Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust. |

‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare. |

Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization. |

Belgium is probably the world’s best known case of where caretaker governments reside. Yet a clear scholarly definition and measurement of this concept is missing. Based on a detailed analysis of the Belgian federal cabinets, this research note explores the main characteristics and measures the length of the various caretaker periods. We find that Belgium was governed for no less than 1,485 days by a caretaker government between 2007 and 2020, which equals more than four full calendar years. This research note also presents a novel typology of caretaker periods based on the institutional and political practice within the Belgian legislative and executive branches. This typology can be used to assess caretaker periods at other levels of government as well as in other countries in order to improve our understanding of the many ‘faces’ that a caretaker government can take on. |

The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity. |

In the Netherlands good citizenship has become a topic of increased importance on the government agenda since the murder of Pim Fortuyn. The author assesses the effectiveness of the Dutch citizenship policies within the context of the broader policy framework of the so-called participatory society (participatiesamenleving) or do-democracy (doe-democratie). The evaluative analysis consists of two parts. In the first part the changing ideas concerning good citizenship are identified as well as the normative assumptions that are at the basis of Dutch citizenship policies. In the second part, the potential of current policies, and in particular the ideas that gave rise to creating a new social contract between government and society are assessed. To this end some key aspects of the new contract thinking of the Dutch government are contrasted with the ideas of Jean-Jacques Rousseau. The findings show that the current strive for tangible agreements on citizen behavior and civic duties is at odds with the main principles of classic contract theory. This leads to the conclusion that the new contractualism that is at the basis of the Dutch citizen policies should rather be seen as a threat to a stable society than as a building block for good citizenship. |

This research note investigates the role of paid digital campaigning in the 2018 local elections in Flanders. We make use of the official declarations which candidates are legally required to submit. In these declarations, candidates indicate whether and how much they invested in online campaigning tools during the four months preceding the elections. We collected data on a sample of 3,588 individual candidates running in the 30 municipalities of the Leuven Arrondissement. A multilevel logistic regression model shows that the odds of spending on digital campaigning increases among incumbent aldermen and local councillors. The latter finding supports the normalization thesis of digital campaigning. The results also show that scale is important – the more potential voters a candidate has, the higher the odds that the candidate invests in digital tools. |

New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation. |

Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence. |

Changing behavior is often necessary to tackle societal problems. Governments can change behavior via economic incentives (such as subsidies for electric cars), bans/mandates (such as prison sentences for drug smuggling), communication (for example information campaigns) and nudges (for example, being a donor by default). However, the government should not be a manipulator that applies the latest behavioral tricks without societal support. Public administration research shows that support cannot be taken for granted. If there is no support for behavioral change, well-intended interventions can even be counterproductive. I therefore develop a model for supported behavioral change. I provide five criteria that indicate when there is supported behavioral change: if the behavioral change is both effective (1) and efficient (2), and when there is support for behavioral change among politicians (3), among implementing organizations (4), and among citizens (5). |

In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone. |

Lijphart (1999) argued that citizens tend to be more satisfied with democracy in consensual democracies than in majoritarian democracies and that the gap in democratic satisfaction between the winners and the losers of elections is smaller under consensualism. Twenty years on since then, this article takes stock of the literature on consensualism and political support. We find considerable ambiguity in the theoretical arguments and empirical evidence provided in this literature. Finally, we speculate on possible reasons for this ambiguity. |

Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination. |

This article analyses a cause for the abundance of disproportional risk policies in the Netherlands. Many policymakers and academics believe that people in the Netherlands today are so risk averse that they are not willing to accept any risk that may result from reasonable risk policies. However, as some examples that we present show, there appears to be another kind of Dutch citizen: a citizen that understands and supports the decision of authorities that increase the risk to citizens but are necessary from the perspective of the common good. We argue that the belief in the unreasonable citizen is informed by one-sided research that only asks citizens how they perceive risks and what they want as risk consumers. Asking the same respondents face-to-face what they would do as policymakers themselves, however, results in diametric answers that show a rational and social side of those respondents. Respondents give higher priority to the education system or traffic safety than to preventing unusual risks such as asbestos or terrorism to themselves. Hence, the justification of reasonable risk policies is not as difficult as generally assumed. |

Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument. |

This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining. |

A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues. |

This paper shows how interactive governance can be helpful in dealing with information asymmetries in the design and administration of public policy. It describes the checks and balances of a properly incentivized mechanism design of contextual or situational contracting that reveals information on diversity in demand for public intervention, deals with complexity, creates commitment to the public cause and disciplines uncooperative behavior. The contractual mode, moreover, discloses the actual trade-offs between rivalling criteria of good governance such as individual freedom, efficiency, distributional concerns and sustainability, deepening our insight in who gets – or pays for – what, when, where, how and why, as the key issues of policy analysis. Evidence from early applications is combined with suggestions for rolling out this new mode of relinking public policy, implementation and external control. |

The world of public administration is changing: in many countries around the globe specialized behavioral insights units are on the rise in governments. Behavioral insights teams (or nudge units) are often modelled on the famous BIT UK, although there are important national variations. These units specialize in the application of behavioral insights to the design and evaluation of public policies. This article reports on an interview with the the leader of the Behavioral Insights Team of the Ministry of Economical Affairs in the Netherlands. Four main items are discussed: (1) What projects should behavioral insights units undertake? (2) What mix of professional expertise is necessary? (3) What processes should be instituted? And (4) How should these units be positioned within existing government departments? |
