Truly Exceptional? Participants in the Belgian 2019 Youth for Climate Protest Wave

    In 2019, the world witnessed an exceptional wave of climate protests. In this case study, we scrutinise who participated in the protests staged in Belgium. We ask: did the exceptional mobilising context of the 2019 protest wave also bring exceptional protesters to the streets? Were thanks to the unique momentum standard barriers to protest participation overcome? We answer these questions by comparing three surveys of participants in the 2019 protest wave with three surveys of relevant reference publics. Our findings show that while the Belgian 2019 protest was in many ways exceptional, its participants were less so. Although participants – especially in the early phase of the protest wave – were less protest experienced, younger and unaffiliated to organisations, our findings simultaneously confirm the persistence of a great many well-known socio-demographic and political inequalities. Our conclusion centres on the implications of these findings.

    A crisis brings existing vulnerabilities to the surface and clearly shows where the strong qualities of a society and its governance can be found. In the Netherlands, the corona pandemic has also exposed strengths and weaknesses according to that pattern. An important example of this is the region’s strong and complex position in our domestic governance. The author points out three lessons from the long post-war history of failed attempts to adjust the administrative organisation of our country. This leads to three proposals for embedding the region in the existing administrative organisation. The three steps would not be necessary if there were political support for a small adjustment to the administrative structure of the Netherlands, namely a reduction of the provincial scale. A step-by-step, cautious adjustment in the eyes of the author therefore gives more chance of success than a radical administrative reorganisation, which is doomed to fail in this country. For example, the cautious steps could be a prelude to a new and smaller provincial scale.

    The history of the opening-up of marriage in the Netherlands is mostly portrayed as a fight started by the Gay Krant in the 1980ies resulting in a clear victory in 2001, the ‘purple’ government of Social Democrats and Liberals being pictured as the heroes. This one-dimensional and triumphalist narrative needs correction. Already in the 1970ies the COC initiated a discussion on law reform for non-marital relationships, but rejected marriage as the model to be followed. In the 1980ies both the gay movement and the feminist movement demanded legal individualisation. This avenue was closed off by the review of the social security system in 1987. A clear defeat. The role of the ‘purple’ coalition also needs revision. It was a more traditional cabinet of Social Democrats and Christian Democrats that in 1994 tabled the first proposal, be it not for marriage but for registered partnerships for couples of the same sex. Consensual politics found its limits in the demand for marriage equality. But also the ‘purple’ cabinet had to be forced by parliament to table this new legislation. The acceptance of marriage equality by the Christian Democrats – a decade later – fits in with integration of same sex relationships in a society where heterosexuality still is the dominant organizing principle.

    Because of the existing conservative-religious set of values in a dominant bourgeois culture, as historian Von der Dunk concluded in 1975, a conservative political party never came to fruition. In this article the author examines this observation on the basis of politically pivotal years: 1868, 1917, 1950, 1972 and 2002. At these moments the connection of the conservative-religious values with the age-old regent administrative culture appears to be cast in iron.
    The author considers Von der Dunk’s conclusion to be proven: in the Netherlands a conservative party has never been viable as long as the Christian political parties represent conservative values adequately. Today’s right-wing populist parties adorn themselves with conservative values, but are essentially and act non-conservative.

Opening an Absolute Majority A Typology of Motivations for Opening and Selecting Coalition Partners

    Following the municipal elections in the Walloon Region (Belgium) on 14 October 2018, 189 political groups won an absolute majority. Twenty-two of these decided not to exercise power alone, but favoured the formation of an oversized coalition by integrating a minority partner. The aim of this article is to identify the motivations behind the formation of a local coalition when one of the partners has an absolute majority. Semi-structured interviews with mayors and leaders of political groups in these municipalities make it possible to identify the motivations for, first, the choice to open and, second, the choice of a minority partner. By distinguishing between necessary and supporting motivations, this article shows that the search for greater representation is a necessary motivation for the choice to open, whereas personal affinities and memories of the past are necessary motivations for choosing minority partners. By prioritising motivations, this article shows that.

    The housing crisis is a social, political and policy issue that has not been as topical in recent decades as it is today. Over the past 25 years, the housing crisis has grown from an orphaned dossier to a problem that even has people taking to the streets. Starting from the issue attention cycle, after the alarm phase we are now in the contemplation phase of this cycle. Although the diagnosis of the problem is shared in this phase and agreement begins to emerge about the solutions, we also see the beginning of reflections on the effectiveness of the intended policy instruments and doubts about the feasibility of the objectives. Nowadays, the question is regularly asked whether major institutional changes should not be made to tackle the housing crisis. This article uses the current contemplation phase to address important institutional issues. The conclusion is that without thinking about institutional transitions, no major breakthroughs can be expected in the housing crisis and related spatial issues.

    From 1964 (until 1990 globally) political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This position took over from the legal approach. During this period, the concepts of politics, policy and decision-making were central to research and theory formation. In the period since 1990, we have seen a broader perspective emerging on institutions, management and governance in which Public Administration will increasingly profile itself as an independent discipline. This essay harks back to the importance of the legal approach for (local) administrative sciences from the time of the man who is regarded in the Netherlands as the founder of the discipline of Public Administration: Gerrit van Poelje. More specifically, the author addresses the question of the relationship between Public Administration and legal science in the more than one hundred years of (local) administrative science. After Gerrit van Poelje (his dissertation from 1914 is an important milestone in that history), the author discusses eleven other key persons who have made their own contribution to that history at various universities based on their legal expertise (in the broad senseHe concludes the essay with a brief discussion of the relevance of law and legal science for the future of public administration (the field) and Public Administration (the discipline).

    This article describes and explains the development of the regional construct for the coordination of medical assistance in accidents and disasters, the emergency medical services in the region (GHOR), in the Netherlands in the period 1996 to 2020. The authors distinguish four stages of organisational development, which they analyse from a multi-actor perspective consisting of three elements: the impact of disasters and (negative) evaluations, the institutional context and the bureaucratic battle surrounding the GHOR. The GHOR was a solution for a perceived insufficiently coordinated functioning of all parties involved in medical assistance. The GHOR was positioned in a complex way. This made it predictable that the multidisciplinary GHOR process would gradually be integrated within the ‘nearby’ regular mono-disciplinary acute care process and the structures for it. This article gives policymakers involved in disaster and crisis management more insight into the history and development of the GHOR over the last two decades. This insight is important now that the added value of the GHOR has come under discussion, partly due to the doubts of the Evaluation Committee for the Security Regions Act, and decisions about its future have to be taken. For administrative scientists, this case study shows that public administration’s ability to foresee and break through known organisational development patterns is still inadequate.

    The history of local parties in the Netherlands is quite a mystery. Since their first appearance at the dawn of the twentieth century, local parties were founded sooner or later in all municipalities. They seemed to have served as an addition to local representatives of national parties. Despite the variety in their ideologies, shapes and modi operandi, they could be qualified and studied as ‘niche parties’, offering an alternative to the viewpoints and divisions of the traditional (national) party politics. With this article, the authors aim to contribute to a better understanding of Dutch local parties, whose origins and development have largely remained a black box due to the scarcity of sources and studies. They do so by adopting a partly quantitative, partly qualitative or narrative approach, while looking at the election results of local parties in the past century, including salient regional differences, and by comparing these to the success of national parties in local elections. Within the boundaries of their research, their hypothesis seems to hold true that the popularity of local parties, as ‘niche parties’, depended largely on the strategies of national parties, which justifies the assumption that these two types of parties have acted as communicating vessels.

Opposition in Times of COVID-19 – To Support or Not to Support?

    COVID-19 has hit many countries all over the world, and its impact on (party) politics has been undeniable. This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government’s crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.

    In this article I analyse whether differences in formal committee structures affect how parliamentary actors organise their work within them. I compare the allocation of members to specialised committees in the Dutch House of Representatives (Tweede Kamer) and the Belgian Chamber of Representatives (Kamer van Volksvertegenwoordigers/Chambre des Représentants) to test whether committee assignments are given more serious consideration when committees are strong. Despite many similarities, both parliaments differ in their internal institutional arrangements: committees in the Chamber of Representatives are, at least formally, considerably more powerful than those in the Dutch Lower House. The article uses the congressional theories of legislative organisation as heuristic devices to deduce several rationales of the assignment process. The role of parliamentary party groups is highlighted. The results indicate the presence of stable, reoccurring patterns in both parliaments. Even in the House of Representatives, where committees present lower opportunity structures, assignments are given due consideration.

The Praise for a ‘Caretaker’ Leader

Gendered Press Coverage of Prime Minister Sophie Wilmès in a COVID-19 Context

    Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more ‘femininity-inclusive’ definition. Research on the ‘glass cliff’ phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the ‘think crisis-think female’ association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a ‘good’ leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès’ leadership.

Caretaker Cabinets in Belgium

A New Measurement and Typology

    Belgium is probably the world’s best known case of where caretaker governments reside. Yet a clear scholarly definition and measurement of this concept is missing. Based on a detailed analysis of the Belgian federal cabinets, this research note explores the main characteristics and measures the length of the various caretaker periods. We find that Belgium was governed for no less than 1,485 days by a caretaker government between 2007 and 2020, which equals more than four full calendar years. This research note also presents a novel typology of caretaker periods based on the institutional and political practice within the Belgian legislative and executive branches. This typology can be used to assess caretaker periods at other levels of government as well as in other countries in order to improve our understanding of the many ‘faces’ that a caretaker government can take on.

    From 1964 (until around 1990), political science became the dominant approach within (local) administrative sciences in the Netherlands. This position was taken over from the legal approach. In this period, the concepts of politics, policy and decision-making were central to research and theory. In the period up to 1990, we still see a predominantly administration-centric or government-centric perspective among these political scientists, although we already see incentives from different authors for a broader perspective (the politics, policy and decision-making concepts remain relevant however) that will continue in the period thereafter. This broader perspective (on institutions, management and governance) took shape in the period after 1990, in which Public Administration would increasingly profile itself as an independent (inter)discipline. This essay tells the story of the (local) administrative sciences in this period as envisaged by twelve high-profile professors. The story starts in 1990 in Leiden with the (gradual) transition from classical to institutional Public administration, as is revealed in the inaugural lecture by Theo Toonen. This is followed by eleven other administrative scientists, who are divided into four ‘generations’ of three professors for convenience. In conclusion, the author of this essay argues that there is mainly a need for what he calls a (self-)critical Public Administration.

    In 2003, the WRR suggested in the ‘Deciding on Biotechnology’ report that individuals should not be given ownership of their personal genetic information (DNA) to prevent risk selection and exclusion. Yet, that does not seem politically and ethically feasible. From that perspective, the research question of this article is how to regulate ownership and use of genetic information. Better predictability of health and longevity risk, through genetic information and thanks to new developments in geno-economics, possibly in combination with ‘big data’, makes risk selection by insurance companies attractive. That holds more specifically for the pension system. In addition to insurance for investment risk, the pension system also offers insurance for longevity risk. In itself, selection for longevity risk via premium setting is not unwarranted since the ‘bad risks’ with long life expectancy are the highly educated, so that the current implicit risk solidarity in pension insurance in The Netherlands, unlike in health insurance, brings about more inequality. But an unrestricted risk selection does raise ethical and social questions and does not fit into the new pension system in the Netherlands. That is why good and extensive legislation is needed for property rights and the utilization of genetic information of individual citizens. A similar focus on regulation is also in order for the use of DNA information of the government in criminal cases. Here the question is what additional options the government should have to use the information to solve crimes.

    After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future.
