    Today’s aldermen work in several different environments. They should reckon with society but also with local council, the municipal organisation, the mayor and fellow aldermen. The tasks are very clear, but how an alderman completes these tasks is very personal. For alderman Rensen his authority starts with trust. Personal and sincere relationships are the key for Rensen. His goal is to connect society to local politics and reduce the gap between the two. It is of great importance to be aware of your position and authority as an alderman. By means of this essay, he would like to give you a glimpse into his world as a social-demoratic alderman and the way in which he applies his core values in his daily work.

Samenvatting

    In this article the case is made that, unjustly, there is a lack of interest in the topic of cybersecurity of on the part of public administration scholars and professionals in the topic of cybersecurity. ICT has become persistent in society and so has cybercrime, cyber sabotage and cyberespionage. The threats are real and growing. There is market failure and consequently there is a need for government intervention. This poses new challenges to governments as jurisdiction problems and sovereignty-issues arise, together with the dominance of private actors. The authors argue that a multistakeholder approach in such a networked environment is crucial but not sufficient. The concepts of Lessig and Thaler/Sunstein are used to sketch new and broader potential policy strategies.

    Cybersecurity is becoming increasingly vulnerable. DDos attacks, phishing e-mails, ransomware, Russian hacker attacks on the head office of a political party are all part of our daily online businesses, for governments too. Governments play various roles here. They are internet users and rely on information on the internet. They are also suppliers of online information and in these roles they are connected to citizens, companies and other governmental organisations. Because of the role they play in society, the government possesses huge quantities of – often sensitive – information. They have the legal and moral obligation to be careful with this information and to secure it properly. Providing adequate security for information, however, is not an easy task for governments, especially because they usually do not operate in isolation. What factors threaten the security of government information and the systems involved? And who is accountable for the security of the information chains that are becoming complex as a consequence of cooperation between organisations?

    Transparency is said to be paramount for citizen’s trust in (semi-)governmental organizations, such as regulators and supervisory bodies, yet there is little empirical research in this area.
    In an experiment we investigated the effect of different forms of transparency on citizen trust in a Dutch financial regulator. Our measure of trust consisted of three components: Competence, Benevolence and Integrity. Two types of transparency were used (rationale transparency and process transparency) in three different scenarios, one positive for the regulator and two negative.
    Transparency, and especially when focused on the ‘why’ (rationale) led to slightly more trust by citizens. This effect was most pronounced in the Competence-component of our trust-measure. Interestingly, even being transparent about negative news – i.e. admitting that mistakes were made and focusing on the ‘why’ – does not necessarily decrease trust. In contrast, negative information that focused on the ‘how’ (process transparency) yielded a negative effect on trust.
    We conclude that even when the message portrays negative information about the regulator, it pays to be transparent and communicate about it. Information should focus on explaining the rationale and underlying principles of a decision, and less on how the decision was taken.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    According to many commentators, the system of science is in a crisis: it is characterized by perverse incentives, it is contested and misused, and it has lost its authority. In this essay, I suggest that the answer to this crisis lies in a broadening of the notion of scientific integritiy from the conduct of individual researchers to the wider context of the science-policy-society interface. Specifically, I argue for the need to foster what I call here ‘relations of integrity’. In these relations, science reflects on the role it plays and takes into account the context in which knowledge is produced and used. It has to maintain independence, while fully recognizing that value free knowledge does not exist and that multiple forms of independence are possible, and it needs to be accountable for the decisions it makes and for the consequences of those decisions.

    For aldermen in Dutch municipalities, ‘integrity’ increasingly seems to be an important factor causing their downfall. A lot of aldermen have resigned in the recent years because of ‘integrity’ and invariably local and national media were actively involved in this process. This article deals with the question of the role of the media in integrity affairs involving aldermen that have to resign. To answer this question, the authors analysed ten affairs that occurred in 2014 in which an alderman had to resigned (forced or voluntarily) because of integrity issues. The analysis shows that local media, regardless of how small they may be and how limited their means, often report extensively about integrity issues. In some cases, local media even act as accountability forums that call these aldermen to account. In other cases, the coverage in local media leads to further questions and calls for political accountability in the municipal council. Sometimes the media ‘merely’ report on the debates between the municipal council and the municipal board, but by doing so magnify the impact of an affair in the local community. In this way, the media fulfil their democratic role as watchdogs of local democracy, a role in which they bark loudly, often persistently and sometimes venomously about (alleged) integrity affairs.

    The article aims to compare the current legal status of codes of conduct (if any) in five different EU-countries. Its starting point is the recent legal initiative in the Netherlands to abolish the existing status for officials and to replace it with contracts of employment. The parliamentary initiators indicate ethical elements as crucial for the employment relation in the public sector. Does this imply that a code of conduct has to be established?
    The article first focuses on the historical evolution of codes of conduct in different EU-Member States. Within the UK, integrity has always been considered a key stone of the civil service. However, it took until the nineties until a code of conduct was set out. The spread out of the importance of integrity for civil servants has spread out later in continental Europe. The impact of the theory of New Public Management, through the OECD, was therefore crucial. Consequently, Belgium and Germany developed codes of conduct while France and the Netherlands paid more attention to weight of ethical behavior in the public sector.
    Currently, it stays beyond any doubt that the codes of conduct in the UK have got a binding legal value. This value has not yet been achieved by the Belgian and the German codes. The article defends the point of view that a binding code in the Netherlands can be a useful tool.

    According to the policy makers of the Dutch police the more complex society for years requires a police organization that can operate as a network player, or even network director, in ever increasing local safety networks to fulfil the police functions of criminal investigation and maintenance of public order in an effective manner. This claim hardly seems to validated by empirical evidence. Validation is important because research shows that a lot of time is spent on the police network function within community based policing. The question is if this time is spent in an effective manner. Therefore this article addresses the question of the revenues of the police network function within community based policing for the core tasks maintenance of political order and criminal investigation. Based on a policy analysis, interviews and five weeks of participatory research in one police force in the Netherlands, the authors conclude that the policy of the police is only to ‘take’ out and not ‘give’ to local safety networks, although according to the practice and the network literature networkers from the police should give to be able to achieve results. Because the police network function does contribute to the quality of life and the social safety in the community, the authors believe that the community is best served by police officers that have a broad network function.

    In the public as well as the semi-public sector numerous codes of good governance have been written. Although theses codes clearly lay down which public values must be the foundation of our administration, our newspapers often show examples of bad governance. It is striking that these codes mostly just picture an ideal, but do not give insight in tough considerations. In this article the authors show that different public values mentioned in codes are all worth pursuing as such, but that they in practice collide with each other. The manner in which administrators, managers and executives cope with such dilemmas, determines public opinion on good governance. Two cases have been researched: a municipality and a hospital. Through a Q-research six value patterns are demonstrated to exist in these cases. In addition (through interviews) the authors have discovered which values exactly collide in the cases, and which strategies are used to cope with collisions of values.

    The private security sector is rapidly growing and their operations more and more comprise policing and public order maintenance, tasks which to date have been government’s primary responsibility. Some fear this development because the private sector is characterized by market values as profitability and efficiency instead of public sector values such as lawfulness and impartiality, putting the quality of public safety at risk. In this article the professional values, norms and motivations of police officers and private security employees in the Netherlands are compared on the basis of a standardized survey. The main conclusion is that there are large differences in how both groups perceive each other, however the underlying professional morale is actually more similar than different.
