    Municipalities have increasingly adjusted their policies in order to better respond to the problematic social and economic participation of permit holders. The core elements within the chosen policies seem to consist of an early activation, combining language and professional training, and providing customization in the support of these newcomers. In this article, this policy change has been studied in the municipalities of Amsterdam, Rotterdam and Utrecht. It becomes clear that a more successful approach only succeeds when permit holders are offered additional and tailored support. For all three municipalities, this means that more permit holders are reached by the available support measures and that local policy makers can better respond to individual needs and possibilities. In addition, these municipalities pay more attention for sustainable labour market participation. At the same time, it is evident that no rapid successes are being made with this new course. In particular, more vulnerable permit holders, including those with low levels of education and women, are not always reached by municipalities. We also see that many of these newcomers must be supported for a long time, even if after have found a place on the labour market. Therefore, evidence suggests that without additional measures there is a good chance that the perspective on social and economic participation for many permit holders in the Netherlands will be extremely limited.

    In the aftermath of the last millennium a vice minister intended to realise what his predecessors of almost 25 years planned but never accomplished. The cultural expressions of immigrants were supposed to become integrated in the general cultural policy and the subsidized cultural organisations. The article explores why the policies never were formulated and implemented as the various (vice-)ministers explicitly intended.The main reason seems to be the dominance of the romantic universal interpretation of the notion ‘artistic quality’. The mentioned vice minister explicitly challenged this dominance, but didn’t succeed.Subsidies in the cultural sector were and are mainly allocated because of the artistic quality of cultural expressions. The majority of the key actors in this sector such as advisors, cultural institutions, politicians tend to have a romantic universal perspective on quality. These actors seemed to be unwilling or unable to broaden up their conception of quality. Due to this special implementation arrangements were created for the cultural expressions of immigrants. This implied the integration never was accomplished, and over time both cultural institutions and immigrant initiatives seemed relatively content with these arrangements.

    In many European countries immigrants play an important role as employees in the elderly care sector. They are employed by a care providing organisation, or directly by a family as private care assistant. By contrast, in the Netherlands such a development is hardly visible. This article investigates why relatively few migrant workers are employed in Dutch elderly care. The Dutch situation is compared with developments in Italy, Great Britain and Austria. I assess explanations based on demand side, supply side and cultural factors and conclude that especially the large public investments in Dutch elderly care can explain the limited demand for migrant workers. A restrictive immigration policy and language and historical factors play only a minor role. Whether a larger demand for migrant workers will emerge in the future, therefore depends on developments in public elderly care policy.

    Since 1994, the concept of citizenship is a central concept in Dutch Integration policy for immigrants and their descendants. Gradually, the concept has become a moral category of good and active citizenship, associated with all kinds of obligations. Since the turn of the century it is even used to urge on – especially – Muslims to assimilate to mainstream culture and fundamental norms and values. This contrasts sharply with the Dutch multicultural policy of the 1980s. How is it possible for political and policy discourse to change in such a radical way within a few decades? And what role played the concept of citizenship in these changes? This article seeks to answer these questions by investigating how the concept of citizenship has been interpreted and applied differently over time in Dutch discourse on integration policy, focussing on issues of unity versus ethno-cultural diversity. With this purpose, first, the concept of citizenship is defined and differentiated in four dimensions and various perspectives. Next, Dutch political and policy discourse of the last 25 years is examined in broad lines. Subsequently, the Dutch discourse is analysed in more detail in debates of the last decades on dual nationality and on civic integration policy.

    According to many observers, multicultural integration policies have strongly eroded in the Netherlands since the early 1990s and particularly following the rise of Pim Fortuyn in 2002. In this view, the Netherlands now follow harsh, assimilationist policies that threaten the foundations of democracy. Policy studies on the local level have however found strong continuities. This article investigates changes and continuities in Dutch integration policies on the national level. The cross-national policy data compiled in the Migration Policy Index show that the Netherlands are in 2007 still among the European countries that offer immigrants and their descendants the largest degree of legal equality. Comparative data on accommodation policies regarding immigrant cultures and religions show that Dutch policies are still culturally pluralist compared to most other European countries, e.g., by recognizing immigrants' ethnic and religious identities and practices, subsidizing and incorporating their associations, and providing preferential access to public sector jobs. Quantitative comparative policy data are supplemented by qualitative examples of pluralist policies in the media, the police force, and nature conservation and recreation. The article concludes that in spite of rhetoric to the contrary, there is strong path dependence in Dutch integration policies, also on the national level.

    In public debate on immigrants' political ties with their country of origin, two assumptions prevail. The first assumption is that many immigrants engage in transnational political activities. The second is that forms of transnational citizenship are an impediment for the development of local citizenship. However, so far little research has been done on the importance of, and the relationship between, local and transnational citizenship. In this article, we focus on local and transnational forms of active citizenship, here understood as the total of political practices and processes of identification. Our study, conducted among middle-class immigrants in Rotterdam, indicates that the importance of active transnational citizenship should not be overstated. Among these middle-class immigrants, political practices are primarily focused on the local level; political practices directed to the home country appear to be quite rare. If we look at processes of identification, we see that a majority of the middle-class immigrants have a strong urban identity. Many of them combine this local identification with feelings of belonging with people in their home country. These local and transnational identifications seem to reinforce, rather than impede, each other.

'We can do better than that!'

Over de toekomst van het stelsel van sociale zekerheid in het licht van immigratie en integratie van niet-westerse immigranten

    This article sketches four more or less excluding future scenarios with regard to immigration and social security. Its objective is to find an answer to the question how the Dutch welfare state and more in particular the system of social security can contribute positively to both labour market participation and social integration of non-western immigrants. The four scenarios, constructed on the basis of two dichotomies open versus closed country borders and privatised versus collective social security, can be perceived as ideal types. Although none of the four scenarios will contribute unequivocally to solving the problem of labour market participation and social integration of immigration, it turns out that two scenarios will be more realistic, given in particular the long-term development of the social security system towards further privatisation. These are the scenarios that combine privatised social security with open or closed borders. The first scenario will be more beneficial from an economic viewpoint. By contrast, the second scenario will be more attractive for those people who primarily want to restrict immigration.

    It is generally assumed that unsafety is typically urban, as the urban environment offers opportunities for criminality and contains in addition a lot of illegality and marginality. However, empirically grounded understanding of the relation between criminality and the social and physical characteristics of the urban environment is limited. Therefore this contribution explores the (spatial) connection between the social and physical environment and different forms of criminality. In this respect some common assumptions exist, such as the idea that the residential composition of neighbourhoods is strongly related to criminality; especially when residents are poor or immigrants. In addition, anonymous and massive urban environments would ask for criminality due to a lack of social control. Far less often does one point to the relation between criminality and the presence of a visiting population, as in city centres. Our analysis supports this relation: criminality in cities is connected with the opportunities offered in city centres. This insight is important for the organisation of police work.


Sako Musterd
Sako Musterd (1953) is hoogleraar Stadsgeografie aan de Universiteit van Amsterdam. Zijn onderzoek, dat hoofdzakelijk internationaal vergelijkend is, richt zich op ruimtelijke segregatie en sociale uitsluiting in grote steden in Europa en op actuele stedelijke dynamiek en herstructurering in regionale setting. Recente studies betreffen de evaluatie van theorieën over buurteffecten aan de hand van grootschalig longitudinaal onderzoek in Zweden en Nederland en onderzoek naar de voorwaarden voor de ontwikkeling van op kennis gerichte steden. Musterd is onder andere lid van de redactie van het International Journal of Urban and Regional Research; van Housing Studies; en van Population, Space and Place.

Wim Ostendorf
Wim Ostendorf (1948) is universitair hoofddocent Stadsgeografie aan de afdeling Geografie en Planologie en aan het AME (Amsterdam study centre for the Metropolitan Environment) van de Universiteit van Amsterdam. Hij doceert Stadsgeografie en Methoden en Technieken en begeleidt promotiestudenten. In zijn onderzoek is hij gericht op urbanisatieprocessen en op problemen van grote metropolitane gebieden wat betreft bevolking, segregatie en huisvesting. In zijn recente onderzoek heeft hij zich onder meer bezig gehouden met segregatie en sociale uitsluiting in grote Europese steden (in Europese onderzoeksprojecten als URBEX, Neighbourhood trajectories en RESTATE), met kansarmen en met de betekenis van de sociale samenstelling van de woonbuurt voor het voortduren of versterken van kansarmoede.

Rinus Deurloo
Rinus Deurloo (1942) is universitair hoofddocent aan de Universiteit van Amsterdam, afdeling Geografie en Planologie en coördinator van het GIS-Centrum van de faculteit Maatschappij- en Gedragswetenschappen. Hij verricht methodisch-technisch onderzoek op het gebied van verhuis- en woningkeuzegedrag en op het terrein van stadsgeografische toepassingen van Geografische Informatie Systemen (gis).     It is often claimed, that there is a clear relationship between the Dutch experience with the 'pillarization' of national minorities in the nineteenth and twentieth century, and the 'integration' of ethnic minorities in Dutch society by government policies since the 1970s. This claim has never been substantiated though. In this article, the relationship is examined systematically on the basis of an analytical distinction between the 'organizational principles' and the 'rules of the game' of pillarization. It is concluded that traces of the organizational principles and the rules of the game of pillarization can, indeed, clearly be found in the minority policies of the 1970s and 1980s, but that since the early 1990s a process of 'de-pillarization' of government policies has set in. The article shows that in the early twenty-first century the experience with pillarization can hardly be traced in the minority policies.

    Across Europe, urban education systems are struggling with the process of integration of immigrants in its schools. This article explores the most important aspects of this new urban phenomenon and its impact on urban school systems in the Netherlands. It clearly shows that ethnic segregation in elementary and secondary schools is widespread in Dutch cities. This ethnic segregation is caused by a combination of residential segregation, and, as our own studies prove, of parental choice. The article also deals with recent Dutch studies on the effects of segregation. Finally, it treats the question how schools and authorities, in a long-standing tradition of parental choice, are dealing with this segregation.
