The increasing datafication of society brings both opportunities and ethical dilemmas for public organisations. The aim of this research (in Dutch municipalities) is to gain insight into how ethical leadership can support professionals in a public organisation with ethical dilemmas about data use. Based on literature on data and ethical leadership, the authors have developed a conceptual model that indicates how an ethical leader can provide intrinsic and extrinsic support. The model was tested on the basis of 16 vignette interviews with municipal public professionals who work on providing insight into and combating subversion with data. Their findings show that ethical leaders can intrinsically provide support by being trustworthy and independent, leading by example, communicating about ethics and data use, and empowering others. In addition, ethical leaders can provide extrinsic support with ethical tools, such as ethical codes on data use, an ethics committee and training. |

Regionalization is foregrounded among policymakers as a solution to the complex problems elderly care is facing, such as a pertinent staff shortage, a greying population and a lack of suitable accommodation. In this article, following a decentered approach, we analyze how field parties like nursing homes and policymakers in interaction give shape to regional collaborations within a market-oriented institutional healthcare context. Our findings show the emerging frictions, due to layered institutional arrangements and the proliferation of policy initiatives and partnerships. We find different responses of institutional actors to these frictions; actors holding off closer regional cooperation, actors creating urgency and commitment to organize care regionally, creating interstices in rules and regulations and building regional networks and care infrastructures. We argue that a focus on the iterative processes through which actors on different layers of the healthcare system give shape to policies adds a valuable perspective to the study of policy changes. We conclude that ‘layered work’ – mobilizing and working with and between different organizational and policy layers simultaneously – is required to develop appropriate (layered) ways to deal with complex problems. |

Promoting societal engagement with nature is an important policy ambition of Dutch nature policy. This article provides an overview of how the provinces together with stakeholders have shaped their policy to increase the societal engagement of citizens with nature in recent years. The goals and governance modes embedded in the policy programs were analyzed, and results and experiences of the various involved parties with the policy were reviewed. Based on a national review and in dept study of three cases, this article describes different regional approaches for increasing societal engagement. In addition it discusses the recent developments within this policy field. |

Substantial and continuous shifts in skills demands urge us to rethink education, labour market and reintegration policies and practices. In this article, we argue for a more skills based approach to (re)integration. This skills based (re)integration practice is based more on up-to-date, complete and validated skills sets of candidates, than on diplomas and other, more or less, outdated and incomplete proxies to one’s current skills. Such a new reintegration practice seems feasible if the actual and complete skills set of an individual becomes the starting point for both matching, guidance and (up/re)skilling efforts. Intersectoral mobility, alternative career pathways and suitable training and development routes can be designed on a more fine-grained skills basis, with occupations considered more as dynamic sets of tasks requiring specific skills. This new (re)integration practice presupposes a common skills language, which is being developed in the Netherlands, Competent NL. Sectoral and intersectoral experiments with skills instruments using this language, such as skills passports, are conducted to optimize their quality and effectiveness. Since first experiments with skills instruments seem promising, we argue that more room for experiment is required. So that integration in the labor market can be sustained and reintegration practices can be prevented. |

Dutch water boards are commonly viewed as important player in making the Netherlands climate-proof, resonating in calls to transform water boards into ‘climate boards’. Upcoming legislative changes (i.e. the Environment and Planning Act) stress the importance of integrated approaches, emphasizing spatial quality and collaboration. Dutch water boards are therefore in a strategic repositioning process, in which the relation to the spatial planning domain stands central. The institutions’ adaptation process started already in the 1990s, yet the urgency of the current climate crisis makes it more pressing. However, strategic repositioning might be hampered due to the corona crisis. An acute crisis can absorb all attention and thereby impede a long-term transition. The question is, though, if this also applies to the water boards, as they do not have a primary responsibility in combatting Covid-19. Based on a framing analysis of strategic position papers and interviews with water board employees, we shed light on this repositioning process by identifying the water boards’ new ‘mission mystique’ and accompanying opportunities and dilemmas. We conclude that water boards remain rather cautious in living up to their new mission of a proactive partner in integrated planning; they could use their strong reputation as water authorities to act more courageous in climate-related spatial planning decisions. |

Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more ‘femininity-inclusive’ definition. Research on the ‘glass cliff’ phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the ‘think crisis-think female’ association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a ‘good’ leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès’ leadership. |
The impact of audit office reports has received little attention in the scientific literature. In this article, various forms of impact have been distinguished with the help of Public Administration literature and factors that promote the use of evaluations have been distinguished. This theoretical framework was subsequently used for empirical research into the effect of audit office research. The extent to which the recommendations have had an impact was investigated in 20 Dutch municipalities with the aid of impact reports from audit institutions. Out of 176 publications, 94% of the 1216 recommendations were adopted by the city council. This means that the procedural impact is high. Of the 731 recommendations that could be checked at 17 municipalities, the local audit offices report that 58% had been fully implemented, 19% partially and 15% not or not tackled differently. The three categories of success factors from the scientific literature were visible in the practice of the audit offices. This applies most strongly to impact factors related to evaluation quality, in particular the factors related to communications standards, clear recommendations, timeliness and relevance to the decision maker. As far as research and decision-making factors are concerned, the commitment of the organization and the political climate are the most important factors for audit institutions. Finally, the involvement of stakeholders promotes the impact as a catalyst. The article concludes with practical lessons for promoting the processing of audit reports. |

This article assesses the size and diversity of Belgium’s interest group population by triangulating four data sources. Combining various sources allows us to describe which societal interests get mobilised, which interest organisations become politically active and who gains access to the policy process and obtains news media attention. Unique about the project is the systematic data collection, enabling us to compare interest representation at the national, Flemish and Francophone-Walloon government levels. We find that: (1) the national government level remains an important venue for interest groups, despite the continuous transfer of competences to the subnational and European levels, (2) neo-corporatist mobilisation patterns are a persistent feature of interest representation, despite substantial interest group diversity and (3) interest mobilisation substantially varies across government levels and political-administrative arenas. |

Healthcare is often dominated by the curative domain. Yet, for a new way of improving of and accounting for quality of care, we have to shift our focus to the care for people with disabilities. Since long, quality of care is translated into performance indicators and standards. This reductive way of measuring quality was pursued for the entire healthcare sector. Where this might fit in with hospital care, it was experienced as constraining in care for the disabled. In this sector it was seen as a poor representation of the plurality of healthcare provision. A number of ‘quality rebels’ aimed to create a more suitable and rich Quality Framework for the sector, with attention for objective, subjective and intersubjective dimensions of care. In this article, we analyze the way in which the sector has realized this aim, and we show how this rebellious sector succeeded in transforming the idea of accountability for quality of care, by emphasizing on the reflection and learning processes that take place at all levels of the sector, and beyond. A new approach which requires a continuous cycle of disrupting, creating, and maintaining institutionalized patterns of thinking and doing. It requires ‘rebel learning’. |

Bureaucracy and ‘red tape’ are seen as a main annoyance in healthcare practice. ‘Rules’ like guidelines and performance indicators would withdraw professionals from their real work, that is, helping patients. However, rules may also improve quality of care if they foster high quality practices. In this research, we explore how healthcare rebels deal with rules in their everyday work: how rebels ignore, engender and bend rules to build new environments for doing good care. Drawing on ethnographic research in three hospitals in the Netherlands (2017-2018), we reveal how rebels build and care for clinical microsystems containing their own clinical unit and related contexts (e.g. pharmaceutical suppliers, ICT companies, primary care) to evoke alternative and situated practices of good care delivery – i.e. focusing on quality of life and person-centred care. Rebels enact mechanisms of decoupling and recoupling to disconnect rules that embark on good care in specific patient situations, and build new routines that foster good care. However, such caring practices are hard to generalize as they often occur ‘under the radar’ and hence remain hardly noticed to the outside world. We argue that through revising accounting processes, and paying more attention to narratives of good care, more convenient quality systems could be found. |

Both education and housing are highly regulated sectors in the Netherlands. According to various stakeholders, regulations and formal and informal rules hinder the development of new initiatives aimed at providing attention to personal needs and wishes of children (in education) and older people (in housing). This article focuses on founders of initiatives in both sectors that, despite institutional obstacles, dare to do things differently. We adopt a rebellion perspective, which focuses on how individual and collective actors aim to create favorable circumstances for providing better services, even if this means they have to disrupt existing institutions. In-depth interviews were conducted with 22 founders of rebellious initiatives in education and housing for older people. According to the founders, what makes them different from others is having a dream, learning by doing, and critically assessing rules and regulations. Founders in both sectors not only interpret rules differently, but also try to change them. In order to do so, they need supportive internal and external contexts, which they create through personal contacts and social media. Although rebellion in both sectors has many similarities, sector-specific institutional settings and past events do shape its appearance. |

In the past decade, large infrastructure projects in the Netherlands have often been implemented through Public-Private Partnerships (PPPs), specifically using Design-Build-Finance-Maintain (DBFM) contracts. While the decision to implement projects through PPPs is based on expected advantages for internal parties – the public and private partners in the PPP –, there is a call for more focus on the advantages and disadvantages of PPPs for external stakeholders. External stakeholder management in DBFM projects is based on a contractual division of risks and responsibilities between the partners. However, it is clear from the literature that the contract does not guarantee successful stakeholder management. Relational aspects are important. Little research has been done, however, into the interplay of contractual and relational aspects in achieving successful stakeholder management. This article addresses this research need. A comparative case study was conducted into the PPP projects A9 Gaasperdammerweg and A16 Rotterdam. The study first shows that sanctions, when combined with a relational approach, have a positive effect on the relationships with stakeholders. Second, external stakeholder management cannot be simply outsourced to the private partner and continuous involvement of the public partner is important for success. |

The cabinet has decided to set up a national inspectorate with the task of supervising the quality and the rule of law of the public services provided by the tax authorities. The reason for this is the persistent problems surrounding the Tax and Customs Administration for years (organization, management, IT, personnel) and more recently the crisis surrounding the supplementary child benefit. The Netherlands is not the first and will soon not be the only country with a special regulator for the tax authorities and which focuses on legal protection of taxpayers and the quality of the service. In this article, we ask ourselves how the institution of the new Dutch inspectorate relates to the situation in various foreign countries and we examine which dilemmas and policy questions these raise. We note that with this new inspection the Netherlands is in tune with the situation in various foreign countries. Regarding the relationship and cooperative relationship with the National Ombudsman, the guarantee of the independent and impartial exercise of inspection supervision and the increasing importance of a Charter of the rights of taxpayers, a few important policy questions remain in a comparative sense. |

Participatory research is increasingly being perceived as a democratic and transformative approach to social situations by both academics and policymakers. The article reflects on what it means to do participatory research, what it contributes to broader knowledge building, and why mess may not only need to be present in participatory research but encouraged. The purposes of participation and mess as nourishment for critical enquiry and more radical learning opportunities are considered and illuminated using case study material from the Family Based Positive Support Project. Vooraf Participatief actieonderzoek en responsieve evaluatie staan volop in de belangstelling bij beleidsmakers en onderzoekers. Dit type beleidsonderzoek en -evaluatie beoogt democratisch, inclusief én impactvol te zijn. Het gaat om onderzoek mét in plaats van óver mensen. En het is actiegericht: onderzoek wil bijdragen aan concrete oplossingen door met betrokkenen gezamenlijke (verbeter)acties te ontwikkelen in de praktijk, en daarop te reflecteren en van te leren. Dit alles met het oog op sociale inclusie. Het zijn mooie idealen, maar wat betekent dit in de alledaagse, vaak weerbarstige onderzoekspraktijk? Op 20 januari 2020 organiseerde prof. Abma daarover een symposium, getiteld ‘Responsive, Participatory Research: Past, Present and Future Perspectives’ (Vrije Universiteit, Amsterdam). De rode draad op het symposium was de vraag wat goed en ethisch verantwoord participatief onderzoek is, en wat dit vraagt van onderzoekers en beleidsmakers. Drie lezingen op deze conferentie zijn nadien omgewerkt tot essays om lezers van Beleidsonderzoek Online vanuit verschillende perspectieven beter kennis te laten maken met deze vorm van onderzoek: Prof. Weerman en haar team focussen in hun bijdrage op het zich in de praktijk ontwikkelende onderzoeksdesign en het inzetten van creatieve methoden om participatie te bevorderen. Ze gaan na welke kwaliteitscriteria aan participatief actieonderzoek worden gesteld en hechten daarbij met name aan eisen ten aanzien van participatie, samen leren en verschil maken (zie BoO juli 2021). Ze benadrukken het belang van creativiteit en flexibiliteit. Prof. Abma bespreekt in haar artikel de normatieve dimensies en de ethiek van participatief actieonderzoek (zie BoO september 2020). Ze illustreert met een voorbeeld uit de crisishulpverlening aan GGZ-cliënten dat participatief actieonderzoek niet slechts een methodisch-technische exercitie is, maar een sociaal-politiek proces waarbij bestaande machtsverhoudingen verschuiven om ruimte te geven aan nieuwe stemmen en kennis. Dit omvat het zien van en stilstaan bij ethisch saillante dilemma’s en morele reflectie. De bijdrage van prof. Cook (zie BoO februari 2021) gaat over de weerbarstige praktijk van participatief actieonderzoek. Het doel is samen leren en voorbij geijkte oplossingen komen. Zij laat zien dat dit uitdagend is voor professionals die geconfronteerd worden met burgers die feedback geven en vragen om het (deels) loslaten van vaststaande professionele kaders. Er ontstaat dan ongemak en onzekerheid, maar zo beoogt en laat Cook overtuigend zien, deze ‘mess’ (niet meer goed weten wat goed en nodig is) is productief om te komen tot hernieuwde inzichten en innovaties. Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization. |

As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations. |
