    Since 2003, decentralized audit offices in the Netherlands have been authorized to investigate the regularity of the administration conducted. The definition of ‘regularity’ and the scope of the regularity investigation is not described in the law or in the literature. In this article, a regularity investigation is defined as ‘testing whether the administration has complied with applicable law’. That applicable law consists of written and unwritten rules of law, and case law. Audit offices examine regularity less often than efficiency and effectiveness. However, they have started researching it more often than in the past, according to this article. Of the administrative audit office reports in 2019, 42% contained a regularity finding, conclusion or recommendation. Accountants also investigate the regularity. They do this in the context of the annual audit and limit themselves to financial regularity. The regularity audit carried out by decentralized audit offices is broader. In addition to written legal rules, it also focuses on unwritten legal rules and case law, it is not limited to financial subjects and the investigation period can be longer than one reporting year. The findings and conclusions of the audit offices regarding the lawful unlawful actions of the administration concern the consequences for citizens and companies and the consequences for the efficiency and effectiveness of the administration’s actions.

    In recent years there has been a lot of discussion about and movement in the position of local audit offices in the Netherlands, For example, there is currently a bill to strengthen the audit offices in the Dutch House of Representatives (‘Tweede Kamer’), and in recent years there have been drastic cuts in the budgets of many local audit offices. The development of local audit offices nationally is therefore strongly determined by politics. Partly for this reason, it is wise to look beyond national borders and gain insight into the development and position of the local audit institutions in other European countries. It is striking that the majority of the regional European audit offices are not only considerably larger and perform more tasks – in addition to performance audits, they also audit the annual accounts – but also that there are considerably fewer decentralized audit offices per country. In addition, there are major differences in powers. For example, regional audit offices in France can in some cases impose fines and take certain cases to court. Despite the large differences, however, there are also many similarities between the various European decentralized audit institutions. For example, all audit offices conduct performance audits and independence is almost always properly guaranteed by law. The article concludes with a plea for the Dutch situation to be somewhat more in line with the development of the European decentralized audit institutions.

    In the more than 15 years that decentralized audit offices have existed in the Netherlands, little attention has been paid to the research methods they use. This article focuses on how the research methods used by decentralized audit offices have developed and to what extent they use new technology. New technology has changed a lot in 15 years, which offers new possibilities for research, but also raises new questions. Based on an empirical analysis of audit reports, it can be concluded that decentralized audit offices adopt a standard approach to document and file analysis and interviews, with only limited application of innovative technology. On the basis of a theoretical exploration of the relevant literature and a simple qualitative analysis of research by the Netherlands Court of Audit and the Rathenau Institute, a framework has been developed in which the opportunities and risks of the application of new technology in decentralized audit office research are described. This can provide a handle for future application. Decentralized audit offices can use this for (more) reflection on their research methods and innovation, in order to develop to maturity while remaining young.

    This article focuses on the regularity audit carried out by decentralized audit offices in the Netherlands. Decentralized audit institutions have been given a limited task assignment from the legislator for this type of research. It was expressly not the intention that the audit office repeats the (financial) regularity audit done by the accountant, nor was the decentralized audit office given a role in the so-called indemnity procedure. The decentralized audit office’s role is primarily to carry out a system test of regularity. A positive side effect of this limited task assignment has been that decentralized audit institutions have not started to practice regularity audits as a separate activity. Monitoring the relationship between regularity, efficiency and effectiveness can protect an audit office from pitfalls. While this working method is maintained, new opportunities will arise for decentralized audit institutions. The accountant will soon no longer have primacy in assessing (financial) regularity, but the municipal and provincial Executive will instead report directly to the municipal and provincial council in an annex to the annual accounts. The accountant will continue to monitor whether what is stated in this annex about regularity is correct and complete. This offers new possibilities for the decentralized court of auditors to assist the council in its monitoring and contextualizing role, and in forming an opinion on regularity.

    In the light of the broader debate on the mediatization of politics, this study wants to better understand how the media perceptions and media behaviour of politicians are related to their appearances in the news. We opt for an innovative actor-centred approach to actually measure the views and actions of individual politicians. We combine surveys conducted with 142 Belgian representatives with data on politicians’ external communication behaviour and on their appearances in television news, newspapers and news websites. The results show that media behaviour is not so much related to beliefs of media importance. We do find a significant positive relationship between strategic media behaviour and media attention suggesting that politicians who put in more effort appear more often in various news media. However, this positive relationship depends on the specific form of strategic communication and the political position of the legislator. Our study adds to the mediatization literature by showing how and when politicians are successful in obtaining media attention.

    Belgium is probably the world’s best known case of where caretaker governments reside. Yet a clear scholarly definition and measurement of this concept is missing. Based on a detailed analysis of the Belgian federal cabinets, this research note explores the main characteristics and measures the length of the various caretaker periods. We find that Belgium was governed for no less than 1,485 days by a caretaker government between 2007 and 2020, which equals more than four full calendar years. This research note also presents a novel typology of caretaker periods based on the institutional and political practice within the Belgian legislative and executive branches. This typology can be used to assess caretaker periods at other levels of government as well as in other countries in order to improve our understanding of the many ‘faces’ that a caretaker government can take on.

    The recent decentralization of many healthcare and welfare responsibilities from the national to the municipal level in the Netherlands was aimed at reducing unnecessary bureaucracy and giving discretion to the professional. However, this is not (yet) fully achieved. Therefore, calls have been made for more purpose-driven organizations. Pro-social rule breaking, which refers to acts of rule breaking motivated by the benefits that this creates for citizens, might be a way to make organizations more focused on their organizational purpose. Since little is known about the antecedents of pro-social rule breaking, this article looks at the possible effects of red tape and supportive leadership on pro-social rule breaking behavior of professionals. Based on a quantitative large-n study of professionals in the social domain, the results show that red tape significantly affects pro-social rule breaking. Stimulating leadership does not affect pro-social rule breaking behavior, which may be caused by the fact that intended leader support is not be perceived that way by the professional. The article concludes with a discussion on the desirability of rule breaking in a public sector context, followed by practical implications and further avenues for researchers.

    Bureaucracy and ‘red tape’ are seen as a main annoyance in healthcare practice. ‘Rules’ like guidelines and performance indicators would withdraw professionals from their real work, that is, helping patients. However, rules may also improve quality of care if they foster high quality practices. In this research, we explore how healthcare rebels deal with rules in their everyday work: how rebels ignore, engender and bend rules to build new environments for doing good care. Drawing on ethnographic research in three hospitals in the Netherlands (2017-2018), we reveal how rebels build and care for clinical microsystems containing their own clinical unit and related contexts (e.g. pharmaceutical suppliers, ICT companies, primary care) to evoke alternative and situated practices of good care delivery – i.e. focusing on quality of life and person-centred care. Rebels enact mechanisms of decoupling and recoupling to disconnect rules that embark on good care in specific patient situations, and build new routines that foster good care. However, such caring practices are hard to generalize as they often occur ‘under the radar’ and hence remain hardly noticed to the outside world. We argue that through revising accounting processes, and paying more attention to narratives of good care, more convenient quality systems could be found.

    Both education and housing are highly regulated sectors in the Netherlands. According to various stakeholders, regulations and formal and informal rules hinder the development of new initiatives aimed at providing attention to personal needs and wishes of children (in education) and older people (in housing). This article focuses on founders of initiatives in both sectors that, despite institutional obstacles, dare to do things differently. We adopt a rebellion perspective, which focuses on how individual and collective actors aim to create favorable circumstances for providing better services, even if this means they have to disrupt existing institutions. In-depth interviews were conducted with 22 founders of rebellious initiatives in education and housing for older people. According to the founders, what makes them different from others is having a dream, learning by doing, and critically assessing rules and regulations. Founders in both sectors not only interpret rules differently, but also try to change them. In order to do so, they need supportive internal and external contexts, which they create through personal contacts and social media. Although rebellion in both sectors has many similarities, sector-specific institutional settings and past events do shape its appearance.

    Combatting the coronavirus politicians and policy makers have to continuously make a trade-off between public health and democratic rights. How do citizens’ attitudes towards democracy develop in a pandemic? In this study we test whether changes in the information environment affect citizens’ trust in the local and national government. Moreover, we study whether changes in the information environment are associated with the perceptions about the extent to which democratic processes are under pressure. We address these questions using a five wave panel study in the Netherlands conducted between April and September 2020. We find that during this period media use and political trust decreased. Moreover, Dutch citizens are worried about the effects of the corona crisis on local and national democracy. When it comes to the effects of media use on political trust and attitudes towards democracy, we find that media use has a limited effect on attitudes towards democracy. If anything, consuming news via the public broadcaster has a positive effect on political trust. To conclude, our study provides descriptive evidence about the development of attitudes towards democracy in the Netherlands during a major public health crisis. Dutch citizens are worried about democracy but media play a limited role in amplifying or reducing these worries.

    In the past decade, large infrastructure projects in the Netherlands have often been implemented through Public-Private Partnerships (PPPs), specifically using Design-Build-Finance-Maintain (DBFM) contracts. While the decision to implement projects through PPPs is based on expected advantages for internal parties – the public and private partners in the PPP –, there is a call for more focus on the advantages and disadvantages of PPPs for external stakeholders. External stakeholder management in DBFM projects is based on a contractual division of risks and responsibilities between the partners. However, it is clear from the literature that the contract does not guarantee successful stakeholder management. Relational aspects are important. Little research has been done, however, into the interplay of contractual and relational aspects in achieving successful stakeholder management. This article addresses this research need. A comparative case study was conducted into the PPP projects A9 Gaasperdammerweg and A16 Rotterdam. The study first shows that sanctions, when combined with a relational approach, have a positive effect on the relationships with stakeholders. Second, external stakeholder management cannot be simply outsourced to the private partner and continuous involvement of the public partner is important for success.

    The cabinet has decided to set up a national inspectorate with the task of supervising the quality and the rule of law of the public services provided by the tax authorities. The reason for this is the persistent problems surrounding the Tax and Customs Administration for years (organization, management, IT, personnel) and more recently the crisis surrounding the supplementary child benefit. The Netherlands is not the first and will soon not be the only country with a special regulator for the tax authorities and which focuses on legal protection of taxpayers and the quality of the service. In this article, we ask ourselves how the institution of the new Dutch inspectorate relates to the situation in various foreign countries and we examine which dilemmas and policy questions these raise. We note that with this new inspection the Netherlands is in tune with the situation in various foreign countries. Regarding the relationship and cooperative relationship with the National Ombudsman, the guarantee of the independent and impartial exercise of inspection supervision and the increasing importance of a Charter of the rights of taxpayers, a few important policy questions remain in a comparative sense.

    Subsoil interventions in the Netherlands are crucial elements in the transition to a sustainable energy future. These subsoil interventions concern reduction of fossil energy mining, extraction of thermal energy, energy storage and CSS storage. These geo projects cause tensions. Planning under the mining law leads to local resistance, debate and often delay or cancelling of initiatives. The central characteristics of this planning are an important cause. As the transition to sustainable energy asks for more interventions in the subsoil, these tensions get problematic, and hinder the transition. In this article we investigate this problematic nature of planning under the mining law. In examples we show the problems, and accordingly we analyse them. We explore a more prominent role of local actors, using localism and soft power. With this article we want contribute to national and international discussions about the planning and governance of subsoil initiatives and strengthening of local involvement in these.

    Prestigious urban projects demonstrate many insights in the functioning of public administration. Especially, prestigious urban projects can teach us about what we call ‘managerial mania’. Following the perspective of behavioural public administration, this article observes significant characteristics of managerial mania, such as elated behaviour, an exaggerated positive self-image, infectious enthusiasm, selective argumentation, tunnel vision, and an unsubstantiated faith that plans will succeed. As a consequence of managerial mania, prestigious projects are at risk of cost overruns, project fiascos, or underdelivering the expected outcomes promised by politicians or top-level managers. This article explores the phenomenon of managerial mania based on examples of large and controversial urban projects. Furthermore, this article describes and analyses the symptoms of managerial mania, its implications, and its mechanisms. Finally, the authors suggest some means of restraining the most extreme forms of managerial mania.

    There is much research available about the development and government participation of new political parties (e.g. Pedersen, 1982; Deschouwer, 2008). Scholars show that survival for new political parties is often difficult, as they in general had little time for party building (Bollyer & Bytzek, 2017). Moreover, the expectation for specific types of new parties, mainly anti-establishment parties, is that they pay a high(er) electoral price when participating in government (Van Spanje, 2011). The Dutch case of the local political party of ‘Leefbaar Rotterdam’ (Livable Rotterdam, LR) is a noteworthy exception to this rule. It won the Rotterdam local election in 2002 with almost 35 percent of the votes, only months after its establishment. Until this day, LR remains an electorally large and relevant political party, participating in Rotterdam government twice (2002-2006 and 2014-2018). The article shows that in comparison to some national new political parties, LR succeeded in building a solid party organization and that from a party institutionalization perspective, it can be considered an institutionalized party. Regarding theory, it provides some additions to party building literature, such as the importance of personal relations and the balance between organizational unity and member autonomy.

    From 1964 (until around 1990), political science became the dominant approach within (local) administrative sciences in the Netherlands. This position was taken over from the legal approach. In this period, the concepts of politics, policy and decision-making were central to research and theory. In the period up to 1990, we still see a predominantly administration-centric or government-centric perspective among these political scientists, although we already see incentives from different authors for a broader perspective (the politics, policy and decision-making concepts remain relevant however) that will continue in the period thereafter. This broader perspective (on institutions, management and governance) took shape in the period after 1990, in which Public Administration would increasingly profile itself as an independent (inter)discipline. This essay tells the story of the (local) administrative sciences in this period as envisaged by twelve high-profile professors. The story starts in 1990 in Leiden with the (gradual) transition from classical to institutional Public administration, as is revealed in the inaugural lecture by Theo Toonen. This is followed by eleven other administrative scientists, who are divided into four ‘generations’ of three professors for convenience. In conclusion, the author of this essay argues that there is mainly a need for what he calls a (self-)critical Public Administration.

    For administrative sciences in the Netherlands in general and for local administrative sciences in particular 2021 is a special year. It is the year in which our Dutch journal Administrative Sciences (the first issue was published in November 1946) celebrates its 75th anniversary, even though 1947 was the first full volume. But it is also the year in which it is 100 years ago since its predecessor, Municipal Administration, was founded; the first issue was published in January 1921. This means that we can speak of 100 years of having an (academic) journal for local government in the Netherlands. In 2016 we paid extensive attention in an editorial to the start of our Administrative Sciences journal and the men (and a woman) who have worked in it from the very beginning. In this editorial, we therefore draw attention to the men from the very beginning (this time there was no women involvement) of the Municipal Administration journal. It is the first academic journal in the field of local government in the Netherlands, first published every two weeks from January 1921 and on a monthly basis after 1922. The editorial board of the new journal was entrusted to a committee, of which, in addition to the board of the VNG (that is the Dutch association for municipalities) and its secretary, six people were members: Herman Nieboer (after his sudden death on 16 November 1920, he was replaced by Willem Drees in January 1921), Gerrit van Poelje, Willem van Sonsbeeck, Ate Roelof Veenstra, Bastiaan Verheij and Jacob de Wilde. Henri Vos, Pieter Bakker Schut and Jakob Herman van Zanten joined them in 1922.

    This contribution analyzes the degree of relevance that administrators of independent administrative bodies (ZBOs) and agencies assign to their accountability relationships with social stakeholders. Although there is a lot of attention for social forms of accountability in the scientific literature, no large-scale quantitative research has been conducted into how administrators of implementing organizations experience this accountability. This study fills this gap on the basis of survey research by: (1) mapping the importance of forms and practices of social accountability for implementing organizations; and (2) weighing potential explanations for differences in the importance of social accountability in implementing organizations. The authors show that administrators of ZBOs and agencies in the Netherlands attach great importance to accountability towards their broad public environment, also compared to other countries with similar types of implementing organizations. This observation is in line with the Dutch reputation of consensual and interactive governance. Differences in the importance of social accountability between implementing organizations cannot be explained by the vertical accountability relationship with the parent department or other institutional organizational characteristics. The analysis shows that social orientation is greater among ZBOs and agencies where the media has more influence over administrators. Social accountability is associated with greater perceived media pressure.

    The police use all sorts of information to fulfil their tasks. Whereas collection and interpretation of information traditionally could only be done by humans, the emergence of ‘Big Data’ creates new opportunities and dilemmas. On the one hand, large amounts of data can be used to train algorithms. This allows them to ‘predict’ offenses such as bicycle theft, burglary, or even serious crimes such as murder and terrorist attacks. On the other hand, highly relevant questions on purpose, effectiveness, and legitimacy of the application of machine learning/‘artificial intelligence’ drown all too often in the ocean of Big Data. This is particularly problematic if such systems are used in the public sector in democracies, where the rule of law applies, and where accountability, as well as the possibility for judicial review, are guaranteed. In this article, we explore the role transparency could play in reconciling these opportunities and dilemmas. While some propose making the systems and data they use themselves transparent, we submit that an open and broad discussion on purpose and objectives should be held during the design process. This might be a more effective way of embedding ethical and legal principles in the technology, and of ensuring legitimacy during application.
