    For a long time, the three governance structures market, hierarchy, and community were regarded as separate entities. The market is based on the price mechanism, the authority mechanism is the basis of the hierarchy, and trust relations characterize the community. As the knowledge economy evolves, there is a shift in thinking about how these governance structures are related. Creating and sharing knowledge are key features of the knowledge economy. However, this knowledge is partly tacit and sharing knowledge is particularly useful among diverse organizations, which are two barriers for sharing of knowledge among organizations.
    A new stream of literature suggests that the ability of organizations to combine the three governance structures contributes to their capacity to share knowledge with other organizations. Based on this literature, this article shows what kinds of organizational forms are possible. Besides that, it offer empirical example of the conditions under which these organizational forms evolve as well as how they contribute to organizational innovation.

    In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone.

    Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes.

    Since the late eighties, Mexico has experienced profound economic modernisation and political democratisation. However, the corresponding administrative reforms have lagged: professionalisation of the public sector, improvement of public service delivery and development of modern management principles are plagued by a lack of coherence, implementation, and continuity. This can be traced back to several historically rooted and structural characteristics of Mexican public administration, which reproduce vicious circles of low trust and dysfunction. For example, (1) the extreme spoils system maintains a culture of distrust towards civil servants; (2) Mexico’s weak state capacity is a consequence of a lack of collective action, but also further undermines citizens’ trust in government; (3) strong labour unions are a response to poor labour rights, but also uphold a system of capture and confrontation; and (4) corruption is inevitable if cooperation depends on personal loyalties.

Diversiteit in bestuurskundig perspectief

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    Democracy means the voice of the people. Democratic renewal means that the voice of the people is not static. Look at ostracism among the Ancient Greeks: could one imagine that it would not exist forever? Still the voice of the people, men and women, would sound different and clearer than it would if it were based on ostracism. Over the centuries change always appears to be the constant, also in democracy, for example in the democratic renewal we have been calling ‘citizen participation’. Bottom-up citizen participation originated in the 1980s, mostly in urban renewal, and was legitimized top-down in 1993 in the Dutch parliament through the Willems motion. During the past decade increasingly more instruments for citizen participation have been developed from the bottom up. This development aims for self-management, with instruments like neighbourhood rights and the right to challenge. It goes down in history under the name of ‘localism’. In this essay the author is looking for localism on the special Scottish island Gigha, which is part of the Argyll and Bute Council.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    This text wants to draw attention to the question: How do peer specialists build a bridge between the modus operandi of health care professionals and the lifeworld problems of clients receiving mental health care? The Dutch mental healthcare system has recently been host to a range of new developments. Two new trends can be distinguished, going by the name of ‘Recovery-oriented healthcare’ and the introduction of ‘Peer Specialists’. These coincide with changes in budget and organization of treatment. There is an increased awareness of the need for efficiency and cost reduction in the organization of care. The meaning and use of recovery-centered approaches and working with peer specialists remain fairly marginal enterprises due to ever increasing pressure emanating from execution of regulations and administrative procedures, and an accompanying decrease of professional autonomy. In the light of Habermas’ theoretical framework, it is an emphasis on a system-oriented organization of care that cause new approaches to barely be able to find a considerable place in the contemporary practice of mental healthcare in the Netherlands. Trust is identified as an essential foundation on the basis of which future principles of organization should be developed.

    In the Netherlands, the Dutch government public private partnerships (PPP) using DBFMO contracts has become the default option for realizing complex public infrastructures. DBFMO contracts imply the integrated outsourcing of the design (D), building (B), financing (F), the maintenance (M), and also often the exploitation (O) of projects to private actors. The general idea is that by bundling public and private resources, the increasing complexity of today’s public infrastructure projects can be tackled more easily. However, reality is contumacious. As a consequence of several problems related to DBFMO collaborations, the Dutch highway and water management agency Rijkswaterstaat and several private actors recently put forward a new market vision. This vision is a call to reinvent the dominant collaboration practice between public and private actors: relational aspects should be central. In managing projects, more attention should be given to the quality of relations, attitudes, openness and trust. Recent research confirms that the success of DBFMO projects is not only contingent on contractual aspects but also, and maybe even more importantly, on relational aspects. Smart governance involves a shift from the current dominant financial economic-oriented contractual approach to PPP towards a more sociologically inspired relational form of governance.

    Much has been written about the decline of trust in societies: trust in governments and political systems is a popular field of research. Trust of governments in citizens however, is a relatively unknown field. This article presents a research into the trust the Dutch government has in its citizens. By conducting a discourse analysis on policy documents regarding the participation society, the degree of trust was examined. The results show that the government has trust in the capabilities of citizens, but does not trust the intentions of citizens. This results in many control measures, high transaction costs, a fragile base for public cooperation and a disturbed relationship between the government and citizens. In order to gain more trust in citizens the government has to change the way it uses language regarding citizens.

    This article argues that the politics of participation, as it is currently implemented in Dutch society, departs from dubious policy assumptions. The main problems relate to a controversial idea of what societal resilience is about, which in turn is a side-effect of the neoliberal conception of man and society. In particular three policy assumptions seem contested, regarding respectively the self-governance norm, the required levels of trust, and the presence of a ‘loving culture’. While discussing these three topics, the article also introduces three contributions to this special issue, which will focus in more detail on the poverty of the assumptions underlying the participation paradigm.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

    The articles in this special issue try to shed some light on the rise of societal unease and political discontent in the Netherlands. It is often assumed that citizens are angry and can no longer identify with the actions undertaken by government. But is this really true? Who are these ‘angry citizens’ that everybody seems to be talking about? Do they really exist and what are they angry about? How to square the heated discussions about the angry citizen with research that shows that trust in government still is quite high in the Netherlands? How can we understand the motivations of societal discontent and how can government react to citizens reacting to its actions more emotionally than before?

    The increased complexity of multilevel democracies makes the evaluation of the performances of the government an increasingly difficult task for citizens. Multilevel governance involves information costs, which makes it more difficult for citizens to give clear responsibility for government tasks to the correct level of government. This article contains the first study that is focussing on the responsibility perceptions in the Netherlands. The authors do not just look at who citizens hold responsible for certain government tasks, but they also look at the consequences of these perceptions for the mechanism of accountability. The satisfaction of citizens are with the policy in a particular area should only influence the political support for the level of government they hold responsible. Results of the research are that in line with this perspective a strong correlation exists between satisfaction with the pursued policy and trust of the citizens in this government, in proportion as they hold a level of government more responsible. On the other hand there are large differences between citizens, that correlate with their level of education. So there are also large groups of citizens for whom it is not possible to keep governments responsible for the policy pursued, because they simply do not know which government is responsible.

    For the legitimacy and ability of governments it is crucial to have insight in the worries of citizens about society and politics. In the Netherlands these worries are at the national level systematically mapped by the Dutch Social and Cultural Planning Agency (SCP) through their Continuous Research Citizen Perspectives (COB) for almost ten years now. At the local level there is a lack of information about what worries citizens. Insight in locally experienced problems will probably become even more important in the coming years because of the recent decentralizations of national governmental tasks to the municipalities. This article investigates which problems citizens perceive in their municipalities based on an analysis of data from the Local Electoral Research (LKO). The authors find a number of striking differences with the problems that are perceived at the national level in the same period. The municipal issues citizens mention offer opportunities, but they also point to the limited impact force of the municipal level of government. All in all the research findings are indicative of a substantial added value of the LKO with respect to the already longer running COB.
