in the implementation and adoption of quotas, think about affirmative action, and under which conditions they find quotas to be legitimate measures for improving gender equality. Our results reveal that much variation exists as to how MPs perceive the legitimacy of quotas. This variation plays out at both the individual and the macro level. Women and left-wing MPs consider quotas to be more legitimate than men and right-wing MPs. The openness of the parliamentary arena towards women’s movement proves to be an important condition for the positive evaluation of quotas. The broader electoral and parliamentary context only has a conditional effect: it influences female MPs’ assessment of quotas but not that of male legislators.

    Although 'integration with retention of "own" culture' has ceased to be the dominant policy principle in Dutch minority policies for quite some time now, there are still remarkably many ethnically specific policy arrangements in the Netherlands. To explain this contradiction this paper introduces an administrative mechanism: the logic of making policy categories conflicts with the logic of policy implementation. The use of 'avoidant categories' – a particular type of policy category discussed in this paper – creates an administrative opportunity structure that unintendedly promotes ethnic fragmentation instead of integration in policy implementation. We illustrate the working of this mechanism in a comparative perspective; the Netherlands is not unique in this respect and experience in other countries is instructive.
