This contribution analyzes the degree of relevance that administrators of independent administrative bodies (ZBOs) and agencies assign to their accountability relationships with social stakeholders. Although there is a lot of attention for social forms of accountability in the scientific literature, no large-scale quantitative research has been conducted into how administrators of implementing organizations experience this accountability. This study fills this gap on the basis of survey research by: (1) mapping the importance of forms and practices of social accountability for implementing organizations; and (2) weighing potential explanations for differences in the importance of social accountability in implementing organizations. The authors show that administrators of ZBOs and agencies in the Netherlands attach great importance to accountability towards their broad public environment, also compared to other countries with similar types of implementing organizations. This observation is in line with the Dutch reputation of consensual and interactive governance. Differences in the importance of social accountability between implementing organizations cannot be explained by the vertical accountability relationship with the parent department or other institutional organizational characteristics. The analysis shows that social orientation is greater among ZBOs and agencies where the media has more influence over administrators. Social accountability is associated with greater perceived media pressure. |

Belgium is probably the world’s best known case of where caretaker governments reside. Yet a clear scholarly definition and measurement of this concept is missing. Based on a detailed analysis of the Belgian federal cabinets, this research note explores the main characteristics and measures the length of the various caretaker periods. We find that Belgium was governed for no less than 1,485 days by a caretaker government between 2007 and 2020, which equals more than four full calendar years. This research note also presents a novel typology of caretaker periods based on the institutional and political practice within the Belgian legislative and executive branches. This typology can be used to assess caretaker periods at other levels of government as well as in other countries in order to improve our understanding of the many ‘faces’ that a caretaker government can take on. |

This article provides insight into the way in which various city churches that are national monuments fulfill their various, sometimes contradictory, functions. All of these are church buildings that determine the city view. These five church buildings are dependent on commercial rental by a foundation or manager for their maintenance, but they also explicitly fulfill a religious and cultural-historical function. How do ecclesiastical and management organizations deal with this area of tension, what administrative forms do we find and where and why do tensions arise? The author sketches the results of a comparative case study of five churches, supplemented with data collected through focus groups with administrators of 20 church communities associated with city churches that are national monuments. It appears that tensions between the various functions of the church building occur in all these churches, regardless of the chosen administrative model. These tensions seem to be concentrated mainly around the ‘iconic’ meaning of the church building. For the church community, the church building not only fulfills the function of ‘meeting place’; it is also the building through which the church community is visible and recognizable in the city. In addition, the church building also appears to represent certain values with which church communities identify themselves. It is therefore important for administrators and foundations to answer a ‘cardinal’ question: can the current ecclesiastical function of the building be part of the commercial and cultural-historical function of the building, or should it remain strictly separate from it? |

The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity. |

Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required. |

In her farewell editorial Helen Stout (member of the editorial board of this magazine from 1998 till 2020) addresses the contradictions in the climate policy of the Dutch city of Rotterdam. She notices that the new Dutch Climate Act is brimming with ambitions, but that there has not been much progress. The elaboration of the new law is yet to come. That has not prevented several municipalities from getting started. Some have been busy for years. For example, the municipality of Rotterdam launched the ‘Rotterdam Climate Initiative’ in 2007 with the aim of reducing CO2 emissions by half by 2025. Against this background, the issues of coal transshipment in the port of Rotterdam, the autonomy of the port authority as a public limited company and the commissioning in 2015 and 2016 of two brand new coal-fired power stations on the Maasvlakte arise, which are discussed further in this editorial. The council’s failed attempt at intervention in renewing the leasehold illustrates the powerlessness of the municipality and shows the general feeling that the port authority is not an ‘ordinary’ company. The question arises of how interests other than economic ones can also be involved in the assessment of the port authority, assuming that reversal of its autonomy is not an option. We can use the constitutional framework for the institutional structure formed by the company’s articles of association. The Dutch General Administrative Law Act (Awb) could impose mandatory rules with regard to the content of the articles of association, like the obligation to broaden the objects stated under the articles of association. |

The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues. |

This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas. |

Theorieën en methoden uit de gedragswetenschappen betreden steeds nadrukkelijker de beleidsscene. Gedragsinzichten en nudging beloven beleid te verrijken en te versterken. Het begin van deze gedragswetenschappelijke omslag of behavioural turn laat men doorgaans samenvallen met de publicatie van het boek Nudge van Richard Thaler en Cass Sunstein in 2008. In dit artikel plaatsen we nudging in perspectief en argumenteren we dat het concept zowel een zegen als een vloek betekent, en zowel een katalysator als een rem is voor de bredere toepassing en verankering van gedragsinzichten in beleid. Ondanks het aantrekkelijke narratief botst nudging op functionele limieten en ethische bezwaren. Om de gedragswetenschappelijke, experimentele en evidence-based beleidsbeloften alsnog in te lossen, zien we een strategie van steeds verdere verbreding. Het programma van de Behavioural Insights-beweging op basis van vijf pijlers leek in eerste instantie een oplossing te bieden, maar kampt door een eendimensionale interpretatie met interne spanningen. De nog bredere en ambitieuzere Behavioural Public Policy-agenda biedt nieuwe perspectieven, maar moet op functioneel en ethisch vlak nog verder onderbouwd worden. |

The Frankfurter Schule offers an interesting intellectual orientation for critical public administration that seeks to unmask problematic political-administrative power structures. It compels public administration scholars to reflect on the policy processes and bureaucratic structures of a technological society, and the legitimizing or criticizing role of public administration scholars in this. A critical public administration that is inspired by the Frankfurter Schule does not accept existing processes and structures. On the contrary, it contests them and uncovers them as a critique of domination, repression, reification, one-dimensionality, bias, erotic deficit and lack of creativity. It is focussed on identifying alternative, more humanizing and democratizing, futures. In this essay the significance of the Frankfurter Schule for critical public administration in technological society is explored. The development of algorithmic governance serves as a case to illustrate critical analysis, to reveal the essence of the Frankfurter Schule, and to show some of its contemporary relevance for critical public administration. Algorithmic governance is portrayed as a type of governance that reinforces existing policy processes and bureaucratic structures of technological society, and is unmasked by critical public administration scholars as a force of reification. |

The discipline of public administration is critiqued for its lack of social relevance. Three issues prevent public administration scholars from social relevant research: (1) the assumption of universal knowledge; (2) the assumption of neutrality; and (3) distance from practice. These issues obscure the role of power processes in both the administrative practice under study and in conducting research, while paying attention to power processes is key to a more socially relevant public administration. I propose a phronetic research approach as an alternative to research that lacks social relevance. Phronetic public administration (1) acknowledges and deliberately uses the complexity of different perspectives of actors; (2) makes power processes visible; and (3) chooses a position in a dialogue about the problem under study by imagining alternative future scenarios. Phronetic research offers a promising, critical perspective on public administration by specifically aiming for a social contribution. |

Fiscal consolidation confronts federal states with a collective action problem, especially in federations with a tightly coupled fiscal regime such as Belgium. However, the Belgian federation has successfully solved this collective action problem even though it lacks the political institutions that the literature on dynamic federalism has identified as the main mechanisms through which federal states achieve cooperation across levels of government. This article argues that the regionalization of the party system, on the one hand, and the rationalization of the deficit problem by the High Council of Finance, on the other, are crucial to understand how Belgium was able to solve the collective action problem despite its tightly coupled fiscal regime and particularly high levels of deficits and debts. The article thus emphasizes the importance of compromise and consensus in reducing deficits and debts in federal states. |

Evaluations of EU legislation can fulfill a key role in the European policy process. They can provide the knowledge base required for political accountability towards the electorate, and form a basis for the improvement of existing legislation. This article introduces a research agenda in the realm of the ex-post evaluation of EU legislation, which comprises two research lines. The first strand comprises research into ex post legislative evaluations conducted by the European Commission. This research is innovative, because EU policy researchers so far have barely touched upon evaluation, as a final and important stage in the EU policy cycle. By assessing evaluation critically, we can ascertain to what extent the EU’s ex-post evaluation system is more than an instrument, aimed at increasing the EU’s legitimacy. The second research strand is own evaluation research, focusing on the role of European administrative networks- intergovernmental structures that have been established to improve the implementation of EU legislation by the member states. By critically evaluating the functioning and effectiveness of these networks, I hope to be able to find out whether and under what conditions these network structures are more, than the sum of their national parts. |

The democratic deficit is generally observed to be one of the largest challenges facing the European Union. This is in spite of the fact that the member states introduced transparency in 1992 to address this legitimacy problem. This article asks why, after several decades, the transparency policy has still not delivered on its promise. In doing so, it bases itself on new empirical data that was collected in the context of a recently presented dissertation (Hillebrandt, 2017), while drawing a strict distinction between the empirical policy change question and the normative desirability question. From a longitudinal comparative analysis, a differentiated empirical image arises. On the one hand, a clear enhancement of legislative transparency can be discerned; on the other hand, a plurality of transparency-evasive practices has emerged in the area of non-legislative decision-making. This equivocal image supports contrasting normative responses, according to which transparency is respectively cast as an indispensable ideal, a fiction, or a solution in search of a problem. |

Taking Lijphart’s work on consensus democracies as our point of departure, we signal a major shortcoming in Lijphart’s focus being almost exclusively on the political hardware of the state structure, leaving little attention for the administrative and bureaucratic characteristics of governance systems. We propose to expand the Lijphart’s model which overviews structural aspects of the executive and the state with seven additional features of the bureaucratic system. We argue that these features are critical for understanding the processes of policymaking and service delivery. Next, in order to better understand the functioning of the Netherlands and Belgium as consensus democracies, we provide a short analysis of the historical context and current characteristics of the political-administrative systems in both countries. |

Lijphart (1999) argued that citizens tend to be more satisfied with democracy in consensual democracies than in majoritarian democracies and that the gap in democratic satisfaction between the winners and the losers of elections is smaller under consensualism. Twenty years on since then, this article takes stock of the literature on consensualism and political support. We find considerable ambiguity in the theoretical arguments and empirical evidence provided in this literature. Finally, we speculate on possible reasons for this ambiguity. |

A large number of people, institutions, journals and approaches have contributed to the history of (local) administrative sciences in the Netherlands. Initially (around 1914) the legal approach was dominant; from 1964 onwards, political science would become the dominant approach; and from 1990 onwards, Public Administration would increasingly profile itself as an independent discipline. This essay concentrates on the influence on this development of sociology and its, typically Dutch, predecessor sociography. The starting point here is the promotion tree of the founder of the Dutch sociology Sebald Steinmetz. Through him various lines (via his doctorates Nicolaas ter Veen and Jakob Kruijt) go to modern Public Administration. This essay tells the story of the influence of sociography and sociology on the development of the administrative sciences and modern Public Administration in six acts, in which two persons from the promotion tree are discussed (via Sjoerd Groenman, who is promoted by Nicolaas ter Veen there are two different lines again). The line via Jakob Kruijt contains Aris van Braam (he wrote in 1957 what is considered the first Dutch empirical study in Public Administration) and Jos Raadschelders. The first line via Sjoerd Groenman contains Henk Brasz (the first full-time professor in Public Administration in the Netherlands), Fred Fleurke and Ko de Ridder. The second line via Sjoerd Groenman contains Joop Ellemers, Geert Braam (professor at the first regular Dutch Public Administration programme in Twente) and Wim Derksen. These acts are framed with short intermezzos about the other sociological key figures who played an important role in the story of sociography, sociology and Public Administration. In conclusion, the author of this essay discusses the continuing relevance of sociology for modern Public Administration. |

In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna. |

Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise. |
