    The regulatory agencies in various public service sectors are said to be changing (some) of their regulatory attention issues of internal governance of organizations in education, health care en social housing. This paper aims to assess how (if, at all) responsible actors within those organizations experience this shift in regulatory focus. We report on the findings from a survey with modest N, distributed at an early stage of this new policy. The paper shows that respondents have fairly divergent views on whether or not this regulatory shift has indeed occurred, something which is not uncommon for a new policy. We distinguish three mechanisms through which governance-based oversight may have an impact on public service providers. This new regulatory regime could 1) have an agenda-setting effect within organizations, could 2) stimulate organizational decision-makers to take well-considered decisions and could 3) induce a sense of relational felt accountability towards the regulator.

    The Dutch social housing sector is still recovering from a series of incidents that harmed the sector’s reputation drastically. Part of the recovery plan is the installation of an independent Housing Authority, who focuses specifically upon the ‘governance’ of housing corporations. This article explores the implementation and development of the Authority’s regulation strategy. It finds that although the strategy sharpens the focus of housing corporations and limits risky circumstances and behavior, it also triggers adverse effects. The Authority should therefore adopt a broader outlook, that is more sensitive to (1) the complexity of the social housing task, and (2) the pathologies of multiple accountabilities being placed upon the corporation(sector).

    In Dutch semi-public sectors of education, healthcare, and housing there is a tendency towards governance based inspection. The attention of inspectorates shifts from inspection on minimum quality standards to inspection on governance based quality improvement. The aim of this special issue is to learn more about the opportunities and risks of governance based inspection. The survey and sector articles show that governance based inspection (1) puts the responsibility of governors to stimulate quality on the agenda, (2) makes governors more aware of the quality targets they want to achieve within their organisations, and (3) has a deregulating effect. However, the risks are (1) reregulation via sector norms, (2) a lack of reality checks, and (3) a narrow focus on governors instead of the quality of public services. Consequently, inspectors have to learn new skills and competences. All in all, governance based inspection can complement but not replace other ways of inspection.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    During the last ten years, the private rental sector in the Netherlands has experienced a rapid growth. In the larger cities, this sector grew with 30 percent, mainly as a result of the large amount of private persons operating as small scale landlords (buy-to-let). This article reflects on the findings of a recent report on the nature of the buy-to-let sector in the Netherlands, carried out by Manuel Aalbers, Jelke Bosma, Rodrigo Fernandez and Cody Hochstenbach. This takes their findings as a starting point, and positions the Dutch private rental sector in an internationally comparative perspective. Furthermore, this article explains the rise of the buy-to-let sector not just from a housing market point of view, but from a welfare state perspective. In different European countries, the private rental sector plays a different role in the housing market, which impacts on the availability and affordability of housing in urban areas. Moreover, rental income for buy-to-let or small-scale private landlords can be seen as part of the provision of welfare. For some it is a pension arrangement, for others a speculative investment. This article reflects on the policy recommendations that Aalbers cum suis propose in their report. To what extent are their proposals able to increase the availability and affordability of housing, without undermining the livelihood of landlords for whom the rental incomes function as social security arrangement?

    Over the past three years buy-to-let purchases have become a substantial presence in the Dutch housing market. Private investors buy existing homes in order to rent out. Rental yields have become attractive to a large group of individuals due to low interest rates and high rents. Though buy-to-let helps to increase the stock of rental homes (a broadly recognized need in the Netherlands) there are concerns about negative effects for instance on affordability for regular house seekers. A new group of buyers enters the market and this poses new or potentially aggrevated risks for the Dutch housing market, in particular regarding overall house price stability.

    Despite the praise for Richard Florida’s new book The new urban crisis, it remarkably can be seen as an ‘urban confession’ or even as a ‘public penance’ for everything he wrote before in his glorious publication The rise of the creative class. That book offered the opportunity to look at the city in a different way and to formulate approaches for new urban politics. As a child, Florida and his family fled the city with its crime and other problems and moved to a suburb. As a young intellectual, Florida returned to the city, where he became interested in the role of the creative class in the process of re-urbanization. During his academic research, he discovered the ‘magic formula’ that cities could flourish by stimulating this creative class. However, his belief in this magic formula has eroded and now, about fifteen years after his publication, he admits he was mistaken. What seemed a solution appeared to be the cause of ‘the new urban crisis’. In his new book, the ‘urban optimist’ is replaced by the ‘urban pessimist’. New policies are needed that replace the concept of ‘the-winner-takes-all’ by ‘urbanism-for-all’ to stop the so-called ‘patchwork metropolis’ of segregated neighborhoods.

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    This paper will show how citizens’ summits in the Netherlands cope with diversity of participants and the impact of this on those initiatives. This provides insight in why diversity is hard to reach and what can be done to improve it. Presently, dissatisfaction about the Dutch democratic system is widespread. Solutions are being sought to strengthen Dutch participatory democracy. For this objective, citizens’ summits develop different kind of initiatives. However, citizens participating in these summits are a homogeneous group, namely mainly white, middle aged and highly educated. Mechanisms of exclusion, selection of candidates, homogeneous composition of the organization, and a dominating intellectual/rational way of debating are playing a role here. Citizens with different backgrounds need to be included in these initiatives to obtain a better representation of society’s voices. This notion has been strengthened by theory, which shows that diversity enables more creativity and innovation.

    This year we are celebrating volume 70 of the Dutch magazine ‘Bestuurswetenschappen’ (Administrative Sciences in English). The first complete volume was published in 1947, but the first issue had already appeared in November 1946, so last month our magazine had its 70th anniversary. It is an appropriate age to reflect for a moment on the launch of our magazine in this anniversary issue, because 70 is rapidly becoming the new 65. It is also an opportunity for us to pay respect in this editorial to those people who were involved at the launch of the magazine which happened under difficult circumstances (because of the consequences of the Second World War and the huge task of rebuilding the Netherlands). At the same time this homage is an impressive ‘who’s who’ of Dutch (and also partly the international) administrative sciences at that time, with many remarkable and influential characters playing a role. Apart from all the male authors and editors, one woman (Hermine Revers) was the editorial secretary of the magazine. Chief editor was Gerrit van Poelje, who is considered by many to be the founder of Public Administration in the Netherlands.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

    Since the euro crisis the EU has seen a deepening of integration with a new framework for economic and budgetary coordination. With the new framework reforms in pension or housing market are coordinated at the European level. This comprehensive set of rules and monitoring mechanisms has revived the debate on Europe’s democratic deficit. This article describes how the European Parliament (EP) tries to fill the democratic void in economic governance. The EP’s formal role is limited, but by using mostly informal mechanisms the EP is setting in motion an incremental process towards further control. This development should be seen in light of a political battle on the interpretation of the new rules, which has accordingly become increasingly politicized. The Dutch have always wanted a European economic policy on the basis of technocracy and rules, but at the same time Europe’s political union draws ever closer.
