    We analyze how ‘original’ residents in different gentrifying working class areas in Amsterdam North experience and evaluate the changes in their neighborhood in terms of social cohesion – in other words, whether they feel at home in their changing neighborhood and whether they feel connected to other residents. Policy interventions often focus on establishing connections between residents with different socioeconomic or cultural backgrounds, in order to stimulate mutual understanding. An underlying policy aim is to uplift vulnerable original residents through contact with higher income groups. Based on our empirical data, we critically assess the concept of ‘bridging capital’ (Putnam, 2000) that underpins several of the social activities that are organized in areas such as the ones in our study. Subsequently, we discuss the importance of ‘bonding capital’ or the sense of interconnectedness and strong ties amongst original residents. Our empirical data – based on both interviews and participatory observation – suggest that activities within the ‘own’ community contribute importantly to feelings of belonging in the neighborhood. In the final section of the article, we discuss how different types of local meeting places offer opportunities for ‘lighter’ forms of interactions without aiming directly at strong connections between differently positioned neighborhood residents.

    Access to affordable, decent and secure housing is under increasing pressure in countries across the world, especially in burgeoning cities. This results in displacement, exclusion and increasing housing cost burdens. This theme issue consists of a collection of papers that approach inequality on urban housing markets from different angles. In this introduction to the special issue, we provide a framework to understand these various dimensions of inequality and their interconnectedness. We identify three scales of inequality: First, at the abstract level of housing systems, market developments and housing policies contribute to increasing housing costs and a reduction in affordable housing units. Second, at the urban level we identify increasing spatial segregation between populations as well as the intertwined trends of intensifying gentrification and suburbanization of poverty. Third, at the everyday level we can identify a loss of belonging among long-term residents of changing (gentrifying) neighbourhoods, while other residents may appreciate change. This also fosters the potential for conflict and poses new challenges to professionals dealing with families in situations of poverty. We argue that emerging inequalities at these different scales need to be considered as interconnected.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    This article takes up Lijphart’s claim that consensus democracy is a ‘kinder, gentler’ form of democracy than majoritarian democracy. We zoom in on contemporary welfare state change, particularly the shift towards social investment, and argue that the kinder, gentler hypothesis remains relevant. Consensus democracies stand out in regard to the extent to which their political institutions help to overcome the politically delicate intricacies of governing for the long term. We theorize the features that can help to solve the problem of temporal commitment in democracy through processual mechanisms and illustrate these with short case studies of the contrasting welfare state reform experiences in the Netherlands and Belgium.

    The regulatory agencies in various public service sectors are said to be changing (some) of their regulatory attention issues of internal governance of organizations in education, health care en social housing. This paper aims to assess how (if, at all) responsible actors within those organizations experience this shift in regulatory focus. We report on the findings from a survey with modest N, distributed at an early stage of this new policy. The paper shows that respondents have fairly divergent views on whether or not this regulatory shift has indeed occurred, something which is not uncommon for a new policy. We distinguish three mechanisms through which governance-based oversight may have an impact on public service providers. This new regulatory regime could 1) have an agenda-setting effect within organizations, could 2) stimulate organizational decision-makers to take well-considered decisions and could 3) induce a sense of relational felt accountability towards the regulator.

    The Dutch social housing sector is still recovering from a series of incidents that harmed the sector’s reputation drastically. Part of the recovery plan is the installation of an independent Housing Authority, who focuses specifically upon the ‘governance’ of housing corporations. This article explores the implementation and development of the Authority’s regulation strategy. It finds that although the strategy sharpens the focus of housing corporations and limits risky circumstances and behavior, it also triggers adverse effects. The Authority should therefore adopt a broader outlook, that is more sensitive to (1) the complexity of the social housing task, and (2) the pathologies of multiple accountabilities being placed upon the corporation(sector).

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    During the last ten years, the private rental sector in the Netherlands has experienced a rapid growth. In the larger cities, this sector grew with 30 percent, mainly as a result of the large amount of private persons operating as small scale landlords (buy-to-let). This article reflects on the findings of a recent report on the nature of the buy-to-let sector in the Netherlands, carried out by Manuel Aalbers, Jelke Bosma, Rodrigo Fernandez and Cody Hochstenbach. This takes their findings as a starting point, and positions the Dutch private rental sector in an internationally comparative perspective. Furthermore, this article explains the rise of the buy-to-let sector not just from a housing market point of view, but from a welfare state perspective. In different European countries, the private rental sector plays a different role in the housing market, which impacts on the availability and affordability of housing in urban areas. Moreover, rental income for buy-to-let or small-scale private landlords can be seen as part of the provision of welfare. For some it is a pension arrangement, for others a speculative investment. This article reflects on the policy recommendations that Aalbers cum suis propose in their report. To what extent are their proposals able to increase the availability and affordability of housing, without undermining the livelihood of landlords for whom the rental incomes function as social security arrangement?

    Over the past three years buy-to-let purchases have become a substantial presence in the Dutch housing market. Private investors buy existing homes in order to rent out. Rental yields have become attractive to a large group of individuals due to low interest rates and high rents. Though buy-to-let helps to increase the stock of rental homes (a broadly recognized need in the Netherlands) there are concerns about negative effects for instance on affordability for regular house seekers. A new group of buyers enters the market and this poses new or potentially aggrevated risks for the Dutch housing market, in particular regarding overall house price stability.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

    In the Netherlands citizens increasingly unite in cooperatives to realize common facilities and services in their neighborhood themselves. Apparently neither markets nor governments succeed in providing all the public goods and services that citizens strive for. Although these forms of self-organization are still young and their success is far from sure, they are seen as sources of social innovation and new ways of organizing that inspire many. Their example is followed widely: cooperatives seem to be rapidly emerging almost everywhere. Yet not much systemic knowledge is available on their nature, drivers, and impacts, nor on the conditions under which they flourish. In this special issue the state of the art regarding these cooperatives is examined in the areas of energy, care, broadband connections and housing. The various contributions show that the main challenge that cooperatives have to deal with is finding the balance between the ambition to preserve their identity as grass root organizations and the need for professionalization. Also they have to learn to build and maintain relationships with other organizations and actors in their environment on which they are dependent: governments, private parties and professionals.

    There is a growing interest for cooperatives in housing. Recently a new housing law was signed that stimulates the rise and creation of citizen cooperatives in this sector. It is argued that in this way people, especially in the low- and middle-income category, get more opportunities to influence their own living situation. Some housing cooperatives have existed for years, but recently we have seen the rise of dozens of cooperatives. The knowledge network Platform31 has initiated an experimental program to facilitate the implementation of cooperatives in housing in the Netherlands. An important condition is that the cooperatives need to develop a strong business case. Cooperation with established housing corporations in the sector is also of vital importance. Moreover, a helping hand from municipalities is needed and some local governments have already developed policies and undertaken actions. Yet there are still bottlenecks in policy and law that needs to be solved. A paradigm shift is needed to make cooperatives in housing feasible.

    This contribution presents a review of four publications, selected as building blocks for designing a policy for competent governance of Dutch housing associations. These publications are about:

    • hybrid organisations: Verhoef & Simon (2001);

    • securing public interests: WRR (2000);

    • problems around core tasks, side activities and achievements of housing associations: ARK (2014);

    • the complex separation of social and commercial activities: CFV (2014).


    After analyzing these four publications, a proposal is presented for the future governance of Dutch housing associations. An exclusive orientation on social activities, a discontinuation of commercial activities and a termination of state aid are suggested
