    The labour market participation of recent female refugees in the Netherlands is very low. This is caused not only by the fact that a large proportion of the female refugee population has a greater distance to the labour market (than male refugees), but also because municipalities – for various reasons – offer more support to male refugees seeking to enter the Dutch labour market. This article is based on an explorative study we carried out into the labour market opportunities of recent female refugees and job guidance policies of Dutch municipalities. First, we explore how background characteristics of the group of female refugees and the municipal focus on supporting male refugees to quickly join the workforce, influence each other negatively and greatly limit the chances of female refugees at finding paid work. We then discuss the consequences for the participation and integration of these newcomers and their families, both for the short and long term. Finally, we discuss how female refugees can be supported more effectively towards labour market participation.

Diversiteit in bestuurskundig perspectief

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    This book focuses on gender equality policy in the Netherlands since 1974, when the issue made it to the political agenda and the major policy goals became attaining equal rights for women and equal status between women and men. The authors offer a chronological overview, intended for a wider audience, and focus mainly on the ‘second wave’ of feminism and the national level. In providing an overview, the book could have been a welcome addition to the existing literature on the topic, but it is marked by several flaws. It makes little use of this existing literature on the topic, neglects the policy input of women’s movement organizations, and the legal struggle on equal treatment. As the book lacks a central question, it does not provide an analytical analysis, an adequate definition of the scope of gender equality or discussion of the political difficulties of intersectoral policies. It also does not deal with the issue of implementation. Finally, there are too many inaccuracies and flaws in the references to make the book a reliable guide for a wider audience into the area.

    Citizen participation is firmly on the agenda of many Western policy makers. Numerous opportunities for individuals to participate in public decision-making have been created. However, few citizens use these opportunities. Those who do are often the highly educated, white, middle and upper classes that also tend to dominate other democratic spaces. Opportunities to become active can increase inequalities in terms of whose voices are heard in public decision-making. This fundamentally challenges the central democratic value of equality. Nevertheless, others can represent the interests of those who remain silent. Using the concept of representative claim this paper explores a variety of forms of representation (electoral, formal non-electoral and informal self-appointed) in the domain of social policy which is currently decentralized in the Netherlands. We conclude that especially informal self-appointed representatives such as medical professionals, churches and patient organizations can potentially play an important role in representing groups who often remain unheard in the public debate. They can therefore play an important role in ensuring the democratic quality of the decentralization process.

    In the past decades, employment and incomes were on the rise, social spending remained high while passive welfare states were progressively transformed into so-called ‘investment states’. Despite these favourable conditions, however, contemporary welfare states did not succeed in reducing poverty and inequality. What lies beneath the disquieting poverty standstill and how did welfare states miss this ‘window of opportunity’? In this article, we aim to shed more light on this question. We identify three structural trends behind the poverty standstill: rising employment has benefited workless households only partially; income protection for the working-age population out of work has become less adequate; social policies and, more generally, social redistribution have become less pro-poor. In other words, the reorientation of social expenditures to the employed occurred at the expense of those at risk in the labour market. The success of future poverty-reducing strategies will depend on the way policies aimed at labour market inclusion will be implemented and the emphasis on redistributive policies.

    This paper offers a critical empirical analysis of the policy terms ‘allochtoon’ and ‘autochtoon’, which have been used in Dutch public policy and administrative practices in recent years, as well as in general public discourse, to distinguish between people with a migrant background and those with a so-called native background on the basis of birthplace. Taking an interpretive policy analysis perspective, we present metaphor and category analyses to show the determining role that ‘place of origin’ has in the policy terms. The analysis includes a historical contextualization of the categories within Dutch policy discourse. The metaphor analysis focuses on the etymology of the terms, and the category analysis examines the taxonomy used by Statistics Netherlands since 1999. The role of ‘place’, and in particular country or land of birth, in these etymologies and taxonomies link to elements from ancient racial thinking, showing that ‘birthplace’ is a surrogate for race in this policy discourse. The analysis leads us to argue that the terms are inherently exclusive and that the exclusive work that the essentialist categories do is in marked contrast to the policy goal of integration.

    Fathers may fundamentally change their behaviour, depending on the context. In this article, this aspect was investigated on the basis of three exceptional practices. The 'standard practice' has been defined as a living unit consisting of a man, a woman and one or more children, with the man working outside the home at regular times (generally from 9-17 hours) and the woman being (largely) responsible for household and care tasks. We speak of an exceptional practice if the man works non-regular hours, or has an unusual working pattern, or is part of a special type of household. The study involved around thirty such households, subdivided into the households of homosexual fathers, shiftworkers and teleworkers. The main conclusion of the article into exceptional practices is that men's views and preferences as regards the distribution of tasks between men and women are closely linked to the context in which they perform these tasks. In households characterised by a more balanced distribution of tasks, the alleged skills and preferences of men and the tradition in which they grew up have become largely or totally irrelevant. It turns out that men's opinions may change in situations where men are forced to carry out certain tasks because of a change in circumstances (different working hours, working patterns or alternative lifestyles). In that case, even supposedly poor skills are suddenly of little or no importance. Being 'alone' at home with the children appears to be an important stimulus to actually perform care tasks.

    This article identifies institutions and arrangements concerning the reconciliation of working life and family life for various European countries. These institutions and arrangements concern time (flexible working hours and leave arrangements), money (tax systems) and facilities (childcare facilities). A fairer distribution of all work and care tasks requires proper facilities at national level in respect of childcare, parental leave, so-called leave savings schemes, the right to work part-time, etc. Such facilities are of particular importance while taking the first steps towards a fairer distribution: they will enable men to take on more tasks at home, while making it easier for women to work outside the home. The article concludes that with regard to reconciliation facilities, the differences between the several welfare states within the European Union are fading away. This is interesting, because as a result the EU countries are increasingly finding common ground in terms of solutions for reconciliation and more specifically the role of men.
