During electoral campaigns, the use of voting advice applications (VAAs) has become increasingly widespread. Consequently, scholars have examined both the patterns of usage and their effects on voting behaviour. However, existing studies lead to conflicting findings. In this article, we take a closer look at the effect of De Stemtest/Test électoral (a VAA developed by academics from the University of Louvain and the University of Antwerp, in partnership with Belgian media partners) on vote switching. More specifically, we divide this latter question into two sub-questions: (1) What is the impact of a (dis)confirming advice from the VAA on vote switching? (2) Do VAA users follow the voting advice provided by the VAA? Our study shows that receiving a disconfirming advice from the VAA increases the probability of users to switch their vote choice. |

In the past decade, large infrastructure projects in the Netherlands have often been implemented through Public-Private Partnerships (PPPs), specifically using Design-Build-Finance-Maintain (DBFM) contracts. While the decision to implement projects through PPPs is based on expected advantages for internal parties – the public and private partners in the PPP –, there is a call for more focus on the advantages and disadvantages of PPPs for external stakeholders. External stakeholder management in DBFM projects is based on a contractual division of risks and responsibilities between the partners. However, it is clear from the literature that the contract does not guarantee successful stakeholder management. Relational aspects are important. Little research has been done, however, into the interplay of contractual and relational aspects in achieving successful stakeholder management. This article addresses this research need. A comparative case study was conducted into the PPP projects A9 Gaasperdammerweg and A16 Rotterdam. The study first shows that sanctions, when combined with a relational approach, have a positive effect on the relationships with stakeholders. Second, external stakeholder management cannot be simply outsourced to the private partner and continuous involvement of the public partner is important for success. |

In 2003, the WRR suggested in the ‘Deciding on Biotechnology’ report that individuals should not be given ownership of their personal genetic information (DNA) to prevent risk selection and exclusion. Yet, that does not seem politically and ethically feasible. From that perspective, the research question of this article is how to regulate ownership and use of genetic information. Better predictability of health and longevity risk, through genetic information and thanks to new developments in geno-economics, possibly in combination with ‘big data’, makes risk selection by insurance companies attractive. That holds more specifically for the pension system. In addition to insurance for investment risk, the pension system also offers insurance for longevity risk. In itself, selection for longevity risk via premium setting is not unwarranted since the ‘bad risks’ with long life expectancy are the highly educated, so that the current implicit risk solidarity in pension insurance in The Netherlands, unlike in health insurance, brings about more inequality. But an unrestricted risk selection does raise ethical and social questions and does not fit into the new pension system in the Netherlands. That is why good and extensive legislation is needed for property rights and the utilization of genetic information of individual citizens. A similar focus on regulation is also in order for the use of DNA information of the government in criminal cases. Here the question is what additional options the government should have to use the information to solve crimes. |

In the Netherlands and surrounding countries, there is reason to ask the question whether levels of segregation according to country of origin (mainly non-western) and in terms of socioeconomic position (mainly social arrears) are sufficiently high to legitimate anti-segregation policy. When will segregation become problematic? If segregation is regarded a problem, what, then, would be the best remedy? Spatial intervention? Or broader societal intervention? In this article developments and mechanisms will be discussed that lead to segregation; also political views on segregation and the framing of segregation will be scrutinized. A confrontation of knowledge, insights, visions, and framings offers material for new perspectives on residential segregation and is reason to argue for a more relaxed attitude towards segregation. We should acknowledge that the process of matching households to residential environments results in some – generally unproblematic – segregation. Only if segregation causes problems that pass certain intensity and/or a certain spatial range, non-spatial or spatial interventions are becoming a necessity. Levels of segregation are relatively moderate still. We ought to be more aware of the fact that strong negative framing actually stimulates segregation, social exclusion, division, discrimination, marginalisation, stigmatisation, fear, estrangement, and the development of first- and second-rate citizens. |

Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization. |

In this article we discuss the role and position of different types of low income households in Dutch renewable energy transition processes using the concept of energy poverty. We explore which benefits and/or (dis)advantages (unintentionally) result from energy policies and regulations. And to what extent the distribution of these (dis)advantages benefit the position of different types of households. To this end we present an analytical perspective that enables us to evaluate renewable energy transition policies and governance on procedural and distributional aspects: paying attention to issues of recognition, equity and justice. The perspective draws on ideas in environmental justice literature and on ideas in social resilience literature. Combining these ideas in a new analytical framework proved to be useful in articulating some major policy challenges in relation to energy poverty in the Netherlands today. |

Recent research demonstrates that political parties in western Europe are generally structured along one dimension – and often take more or less similar ideological positions on the economic and cultural dimension – whereas the policy preferences of voters are structured two dimensionally; a considerable part of the electorate combines left-wing stances on one dimension with right-wing stances on the other. These ideologically ‘unserved’ voters are the main focus of this study. Using data from a large-scale survey in Flanders and Wallonia, we demonstrate how the salience of the two dimensions explains whether these unserved voters ultimately end up voting for a right-wing or a left-wing party. Specifically, we show that these voters elect a party that is ideologically closest on the dimension that they deem most important at that time. To summarise, the findings of this study confirm that salience is a key driver of electoral choice, especially for cross-pressured voters. |

This study investigates how protest attitudes and ideological considerations affected the 2019 election results in Belgium, and particularly the vote for the radical right-wing populist party Vlaams Belang (VB) and for the radical left-wing populist party Partij van de Arbeid-Parti du Travail de Belgique (PVDA-PTB). Our results confirm that both protest attitudes and ideological considerations play a role to distinguish radical populist voters from mainstream party voters in general. However, when opposed to their second-best choice, we show that particularly protest attitudes matter. Moreover, in comparing radical right- and left-wing populist voters, the article disentangles the respective weight of these drivers on the two ends of the political spectrum. Being able to portray itself as an alternative to mainstream can give these parties an edge among a certain category of voters, albeit this position is also difficult to hold in the long run. |

Recently, studies have burgeoned on the link between populism and demands for democratic reforms. In particular, scholars have been debating the link between populist citizens or voters and support for referendums. In this article, we examine voters of populist parties (Vlaams Belang (VB) and Parti du Travail de Belgique-Partij van de Arbeid (PTB-PVDA)) in Belgium in 2019 and we look at their attitudes towards various types of democratic reforms. We find that voters of populist parties differ from the non-populist electorate in their support for different kinds of reforms of representative democracy. Voters of VB and PTB-PVDA have in common stronger demands for limiting politicians’ prerogatives, for introducing binding referendums and for participatory budgeting. While Vlaams Belang voters are not significantly different from the non-populist electorate on advisory referendums, citizens’ forums or technocratic reform, PVDA-PTB voters seem more enthusiastic. |

Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization. |

This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper. |

This article examines what explains the performance of Dutch local party branches in the recruitment of candidates for municipal councils. Fielding a list of candidates is the most basic function of political parties. In the Netherlands, party branches are under pressure from the low number of party members. To analyse how branches fulfil their role in recruitment, we employ our own survey of the secretaries of party branches held in the run-up to the 2018 municipal election. We find that party membership drives the successful fulfilment of the recruitment function but that, more than the absolute number of members, the crucial factors are how these party members cooperate, the number of active members and the development of this number. |

This article investigates the feminisation of local politics. Starting from the observation that the representation of women in local electoral politics lags behind the regional and federal level, and taking into account the relevance of local party branches in the recruitment and selection of candidates for elections, we examine the extent to which there is an ‘internal’ feminisation of local party branches and how this links to the ‘external’ feminisation of local electoral politics. Based on surveys among local party chairs, the article maps patterns of feminisation over time and across parties, investigates problems local branches encounter in the recruitment of candidates for local elections, and analyses the (attitudes towards the) measures taken to further the integration of women in local electoral politics. We conclude that internal and external feminisation do not always go hand in hand and that local politics continues to be a male-dominated political biotope. |

As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations. |

This article scrutinises local-national linkage in Belgium to better understand territorial power relations in multilevel parties. Drawing on a survey of local chairs of national parties, it adopts an innovative, informal and bottom-up approach. The descriptive analysis reveals two central axes in the morphology of linkage: scope (downward support and upward influence) and surplus (benefits versus costs). However, (the valuation of) this interdependence appears as a matter of degree. The explanatory analysis therefore probes into the effect of macro- (between environments), meso- (between parties) and micro- (within parties) level factors. It demonstrates that variance is explained by different parameters. For scope, differences between parties trump those within them. For surplus, specific differences between parties as well as within them matter. The answer to our guiding question is therefore variegated: it depends on for what and for whom. |

The care for religious heritage is no recent phenomenon in the Netherlands. King Willem I (1813-1840) was the first king of the Netherlands personally committed to the preservation of churches. But striving for conservation does not mean that a building is frozen in time; on the contrary. Many a church is made smaller, rebuilt or expanded in the course of its existence. The use of churches for other than religious purposes is also nothing new in the Netherlands, as is the re-designation of churches. The ‘Grote Kerk’ of Veere has been re-designated many times since 1600. Of the current approximately 7,100 buildings in the Netherlands that were built for a religious function, some 1,700 have already been re-designated. It is said that around 1,000 church buildings have been closed since the 1960s, hundreds of which have been demolished. As far as religious buildings are concerned, change is not an exception, but a constant. So desperately wanting to keep everything as it is – or was – seems impossible. But all this does not alter the fact that church buildings are dear to Dutch society. For example, churches make up only 4% of the total stock of national monuments in the Netherlands, but together they receive about 40% of all maintenance funds. Church buildings apparantly offer something extra and lift us up as people. And from that perspective alone, the recommendation is to keep these buildings as much as possible for the future. |
