    Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes.

    According to the outgoing European Commissioner Pierre Moscovici, the European Union (EU) has made more progress in tackling tax avoidance and evasion in the last five years than in the twenty years before that. This article argues that although several targeted measures have indeed been adopted, such as automatic exchange of tax rulings and limitations on interest deductions, this has not led to a structural change in EU corporate tax policies, nor in underlying power relations. The article discusses the politics of a number of recent policy developments related to tax avoidance and evasion by transnational corporations. It argues that the adoption of targeted measures, and the simultaneous stalling of more comprehensive approaches – in terms of tax transparency or a common consolidated corporate tax base – can be explained by recent tax controversies, international politics, and the dynamics within and between EU institutions. Particular attention is paid to the role of the European Parliament that is formally limited, but still houses progressive forces that have continuously pushed for a clampdown on tax avoidance. Finally, the article pleads for more transparent EU decision-making, specifically concerning discussions with and within the Council, in order to improve the democratic legitimacy of EU corporate tax policies and processes.

    Ten years ago, now, the Eurozone began to shake on its foundations. This article traces the genesis of the crisis and the present state of affairs. As to the causes of the global financial crisis in 2008, I argue that contrary to common understanding, the financial crisis had its deeper causes in a decades old tendency towards crisis in the real economy, produced by the continuous overaccumulation of capital which can only return profits by undertaking speculative short-term investments (a phenomenon known as ‘financialisation’). I then trace how the global financial crisis morphed into a crisis of public deficits and debt in 2010-2011, particularly in the Eurozone. Three factors are shown to be responsible: financialization, design faults in the European monetary union, and the neo-mercantilist strategy of especially Germany and the Netherlands. The paper next looks at the five main traits of the policy responses in the Eurozone: bailing out governments and banks through creating emergency funds; imposition of austerity and budget discipline for member state governments; attempting to create and complete a Eurozone banking union; subsequently the European Central Bank engaged on an unprecedented scale in ‘quantitative easing’; and finally, institutional reform in an attempt to repair the most pressing design faults of the EMU. The paper concludes that the underlying structural factors leading up to the crisis have only been addressed incompletely: the overaccumulation of capital continues, the completion of the banking union is in an impasse, quantitative easing has mostly just intensified financialization by pushing up asset prizes, and institutional reform has taken the form of a fundamentally undemocratic attempt at monetary and political union by stealth. The broader legitimacy of the European project has been substantially undermined, and Europe is not in a better position than eight years ago in case of a new global crisis.

    In Nederland komen tal van wicked problems (WP) voor. Ze worden ook wel aangeduid als weerbarstige problemen. Kenmerkend is het unieke karakter, het feit dat kennis over probleemaspecten beperkt is en verschillende perspectieven op een probleem en meerdere waardenoriëntaties een rol spelen. Naast cognitieve en normatieve complexiteit bestaat er ook nog sociale complexiteit. WPs zoals voetbalvandalisme spelen zich af in een beleidsnetwerk met tal van elkaar afhankelijke actoren. Kennis, preferenties, handelingsvermogen en middelen blijken gespreid en niet in de hand van één actor. Om toch tot een bevredigend resultaat te komen moeten de actoren gezamenlijk optrekken. Daarom is interorganisationeel netwerkmanagement en deliberatie met burgers een wenselijke responsestrategie. Bij WPs zijn actoren dus tot elkaar veroordeeld. Centralistische besluitvorming werkt niet. Een centrale actor kan overigens nog wel een rol vervullen als initiator, facilitator of regisseur van overleg en discussie; als arbiter bij botsende perspectieven; of beslisser na netwerkberaad en inbreng van burgers.

    It may seem obvious to say that society changes and that this is happening at an increasing speed. But not everyone fully realizes that society as a whole is undergoing fundamental changes and that this will lead to a complete transformation and structural change of society over a longer period of time. Some think that tomorrow is a multitude of today, others think that the present is not really a good compass for what tomorrow and especially the day after tomorrow will be. In this respect, municipalities are faced with the considerable task of making a ‘future-proof’ diagnosis of ‘municipal reality’ and of forming a picture of what that future will be, or should be. Municipalities differ considerably in the way in which they deal with these aspects administratively: from ‘government as usual’ on the one hand to ‘complete tilt’ on the other side of the continuum. Much municipal policy is a slightly adapted version of what they have been doing for a long time. The real initiatives to ‘fundamentally tilt’ systems have yet to reach many municipalities. In other words: everything changes, but… have things not remained the same? In this essay the author discusses these issues in the context of his hometown Maastricht (in the south of the Netherlands) as an example.

De ongekende effecten van deregulering: een experiment in Hollands Kroon

    What happens in the case of massive deregulation in the local public domain? Despite the widespread call for ‘less regulation’, the effects of large-scale deregulation have received surprisingly little academic attention. In this article, we present the results of a longitudinal study on the effects of deregulation in the Dutch municipality of Hollands Kroon. The municipality abolished a vast number of regulations on public order offences in a radical two-year policy experiment, encouraging citizens to exercise more social control. In contrast, criticasters expected that the experiment would lead to more public offenses and conflict. Based on our data collected over three survey rounds; focus groups with citizens, politicians and civil servants; and several secondary data sources, we conclude that there was little effect: neither an increase in public order offences, nor an increase in social control. Our research shows that, in the short term, deregulation did not significantly affect the behavior of citizens.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.

    This article argues that the politics of participation, as it is currently implemented in Dutch society, departs from dubious policy assumptions. The main problems relate to a controversial idea of what societal resilience is about, which in turn is a side-effect of the neoliberal conception of man and society. In particular three policy assumptions seem contested, regarding respectively the self-governance norm, the required levels of trust, and the presence of a ‘loving culture’. While discussing these three topics, the article also introduces three contributions to this special issue, which will focus in more detail on the poverty of the assumptions underlying the participation paradigm.

    The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.

    Lack of safety leading to death or injury has many aspects: personal violence, traffic, accidents at home or the work place, not to mention other external sources as radiation and fine dust or internal sources like diseases. In this paper we restrict ourselves to the lack of safety in traffic as a system, and address the following questions: (1) Is traffic a system with one dominant responsible actor (Ministry of Traffic)? (2) What explanations are offered for the lack of safety? (3) Who is responsible for safety? (4) What sort of interventions are suitable for enhancing safety? and (5) What type of process/consultancy is most appropriate for answer the preceding questions?
    The paper arrives at its conclusions via an indirect way, namely a short analysis of what a system comprises and what constitutes an explanation, responsibility and effectiveness. It appears that we are all causally involved in the lack of safety, and we are all responsible at all levels of society: micro-individual, meso-organizational and macro-societal. Therefore a promising route to maximize safety is a governance perspective comprising multiple stakeholder co-responsibility. It remains to be seen whether this perspective should replace the predominant command and control governance or complement it.

    Policy decisions taken now can determine the room for manoeuvre of future generations for a very long term. Politicians and civil servants often only seem to be interested in short-term implications, however. A major focus on the short term does not provide sufficient stability and impetus for long-term structural measures. This is primarily an institutional issue. In this article, the authors discuss how to instil a long-term focus in day-to-day processes of policymaking.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    This article investigates the state of affairs of local participation and participation wishes, and its backgrounds. The central question is if those who participate a lot are also those who wish to have more participation or not. It is not possible to simply summarize the developments in time in terms of ‘less and less’ participation and ‘more and more’ wishes. Since the seventies the turnout in municipal elections has fallen (against fluctuations without trend at the national elections) and collective actions for local goals have remained at the same level (against a fall in collective actions for supralocal goals). In 2016 also less people have appeared to participate non-electorally (19% local activists) than electorally (54% turnout in 2014). In addition the support for new opportunities for participation is larger than the actual use of existing opportunities. Political participants are almost as often as non-participants in favour of new opportunities for participation. In line with previous research the authors find several social and political attitudes in support of promoting more opportunities for participation. For participants as well as non-participants it applies that support for more opportunities is promoted by ‘positive’ characteristics (like interest in local politics, worries about the environment) as well as ‘negative’ ones (dissatisfaction with local democracy, disbelief in the responsiveness of councillors).

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

Non-participatie in de doe-democratie

    Research into citizens’ initiatives usually focuses on those who already participate. In this article the central question is how those who do not participate yet can be motivated to take part in citizens’ initiatives. To investigate this the authors used vignettes in which four key motives for participation in citizens’ initiatives are linked to three types of citizens’ initiatives. The results of this research show that people are more likely to take part in an initiative if a call is made to altruism. Usually it is also in general easier for small-scale, more applied citizens’ initiatives to motivate people. Non-participants will be more inclined, certainly in the presence of a specific local problem and if they are asked, to respond in a positive manner to an invitation to take part. For more abstract citizens’ initiatives, like a citizens summit in which not one single specific problem is addressed, it is much more difficult to motivate people to take part. Participation in citizens’ initiatives indeed increases the quality of local democracy, but only if the (local) government doesn’t take over these initiatives. Also those who do not yet take part in citizens’ initiatives have a positive and constructive attitude towards them.
