    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    During the last ten years, the private rental sector in the Netherlands has experienced a rapid growth. In the larger cities, this sector grew with 30 percent, mainly as a result of the large amount of private persons operating as small scale landlords (buy-to-let). This article reflects on the findings of a recent report on the nature of the buy-to-let sector in the Netherlands, carried out by Manuel Aalbers, Jelke Bosma, Rodrigo Fernandez and Cody Hochstenbach. This takes their findings as a starting point, and positions the Dutch private rental sector in an internationally comparative perspective. Furthermore, this article explains the rise of the buy-to-let sector not just from a housing market point of view, but from a welfare state perspective. In different European countries, the private rental sector plays a different role in the housing market, which impacts on the availability and affordability of housing in urban areas. Moreover, rental income for buy-to-let or small-scale private landlords can be seen as part of the provision of welfare. For some it is a pension arrangement, for others a speculative investment. This article reflects on the policy recommendations that Aalbers cum suis propose in their report. To what extent are their proposals able to increase the availability and affordability of housing, without undermining the livelihood of landlords for whom the rental incomes function as social security arrangement?

    Over the past three years buy-to-let purchases have become a substantial presence in the Dutch housing market. Private investors buy existing homes in order to rent out. Rental yields have become attractive to a large group of individuals due to low interest rates and high rents. Though buy-to-let helps to increase the stock of rental homes (a broadly recognized need in the Netherlands) there are concerns about negative effects for instance on affordability for regular house seekers. A new group of buyers enters the market and this poses new or potentially aggrevated risks for the Dutch housing market, in particular regarding overall house price stability.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

    Since the euro crisis the EU has seen a deepening of integration with a new framework for economic and budgetary coordination. With the new framework reforms in pension or housing market are coordinated at the European level. This comprehensive set of rules and monitoring mechanisms has revived the debate on Europe’s democratic deficit. This article describes how the European Parliament (EP) tries to fill the democratic void in economic governance. The EP’s formal role is limited, but by using mostly informal mechanisms the EP is setting in motion an incremental process towards further control. This development should be seen in light of a political battle on the interpretation of the new rules, which has accordingly become increasingly politicized. The Dutch have always wanted a European economic policy on the basis of technocracy and rules, but at the same time Europe’s political union draws ever closer.

    The Netherlands is engaged in reforming several of its public service provision sectors by limiting their hybrid (mixed public/private) character. This special issue deals with these reforms. We have a closer look at the systems of transport, education and housing, and also discuss reforms of the Dutch nation state. Each article poses three basic questions: why has the sector evolved as it has? Why is change seen as necessary? And how does this process take place? By doing so, we draw general lessons on how the Netherlands deals with system change and public management reform.

    This article explores the intellectual, political and pragmatic origins of the concept Big Society. The authors argue that although the concept has become intertwined with the political ideas of UK’s Prime Minister David Cameron, the concept has also become firmly rooted in society and is thus likely to survive the political life of Cameron. Also outside the UK, the concept has acquired political attention. The authors explore the meaning of Big Society for the Netherlands. Thus far, the concept has reached the political agenda, but time will tell how the concept succeeds to sustain.

    Dutch housing policy has been reformed dramatically over the last fifteen years. The reforms were preceded by an equally dramatic policy crisis during the 1970s and 1980s. This article attempts to explain the development of both the crisis and the subsequent reforms. An important explanatory variable is the logic of provision, relating to the fact that housing comes in the shape of stock and capital. However, the institutional logic of Dutch housing policy, notably the fact that most social housing providers are traditionally private nonprofits, has also proved of vital significance in determining the outcome of the reform process. Distinguishing the effects of the logic of provision and the institutional logic enables an analysis of how policy feedback, the inheritance from previous policies, may cause both policy crisis and policy reform.

    In the near future a growing number of Dutch regions and municipalities will experience a decline in population and household numbers. However, compared with other countries, the impending population shrinkage in the Netherlands will be modest, if not insignificant. The spatial consequences of this demographic decline will be limited. Other factors, such as economic growth, behavioural change and spatial planning policy, will have a more important influence on spatial development. The fixation on population numbers in both the public debate about demographic decline and in policy-making is therefore misplaced and futile. Insofar as demographic trends already have an influence on spatial developments, it is primarily through changes in household numbers and population composition, for example in relation to housing needs. This does not mean that demographic decline will not raise issues pertinent to spatial development policy. In municipalities and regions, falling household numbers may push up housing vacancy rates and exacerbate segregation, leading to a reduction in the quality of the living environment. These negative consequences will be concentrated in specific districts, neighbourhoods and villages. Demographic decline is not only a threat; it also presents opportunities. In regions currently suffering from serious housing shortages, a shrinking number of households will relieve pressure on the housing market. In addition, contraction of local and regional populations will open up opportunities for reducing densities and 'greening' these neighbourhoods. When anticipating or responding to demographic decline, local and regional governments mainly adopt a strategy of improving the quality of the housing stock and stimulating employment. In both cases, there is a danger of competition between local authorities (or regions and provinces), which may lead to uneconomic spatial investments and irreversible spatial developments.

    How strong is the influence of ageing and the population decline on the amount and quality of the demand for housing? On basis of a broad sample including English households dating from 2001, it is shown that human capital, as measured by education, is a substantive factor in the demand for housing. On the other hand, factors such as chronic illness, which decrease human capital, have a negative effect on the housing consumption. Assuming that every generation is better educated and healthier than the previous generations, this will lead to a growing total need for housing in an ageing society, even when the amount of households will not further increase.
