    At the beginning of the corona crisis, there was a real wave of solidarity actions, for example people helping each other in villages and neighbourhoods, and buying food from close by. At the same time, opinion articles appeared about the historical-social context in which the COVID-19 virus could have such a rapid impact on society. These two observations have led to this research into the potential of citizen collectives in times of crisis. First, it was shown that, in combating the pandemic, governments paid little or no attention to the possibilities of citizen collectives to reach citizens in villages, districts and neighbourhoods through direct, personal channels. In contrast, the analysis of 20 opinion articles from the period March-June 2020 shows that the value shifts that most authors consider desirable to address the big issues in society are a good fit with the values that citizen collectives represent. For three domains – care and housing, work and food – this is illustrated with existing practices and new needs. Their conclusion is that the government would do well to make a strong appeal to the organizing capacity of active citizens, their networks and community strength when tackling major social challenges related to climate, energy, care, food and housing.

    Legislation is seen both as a problem and a solution for the lengthy process of spatial decision-making. The new Environment and Planning Act aims to speed up and improve decision-making on spatial projects. That sounds promising as an answer to the housing shortage. Can we indeed expect the Act to speed up housing projects? Will legal problems such as the protracted nitrogen crisis and appeals by opponents of new construction be prevented from now on? To answer these questions, this contribution first examines the (im)possibilities of using the instrument of legislation to tackle (spatial) problems. The subsequent analysis of accelerating measures in the Environment and Planning Act shows that a great deal of time is actually spent on activities that are not affected by legislative measures. High expectations of acceleration should therefore be tempered.

    The housing crisis is a social, political and policy issue that has not been as topical in recent decades as it is today. Over the past 25 years, the housing crisis has grown from an orphaned dossier to a problem that even has people taking to the streets. Starting from the issue attention cycle, after the alarm phase we are now in the contemplation phase of this cycle. Although the diagnosis of the problem is shared in this phase and agreement begins to emerge about the solutions, we also see the beginning of reflections on the effectiveness of the intended policy instruments and doubts about the feasibility of the objectives. Nowadays, the question is regularly asked whether major institutional changes should not be made to tackle the housing crisis. This article uses the current contemplation phase to address important institutional issues. The conclusion is that without thinking about institutional transitions, no major breakthroughs can be expected in the housing crisis and related spatial issues.

    Partly as a result of major problems on the housing market and in particular the large housing shortage, there is now a lot of attention for housing in both the press and politics. After many years of focus on more market forces and decentralization, the national government recently seems prepared to take more responsibility. In this contribution we try to interpret this turnaround by successively considering the main problems in the housing market, the development of government policy and possible solutions to the problems that have arisen. The emphasis is on the role of the national government. We conclude that, in view of the many spatial claims and the major investment tasks, it is important that the national government takes control and makes clear choices, which can then be worked out at regional and local level. By subsequently closely monitoring the developments and intervening if necessary, the central government can make adjustments on the intended housing policies.

    The Dutch Tweede Kamer is unique among parliaments because here the agenda is actually determined in a public, plenary meeting of all MPs. In the Dutch Tweede Kamer 30 members of parliament (MPs) can request a plenary debate. Many opposition parties request these debates, but only 23% of these are actually held. We examine the question ‘under what conditions do political party groups cancel or maintain proposals for minority debates?’ as a way to gain insight into the black box of parliamentary agenda setting. We examine two complementary explanations: issue competition and parliamentary style. We trace all 687 minority debates that were proposed between 2012 and 2021 in the Netherlands. This allows us to see what proposals for debates MPs make and when they are retracted. We find strong evidence that anti-elitist parties maintain more debate proposals than do other parties

    Since January 2020, European countries have implemented a wide range of restrictions to contain the COVID-19 pandemic. Yet governments have also implemented democratic compensators in order to offset the negative impacts of restrictions. This article aims to account for the variation of their use between Belgium, the Netherlands and France. We analyse three drivers: the strength of counterpowers, the ruling parties’ ideological leanings and political support. Building on an original data set, our results distinguish between embedded and ad hoc compensators. We find that ad hoc compensators are championed mainly by counterpowers, but also by ideology of the ruling coalitions in Belgium and the Netherlands and used strategically to maintain political support in France. Evidence on the link between embedded compensators and counterpowers is more ambiguous.

    Incidents in the semi-public sector regularly reveal the underlying problems of managerial mania and decline. Since the Parliamentary Committee of Inquiry into Housing Associations and the new Housing Act, there have been fewer incidents involving managerial hubris and risky projects. However, in the event of incidents, the share of administrative decline of often long-serving directors of small corporations in particular is still considerable. The question in this article is what forms of managerial mania and decline occur among corporation directors and what internal and external supervisors can do to identify and mitigate this in a timely manner. To answer that question, this article examines the theory and practice of managerial mania and decline. Case analysis shows which manifestations of managerial mania and decline there were in the housing association sector. Internal and external supervisors can counter managerial mania and decline by exchanging knowledge with each other about the weak signals of decline and effective forms of countervailing power.

    The integration of refugees in the Netherlands has been suboptimal for years. After receiving a residence permit, refugees are distributed across the country and dispersed over neighborhoods. However, since the 2015 refugee crisis, the municipality of Amsterdam has adopted a different approach. Here, refugees that have been granted residence live together with Dutch young adults in projects where they share facilities and play a role in managing the project. To what extent can such mixed housing projects help the integration of refugees? The Startblok Riekerhaven, which was the first project, was studied for a year with qualitative research. The findings show that mixed housing projects can stimulate the formation of social connections. In this way they can contribute to the integration of refugees in the Netherlands. Given the suboptimal results of the current dispersal policy, this is relevant for science and policy.

    Access to affordable, decent and secure housing is under increasing pressure in countries across the world, especially in burgeoning cities. This results in displacement, exclusion and increasing housing cost burdens. This theme issue consists of a collection of papers that approach inequality on urban housing markets from different angles. In this introduction to the special issue, we provide a framework to understand these various dimensions of inequality and their interconnectedness. We identify three scales of inequality: First, at the abstract level of housing systems, market developments and housing policies contribute to increasing housing costs and a reduction in affordable housing units. Second, at the urban level we identify increasing spatial segregation between populations as well as the intertwined trends of intensifying gentrification and suburbanization of poverty. Third, at the everyday level we can identify a loss of belonging among long-term residents of changing (gentrifying) neighbourhoods, while other residents may appreciate change. This also fosters the potential for conflict and poses new challenges to professionals dealing with families in situations of poverty. We argue that emerging inequalities at these different scales need to be considered as interconnected.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    The Dutch social housing sector is still recovering from a series of incidents that harmed the sector’s reputation drastically. Part of the recovery plan is the installation of an independent Housing Authority, who focuses specifically upon the ‘governance’ of housing corporations. This article explores the implementation and development of the Authority’s regulation strategy. It finds that although the strategy sharpens the focus of housing corporations and limits risky circumstances and behavior, it also triggers adverse effects. The Authority should therefore adopt a broader outlook, that is more sensitive to (1) the complexity of the social housing task, and (2) the pathologies of multiple accountabilities being placed upon the corporation(sector).

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    During the last ten years, the private rental sector in the Netherlands has experienced a rapid growth. In the larger cities, this sector grew with 30 percent, mainly as a result of the large amount of private persons operating as small scale landlords (buy-to-let). This article reflects on the findings of a recent report on the nature of the buy-to-let sector in the Netherlands, carried out by Manuel Aalbers, Jelke Bosma, Rodrigo Fernandez and Cody Hochstenbach. This takes their findings as a starting point, and positions the Dutch private rental sector in an internationally comparative perspective. Furthermore, this article explains the rise of the buy-to-let sector not just from a housing market point of view, but from a welfare state perspective. In different European countries, the private rental sector plays a different role in the housing market, which impacts on the availability and affordability of housing in urban areas. Moreover, rental income for buy-to-let or small-scale private landlords can be seen as part of the provision of welfare. For some it is a pension arrangement, for others a speculative investment. This article reflects on the policy recommendations that Aalbers cum suis propose in their report. To what extent are their proposals able to increase the availability and affordability of housing, without undermining the livelihood of landlords for whom the rental incomes function as social security arrangement?

    Over the past three years buy-to-let purchases have become a substantial presence in the Dutch housing market. Private investors buy existing homes in order to rent out. Rental yields have become attractive to a large group of individuals due to low interest rates and high rents. Though buy-to-let helps to increase the stock of rental homes (a broadly recognized need in the Netherlands) there are concerns about negative effects for instance on affordability for regular house seekers. A new group of buyers enters the market and this poses new or potentially aggrevated risks for the Dutch housing market, in particular regarding overall house price stability.
