    Incidents in the semi-public sector regularly reveal the underlying problems of managerial mania and decline. Since the Parliamentary Committee of Inquiry into Housing Associations and the new Housing Act, there have been fewer incidents involving managerial hubris and risky projects. However, in the event of incidents, the share of administrative decline of often long-serving directors of small corporations in particular is still considerable. The question in this article is what forms of managerial mania and decline occur among corporation directors and what internal and external supervisors can do to identify and mitigate this in a timely manner. To answer that question, this article examines the theory and practice of managerial mania and decline. Case analysis shows which manifestations of managerial mania and decline there were in the housing association sector. Internal and external supervisors can counter managerial mania and decline by exchanging knowledge with each other about the weak signals of decline and effective forms of countervailing power.

    From 1964 (until around 1990), political science became the dominant approach within (local) administrative sciences in the Netherlands. This position was taken over from the legal approach. In this period, the concepts of politics, policy and decision-making were central to research and theory. In the period up to 1990, we still see a predominantly administration-centric or government-centric perspective among these political scientists, although we already see incentives from different authors for a broader perspective (the politics, policy and decision-making concepts remain relevant however) that will continue in the period thereafter. This broader perspective (on institutions, management and governance) took shape in the period after 1990, in which Public Administration would increasingly profile itself as an independent (inter)discipline. This essay tells the story of the (local) administrative sciences in this period as envisaged by twelve high-profile professors. The story starts in 1990 in Leiden with the (gradual) transition from classical to institutional Public administration, as is revealed in the inaugural lecture by Theo Toonen. This is followed by eleven other administrative scientists, who are divided into four ‘generations’ of three professors for convenience. In conclusion, the author of this essay argues that there is mainly a need for what he calls a (self-)critical Public Administration.

    For administrative sciences in the Netherlands in general and for local administrative sciences in particular 2021 is a special year. It is the year in which our Dutch journal Administrative Sciences (the first issue was published in November 1946) celebrates its 75th anniversary, even though 1947 was the first full volume. But it is also the year in which it is 100 years ago since its predecessor, Municipal Administration, was founded; the first issue was published in January 1921. This means that we can speak of 100 years of having an (academic) journal for local government in the Netherlands. In 2016 we paid extensive attention in an editorial to the start of our Administrative Sciences journal and the men (and a woman) who have worked in it from the very beginning. In this editorial, we therefore draw attention to the men from the very beginning (this time there was no women involvement) of the Municipal Administration journal. It is the first academic journal in the field of local government in the Netherlands, first published every two weeks from January 1921 and on a monthly basis after 1922. The editorial board of the new journal was entrusted to a committee, of which, in addition to the board of the VNG (that is the Dutch association for municipalities) and its secretary, six people were members: Herman Nieboer (after his sudden death on 16 November 1920, he was replaced by Willem Drees in January 1921), Gerrit van Poelje, Willem van Sonsbeeck, Ate Roelof Veenstra, Bastiaan Verheij and Jacob de Wilde. Henri Vos, Pieter Bakker Schut and Jakob Herman van Zanten joined them in 1922.

    This contribution analyzes the degree of relevance that administrators of independent administrative bodies (ZBOs) and agencies assign to their accountability relationships with social stakeholders. Although there is a lot of attention for social forms of accountability in the scientific literature, no large-scale quantitative research has been conducted into how administrators of implementing organizations experience this accountability. This study fills this gap on the basis of survey research by: (1) mapping the importance of forms and practices of social accountability for implementing organizations; and (2) weighing potential explanations for differences in the importance of social accountability in implementing organizations. The authors show that administrators of ZBOs and agencies in the Netherlands attach great importance to accountability towards their broad public environment, also compared to other countries with similar types of implementing organizations. This observation is in line with the Dutch reputation of consensual and interactive governance. Differences in the importance of social accountability between implementing organizations cannot be explained by the vertical accountability relationship with the parent department or other institutional organizational characteristics. The analysis shows that social orientation is greater among ZBOs and agencies where the media has more influence over administrators. Social accountability is associated with greater perceived media pressure.

    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization.

    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

    Adriaan Koelma fits in with the list of legal scholars who helped to shape the early history of the (local) administrative sciences in the Netherlands, which was dominated by a legal approach to local administration. In that respect, he was not only a follower of the first Dutch public administration scholar, Gerrit van Poelje, but also his successor. He held the chair in Public Administration in Rotterdam, which Van Poelje vacated in 1933, first as a lecturer and later as a professor (from 1946 onwards). Nowadays, Koelma is mainly remembered for the state commission named after him: he (in vain) advocated the introduction of districts (next to municipalities). He was chairman of this state commission that was installed by Minister Beel on 19 December 1946. He fulfilled his scientific activities in addition to a career in the Dutch civil service. Koelma was a typical ‘self-made man’ who worked his way up from junior employee at the municipal clerk’s office of Dordrecht to municipal clerk and, if only briefly, mayor of Alkmaar. His experiences in the Second World War had a great influence on his later life. Due to a war-related illness, he had to give up the chairmanship of the Koelma Commission in 1947 and in 1948 his professorship and role as mayor of Alkmaar. This war also gave him insight into the pernicious influence of Nazi ideology on governance theory and governance practice. He could not have suspected how hard the German occupier would put the Dutch administration and its servants to the test during his public lesson of 1934, because at that time the Nazi regime in Germany had not yet shown its true nature at the local level of government.

    After the European refugee crisis of 2015-2016, many Dutch municipalities took initiative in (re)shaping policies of asylum seeker reception and refugee integration in their own ways. We are witnessing a ‘local turn’ of integration policies with decentralization of responsibilities to the local level of governance. Besides civic integration and socioeconomic integration, social integration of asylum seekers and refugees has been a concern as these groups are often housed in superdiverse and vulnerable neighborhoods. How can municipalities best address the specific problems in their cities? This editorial introduces the four articles that are part of this special issue. We discuss three overarching topics. First, we argue that aside from targeting specific groups and issues, cities should develop mainstreamed policies and provisions to be able to handle future fluctuations and changes in their populations. Second, we observe that in policies aimed at enhancing inter-group contact, earlier immigrant groups are often overlooked. They can play a bridging role in establishing social connections. Third, we highlight the role of urban experiments and living labs in transfer and upscaling of innovative policies.

Caretaker Cabinets in Belgium: A New Measurement and Typology

    Belgium is probably the world’s best known case of where caretaker governments reside. Yet a clear scholarly definition and measurement of this concept is missing. Based on a detailed analysis of the Belgian federal cabinets, this research note explores the main characteristics and measures the length of the various caretaker periods. We find that Belgium was governed for no less than 1,485 days by a caretaker government between 2007 and 2020, which equals more than four full calendar years. This research note also presents a novel typology of caretaker periods based on the institutional and political practice within the Belgian legislative and executive branches. This typology can be used to assess caretaker periods at other levels of government as well as in other countries in order to improve our understanding of the many ‘faces’ that a caretaker government can take on.

    After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future.

    This article provides insight into the way in which various city churches that are national monuments fulfill their various, sometimes contradictory, functions. All of these are church buildings that determine the city view. These five church buildings are dependent on commercial rental by a foundation or manager for their maintenance, but they also explicitly fulfill a religious and cultural-historical function. How do ecclesiastical and management organizations deal with this area of tension, what administrative forms do we find and where and why do tensions arise? The author sketches the results of a comparative case study of five churches, supplemented with data collected through focus groups with administrators of 20 church communities associated with city churches that are national monuments. It appears that tensions between the various functions of the church building occur in all these churches, regardless of the chosen administrative model. These tensions seem to be concentrated mainly around the ‘iconic’ meaning of the church building. For the church community, the church building not only fulfills the function of ‘meeting place’; it is also the building through which the church community is visible and recognizable in the city. In addition, the church building also appears to represent certain values with which church communities identify themselves. It is therefore important for administrators and foundations to answer a ‘cardinal’ question: can the current ecclesiastical function of the building be part of the commercial and cultural-historical function of the building, or should it remain strictly separate from it?

    The care for religious heritage is no recent phenomenon in the Netherlands. King Willem I (1813-1840) was the first king of the Netherlands personally committed to the preservation of churches. But striving for conservation does not mean that a building is frozen in time; on the contrary. Many a church is made smaller, rebuilt or expanded in the course of its existence. The use of churches for other than religious purposes is also nothing new in the Netherlands, as is the re-designation of churches. The ‘Grote Kerk’ of Veere has been re-designated many times since 1600. Of the current approximately 7,100 buildings in the Netherlands that were built for a religious function, some 1,700 have already been re-designated. It is said that around 1,000 church buildings have been closed since the 1960s, hundreds of which have been demolished. As far as religious buildings are concerned, change is not an exception, but a constant. So desperately wanting to keep everything as it is – or was – seems impossible. But all this does not alter the fact that church buildings are dear to Dutch society. For example, churches make up only 4% of the total stock of national monuments in the Netherlands, but together they receive about 40% of all maintenance funds. Church buildings apparantly offer something extra and lift us up as people. And from that perspective alone, the recommendation is to keep these buildings as much as possible for the future.

    A key factor to a well-functioning ombudsman’s office is autonomy, which can also be derived from the public turmoil surrounding the appointment of Dutch Children’s ombudsman in 2016. Organization-wise, the Dutch Children’s ombudsman is embedded within an existing autonomous institution: the National ombudsman. This triggers the question to what extent such nested constructions can guarantee sufficient autonomy. Viewing the statutory and de facto autonomy of the Children’s ombudsman, we find that the autonomy of the Children’s ombudsman depends to a large extent on the position of the National ombudsman and on the relationship between the National ombudsman and the Children’s ombudsman. Our findings point out that it is necessary to determine and codify the degree of autonomy at the start of an ombudsman’s office.

    The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity.
    Finally, officials are being called upon to open their doors, and share valuable experiences.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

Hij rondde recent een executive Master Bestuur en Beleid af aan de Universiteit Utrecht (USBO) met een onderzoek over succesvol wethouderschap.     In her farewell editorial Helen Stout (member of the editorial board of this magazine from 1998 till 2020) addresses the contradictions in the climate policy of the Dutch city of Rotterdam. She notices that the new Dutch Climate Act is brimming with ambitions, but that there has not been much progress. The elaboration of the new law is yet to come. That has not prevented several municipalities from getting started. Some have been busy for years. For example, the municipality of Rotterdam launched the ‘Rotterdam Climate Initiative’ in 2007 with the aim of reducing CO2 emissions by half by 2025. Against this background, the issues of coal transshipment in the port of Rotterdam, the autonomy of the port authority as a public limited company and the commissioning in 2015 and 2016 of two brand new coal-fired power stations on the Maasvlakte arise, which are discussed further in this editorial. The council’s failed attempt at intervention in renewing the leasehold illustrates the powerlessness of the municipality and shows the general feeling that the port authority is not an ‘ordinary’ company. The question arises of how interests other than economic ones can also be involved in the assessment of the port authority, assuming that reversal of its autonomy is not an option. We can use the constitutional framework for the institutional structure formed by the company’s articles of association. The Dutch General Administrative Law Act (Awb) could impose mandatory rules with regard to the content of the articles of association, like the obligation to broaden the objects stated under the articles of association.

    The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues.

    This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas.
