    Given the increasing importance of local administration and its range of tasks, it is important to know whether municipal councils are succeeding in properly controlling the administration. That is one of the main tasks that has been entrusted to the municipal council when dualism was introduced in the Netherlands in 2002. Council members are aware of the importance of the monitoring task, but little is known about the way in which they perform this task. Research in ten Dutch municipalities into the use of the available set of tools for framing and monitoring shows that municipal councils make little or no use of some of the instruments, in particular with regard to information gathering and the support of the council. Good information provision to the council sometimes appears to be subordinated to the political importance of the coalition. And everywhere councillors are struggling with the set of programmes for programme budgeting and accounting introduced during the dualisation process: it offers insufficient possibilities for framing and checking. In the absence of a clear assessment framework, it is not possible to determine whether this detracts from the effectiveness of control and framework. What good or effective control is and what its purpose is are also apparently not a topic for discussion in the local arena. This article shows (a) that council members can make more and better use of available framework and control instruments and the possibilities for supporting the council; b) the instrument of the programme budget (and the program account) does not seem to live up to the expectations of the dualisation process; c) mayors, as chairmen of the council, do not always feel responsible for the proper provision of information for the council and, in a broader sense, for better positioning of the council as a framework-setting and controlling body. More leadership is required here.

    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    Naar aanleiding van 25 jaar Vereniging voor Beleidsonderzoek staat dit artikel stil bij de rol van beleidsonderzoek. Het belang daarvan wordt nogal eens onderschat – zowel door beleidsmakers als onderzoekers zelf. Vanuit een wat breder perspectief bezien blijkt het voor de huidige samenleving – getypeerd als ‘een pragmacratie’ – echter een onmisbare functie te vervullen. Beleid en praktijk zijn vaak indirect gebaseerd op wetenschappelijke concepten, onderzoeksresultaten en toekomstverkenningen. Vooral de sociale wetenschappen maken zichtbaar wat mogelijk is, en beleidsonderzoek doet dat dan ook nog eens op een tijdige, oplossingsgerichte manier. Daarbij zijn er verschillende manieren om impact te hebben, waarbij de beleidsonderzoeker moet vasthouden aan zijn onafhankelijkheid en controleerbaarheid.

    Preference votes constitute one of the key features of (open and flexible) PR-list electoral systems. In this article, we give an extensive overview of studies conducted on preference voting in Belgium and the Netherlands. After elaborating on the definition and delineation of preference voting, we scrutinize studies about which voters cast preference votes (demand side) and about which candidates obtain preference votes (supply side). For each of these aspects, both theoretical approaches and empirical results are discussed and compared. At the same time, we also pay attention to methodological issues in these kinds of studies. As such, this research overview reads as an ideal introduction to this topic which has repercussions on many other subfields of political science.

Bram Wauters is an associate professor at the Department of Political Sciences of Ghent University, where he leads the research group GASPAR. His research interests include political representation, elections and political parties, with special attention to diversity. He has recently published in journals such as International Political Science Review, Party Politics, Political Studies, and Political Research Quarterly.     The theoretical assumptions of deliberative democracy are increasingly embraced by policymakers investing in local practices, while the empirical verifications are often not on an equal footing. One such assertion concerns the stimulus of social learning among participants of civic democratic deliberation. Through the use of pre-test/post-test panel data, it is tested whether participation in mini-publics stimulates the cognitive and attitudinal indicators of social learning. The main contribution of this work lies in the choice of matching this quasi-experimental set-up with a natural design. This study explores social learning across deliberation through which local policymakers invite their citizens to participate in actual policymaking. This analysis on the District of Antwerp’s participatory budgeting demonstrates stronger social learning in real-world policymaking. These results inform a richer theory on the impacts of deliberation, as well as better use of limited resources for local (participatory) policymaking.


Thibaut Renson
Thibaut Renson is, inspired by the 2008 Obama campaign, educated as a Political Scientist (Ma EU Studies, Ghent University) and Political Philosopher (Ma Global Ethics and Human Values, King’s College London). Landed back at the Ghentian Centre for Local Politics to do empirical research. Driven by the moral importance of social learning (vs. political consumerism) in democracy, exploring the empirical instrumentality of deliberation.

    On 1 April 2019 in the town hall of the Dutch municipality Zwolle the second Van Poelje lecture (named after the founder of Dutch Public Administration, Gerrit van Poelje) was held. The lecture is organized by the Department of Public Administration of the Faculty of Behavioural, Management and Social Sciences (BMS) of the University of Twente, in close cooperation with BMC advice, the municipality of Zwolle and the province of Overijssel (of which Zwolle is the capital). The subject of this second lecture was ‘Regional development: task-oriented operating and cooperating ’. The keynote speech of the lecture was delivered by the minister of Home Affairs Kajsa Ollongren. The coreferents were Andries Heidema (the King’s Commissioner in the province of Overijssel) and Bas Denters (professor of Public Administration at the University of Twente). Marcel Boogers (the new chief editor of this magazine, Bestuurswetenschappen) acted as chair of the day and as moderator of the discussion between the attendees and the speakers. In his opinion a clearly different wind is blowing from the Home Office, with more attention for regional differences, which demands more tailor-made work from municipalities and provinces. The minister’s main message was that, because not all provinces have the same position and the problems also differ per province, the tasks must be the guiding principle and the scale must be adjusted accordingly. Therefore, administrative culture and style must be central in the present discussion in her opinion, and not so much the administrative structure.

    More and more government organizations are making data public with the aim of promoting innovation and democratic processes. But open data does not always lead to the desired impact. In this study the authors analyze why some organizations are successful in exploiting the potential of open data and others are not. This research uses an ecosystem approach to investigate similarities and differences between four organizations that use open data. This has revealed three factors that promote the ecosystem, namely the influence of other organizations that are also involved with open data such as the motivation for open data, the important role of innovation champions and the utilization of the user perspective. Three barriers have also emerged: the preparation of a suitable case question for open data, the difficult relationship between obtaining capacity and the expected yields and the difference in scale between issues and profitable data sets.

    The Dutch central government has a long history in its search to meaningfully present policy effects. One of the instruments that was developed to this end is the Policy Conclusion (beleidsconclusie). This part of the annual report, which has been mandatory since 2013, should provide a judgement for every policy article on its results in the year 2017. To what extent has the Policy Conclusion been successful in its aims? And how do various governmental departments give substance to it? For this article, all policy conclusions that were composed for the most recent reporting year were examined. Among others, our analysis shows that departments differ greatly in their interpretation of what the Policy Conclusion should include, such as the usage of sources and the way in which intended results are (re)addressed. In addition, it was found in the Policy Conclusions that a tendency exists to put a strong focus on positive outcomes.

    The author discusses the practices, problems and pitfalls research in the biomedical field with regard to conflicts of interests. Medicines are not ordinary products: the exclusive right to prescribe lies with the doctor, and because of the potentially life-saving nature of medicines, their use, price and availability is surrounded by emotions, especially when there is only one medicine available for a serious illness. Nonetheless, these products are marketed by companies that have a primarily commercial interest and, on the basis of those interests, engage in pricing and advertising activities. In the research on medicines, there is close cooperation between the pharmaceutical industry and doctor-researchers, whereby independence is at stake due to the large financial interests and reimbursements. This pushes the design, outcome and publication of research in a direction that is favorable to the pharmaceutical industry, but that is not financially the best direction for society, or medically for patients.

    If the stakes are high, policy researchers can find themselves under strong pressures from politicians or policy makers to compromise on issues like scope of a research project, research methodology, reporting, framing and interpretation of results, and timing of publication. Research organizations experiment with various formal and informal arrangements to cope with such pressures and guard their independence.
    This article describes six coping strategies that are being explored by the Netherlands Environmental Assessment Agency (PBL). These are: i) taking control in determining the project scope and the research questions; ii) making responsibilities explicit and guarding respective roles; iii) installing a broad based societal project advisory group; iv) having some researchers in a project that interact with stakeholders, while keeping others at a distance; v) having a differentiated communications strategy; vi) being fully transparent as to hypotheses and uncertainties regarding data and models.
    Safeguarding independence in research through formal rules and provisions is generally insufficient to protect research from undue stakeholder influence. Also changes in labor routines, relationship management and organizational cultures are needed, not only on the researcher side, but on the stakeholder side as well. This calls for dialogue and joint learning processes.

    The Anthropocene offers a narrative to rethink the full range of present-day institutions. The urgency, complexity and scope of the ecological challenges that are upon us provide important challenges. Traditional institutions may be up to the task or be able to adapt to the new challenges, but likely new institutional perspectives will be required. The idea of ‘ecological reflexivity’ is helpful to critically explore some new and important institutional features for the Antropocene: recognition of the non-human world and its voices, reflection upon what works and upon what can be imagined, and response in terms of new practices and functions. We explore these features and offer some examples of new institutions.

    This research note investigates the role of paid digital campaigning in the 2018 local elections in Flanders. We make use of the official declarations which candidates are legally required to submit. In these declarations, candidates indicate whether and how much they invested in online campaigning tools during the four months preceding the elections. We collected data on a sample of 3,588 individual candidates running in the 30 municipalities of the Leuven Arrondissement. A multilevel logistic regression model shows that the odds of spending on digital campaigning increases among incumbent aldermen and local councillors. The latter finding supports the normalization thesis of digital campaigning. The results also show that scale is important – the more potential voters a candidate has, the higher the odds that the candidate invests in digital tools.

How to Improve Local Turnout

The Effect of Municipal Efforts to Improve Turnout in Dutch Local Elections

    Even though many municipalities use a variety of means to improve turnout in local elections, citizen participation in local elections is a point of concern in many Western countries, including the Netherlands. Our research question is therefore: How effective are municipal efforts to improve turnout in (Dutch) local elections? To this end, we collected data from three sources: (1) a survey sent to the municipal clerks of 389 Dutch municipalities to learn what they do to improve turnout; (2) data from Statistics Netherlands on municipalities’ socio-demographic characteristics; and (3) data on the turnout in local elections from the Dutch Electoral Council database. Using hierarchical multiple regression analysis, we found that the direct impact of local governments’ efforts to improve turnout is low. Nevertheless, some measures seem to be able to make a difference. The relative number of polling stations was especially found to impact turnout.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

Samenvatting

    Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence.

    This article presents the research program into governance in a knowledge society of professor Albert Meijer and colleagues at Utrecht University. The knowledge society is a society in which (1) citizens are higher educated that ever before and their level of education largely determines their societal position, (2) knowledge plays a key role in administrative and policy processes and is increasingly contested and (3) technology plays a key role in every facet of societal life. Research into governance of and in the knowledge society requires a transdisciplinary and plural approach to scientific work. Transdisciplinarity entails combining insights from science with various forms of contextual and practical knowledge. A plural approach to scientific works means that we should not only do explanatory empirical work but also theoretical, normative and prescriptive research. The overall ambition of this research program is to contribute to a democratic debate about the governance of the future.
