This article scrutinises local-national linkage in Belgium to better understand territorial power relations in multilevel parties. Drawing on a survey of local chairs of national parties, it adopts an innovative, informal and bottom-up approach. The descriptive analysis reveals two central axes in the morphology of linkage: scope (downward support and upward influence) and surplus (benefits versus costs). However, (the valuation of) this interdependence appears as a matter of degree. The explanatory analysis therefore probes into the effect of macro- (between environments), meso- (between parties) and micro- (within parties) level factors. It demonstrates that variance is explained by different parameters. For scope, differences between parties trump those within them. For surplus, specific differences between parties as well as within them matter. The answer to our guiding question is therefore variegated: it depends on for what and for whom. |

During a disaster or crisis, the response capacity of the government is put under extreme pressure. At the same time, citizens are often resilient in times of crisis and are increasingly capable of organizing themselves. Social media and online platforms have increased the possibilities for self-organization through improved connectivity. In practice, we see that governments struggle to deal with this form of self-organization, while it also offers a unique opportunity to increase the response capacity. The smart use of citizens’ initiatives offers opportunities and can increase the effectiveness of the government’s action. This article focuses on the following question: what role do online platforms play in smartly guiding the self-organization of citizens during crises and disasters? We answer the question on the basis of two examples: the role of online platforms in the aftermath of the earthquakes in Nepal in 2015, and the coordination of the reception of refugees during the crisis in the Netherlands in the winter of 2015-2016. |

Innovation is a popular theme in society as well as in public administration. This essay focuses on innovations that take place within the realm of the public sector. How can these innovations be developed and what do we know about their adoption and diffusion? Is it possible to steer these innovations and if so, how can it be done? Based on analyses of recent scientific insights, Bekkers, Edelenbos and Steijn (2011) plea for an incremental adaptive evolutionary public innovation strategy. Within the framework of such a strategy, innovation has to be directed towards increasing the connective capacity within government. Also, the specific, political character of the public sector as the context of innovation has to be acknowledged. Furthermore, it is also important to find a balance between the logic of consequentiality and the logic of appropriateness. Based on dissertations by Huijboom (2010), Korteland (2011) and Oosterbaan (2012) the meaning of this evolutionary strategy for public sector organizations is explored. |
