    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    The police use all sorts of information to fulfil their tasks. Whereas collection and interpretation of information traditionally could only be done by humans, the emergence of ‘Big Data’ creates new opportunities and dilemmas. On the one hand, large amounts of data can be used to train algorithms. This allows them to ‘predict’ offenses such as bicycle theft, burglary, or even serious crimes such as murder and terrorist attacks. On the other hand, highly relevant questions on purpose, effectiveness, and legitimacy of the application of machine learning/‘artificial intelligence’ drown all too often in the ocean of Big Data. This is particularly problematic if such systems are used in the public sector in democracies, where the rule of law applies, and where accountability, as well as the possibility for judicial review, are guaranteed. In this article, we explore the role transparency could play in reconciling these opportunities and dilemmas. While some propose making the systems and data they use themselves transparent, we submit that an open and broad discussion on purpose and objectives should be held during the design process. This might be a more effective way of embedding ethical and legal principles in the technology, and of ensuring legitimacy during application.

Political Sophistication and Populist Party Support

    In this article, we investigate the moderating role of political sophistication on the vote for populist parties in Belgium. Building on the literature about the diverse determinants of populist party support, we investigate whether issue considerations and populism-related motivations play a bigger role in the electoral calculus of politically sophisticated voters.
    Using data from the 2019 general elections in Belgium, we focus on the cases of Vlaams Belang (VB) and Parti du Travail de Belgique- Partij van de Arbeid (PTB-PVDA). We find evidence suggesting that political sophistication enhances the impact of populism-related motivations on populist party support, although the effects are contingent on the party. Moreover, we show that, for issue considerations, the moderation effect only comes into play for VB voters: the impact of anti-immigrant considerations is greater at increasing levels of political sophistication.

Jonas Lefevere is research professor of political communication at the Institute for European Studies and assistant professor of communication at Vesalius College. Since 2018, he is also vice-chair of the ECPR Standing Group on Political Communication. His research interests deal with the communication strategies of political parties, and the effects of election campaigns on voters’ electoral behaviour. He has published on these topics in, amongst others, Electoral Studies, Public Opinion Quarterly, Political Communication and International Journal of Public Opinion Research.

    Recently, studies have burgeoned on the link between populism and demands for democratic reforms. In particular, scholars have been debating the link between populist citizens or voters and support for referendums. In this article, we examine voters of populist parties (Vlaams Belang (VB) and Parti du Travail de Belgique-Partij van de Arbeid (PTB-PVDA)) in Belgium in 2019 and we look at their attitudes towards various types of democratic reforms. We find that voters of populist parties differ from the non-populist electorate in their support for different kinds of reforms of representative democracy. Voters of VB and PTB-PVDA have in common stronger demands for limiting politicians’ prerogatives, for introducing binding referendums and for participatory budgeting. While Vlaams Belang voters are not significantly different from the non-populist electorate on advisory referendums, citizens’ forums or technocratic reform, PVDA-PTB voters seem more enthusiastic.

    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

    While many new churches were built in the Netherlands sixty years ago to meet the demands of religious communities for space for their worship, the situation in 2020 is completely different. It is true that a church is sometimes built here and there in the Netherlands, but the general picture is that many churches have been withdrawn as places of worship in recent years, that a number have been demolished and that many have been given a new designated purpose. The fate of a church building often evokes many emotions in people. For example, we experienced this when we, together with the Parisians, watched in disbelief as fire destroyed parts of Notre Dame. This is related to the fact that for many people churches are more than just ‘beautifully stacked stones’. They are directly linked to the highs and lows of people’s individual and collective lives. People were baptized and married in that church, funeral services of loved ones were held there and the church is still a familiar part of the image of city or village. Rightly so that churches are also seen as ‘affective monuments’. The central question, however, is how to deal with religious heritage (policy related) now that churches are emptying? In this article the authors first give a brief outline of the background, nature and scope of what they call the ‘church problem’. Then they discuss the ‘battle for churches’ associated with this problem, which they subsequently try to interpret from a number of Public Administration theories. The role of certain individuals and organizations in the ‘battle for churches’, the so-called ‘entrepreneurs’, is further explored. They pay specific attention to the role of the municipality in this as a whole and call on all parties involved to deal (politically) with the ‘church problem’ rather than ‘spasmodically’.

    In this article we discuss the role and position of different types of low income households in Dutch renewable energy transition processes using the concept of energy poverty. We explore which benefits and/or (dis)advantages (unintentionally) result from energy policies and regulations. And to what extent the distribution of these (dis)advantages benefit the position of different types of households. To this end we present an analytical perspective that enables us to evaluate renewable energy transition policies and governance on procedural and distributional aspects: paying attention to issues of recognition, equity and justice. The perspective draws on ideas in environmental justice literature and on ideas in social resilience literature. Combining these ideas in a new analytical framework proved to be useful in articulating some major policy challenges in relation to energy poverty in the Netherlands today.

    Modern technology will lead to fundamentally different models for policy and governance. The impact of this on existing government bureaucracy is strongly underexposed within the current discourse on digital transformation. This essay, based on practical experience, wants to make clear (a) that this impact is indeed there; (b) that this impact affects all processes of the government organization; and (c) that this impact is not something that will emerge in the long term, instead it is already evident. So it is now time for administrators, policymakers and managers to put this topic on the agenda, otherwise the disruptive soup will soon not be as hot, but even hotter, when eaten.

    This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society.

    The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts.

    Until 2002, local government in Flanders and the Netherlands had a monistic approach. In both systems, the city council was formally the head of the board. However, due to the interplay of factors and evolutions, the influence of the council in practice was increasing. This contribution compares and evaluates the institutional reforms that have been implemented in Flanders and the Netherlands over the past decades in an attempt to reassess the role and position of the council. While Flanders opted for more limited reforms within the existing monistic system (e.g. its own chairman for the council, a special committee for intermunicipal cooperation, a procedure for restoring structural unmanageability), the Netherlands opted with dualism for a radical personnel and functional separation between council and board. Although the reforms in Flanders often seem half-hearted and councilors in the Netherlands attribute more influence to themselves, research also shows that the revaluation of the council in the Netherlands is (still) incomplete too. This theme will undoubtedly remain on the political agenda in the coming years. The authors are thinking of the development of a better statute for council members, or the functioning of the council as a democratic watchdog of the network society.

    Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination.

    An element of the theme of the VNG 2018 ‘Across boundaries’ annual conference in Maastricht is the necessity for Dutch politicians and administrators to push existing boundaries. In many cases this will involve a national border, which is closer in the region than in the national administrative center in The Hague. More than half of the twelve Dutch provinces have national borders, so cross-border cooperation is a regular phenomenon. National or EU regulations and subsidies may help to realize policy goals that are found important at a regional or local level, but when policy crosses national borders in practice it is also confronted with other ‘European’ boundaries. If there are incomprehensible, impracticable or conflicting rules, there is tension between common European policy and Dutch decentralization. Therefore this essay focuses on the control that the European Union has as an administrative challenge. It first discusses the shaky European consciousness and then the actions taken to break this vicious circle.

E-democracy: meer demos door digitale revolutie?

Samenvatting

    E-democracy incorporates digital tools, the internet and social media to enhance democracy. There are many of these tools available to improve governmental responsiveness, transparency, and accountability, but also to support the inclusiveness, representativeness and influence of citizens’ participation. Examples are online petitions, apps for neighborhood watches, wikiplanning and social media monitoring. Web 3.0, which is more interactive and less location specific, enables governments to take a more personalized approach. It also allows for participation across administrative and geographical boundaries. In this symposium two contributions address the question of the influence of e-democracy on the democratization of governmental decision-making, information and service delivery, and of citizens’ participation.

    Cybersecurity is daily news. Data leaks and hackers are common features in the media. We tend to look to the government when things go wrong: what is the government doing about it? In this special issue we also look to the government and ask ourselves whether we are ready for the challenges of cybersecurity. Asking this question is simple. Answering it, however, requires sophisticated knowledge. This includes knowledge about the technology of today and the future. It also includes knowledge about governance. Who should be prepared in the age of distributed responsibilities? Which public and private parties can enhance cybersecurity, including you and me? Finally, what is does ‘being prepared’ mean exactly? This special issue includes three academic articles, five interviews and a column. Cybersecurity is viewed from different academic perspectives and professional positions. In its entirety, this special issue provides state-of-the-art of academic and professional thinking on government cybersecurity.

Het stelsel van informatieveiligheid: een essay over hoe we moeten leren er klaar voor te zijn

    Government cybersecurity requires action from many public and private actors. Both collective knowledge and collective priority are needed to ensure cybersecurity at a government level. This makes collective learning essential. There is a system of arrangements that includes all kinds of governmental organisations and private parties. How can learning be stimulated in this system? And what is the need for steering here? This article provides answers to these questions, based on the contributions in this special issue. We conclude that both central control and self-regulation are essential to cybersecurity, even if they are in conflict. We coin the term ‘complimentary self-regulation’. We also conclude that many arrangements have been developed or are under development, however, it is difficult to institutionalise the coherence between these initiatives. There is a long road ahead in terms of gaining a collective understanding. Cybersecurity and its organisation will probably not vanish from the administrative agenda any time soon.
