    The labour market participation of recent female refugees in the Netherlands is very low. This is caused not only by the fact that a large proportion of the female refugee population has a greater distance to the labour market (than male refugees), but also because municipalities – for various reasons – offer more support to male refugees seeking to enter the Dutch labour market. This article is based on an explorative study we carried out into the labour market opportunities of recent female refugees and job guidance policies of Dutch municipalities. First, we explore how background characteristics of the group of female refugees and the municipal focus on supporting male refugees to quickly join the workforce, influence each other negatively and greatly limit the chances of female refugees at finding paid work. We then discuss the consequences for the participation and integration of these newcomers and their families, both for the short and long term. Finally, we discuss how female refugees can be supported more effectively towards labour market participation.

    The groups studied for this article came to the Netherlands as asylum-seekers, mostly from Syria and Eritrea. After receiving a residence permit it has been difficult for them to find paid work. In recent years many municipalities in the Netherlands developed initiatives to support refugees seeking work. In this article we describe two of such interventions: Vluchtelingen Investeren in Participeren (Refugees Invest in Participation), a nationwide initiative of VluchtelingenWerk Nederland, and NVA Werktrajecten (Trajectories to Work), carried out by a local organisation for integration and participation of refugees. We studied VIP in nine municipalities in the eastern part of the Netherlands and NVA Werktrajecten in the Dutch municipality of Amersfoort. We have focused on the perspective of the participants taking part in the initiatives. The research questions addressed are: How did the participants experience the interventions and how did the interventions meet up to their needs in their search to paid work? We describe the experiences of the participants during several steps in the trajectories, such as obtaining practical skills, practising oral and written presentations, meeting employers during the training and in the workplace, and gaining work experience. The article is based on sixty in depth interviews with refugees.

    Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Since 2018, the Department of Public Administration of the Faculty of Behavioural, Management and Social Sciences (BMS) of the University of Twente, in close cooperation with the municipality Zwolle, the Province of Overijssel and BMC advice, have been organizing the yearly Van Poelje lecture (named after administrative scientist and founder of Dutch Public Administration Gerrit van Poelje). The first lecture took place on 29 January 2018 in the ‘Grote Kerk’ in Zwolle. The subject of the lecture was the secret of successful regions: which policy works? Otto Raspe of the Dutch Planning Agency for the Environment delivered the keynote speech. Presentations from the administrative field were given by Henk Jan Meijer (mayor of the municipality Zwolle) and Staf Depla (alderman of the municipality Eindhoven) who respectively addressed the cooperation in the regions Zwolle and South-East Brabant. Bert van Delden responded from the point of view of the Home Office (he deputized for his minister, Kajsa Ollongren). After a short debate, the afternoon was closed by Marcel Boogers (senior advisor at BMC and professor at the University of Twente) with a scientific reflection on the subject of the lecture. The main message of the keynote speaker Otto Raspe was that an urban region is successful if it is able to use its agglomeration advantages. This is possible by seeking connections between clusters and the knowledge infrastructure, and between human capital and a pleasant living and social climate.

    The Dutch social care system was fundamentally reformed in 2015. A key policy aim was to activate citizens and their social networks, turning them from mere consumers into co-producers of care. The expectation was that, by doing so, public spending could be reduced and community engagement could be restored at the same time. Regulation was put in place to incentivize network support.
    Whether this constitutes ‘smart governance’, however, depends on whether the variety of factors determining sustainable network support can be identified in the first place. At present, the new care policy is supposed to apply indiscriminately, and is as such not yet evidence based. In addition, flaws in the present budgetary and regulatory steering mechanisms need to be addressed. Potential users are not very familiar with the regulation in place for incentivizing network support, and the regulation is currently neutralized by law courts, unaware of the participatory relationship between care authorities and citizens as envisaged by the 2015 reform. Moreover, engaging networks is time-consuming and requires investments before returns can start to materialize. From a normative stance, network volunteers moreover ought to participate in decision-making, as they will be investing their private resources (such as time) instead of tax payers money. Effectiveness and legitimacy are thus two prerequisites for governance in the social domain to be genuinely ‘smart’.

    In the Netherlands, the Dutch government public private partnerships (PPP) using DBFMO contracts has become the default option for realizing complex public infrastructures. DBFMO contracts imply the integrated outsourcing of the design (D), building (B), financing (F), the maintenance (M), and also often the exploitation (O) of projects to private actors. The general idea is that by bundling public and private resources, the increasing complexity of today’s public infrastructure projects can be tackled more easily. However, reality is contumacious. As a consequence of several problems related to DBFMO collaborations, the Dutch highway and water management agency Rijkswaterstaat and several private actors recently put forward a new market vision. This vision is a call to reinvent the dominant collaboration practice between public and private actors: relational aspects should be central. In managing projects, more attention should be given to the quality of relations, attitudes, openness and trust. Recent research confirms that the success of DBFMO projects is not only contingent on contractual aspects but also, and maybe even more importantly, on relational aspects. Smart governance involves a shift from the current dominant financial economic-oriented contractual approach to PPP towards a more sociologically inspired relational form of governance.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.

    This paper analyses various landmark criminal cases in the Netherlands that saw individual professionals being blamed for allegedly contributing to safety-critical events occurring in the past twenty years. These cases can be seen as symbolizing an increasingly risk-averse society whose expectations of human capacity for securing safety have reached unprecedented levels. In this view, punishing professionals who make dangerous mistakes serves to re-establish the illusion of being in control and to satisfy emotions. In practice, however, the prosecution of professional error appears to be somewhat out of touch with public sentiment, as responses to the cases discussed revealed little public support and a backlash among professionals. Moreover, safety science and practice claim that punishing individual error tends to undermine safety and overemphasizes the role of individual error compared to systemic failures. This begs the question of whether criminal liability should be imposed at the system level, as recently happened when local governments were sentenced following fatalities on dangerous road spots. Sentencing ‘system administrators’ may have advantages, but probably produces negative effects as well. Therefore, it would be ideal if administrators reduced the need for resorting to criminal law by proactively and generously taking responsibility for their organisation’s share in accidents.

    This essay describes how municipal councillors can make the difference in the multiple democracy, in which forms of representative and participative democracy touch upon each other. The essay has three parts. The first part addresses the questions: what do you make politics of, and how do you fill in your role as municipal councillor in this multiple democracy? The second part is about the question: where to steer and control in the local interplay? The final part of the essay discusses what forms there are and at what moments they can be used. The key argument of the authors is that municipal councillors can make the difference by: (a) working on social assignments and connecting to these social assignments the administrative and organizational assignment by setting priorities; (b) being responsible for the whole system (for the community and for the municipality); (c) steering on a democratic process on the basis of clear criteria; (d) ensuring appropriate forms per assignment and per policy phase; and (e) thereby also supervising implementation and management.

    Exactly a hundred years ago Jos van der Grinten wrote an article in De Beiaard (a catholic magazine) with which he established his name as early administrative scientist. In this respect he is an important ally of Gerrit van Poelje, who is generally recognized to be the founder of the (local) administrative sciences in the Netherlands. This essay discusses the most important themes in the work of Van der Grinten against the background of the early debate about the quality of local administration in the Netherlands. The essay also looks into his place in the history of (local) administrative sciences, not only nationally in relation to Gerrit van Poelje, but also internationally in relation to the American writer Frank Goodnow. In 1923 Van der Grinten (until his early death in 1932) was the first professor of State and Administrative Law at the new Catholic University of Nijmegen. As the city secretary of Nijmegen he played an important role at the arrival of this university to Nijmegen, but in this period he also contributed to the (local) administrative sciences. In this sense he is the forerunner of Public Administration, first at the Legal Department and later at the Social Department of the Radboud University in Nijmegen.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

    Despite the praise for Richard Florida’s new book The new urban crisis, it remarkably can be seen as an ‘urban confession’ or even as a ‘public penance’ for everything he wrote before in his glorious publication The rise of the creative class. That book offered the opportunity to look at the city in a different way and to formulate approaches for new urban politics. As a child, Florida and his family fled the city with its crime and other problems and moved to a suburb. As a young intellectual, Florida returned to the city, where he became interested in the role of the creative class in the process of re-urbanization. During his academic research, he discovered the ‘magic formula’ that cities could flourish by stimulating this creative class. However, his belief in this magic formula has eroded and now, about fifteen years after his publication, he admits he was mistaken. What seemed a solution appeared to be the cause of ‘the new urban crisis’. In his new book, the ‘urban optimist’ is replaced by the ‘urban pessimist’. New policies are needed that replace the concept of ‘the-winner-takes-all’ by ‘urbanism-for-all’ to stop the so-called ‘patchwork metropolis’ of segregated neighborhoods.

    From 2001 (until February 2017), the Dutch province of Overijssel had its own knowledge center, in the area of urban society alongside the national knowledge centers, that was called KISS. In a first essay, an overview of KISS meetings dedicated to citizen participation was given with examples from all over the world. A second essay zoomed in on the Dutch municipality Deventer, a frontrunner in the area of innovative community and area development. This essay focuses on Enschede, a municipality with nearly 160,000 inhabitants in the east of the Netherlands near the German border, as pioneer with the method of the social general practitioners (‘wijkcoaches’) in the Netherlands. Two KISS meetings were devoted to this innovative instrument: the first on its design and on the preliminary results of the project, the second on the final results and on the future of the project. An important role in pioneering was played by the political executives in the municipality and the community of Enschede that showed New Civic Leadership (a concept from Robin Hambleton) by their commitment to the common good and the values of the welfare state. This type of leadership is especially important in a turbulent policy environment like that of social work with decentralizations, financial cuts and shifting policy goals.

    This article shows how the municipality of Amsterdam (The Netherlands) has coped with the popularity of home sharing platform Airbnb. In collaboration with Airbnb, the municipality of Amsterdam was the first to come up with regulations for home sharing. However, enforcement of these rules proved difficult without access to user data of the Airbnb platform. In addition, a scientific (statistical) assessment of the effects of homesharing is also difficult without open data. As a result, the legitimacy of the platform has weakened in the eyes of some stakeholders. The article ends with some general reflections how government can cope with sharing economy platform. In particular, it is argued that the right-to-challenge principle may prove hard to apply to sharing platforms.
