    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

    The theoretical assumptions of deliberative democracy are increasingly embraced by policymakers investing in local practices, while the empirical verifications are often not on an equal footing. One such assertion concerns the stimulus of social learning among participants of civic democratic deliberation. Through the use of pre-test/post-test panel data, it is tested whether participation in mini-publics stimulates the cognitive and attitudinal indicators of social learning. The main contribution of this work lies in the choice of matching this quasi-experimental set-up with a natural design. This study explores social learning across deliberation through which local policymakers invite their citizens to participate in actual policymaking. This analysis on the District of Antwerp’s participatory budgeting demonstrates stronger social learning in real-world policymaking. These results inform a richer theory on the impacts of deliberation, as well as better use of limited resources for local (participatory) policymaking.

    Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk.

    Fiscal consolidation confronts federal states with a collective action problem, especially in federations with a tightly coupled fiscal regime such as Belgium. However, the Belgian federation has successfully solved this collective action problem even though it lacks the political institutions that the literature on dynamic federalism has identified as the main mechanisms through which federal states achieve cooperation across levels of government. This article argues that the regionalization of the party system, on the one hand, and the rationalization of the deficit problem by the High Council of Finance, on the other, are crucial to understand how Belgium was able to solve the collective action problem despite its tightly coupled fiscal regime and particularly high levels of deficits and debts. The article thus emphasizes the importance of compromise and consensus in reducing deficits and debts in federal states.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    The work of Elinor Ostrom suggests that under certain conditions local communities are better able to sustainably manage so-called common pool resources than an external party such as government. In this article I explore whether and to what extent those conditions also apply to the governance of the Dutch welfare state. I show that in the current participation society there are numerous examples in which self-governance seems to be successful and in which Ostrom’s conditions seem to play an important role. On that basis, I come to the conclusion that citizens – under certain institutional conditions – may be better able to resolve social problems among themselves than through external interventions. This requires a shift from public administration to self-administration.

    Ten years ago, now, the Eurozone began to shake on its foundations. This article traces the genesis of the crisis and the present state of affairs. As to the causes of the global financial crisis in 2008, I argue that contrary to common understanding, the financial crisis had its deeper causes in a decades old tendency towards crisis in the real economy, produced by the continuous overaccumulation of capital which can only return profits by undertaking speculative short-term investments (a phenomenon known as ‘financialisation’). I then trace how the global financial crisis morphed into a crisis of public deficits and debt in 2010-2011, particularly in the Eurozone. Three factors are shown to be responsible: financialization, design faults in the European monetary union, and the neo-mercantilist strategy of especially Germany and the Netherlands. The paper next looks at the five main traits of the policy responses in the Eurozone: bailing out governments and banks through creating emergency funds; imposition of austerity and budget discipline for member state governments; attempting to create and complete a Eurozone banking union; subsequently the European Central Bank engaged on an unprecedented scale in ‘quantitative easing’; and finally, institutional reform in an attempt to repair the most pressing design faults of the EMU. The paper concludes that the underlying structural factors leading up to the crisis have only been addressed incompletely: the overaccumulation of capital continues, the completion of the banking union is in an impasse, quantitative easing has mostly just intensified financialization by pushing up asset prizes, and institutional reform has taken the form of a fundamentally undemocratic attempt at monetary and political union by stealth. The broader legitimacy of the European project has been substantially undermined, and Europe is not in a better position than eight years ago in case of a new global crisis.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    The Dutch social care system was fundamentally reformed in 2015. A key policy aim was to activate citizens and their social networks, turning them from mere consumers into co-producers of care. The expectation was that, by doing so, public spending could be reduced and community engagement could be restored at the same time. Regulation was put in place to incentivize network support.
    Whether this constitutes ‘smart governance’, however, depends on whether the variety of factors determining sustainable network support can be identified in the first place. At present, the new care policy is supposed to apply indiscriminately, and is as such not yet evidence based. In addition, flaws in the present budgetary and regulatory steering mechanisms need to be addressed. Potential users are not very familiar with the regulation in place for incentivizing network support, and the regulation is currently neutralized by law courts, unaware of the participatory relationship between care authorities and citizens as envisaged by the 2015 reform. Moreover, engaging networks is time-consuming and requires investments before returns can start to materialize. From a normative stance, network volunteers moreover ought to participate in decision-making, as they will be investing their private resources (such as time) instead of tax payers money. Effectiveness and legitimacy are thus two prerequisites for governance in the social domain to be genuinely ‘smart’.

Het succes van de business case(s)?

    In 2012, the municipal council of Emmen (a municipality of 107,000 inhabitants in the northeast of the Netherlands) took the final decision for the transformation and rehousing of the Wildlands Adventure Zoo on the basis of a so-called business case. Business cases are also being increasingly used in other organizations and sectors. However, not much is known yet about the qualities of the instrument. This article shows that the use of the business case in a specific case had value. For this case study, over 100 very diverse mainly digital sources, such as official decision-making documents, research reports and statement via social and other media, were used. In this way, in-depth knowledge was acquired about one of the mechanisms that underpinned the creation of the park. The sources are carriers of the narrative ‘Wildlands Emmen.’ Despite the success, a warning is called for. A healthy focus on results can result in ‘escalating’ commitment. Then the parties involved are linked to the project to such an extent that a way back is excluded by definition. Although the business case should be a ‘business-like’ justification, it seems that the mechanism of ‘self-justification’ enters into force. One shows through rationalization that previous decisions were right and then acts on these decisions in a sensible and competent manner. However, alternatives are not explicitly weighed against each other and there can be a tendency to underestimate the risks.

    Last year the first Dutch municipalities declared themselves TTIP-free and the list is growing. The count now stands at 27 Dutch municipalities, three Dutch provinces and two Dutch water boards. TTIP means that foreign companies can be confident that investments in a host country are secure and cannot simply be eliminated or nullified. But what if investments are at odds or will be become at odds with measures a government has taken or intends to take, for example to protect the environment? Does the government still have that freedom under TTIP? Or is it only if it is prepared to pay large amounts of money? Comparable practices show that it may involve significant amounts of money. What can we expect from TTIP in this respect? The question central in this essay is if and, if so to what extent, does the investment protection that TTIP offers, in combination with the arbitration that is foreseen in the treaty, impede local authorities in taking decisions in the general interest.

    On a regular basis, the funding of football stadiums is an issue for large cities. Since football clubs appeal to the municipality for financial support, this is a public matter. Why should a municipality invest in a private project, such as a football stadium? What are the opportunities and risks? What is the public value of a stadium for the city? Based on literature reviews and case studies in Eindhoven and Amsterdam, this article examines what government involvement in stadium projects means, and what the outcomes of this involvement are. The cases show that stadiums may have social and economic spin-off effects on their surroundings, but one cannot take that for granted. Careful processes and elaborate strategies are needed for public investment in stadiums to really add value to the city. Based on the analyses, an assessment framework is presented for the benefit of new stadium project initiatives.

    Currently, in the Netherlands there are about 150 energy co-operatives are actively working on the promotion of energy use reduction and renewable energy production. Among them are 15 experienced wind energy co-operatives that started almost 25 years ago, but the majority started in 2007 or later. Their aim is to mobilize investments in local renewable energy and social projects, and to use the revenues to enhance the local economy and social cohesion. The members of the co-operative become co-owners of the production units and collectively decide about the allocation of the revenues for new energy projects.In practice, new, inexperienced co-operatives in particular have difficulties realizing larger projects like wind turbines and solar parks. Fierce resistance from the local community is hampering wind projects, while limited financial support (i.e. subsidies) is the main obstacle for the realization of solar parks. In our view, it would help Dutch co-operatives if local politicians were to take a clear position on wind energy and act accordingly, and if the Dutch government were to broaden the financial support schemes for cooperatively owned and financed solar parks.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.

    In 2010 and 2011 a committee of experts inspected if and how forty of the most deprived areas in Dutch cities have benefitted from the major national neighbourhood policy program launched by the previous government in 2007. The aim of the program was to restore living conditions in those areas within the next ten years, by investments in the physical, social and economic field, thus trying to improve the living conditions and chances (social mobility) of the neighbourhood citizens. According to the Committee, the forty neighbourhoods have proved to be laboratories for institutional change. There is growing confidence among local parties that with less disintegrated bureaucracy and more possibilities for citizen initiatives, interventions can be organised which are more effective and cheaper. Realising the objectives of the neighbourhood approach demands continuous involvement, effective organization, creative solutions and intensive contact between professionals and citizens. Government organizations and institutions need to relinquish control and facilitate and support the problem solving abilities of the professionals and citizens, who live and work in these neighbourhoods day in day out. In the most problematic neighbourhoods of Dutch cities, the seeds of the new welfare state are being planted.

    In many European countries immigrants play an important role as employees in the elderly care sector. They are employed by a care providing organisation, or directly by a family as private care assistant. By contrast, in the Netherlands such a development is hardly visible. This article investigates why relatively few migrant workers are employed in Dutch elderly care. The Dutch situation is compared with developments in Italy, Great Britain and Austria. I assess explanations based on demand side, supply side and cultural factors and conclude that especially the large public investments in Dutch elderly care can explain the limited demand for migrant workers. A restrictive immigration policy and language and historical factors play only a minor role. Whether a larger demand for migrant workers will emerge in the future, therefore depends on developments in public elderly care policy.
